Nashville Presbytery Facilitating Committee Monday, April 2, 2012 11:00 p.m.

Covenant Presbyterian Church, Nashville, Tennessee

Report Attendance and Administration: TEs Caleb Cangelosi (Recording Clerk), Len Hendrix (Chairman), Arch Warren (Moderator), Bing Davis, Marvin Padgett, Jim Bachmann and Wayne Herring, and REs Greg Wilbur, Patrick Kelly, and Jack Watkins (NP Stated Clerk) were present. REs Buz Graham and Jimmy Couch were absent and excused. TEs Tom Darnell and Tony Giles, and RE Ken Harmon, were also present representing their respective Presbytery committees. Chairman Len Hendrix opened the meeting with prayer. After adjournment, TE Herring closed the meeting in prayer. Items Discussed / Actions Taken: 1. The 2012 budget was discussed. It was moved and seconded to base the budget on expected income of

$165,000. The motion passed by acclamation. Presentations were given from the various committee chairmen. It was moved and seconded that we present a budget recommendation of zero increase from 2011 (i.e., $171,806.80); the motion carried.

2. Financial statements were reviewed and discussed. Two requests for Fleming Trust money were received from the Church Planting and Campus Ministry Committees. It was moved and seconded to give $15,000 to the Church Planting Committee and $10,765.52 to the Campus Ministries Committee; the motion carried.

3. The subcommittee on Presbytery meetings reported; it was moved and seconded to replace the current 5-5.1 with “a hymn and opening prayer;” to omit 5-5.2; and to amend 5-5.3 by replacing “two” with “one.” The motion carried.

4. The docket was approved. 5. The 71st Stated meeting of Nashville Presbytery is scheduled for April 10th, 8:30 a.m., at Faith

Presbyterian Church in Goodlettsville. Recommendations: 1. That the proposed docket be adopted. 2. That the minutes of the 70th Stated Meeting be approved. 3. That the Presbytery hears a report from the Stated Clerk. 4. That the Financial Reports be received as information. 5. That the communications received by the clerk be presented to the Court for action, as needed. 6. That the Presbytery hears reports from the ordination, installation, and particularization commissions, as

needed. 7. That the Presbytery approve the 2012 Presbytery budget. 8. That the Presbytery amend the Standing Rules 5-5 by replacing the current 5-5.1 with “a hymn and

opening prayer;” omitting 5-5.2; and amending 5-5.3 by replacing “two” with “one;” so that the new 5-5 will read:

5-5 Meetings shall be conducted according to the provisions of the BCO. Stated meetings of this Presbytery shall ordinarily include the following elements:

1. a hymn and opening prayer; 2. a seminar and/or discussion on a theological or ministerial topic of interest to the Presbytery at one of its

Stated Meetings; and 3. a regular meeting for the Presbytery business.

9. That the Presbytery have a second reading to amend the Standing Rules (5-2) to change the August Presbytery meeting to begin at 9:00 a.m.

10. That the Presbytery appoint men to the General Assembly Committees of Commissioners.

Report of the Leadership Development Committee

to Nashville Presbytery – April 2012

The Leadership Development Committee held a regularly stated meeting, March 20

th, 2012,

12:00-9:00pm, at CPC-Nashville. The report for the meeting is as follows:

LDC reports the following to Nashville Presbytery:

1) LDC conducted the transfer exam of TE Dr. Michael Frazier, an honorably retired military

chaplain, who is coming to us from Louisiana Presbytery, which is dissolving.

2) LDC conducted the transfer exam of TE Brandon Eggar, who is being called as pastor of Trinity

PCA in Murfreesboro.

3) LDC conducted the licensure exam of RE Tim Tan.

4) LDC conducted the licensure transfer exam of Cam Clausing. As a reminder, re: licentiates from

other Presbyteries, BOC says:

19-5. When any licentiate shall have occasion to remove from the bounds of his Presbytery into those of another, the latter Presbytery may, at its discretion, on his producing proper testimonials from the former, repeat any portion of the previous Presbytery’s examination it desires. The Presbytery into whose bounds the licentiate is moving, however, must at least examine the man concerning: a. his Christian experience, b. his call to preach the Gospel, c. his views in theology, d. Bible content, e. church government. This Presbytery then may license him to preach within its bounds.

