Dear Ocean County 4-H Family:
We’re all looking forward to an exciting fair week, July 10th-14th, 2019!
The Ocean County Fair is the culmination of all the hard work of 4-H members and volunteers during the
4-H year. Fair week is a special time when our entire Ocean County 4-H family gets together to share
knowledge gained, showcase achievements and connect with new and old friends. We also educate the public
about what 4-H is and care of our animals.
It is very important that you take the time to read this Fair Guide. The Fair Guide changes every year and
contains all the opportunities you can enjoy, and rules you must follow, during the Ocean County Fair.

TABLE OF CONTENTS
NEW JERSEY 4-H PROGRAM POLICY
New Jersey 4-H Code of Conduct The primary purpose of the New Jersey 4-H Code of Conduct is to ensure the safety and well-being of all
participants at 4-H sponsored events and activities. It applies to all participants, with participants defined
as 4-H members, their parents/guardians, and volunteers.
As a participant in the 4-H program, I will:
Conduct myself in a courteous manner and treat members, parents, 4-H volunteers, Extension staff,
judges and others with respect. Appropriate language and behavior are expected at all times.
Respect and adhere to the rules and guidelines of the 4-H program including all those specific to a 4-
H event or activity.
Uphold an individual’s right to dignity by supporting an environment of inclusion which welcomes
involvement of participants from all backgrounds.
Accept supervision and support from county and state 4-H staff while participating in the 4-H
program. This includes acceptance of supervision and support from appointed 4-H volunteers
coordinating 4-H events and activities.
Obey local, state and federal laws.
All aspects of the 4-H Code of Conduct and Discipline Policy apply to your social media presence
involving 4-H.
Participants who fail to adhere to the New Jersey 4-H Code of Conduct are subject to a range of
disciplinary actions. Such actions will be taken in compliance with the New Jersey 4-H Discipline Policy
and Procedure.
When appropriate, immediate corrective action will be taken at the 4-H event to ensure the safety and
welfare of all participants.
I understand if I fail to adhere to the above Code of Conduct, I will be subject to disciplinary action and
potentially prohibited from attending and participating in the New Jersey 4-H Youth Development
program.

1. Every youth and adult on the fairgrounds must submit a completed Youth or Adult Event Permission
Form to the Ocean County 4-H Office by June 1st.
2. While on the fairgrounds, 4-H youth and adults must wear appropriate attire at all times. Everyone
must wear closed toed shoes at all times, while on the fairgrounds. No revealing clothing or
inappropriate
T-shirt slogans. Preferred attire is 4-H or club t-shirts/gear to promote our program!
3. All 4-H members under the age of 14 must be accompanied by a parent at all times. If members 14-18 years old are on the fairgrounds without their parent, they must be under the direct
supervision of a screened 4-H Volunteer. Arrangements must be made in advance and their tent
superintendent must be informed. This arrangement must also be in written form. Exceptions can be
obtained from the 4-H Agent/Program Associate before the start of the Fair.
4. Dogs are not allowed on the fairgrounds unless they are registered as a service/seeing eye dog, or are
attending a dog show.
5. No food or beverages are allowed in exhibit or animal areas. There will be a designated area for food.
6. All 4-H youth, adults, and family members must adhere to the NJ 4-H Code of Conduct at all times.
Anyone found to be violating the Code of Conduct will be asked to leave the fairgrounds by Ocean
County 4-H Staff.
7. Drop-off passes will be distributed at Set-up Day. Vehicles will be allowed on fairgrounds for
dropping off purposes only and must exit immediately and park in the outside parking lot.
8. The Ocean County 4-H Association, and the Ocean County Board of Agriculture, are not responsible
or liable for injury or damage to any entries, exhibits, or animals. Participants release and agree to
indemnify the Ocean County 4-H Association and the Ocean County Board of Agriculture against any
damage, claim, legal procedure or judgment arising out of the transportation, entry or exhibition of the
listed entries or exhibits at the Ocean County Fair.
Furthermore, participants agree to hold the Ocean County 4-H Association, and the Ocean County
Board of Agriculture, harmless from any claim or suit relating to injury, damage or blame resulting
from transportation, entry or exhibition of the listed entries or exhibits. The Ocean County 4-H
Association, their officers, 4-H staff and the Ocean County Board of Agriculture will not be
responsible in any way for any damage or loss by water, fire, and theft or otherwise.
9. In an emergency situation, the directives of the Office of Emergency Management (OEM) supersede
all other rulings, and all 4-H members, adults and volunteers must abide by their orders immediately.
Ocean County 4-H Staff will communicate OEM directives. Therefore, in emergency situations, the
directions of Ocean County 4-H Staff must be adhered to by all 4-H youth and adults.
By participating in the Ocean County Fair, you are agreeing with these rules and regulations.

