9. STATEMENT OF DUTIES

Basic Function of Position:

USAID/Jordan has an immediate vacancy for a Project Management Specialist in the Southern Syria Assistance Platform (SSAP) Office. The work schedule is 40 hours per week and the workweek is Sunday-Thursday. USAID/Jordan may select more than one applicant for this solicitation.

The SSAP Office requires a Cooperating Country National (CCN) Project Management Specialist to support the Syria stabilization program broadly and to manage current and new stabilization activities. Specifically, the incumbent will serve as a Contracting Officer's Representative (COR) and Alternate COR for several SSAP activities. The Project Management Specialist will also contribute technical expertise to SSAP's wider stabilization strategy, program, and activities; coordinate closely within USAID and with the interagency, as well as with other donors and implementers; serve as SSAP's lead Monitoring and Evaluation Subject Matter Expert for all SSAP stabilization activities; and serve as SSAP's Gender Focal Point, among other technical duties. The Project Management Specialist is a key member of the Stabilization Team, reporting to the Development Advisor (Stabilization Team Leader). Travel to Syria may be required to monitor projects if authorized by the USG and Government of Jordan.

Major Duties and Responsibilities:

Project Management:

Serve as the COR for the following activities:

1. The "Accountability and Research Team" (ART) third-party monitoring contract. The ART will provide third party monitoring, evaluation, and learning (MEL), research & analysis (R&A), data visualization and mapping services for USAID's Middle East Bureau (MEB) programs in Syria.

2. The Building Resilient and Inclusive Communities in Conflict (BRICC) Short-Term Technical Assistance (STTA) Task Order from 2020-2025. The purpose of the STTA Task Order is to provide USAID with expert staff on short-term, rapid deployments to support SSAP and the BRICC project.

Serve as Alternate COR for the following activities: • The Building Resilient Communities in Conflict (BRICC) indefinite deliverables, indefinite

quantity (IDIQ) contract from 2020-2027. The purpose of BRICC is to foster resilience and stability in conflict-affected communities across Syria. BRICC will work with stakeholders to achieve four intermediate results (IR): (1) essential services restored and accessible; (2) inclusive, participatory, accountable and transparent governance strengthened; (3) livelihoods restored and economies revived; (4) access to education and vocational training expanded; and (5) access to healthcare, mental health, and psycho-social support services expanded.

• The BRICC Syria Essential Services and Livelihoods Task Order from 2020-2025 to restore essential services, strengthen good governance, and revive local economies in Syria.

• The Syria Essential Services II (SES) contract through June 2020. The purpose of the SES II contract is to stabilize Syria through the provision of essential services, good governance, and sustainable livelihoods.

As COR and Alternate COR, the incumbent is responsible for: • Monitoring the contractor's performance and verify that it conforms to the technical requirements

and quality standards agreed to in the terms and conditions of the contract. This includes verifying the contractor's conformance with branding and marking requirements, ensuring inventory control, and assessing data quality.

• Approving implementation plans, work plans, or monitoring or evaluation plans consistent with the terms and conditions of the contract.

• Documenting any material deficiencies in the contractor's performance and bringing them to the immediate attention of the Contracting Officer.

• Participating in the periodic evaluation of the contractor's performance and preparation of the Contractor Performance Assessment Report (CPAR).

• Recommending in writing (with justification for the proposed action) to the CO any changes needed in the scope of the contract, including any changes to technical provisions of the contract that affect the timing of the deliverables/services or the overall cost-price of the contract.

• Providing Technical Direction and Guidance to the Contractor in accordance with the terms of the contract, such as: approving work plans, approaches, solutions, designs, or refinements; filling in details or otherwise complete the general description of work or documentation items; shifting emphasis among work areas or tasks; or otherwise furnishing instruction of a similar nature to the contractor.

• Receiving and Inspecting deliverables and services, verifying that they meet the acceptance standards, including time of delivery, specified in the contract.

• Directing the contractor in writing to take appropriate action to correct deficiencies.

