    I would like to thank all our members or their efforts this past year in undraising or the Party. Te2014 Election Super Draw, in particular, was a great success, and has allowed us to continue to decreasethe Party debt levels, while also helping us build up our election war chest or this May. Furtherdetails o the Partys spending and undraising over the last year can be ound in the Joint Honoraryreasurers Report, located later in this Clr. Once again, Fianna Fil owes a huge debt o gratitude toour membership, who continue to support the Party in spite o continued challenging circumstances.

    Friday 4th October 2013 saw the people vote in the reerendum to abolish Seanad ireann. Fianna Filwas the only political party which stood up to protect the Seanad rom this cynical Government stunt,and I would like to thank our members, as well as Niall Collins, our Director o Elections, or theirsterling work in that campaign.

    Looking ahead, our Party aces a challenging and exciting couple o months, as we work towards asuccessul polling day on May 23rd. However, with the combined efforts o our candidates, membersand supporters, I am confident that 2014 will be a successul year or Fianna Fil.

    Finally, I would like to thank the staff at Headquarters and Leinster House or their commitment andhard work over the past twelve months. Tey work tirelessly to ensure that the business o our Party is

    carried out, every day. You will meet them over this weekend and I know you will agree with me thatthey are great ambassadors o our party.

    gra Fianna Fil has had another busy year and I would like to thank each o our members ortheir immeasurable contribution. We have retained the title o largest youth political organisationin Ireland. Freshers Weeks across the country last September and October saw us recruit in excesso 2,000 new members. Tis year, gra ocused on expanding our reach, recruiting in many othe Institutes o echnology or the first time. Te great reception we received on all campuseswas reflected in the record number o new members recruited. We are now in the process orepatriating these members with cumainn in their home areas so that they can continue theiractivity outside o the college year.

    gra has met our sel-set challenge to once again be a strong campaigning organisation. Overthe last twelve months we have run many successul campaigns such as our Healthy LivingCampaign, our NekDonate Campaign, and our Shop Local Saturday Campaign which is beinglaunched at this Ard Fheis to name but a ew. All o this activity ensures that we remain a relevant

    political movement.

    In addition, gra played a key role in the Seanad Reerendum, organising canvasses throughoutthe country, assisting the Senior Party in their successul pursuit o a No Vote.

    We have also seen local cumainn taking our national campaigns to the streets in their own towns,and running their own campaigns on issues o importance in their areas. Tis year we walkedunder the gra Banner in three Pride Parades in Dublin, Limerick and Belast.

    In a year o growth and change or gra, the traditional events remained cornerstones o thegra Calendar. Te Jack Lynch Cup in University o Limerick was well attended. Clare gra wasthe victor on the day, meaning that the Cup will cross the Shannon or next years competition.

    Tis years DeValera Cup was also a great success, with the Teobold Wole one cumann inrinity College Dublin emerging victorious, having beaten off stiff competition rom UCD,Padriac Pearse Cumann DCU, Laoise gra, and Donogh OMalley Cumann UCC. Huge thanksto our hosts, the Kevin Barry Cumann in UCD, which did a great job o hosting this years event.

    Looking to the Future

    As we prepare or the Local and European elections, there are a number o gra membersputting themselves orward or election. Te calibre o candidates putting themselves orward isa testament to the great organisation we have. gra candidates and members are already out andabout on the campaign trail with youth and experience combining to great effect on the door. We

    should all be looking orward to getting stuck in over the coming weeks and gra is confident obeing a strong actor in making sure that the maximum number o seats are returned or FiannaFil this May.

    We cannot afford to abandon our national representation in Europe to MEPs cravenly boundto the government or tied up with ringe extreme politics. Fighting or seats across all 3 o thebroad new European constituencies is a big part o Fianna Fil providing a constructive voice inchanging Irish politics.

    Te current Fianna Fil delegation, Liam Aylward MEP, Brian Crowley MEP and Pat the Cope

    Gallagher MEP have worked effectively with their colleagues rom across the European Union toprioritise issues o concern or Ireland and Irish citizens. CAP Reorm, Common Fisheries Policychanges and Horizon 2020 have been the ocus o our delegations hard work at the oreront oEU politics over the past five years.