FAIRGROUND RULES
Participating in the Ocean County Fair is a great opportunity for Ocean County 4-H members to share
their knowledge, projects and accomplishments with the public.
1. 4-H members exhibiting at the Fair must be registered in an Ocean County 4-H club on 4HOnline, by
May 1st, 2019. NOTE: Although they may participate fully in the fair, Ocean County 4-H members
who registered after Jan. 1st, 2019 are not eligible for Project Awards in the fall.
2. Fair Entry Forms - complete and signed - are due in the 4-H Office by June 1st, 2019.
3. 4-H youth may only submit entries they personally made and maintained.
4. Cloverbud members can only participate in non-competitive classes and will receive only Cloverbud
participation ribbons.
5. Exhibits may only be handled, moved or removed by the 4-H member who entered the exhibit.
(Unless prior arrangement is made with the member’s club organizational leader)
6. All exhibits and animals must remain on display from 5pm Wednesday, July 10 - 5pm
Sunday, July 14. Early removal of an exhibit or entry can only be done with the express
permission of Ocean County 4-H Staff. Members found to be removing their entries before 5pm
without permission will have their awards revoked and may not be eligible for end-of-year Project
Awards. Items removed by an Ocean County 4-H Staff Member for the purpose of auction are an
exception.
7. Exhibits left at the fair after 6pm on Sunday, July 14th, 2019 will be disposed of. (Unless prior
arrangements are made with the member’s club organizational leader)
Animal Exhibit Rules 1. Animals being displayed at the fair must have been registered with the Ocean County 4-H Office by
May 1st, 2019. All animal registration forms must be accompanied by the appropriate animal health
forms. Any 4-H member exhibiting or showing an animal they do not personally own, must submit a
lease/borrow form, which is attached to the specific animal’s registration form. Requests for
exemptions to this rule must be submitted in writing to the Ocean County 4-H staff.
2. NJ Department of Agriculture 4-H Poultry, Rabbit or Cavy Health form must be completed & signed
prior to animal(s) entrance into the fair tents. These forms are held by the tent superintendent.
3. Members must have all the supplies needed to care for their project animals for the entire duration of
the fair. All feed and supplies should be labelled and placed in proper airtight containers.
4. Tent Superintendents, in coordination with Ocean County 4-H staff, have the right to release 4-H
members and any of their project animals if guidelines are not followed, or in case of emergency.

EXHIBITION RULES
1. 4-H Members must be present to show their own project animals.
If fair show schedules conflict, prior arrangements must be made with Show Superintendents.
2. No adult may show, or assist a 4-H member with showing, a project animal.
4-H youth needing additional assistance from an adult during a show must make prior
arrangements with the Show Superintendent. We encourage older 4-H members to assist the
younger members.
3. Judging during the Ocean County Fair will be done via the Danish Rating System.
In the Danish Rating System, judges evaluate an entry against a standard set of requirements,
not by comparing one person’s work to another’s. The Danish Judging System enables every
4-H youth to receive the recognition they deserve for their work.
Blue Ribbon Excellent Score of 90-100
Red Ribbon Very Good Score of 80-89
Yellow Ribbon Good Score of 70-79
4. All judging decisions are final. Confronting a judge before, after or during the judging event will be
considered a violation of the 4-H Code of Conduct.
5. At the conclusion of the Ocean County Fair, the 4-H members’ club organizational leader will be
responsible for nominating youth for the role of Ocean County Fair Ambassador. NOTE:
Nominations are due September 1st, 2019 for Fair Ambassador.
The Ocean County Fair Ambassador will compete in the NJ Agricultural Fair Ambassador Contest,
usually held in early November. The selected Ambassador shows enthusiasm for the Ocean County
Fair, values NJ agriculture, and is at ease talking to the public. They also assist in the set-up or take-
down of the Ocean County Fair.
a. Exhibit knowledge of, or willingness to study NJ agriculture.
b. Display a positive attitude and eagerness to help during the Ocean County Fair.
Each 4-H club organizational leader can nominate 1 youth; ‘Members in Good Standing’ and
between the ages of 16-21 years old. Must be 16 years of age prior to the date of the contest.