• Financial Management: Although the responsibility for making payments and accounting for funds and balances rests in the Bureau for Management, Office of the Chief Financial Officer (MICFO) or overseas Controller, the COR must administer financial management responsibilities by maintaining an up-to-date COR file

Other Technical Duties:

• Contribute technical expertise to SSAP's wider stabilization strategy, program, and activities, including operational plans, program reports, cables, new activities and projects, strategic plans, and other planning processes.

• Coordinate closely within USAID and with the interagency, as well as with other donors and implementers, including representing SSAP to high-level visitors (Assistant Administrator/Assistant Secretary/4-Star General level and below), as well as to other donor representatives, implementing partner Chiefs of Party/Country Directors, USAID and Department of State colleagues in Turkey and Washington, and Syrian and Jordanian counterparts (Deputy Minister level and below).

• Serve as SSAP's lead Monitoring and Evaluation Subject Matter Expert for all SSAP stabilization activities; advise all SSAP/Stabilization staff on M&E issues and best practices; conduct annual Data Quality Assessments; coordinate M&E best practices across SSAP/Stabilization partners to ensure uniform reporting standards; coordinate with USAID/Washington, Department of State, and Department of Defense to report up SSAP indicators and results.

• Serve as SSAP's Gender Focal Point; advise SSAP staff and implementing partners on gender issues and best practices; advise on women's empowerment; monitor implementing partners implementation of USAID gender policies and guidelines; report on SSAP gender and women's empowerment efforts; represent SSAP to the Embassy's Gender Working Group, as well as external donor or implementer gender working groups.

• Other duties as assigned, including but not limited to translation, interpretation, and administrative tasks. SSAP is a small team where everyone is expected to pitch in to get the job done without regard for rank or position.

10. AREA OF CONSIDERATION: To meet basic eligibility requirements, the applicant must be a Jordanian Citizen and must submit a complete application as outlined in the section titled APPLYING. The selected applicant is required to undergo and successfully pass a medical and security clearance. This process takes, on average, nine months. The selected applicant will be expected to start work within one month of final receipt of clearances.

H. MIMMUM QUALiFICATIONS REQUIRED FOR TifiS POSITION

a. Education: Bachelor's Degree in political science, economics, business administration, management, public administration is required. Supporting documentation (i.e. a copy of University Degree must be included in the application for eligibility purposes).

b. Prior Work Experience: Minimum of five years of progressively responsible with bilateral donor agency, embassy, donor implementing partner, or non-governmental organization (of which, three years' are related to stabilization or humanitarian assistance to Syria) is required.

c. Language Proficiency: Level N (fluent) English and Arabic proficiency for both oral and written communication is required. At Level IV an employee is required to possess a high degree of proficiency in both written and spoken English, including the ability to translate the host country language into precise and correct English, and English into the applicable foreign language. On occasion, an employee at this level might be expected to act as an interpreter in situations where considerable importance attaches to proper word meaning. English proficiency will be tested. Examination scores have to have been recorded within the last six months; or else, candidate will be tested again.

d. Skills and Abilities: • Teamwork and consensus building • Professionalism • Initiative and self-confidence • Strong communication skills (speaking and writing) • Able to operate effectively in an unpredictable, ambiguous, and uncertain work environment • IT Skills: MS Office (Word, Excel, PowerPoint) and Google (Gmail, Drive, Documents,

ifi. EVALUATION AND SELECTION FACTORS

Applications will be initially screened for eligibility in accordance with the qualification criteria above. Applicants must address each criterion in their application in order to meet the minimum qualifications for this position. Top-ranked applicants who meet the minimum qualification criteria will be given an English test. Applicants with passing marks will be given a skills technical test, which will be on any of the criteria previously mentioned (testing will be conducted in Amman, Jordan). Top-ranked applicants with passing marks are considered within the competitive range and will be invited for an interview.

USAIID\Jordan Human Resources Office will conduct reference checks on top-ranked applicants. USAID\Jordan may use reference information obtained from other than the sources identified by the applicant and solicit additional information from references provided if and when the Contracting Officer finds the existing information to be insufficient for evaluating an applicant's performance.

USAID will screen for nepotismlconflict of interest in determining successful candidacy. Internal employees must have completed 52 weeks of employment in their current position before being eligible to apply. If internal employee's Human Resources Officer approved a waiver, the wavier must be included in the application package for eligibility purposes.