    Common Agricultural Policy MEPs played a decisive role in determining the uture o theCAP in negotiations in 2013. Fianna Fils aims in fighting or a CAP deal were to protectthe amily arm, ensure a air return to active armers, and to incorporate the sustainable andenvironmentally riendly arming practices in Ireland with good quality produce at affordableprices or consumers.

    Commons Fisheries PolicyBuilding on Pat the Cope Gallaghers amendments, the EuropeanParliament overhauled the Common Fisheries Policy (CFP). CFP must reflect the needs o Irishfisheries such as effective regionalisation, dealing realistically with discards and an adequateregime or small scale, coastal and island fisheries.

    Horizon 2020 / Innovation Union- Horizon 2020 is aimed at securing Europes globalcompetitiveness. Running rom 2014 to 2020, with an 80 billion budget, the EUs newprogramme or research and innovation is part o the drive to create new growth and jobs inEurope. We are working to ensure that Ireland maximises the benefit rom this project and itplays a central role in driving on job creation.

    Putting orward a strong team or May 2014 will copper-asten the proud history Fianna Fil hasin the European Parliament and will give Ireland an effective unwavering voice over the comingyears in the hustle and bustle o a vibrant Parliament at the heart o Europe. Te coming weeksin the lead up to the vote gives us a chance to outline the work done to date and put orward ourresh ideas or the uture o Ireland in the EU.

    Following the decision to reduce Irelands number o MEPs rom 12 to 11, there has been a redraw o theEuropean constituencies to be used in this years European elections. As you can see rom the map below,Ireland is now split into three constituencies; Midlands North West, South, and Dublin.

    Both Pat the Cope Gallagher, and Brian Crowley will be standing or re-election to the EuropeanParliament in the constituencies o Midlands North West and South respectively. Liam Aylward has

    decided not to stand or re-election at this time. We would like thank Liam or his hard work and years oservice and dedication. Liam has done sterling work in Europe since he was first elected to the Parliamentin 2004, and will be sorely missed when the next crop o MEPs take their seats in the new EuropeanParliament.

    Alongside our existing MEPs, Fianna Fil hopes to have a successul European election campaign with anumber o new candidates, hoping to make it to Europe. In Dublin, Mary Fitzpatrick has been selected to

    constituencies o Midlands North West and Ireland South.However, by the time we gather together in Killarney we willhave selected two additional candidates, one to run alongsidePat the Cope Gallagher in Midlands North West, and one tocampaign alongside Brian Crowley in Ireland South.

    We are confident not only that our members will select only thefinest candidates or these European elections, but that thosesame members will be instrumental in making sure we havethe best possible outcome once ballot day comes.     I want, as Leader o Fianna Fil, to recognise that our MEP Liam Aylward has decided to retire rom activepolitics afer many decades o representing the people o Kilkenny and Leinster.

    Liam has had a truly remarkable career and has been a dedicated Fianna Fil member. Tere are many wayso measuring how effective someone has been as a public representative, but one o the best is to look how the

    people they have served have supported them.Liam has stood in fifeen elections rom 1977 onwards and never lost a contest. He was first elected he won thefirst or second seat in every election.

    Tats the record o a man who won and retained the respect o the people o Carlow/Kilkenny and o theregion as a whole.

    He was a Minister o State three times being respected by colleagues and outside groups each time.

    During Liams two terms in the European Parliament he built a big reputation or his work especially on theAgriculture and Rural Development Committee.

    He produced a very important and influential report on the sheep sector and was a strong and effective voiceor Ireland in Europe.

    Te Aylwards have a record o service to Ireland which goes back to our struggle or reedom and Liam haswritten a new chapter which will long be remembered.

    I want to thank Liam or his great service to Fianna Fil and to the people o our country. I wish him a verylong and happy retirement rom politics where he can spend more time with his amily going to hurlingmatches. Lets hope his beloved county Kilkenny gives some other county a chance in the hurling!

    We are gathering once again in the Kingdom o Kerry or this, our 75th Ard-Fheis. Ireland andits people still aces enormous challenges in spite o government spin that everything is all right.We will consider constructive solutions that will be put orward to assist in the recovery o oureconomy and, in particular, a recovery or those seeking employment. Te weekend is a milestoneon the path to party renewal as it marks the launch o the final phase o our Local Election

    Campaign. Te elections on May 23rd are some o the most important this party has aced sinceits oundation.