AWARDS GUIDELINES
To ensure project animal and exhibit safety, a group of youth and adults will be asked to stay overnight
every night of the fair.
Youth Guidelines
Youth 15 years of age and older may stay overnight without their parent/guardian present
Youth under the age of 15 must have a parent/guardian stay with them. The parent/guardian must
complete the Overnight Chaperone Training.
For every night a youth 15 years of age and older wishes to stay overnight, they must have
permission of their club organizational leader and the adult chaperones for that night
Youth wanting to stay overnight must submit a completed and signed overnight permission form to
an Ocean County 4-H Staff member by 12pm that day.
Overnight Rules
All 4-H members and chaperones will sleep in 4-H show tent. There must be a ratio of 2 overnight
chaperones: no more than 20 youth.
Youth may not have any alcohol, illegal drugs or firearms.
Youth and parents must follow all directions from the Overnight Chaperones.
Quiet time begins at 12am
Anyone who cannot follow the overnight rules will be asked to leave the fairgrounds.
Youth and adults are to be relieved by 8am, to go home to shower and rest. It is strongly suggested
that youth are not to stay overnight if they have a show the next morning.
Overnight Chaperones
Screened volunteer leaders must stay overnight every night of the Ocean County Fair
The leaders serving as Overnight Chaperones must not have a child under the age of 15 years
present on the fairgrounds.
Overnight Chaperone responsibilities:
1. Supervise and ensure the safety of all youth over the age of 15 years staying without a
parent.
2. Have easy access to the Event and Overnight Permission forms of all 4-H youth and adults
staying overnight
3. Communicate with Fair Security, Emergency Services (911) or Ocean County 4-H Staff in
case of emergency
Parents and Youth under the age of 15 years
All parents staying overnight on the fairgrounds must attend the Overnight Chaperone Training.
However, parents staying overnight with their children under the age of 15 years, must not serve as
an overnight chaperone to any other child.
Parents with youth may put up a tent under the Show Tent or elsewhere on the fairgrounds, but
there must be a clear space between them and the group of chaperoned youth over 15 years of age.

Ocean County Fair 4-H Egg Drop Contest Date & Time - TBA
Rules & Information 1. Open to kids in grades K-12.
2. Eggs must be raw (uncooked) chicken or duck eggs.
3. Egg drop contraptions must be made by the person entering it.
4. Build your contraption out of any material you would like.
Suggestions are packing materials like cardboard, bubble wrap, tape, etc
5. One contraption per person.
6. Enter as individuals (no teams).
7. Egg drop contraptions will be inspected by the judge.
8. Judging will be determined by how well the egg and contraption survive the drops.
9. Only the person who built the contraption, show officials and judges may handle the
contraption.
10. Give your contraption an egg-cellent name!
Ribbons will be awarded
Join us in the 4-H Show Tent beginning at TBA to build your contraption. You may also
bring your contraption ready made to the fair.
The Manitou Fire Department will be helping us with the egg drop.