5) LDC conducted the transfer exam of TE Drew Martin, who is transferring to NP without call, as

he is a doctoral student at Vanderbilt. This falls under BCO 13-6, which gives Presbyteries the

allowance to receive a minister without call, “whose circumstances appear to require relocation

within the boundaries of that Presbytery.”

6) LDC received an informational report from committee member, Matt Bradley re: our out of

bounds TE’s.

LDC recommends the following actionable items:

1) That Nashville Presbytery approve the transfer and call of TE Dr. Michael Frazier from Louisiana

Presbytery.

2) That Nashville Presbytery approve the transfer of TE Brandon Eggar from North Texas

Presbytery.

3) That Nashville Presbytery license RE Tim Tan.

4) That Nashville Presbytery license Cam Clausing.

5) That Nashville Presbytery receive the transfer of TE Drew Martin from Central Carolina

Presbytery.

6) That Nashville Presbytery hear a report from TE Matt Bradley re: our out of bounds ministers.

There will be four recommendations related to calls of four ministers from the LDC for NP to

approve. These are basically things that need to be approved to clean up some of our records.

LDC Chairman will also briefly update Presbytery on select under care candidates, as well as,

upcoming opportunities for ministerial enrichment and education in 2012 thru weekend conferences

with WTS professors.

NASHVILLE PRESBYTERY CAMPUS MINISTRY COMMITTEE Covenant PCA March 12, 2012

Minutes Committee Members Present: TE Tom Darnell, TE Nate Shurden, RE John Ross, RE Bryce Sullivan and RE Woody Camp. Campus Ministers Present: TE Paul Boyd, TE Kevin Twit, TE Jeff Wilkins, TE Stacey Croft, and TE Paul Boyd Guest: TE John Stone The meeting was opened with prayer. Only the Campus Committee members were present. MSP to adopt the docket. MSP to approve the minutes of January 9, 2012. A discussion was had on the need to dialogue about processes to review the budgets of campus ministers and possible objective parameters to guide those reviews. A meeting date was set to continue this discussion: 7pm April 23, 2012 at Covenant PCA. At 9:30 the campus ministers jointed the Campus Committee. A season of sharing and prayer was entered into. The Campus Committee meeting dates for the remainder of 2012 was reviewed (all meetings are Mondays at Covenant PCA at 8:30am): August 20 and November 5. MSP to put TE Nate Shurden on the Tennessee State University (TSU) subcommittee. TSS subcommittee chairman TE Fritz Games gave a report on developments of scouting for a campus minister candidate for TSU. It was agreed that Fritz Games would report to Presbytery at our next meeting current developments in the TSU campus minister candidate search. A time of prayer for TSU followed. Recommendations of potential TE candidates to replace TE Larry Ferris on the Campus Committee were received. MSP to approve June and July mission assignments for TE Jeff Wilkins (Acapulco) and TE Fritz Games (Isle of Skye). MSP to have TE’s Tom Darnell, Nate Shurden and John Stone to request a meeting with the Church Planting Committee to discuss Paul Boyd’s transition. Campus financial reports were reviewed. The campus ministers with pressing prayer concerns gave a report of their campus ministries. A season of prayer for those campus ministers who shared and their ministries followed.

HARVEST PRISON MINISTRY Committee heard report from Rick Allen & Richard Jennings on their progress toward establishing the Church Behind the Walls as a mission church of Hickory Grove and a ministry of the Presbytery. Expectation is that this may always be a mission church due to prison regulations. (Vision attached)

PAUL BOYD. Charles McGowan reported on interview with Paul and Rachel Boyd and the proposal to plant a church in Rutherford County in 2013.

M/S/P request Presbytery extend call to TE Paul Boyd as evangelist effective Jan 1, 2013

ACTION: Representatives of CPC to meet with Nate Shurden, Tom Darnell and John Stone to discuss Paul Boyd’s transition from RUF to church planting

MATTHEW CREAMER. Member of Christ Community Church under care of Nashville Presbytery CPC received request to cover his MNA Assessment fees

ACTION: Craig Brown to contact Christ Community Church session for endorsement of Matthew as strong candidate as a church planter

M/S/P: CP Committee to cover half of assessment fees due April 24 pending receipt of CCC endorsement.

Committee agreed on the need for clear policy and procedures for such requests