    Responding to the Nations Challenges-A Fairer Way

    We have continued our responsible approach to opposition in the past 12 months. As we havesaid beore, we dont believe in opposition or the sake o opposition and we offer alternativesolutions when we cannot support those proposals tabled by the government nationally or locally.However, we will call the government out when it makes the wrong call as we have done on theSeanad reerendum, on Health policy, on Irish Water, on Local Government, on job creation, onCAP reorm and so many other issues.

    Fairness is at their heart o our policies. Independent analyses o this governments actionsconstantly show that the weaker in society are suffering more as a consequence o thisgovernment actions then those who can afford to make a greater contribution.

    Te Ard Fheis o 2013 held at the RDS was a hugely successul occasion with over 5,000 peoplein attendance, vigorous elections to the Ard Comhairle and excellent debates on issues such asMortgage Arrears, Crime and Jobs & Enterprise.

    Local Elections May 23rd

    Te key ocus o this past 12 months has been the Local & European Elections which take placeon May 23rd next.

    Te report o the governments Local Area boundary committee was published on May 30th. Itoutlined enormous changes to LEA boundaries around the country and thus began an extensiveconsultation period on candidate strategy with CDCs around the country.

    As well as leading our Oireachtas team, Michel spends a number o days and evenings everyweek on doors with candidates across the country and has a first-hand understanding o thepressures communities & amilies are acing in different parts o the country

    Michel lead our Seanad campaign rom the ront. His willingness to debate the issues involved

    with all concerned was in clear contrast to the role played by An aoiseach.

    Policy Conferences & Local Policy Meetings

    We continue to encourage a greater and deeper involvement o members in party policydevelopment and this weekend will see urther debate on motions across all policy areas.

    Policy groups are in place across nearly all o the main policy areas at the moment.

    Front bench members have attended a large number o public meetings on areas such as CAPReorm, Crime, Health, Job Creation & Renewable Power across the country to hear at first handthe concerns o communities on these vital issues.

    We have published policy papers on Seanad Reorm, Political Reorm, Early Childcare andEducation, CAP policy, Suicide Prevention, Health System Funding, Organ Donation, LocalGovernment Reorm,own Centre Renewal and on Women in Enterprise.

    Senator Mary White hosted an excellent National Womens Lunch in Dublin on February 15thocusing on enterprise. Te events had a combined attendance o over 700 and as well as been finepolicy ora were also excellent social events.

    Te EU Affairs Committee o the Ard Comhairle travelled to Brussels or a series o meetingsaround EU Involvement.

    Fianna Fil AdministrationWe would like to thank all o the staff at Fianna Fil HQ and at Leinster House or thecommitment to the party and or their proessionalism. We continue to ask them to do theimpossible and they respond every time.

    During the year Adrian OHiggins moved to the research office at Leinster House andChristabelle Feeney joined the team at Mount Street to replace Adrian as National Youth Officer.

    We are pleased to present our Honorary reasurers Report to delegates at this Ard Fheis.

    As delegates will know, the Party has made significant progress with the Partys Finances in recentyears.

    We have increased our gross Fundraising income in 2013 by nearly 200,000 to 1.17 Million. We

    have completely changed the profile o our donor base which now places a complete emphasison small contributions over our wide National Membership and Supporter base and we havemanaged to bring the overall cost base o the Party under control despite continued cuts in thePartys unding,

    Te details o our undraising income are provided in this Clar. Te individual categories o ourundraising income are set out clearly, the three clear pillars o our unding now comprise o ourNational Superdraw, the Partys Membership ee income and the National Collection.

    Te Partys Finances work on the basis o five year cycles which budget or key election periodsduring that cycle. In simple terms, during non-election years, the Party accumulates or pays down

    debt which have unded important Election campaigns and in election years, we have a net spendafer undraising income is used.

    Given the continued stability o the Partys Finances, we as your reasurers, will be putting asignificant budget in place to fight the upcoming European and Local Elections but similarly, weexpect the costs o these campaigns to be paid or by the end o 2014 at which point we will beginundraising or the next General Election. Te Partys Finances operate now on a five year cyclebasis. It is our expectation that the Party will be debt-ree by mid-2015.