The 4-H General Tent
Divisions 1-13 The General Tent is where all 4-H members, Cloverbuds and clubs can display their finished work for any
non-animal project area. 4-H members have a wide variety of interests and talents, and the General Tent is
where they can fully showcase them!
General Tent Rules 1. To be eligible for any awards in Divisions 1-13, the entry must be listed on a Fair Entry Form
(Cloverbud, Club, Food and General) and received by June 1st, 2019.
2. All items must be submitted to the General 4-H Tent on fairgrounds between 10am - 4pm on
Wed, July 10th, 2019. NOTE: Division 2 must be submitted for Judging by 10:00am on Mon, July 1st, 2019 -
The auditorium at the Ag. Building 1623 Whitesville Rd, Toms River. Photos of foods as well
as copies of the recipes, will be present at Fair.
3. 4-H members are wholly responsible for the care of their General Tent entries.
This includes:
Watering plant entries
Providing weather protection (laminating, presentation boxes, proper weighting, etc.)
Weighting down display items
NOTE: Ocean County 4-H will not provide any materials to weather protect your entries. Any entry that
is shown to be neglected during the Ocean County Fair will have their awards voided.
General Tent FAQ 1. Can I bring something I made in school, Scouts, FFA, church or camp?
Yes! Items made outside of 4-H activities are accepted, and no reasonable entries will be denied.
2. Can I submit entries in more than one division?
Yes! As long as the entries display a high level of effort and dedication, members may submit entries to
multiple divisions.
3. What is the difference between a poster, exhibit, and display?
A POSTER is flat, on poster board (thick paper).Please note poster size on entry form.
An EXHIBIT is three dimensional and has multiple components that represent the purpose of the
exhibit. Usually displayed on a presentation tri-fold or a tri-fold wooden board.
A DISPLAY includes a tri-fold board and other items placed on the table in front of the board.
Displays are intended to provide a more comprehensive exploration of a topic.
Please contact the Ocean County 4-H Office early to reserve a tri-fold wooden board.
Tri-fold wooden boards are more stable and the best tool for creating your exhibit or display! Page 11
Cloverbuds are any 4-H participants in Grades K-3. The Cloverbud program is non-competitive.
Therefore, participation ribbons will be awarded to all entries, but no evaluation or ratings will
be given. Under the General Tent, Cloverbuds may only participate in Cloverbud Patch, and with
their club in Division 1.
Types of entries: Cloverbud members can enter an item that fits into any of the categories, seen
in this Guide. Examples would be: herb garden, bird house made from a kit, craft made in Scouts,
poster on different breeds of chickens.

Open to all 4-H Clubs. Only newly designed or redesigned entries will be judged.
Entries will be judged on:
Power to attract attention 20pts
4-H message 40pts
General appearance, quality of work 30pts
Originality and effort 10pts
A. Club Booth
The Club Booth summarizes your club’s activities during the 4-H Year.
All club booths must be displayed on a wooden board provided by the Ocean County 4-H Office.
Items may be placed in front of the display board, but be sure all items are weather-protected.
B. Banner Advertise your club proudly on a unique banner! Please have grommets or tabs so we can display your
banner properly.
C. Club Scrapbook
Use photos and other items to summarize your club’s activities during the 4-H Year. Use page
protectors to secure & cover each individual page from the elements. Also, protect your scrapbook
cover.
D. Club Exhibit
Must fill a 4x8 foot space in the General 4-H Tent, but can be on any topic! It is recommended that
club exhibits be displayed on a wooden board provided by the Ocean County 4-H Office. Be sure to
include table coverings, visuals and any additional items to teach the public about your topic.
E. Short Term Program display
Any 4-H short term program that delivers six hours or more programming can enter their display. Note
on the entry form is this display is a club booth or exhibit, banner or scrapbook.

DIVISION 1: 4-H PRIDE AND PARTICIPATION

(Specific Food Entry form and Fair Recipe Card for this Division)
1. All Food entries are judged prior to the Fair. Entries are to be brought to the Ag. Building, Monday,
July 1st between 8:30am – 10am.
2. The majority of dry goods (cookies, muffins, breads) must arrive on sturdy white plates. Pictures
are taken of each entry and viewed at the Fair. Items showcase better on a solid white plate.
3. Other food items may arrive in sturdy dishes. These can be picked up later in the day. Due to food
safety, Foods that must be kept cold, please bring in a cooler with ice packs.
4. All entries must be accompanied with a completed, legible Ocean County Fair Recipe Submission
Form so a 2018-’19 Fair Recipe Book can be created.
5. Poster or Display - It must be clearly noted on the Fair Entry Form whether the entry is a poster (and
size), exhibit or display. (See page 11 for explanation of each)

1. Entries may be disqualified from showing if insect infestation or disease is observed.
2. Members must provide proper care for their plants throughout the entire fair.
NOTE: Neglected plants will be disqualified from judging and the exhibitor will be
asked not to participate in the division at future fairs. 3. Exhibited vegetables and fruits must be on white paper plate.
4. Three samples or stems per variety, unless noted.
5. All varieties must be properly labeled. Record the variety name from the seed package.

GENERAL RULES
1. To exhibit, all participants must be currently enrolled in the Cat Club as of January 1, 2019.
2. All cats must be registered with the County by May 1st, with a current ID picture and record of
vaccinations included.
3. Age appropriate shots are required for all cats to exhibit at the cat show.
Required shots: Rabies and FVRCP (Feline Viral Rhinotracheitis, Calicivirus, and Panleukopenia)
4. All record books need to be completed, submitted and signed off by a Cat Club leader. Parent

DIVISION 16: CAT
All participants must attend a pre-fair meeting on Wednesday evening, July 10, 2019.
DIVISION 17 RULES: 1. If an animal listed on the Poultry Entry Form is unable to be shown at the fair, members may
substitute another animal that was registered with the Ocean County 4-H Office as of May 1st. The
member’s poultry club leader must be notified.
2. All poultry will be examined by a health examiner on Wednesday between 1:00pm & 5:00pm. Birds
must be clean and parasite free, in good health and condition. All poultry admitted into the tent must
remain on display until Sunday 5:00 PM. (Close of the fair)
3. Any animal becoming ill while on exhibit at the fair, the exhibitor will be asked to take animal home
by the member’s club leader, Fair veterinarian or show judge. When doing so, keep it separate from
your home stock.
4. All Cloverbud animals come for “Day of Show” only and must follow day of show and Cloverbud
requirements.
5. 4-H members who do not exhibit under the poultry tent have no reason to linger in this tent. No one
may handle anyone’s animal except the owner.
6. Every member must submit a completed NJ DOA Health Form on arrival to the Fair. This form must
be dated no earlier than 30 days before the Fair. A 4-H leader must check & sign off on each
member’s ‘farm’.
7. No person other than designated show officials shall be allowed in judging area during the show. No
interfering with the judges…..all judges decisions are final.
8. Exhibit animals must be kept clean and receive fresh food and water no later than 10:00am daily.
Members, not adults are responsible for the care of their own animals. Members are to inform tent
superintendent when cages are clean for daily inspection.
9. Each entry on exhibit must have food and water containers Exhibitors must furnish the feed and all
equipment needed to maintain your animal for the duration of the fair. All your equipment must be
marked and taken home on Sunday or placed in trash can at the fair.
10. Water must be changed frequently to provide good sanitation and a pleasant display environment for
the public. Food and water containers must be fastened securely in cage to prevent spills and messes.
11. No food or beverage allowed in animal area.
12. A member may exhibit up to 4 Poultry and 4 Waterfowl entries.
13. All exhibitors are responsible for all supplies to maintain their exhibit throughout the duration of the
fair. Suggested equipment: rakes, wheelbarrows, paper towels, plastic bags, cable ties, wire cutters,
scrub brushes, food bowls, etc. All items must be clearly labeled with member’s name and phone
number. Be sure to include feeding instructions for your animals.
14. All chickens and turkeys must test negative for pullorum within 90 days of the fair. The exhibitor is
responsible for scheduling the pullorum test. Contact your 4-H leader to accomplish this.