    Te Party this year has already printed over three Million pieces o literature or our LocalElection candidates across the country which have been heavily subsidised and the investmentby the Party in a specialised printing press at Party Headquarters in 2013 is proving to be an

    invaluable asset to the Party as we ramp up our campaigning activity into this years LocalElections. We also have a Graphic Design team at Party Headquarters which assists candidatesacross the country pull together the necessary content or their local literature.

    unds in place to ensure that we have successul election results in both campaigns.

    We have been only able to achieve this stability and investment in our candidates across thecountry through your continued support. Every cent raised through undraising activities isring-enced or the purposes o campaigning and electioneering. We thank you sincerely or yoursupport and we ask that you continue to contribute to the rebuilding our great Party.

    Te Partys main undraising activities are the National Collection and the National Super Draw.We set out the returns, by constituency, or both the National Super Draw and the NationalCollection in the pages that ollow. Te Party raised more than 500,000 again in 2013 throughthe National Super Draw. Te top perorming CDC was once again Roscommon, returningmore than 30,000. Particular credit is owing to Cllr. Martin Connaughton and Mary DevineOCallaghan or achieving this sum. Roscommon was closely ollowed closely by Clare CDCwhich also broke the 30,000 mark. Tese CDCs are a great example o what can be achieved. Ievery CDC achieved what Roscommon and Clare did, the Party would raise 1.5 million rom theSuper Draw.

    Afer Clare, Cork South Central achieved just over 27,000, Wexord also raised just over 26,000

    and Limerick County raised just over 24,000.

    In 2013, the National Collection produced a total turnover o 200,000 and remains an importantundraiser or the Party. Again, returns by CDC are presented below. With a month to go toa major national collection weekend, we are calling on all members to make a special effort toensure that the national collection is taken up at every church gate in every CDC. Te NationalCollection is not only an important undraiser or Fianna Fil; its also an opportunity or FiannaFil to be active in the community.

    We are particularly pleased that the Partys undraising model has changed significantly in recentyears. In 2013, approximately 90% o all contributions came rom donors who gave us 100 or

    less. As a Party, our ocus on undraising has moved away rom corporate donations and we arecommitted to raising the necessary resources through smaller contributions rom our membersand supporters.

    We are firmly committed to continuing to build on the successes o recent years in undraising.Te National Collection and National Super Draw are vitally important to achieving this. Weask you to do what you can to help us increase the returns or both the National Collection andNational Draw in 2014.

    Procedure:Te ruling o the Cathaoirleach or the presiding Leas-Cathaoirleach on all matters o procedure is final.

    Resolutions:Resolutions submitted by units and listed on the Clr may be moved by a delegate rom that unit. Priority shallbe given to a delegate rom the unit and other delegates may be permitted to move or speak to a resolution.

    Amendment to a Resolution:An amendment may be moved only i notice o the proposed amendment has been given in writing to theCathaoirleach and it has been accepted as relevant. An amendment proposing a direct negative to a resolutionmay not be moved.

    Decisions on Resolutions:Decisions will be made by a show o hands. In the event o the Cathaoirleach being unable to decide theoutcome o any vote, a count will be made by tellers. Only voting delegates are eligible to be counted showingtheir official delegate tickets to the tellers.

    Speakers on Resolutions:Te proposer to a resolution is allowed two minutes to speak. Speakers to a resolution are allowed two minutesto speak.

    Registration at Speakers Corner:A delegate registration desk will be available at all sessions to register speakers or resolutions. TeCathaoirleach will be given the ull list o speakers by the registration desk officials. Delegates intending tospeak must register well in advance o the appropriate session. Delegates registered to speak will be invited bythe Cathaoirleach to come to the podium provided.

    Suspension of Standing Orders:A notice o motion or the suspension o standing orders or a specific purpose must be signed byrepresentatives o 10% o registered cumainn beore the terms o the motion are submitted to the Cathaoirleach.

    Te signature and designation o each representative will appear on the notice o motion. Te Cathaoirleachwill then inorm the Ard-Fheis that the motion to suspend standing orders or the purpose mentioned will beput to the Ard-Fheis two hours later.