DIVISION 18 RULES
1. Wed., July 10th – all rabbits must be health-checked and in their coops by 4pm and remain on exhibit
until 5pm Sunday. NJ DOA forms submitted for admission under the Tent. Cavies and small
animals may also be on exhibit but must be health-checked and placed in the small animal area by
4pm.
2. Escape proof wire cages for cavies, sows & litter, ferrets and all small animals, must be provided by
exhibitor. No glass or plastic housing containers allowed. No glass water bottles for any animal. If
possible, a doe & litter area will be setup with coops on Setup Day.
3. Cavies, ferrets and small animals are to be present for judging on Show day. Weather permitting,
they may come to the fair for exhibition on any other fair day but they are not to spend the night. If
they are coming on other days besides day of show, the animal must be health checked into the tent
before the fair opens. All fair times are noted on the fair schedule. If said animals are taken home at
night, you should not mix them with other animals you may have at home.
4. Any animal becoming ill while on exhibit at the fair, the exhibitor will be asked to take animal home
by the member’s club leader, Fair veterinarian or show judge. When doing so, keep it separate from
your home stock. If the animal becomes ill during off hours when there is minimal staffing, there
needs to be prompt communication with the member’s club leader to discuss what biosecurity
measures need to be taken, not only for the safety of the animal and but also the surrounding
animals.
5. All Cloverbud animals come for “Day of Show” only and must follow day of show and Cloverbud
requirements.
6. Only members may show their animal on Show day. No parent may handle animals during judging
for Show or showmanship. The member must be present to show project animal on Show day. If
member is unable to show animal, there will be no makeup judging.
7. No one may handle anyone’s animal without the owner’s permission.
8. No person other than designated show officials shall be allowed behind the judging table (area)
during the show. No interfering with the judges…..all their decisions are final.

SMALL STOCK SHOWMANSHIP
1. Each small animal project member is expected to participate in Showmanship Competition to
receive a Rabbit &/or Cavy Project Area Award(s).
2. Each 4-H member must show their own animal at this competition. The Showmanship animal can
be any animal registered to the member. Does not have to be an animal that is on exhibit at the
Fair.
3. Member must have owned the animal as of May 1st and also registered with the 4-H office.
4. Showmanship attire: Clean white collared shirt or blouse with black shorts, slacks or skirt. A
collared club shirt is acceptable at county show but not at State level. May also wear a white lab
coat. Any questions, check with Show Superintendent.
5. No open toed shoes allowed.
6. Judges decision is final.

DIVISION 19 RULES
1. All livestock must be fitted for exhibition prior to arrival at the fair. Adult fitting is prohibited.
2. All livestock must arrive on Wednesday, July 10, 2019 between 12:00 and 5:00pm. Animals and
equipment must be walked to designated areas, unless you have a drop-off pass.
3. Uniforms for the show will be clean white shirt or blouse, and clean white pants or trousers.
Members not properly attired will be unable to show.
4. All 4-H members showing livestock must participate in the showmanship class for their animal(s)
5. All animals, other than bottle fed babies between the ages of birth to three months, must remain on
exhibit until 5:00PM on Sunday. Bottle fed babies may be brought in on the morning of the show
and removed immediately after the show concludes.
6. A certificate of veterinary inspection dated within thirty (30) days of the show must be presented at
the time of check-in with the animals. The certificate should indicate that the animals did not
originate from a herd with foot rot, sore mouth, abscesses, coccidiosis or any other infectious or
contagious disease.
7. Animals are subject to a health inspection upon entering the tent. Any animal determined to be unfit
for the fair will be denied admittance and therefore not allowed to participate in the fair itself. Any
animal becoming ill during the fair shall, at the recommendation of the tent superintendent, be
removed by the owner, without forfeiture of premiums or awards previously earned.
8. Members must provide their own feed buckets, water pails, hay and grain. Be sure all of your
personal items are labeled with your family name.
9. All pens must be cleaned daily, before the fair opens and maintained throughout the fair. All waste
must be placed in a designated area. All members are responsible for the stripping of their own pens
at the close of the fair on Sunday.

5. No one other than a 4-H club member may help in the fitting and showing of an animal at the fair.
(Leaders may only help as an advisor). All animals shown in the showmanship and fitting classes
must be owned or leased by the 4-H’er exhibiting it.
6. Each animal will be haltered with a strong rope halter or full face halter. Animals will be led with
a proper halter. The Division Chairperson reserves the right to exclude unmanageable animals.
Nervous animals requiring supervision will be the responsibility of the exhibitor and will require
the exhibitor’s constant attendance during the hours the fair is open to the public.
7. All classes may be divided into Junior or Senior depending on the number of entries.
8. Rail Judging – Exhibitors must have tied their cows/calves to the fence. All calves must have a
number taped to their rump. 4-H members and leaders may vote on their placement according to
their attributes. A judge will later give their opinion of the class placement.

STALL RULES
1. If your horse has a problem with crowds, balloons, loud noises or lengthy stalling: DO NOT Apply
for a stall at the Ocean County Fair.
2. Stall Applications are due June 1st, 2019 to the Ocean County 4-H Office
3. If you accept a stall, you MUST attend a mandatory meeting on Wednesday, July 10th, 2019 at
7:00PM with a parent or legal guardian. At this meeting, all members must turn in a list of
emergency phone numbers and a list of unusual or potentially dangerous habits their horse may
exhibit.
4. If you accept a stall, you are responsible to decorate your stall front by 4:00 pm Wednesday, July 10,
2019. All decorations must be maintained throughout the fair. If you do not wish to decorate the front
of your stall, arrangements must be made with the Horse club leader.
5. Your horse must arrive at the fairgrounds 12:00pm - 4:00pm on Wednesday July 10th.
6. All stalled horses must stay in the horse area until 5:00PM on Sunday July 14th. No one may leave
until their stall is stripped and bedding removed to the designated area. Your Horse club leader will
inspect the stalls before members may exit the fairgrounds with their project animal(s).
7. Members must provide all necessary items (buckets, double end snaps, pitch-fork, feed, manure
bucket, wheelbarrow, etc.). A tack trunk with a lock is also recommended. No “C” hooks will be
allowed to hang buckets, you must use a double end snaps.
8. Members may store their tack behind their stall, in their trailer or in a designated tack area. Hay must
be stored in a horse trailer or covered with a tarp.
9. The Fair Committee, Horse Leaders Association, General 4-H Association, or anyone acting on their
behalf, are NOT responsible for any loss, damage or theft of any property.
10. In case of a medical emergency with a member’s horse, the Horse club leader will attempt to contact
the owner first. If such attempts are unsuccessful and the owner of the horse cannot be reached
within a reasonable amount of time (depending on the severity of the situation), a veterinarian will
be called at your expense. We will attempt to contact your veterinarian first. If the Horse club
leaders are unable to obtain your veterinarian the fair “on call” vet will be notified.
11. Horses must have halter on AT ALL TIMES while in the stall or while loose in the ring. A lead
rope must secure the stall door and be available for easy access.
12. The riding ring may be used to turn out horses only when it does not interfere with a show on a first-
come…first-serve basis (check with your Horse club leader first). Horses in the ring must be
supervised at all times and not left out for an extended period of time. Members are also responsible
for any damage incurred by their horse.
13. Stalls are to be cleaned by 10:00am every day. Stalls are to be kept clean throughout the day, and
cleaned before the member leaves for the evening.
14. If you are unable to feed your animals by 8:00am, or if you are unable to fulfill your
cleaning/feeding responsibilities, you must make prior arrangements. Each time your horse is fed, or
you feed another horse, it must be notated.

15. No locks, other than door latches and lead ropes are to be on the stalls at any time. This is a fire
hazard and the locks will be cut off.
16. All members must have a copy of their negative Coggins in their tack box
17. There will be NO SMOKING under the horse tent. ALCOHOL IS PROHIBITED anywhere on
the fair grounds.
18. There will be a designated area for dumping manure.
19. No horses are allowed in the midway of the fairgrounds.
20. No one is allowed in the horse area other than 4-H members, leaders, and immediate family of those
who are exhibiting their animals.
21. No opened toed shoes allowed behind the horse tent or in staging area.
22. No spectators allowed in staging area. Handlers may not wear open toed shoes.
23. Horse club leaders reserve the right to remove any persons from the horse tent area (trainers, parents,
family members etc.) who are disorderly. This includes anyone not following the 4-H Code of
Conduct, not displaying good sportsmanship or using acceptable ethics.

Exhibitor and rabbit must attend at least two Shore to Hop Club training sessions
between April 1st and June 1st, in order to qualify to enter competitions.
The guidelines and regulations of the New Jersey 4-H Rabbit Hopping and Rabbit
Agility Guidelines and Competition Rules will be followed. Members should review
these guidelines before entering.
ALL participants must have sneakers or suitable footwear.
