(1: Preparation)

(Motivation)

The reason why I decided to apply Trade and Markets division of FAO can be divided mainly three parts.

First of all, as I have never been to any other countries since I was born, so purely I wanted to go abroad and I

wanted to know the difference of culture between in Japan and in other countries. And Especially, in Rome, it is

famous that most people are cheering and a lot of buildings are very beautiful. So, by visiting to Rome, I wanted to

confirm those rumors by myself.

The second reason is I wanted to know what the United Nations does, because in the future, I am willing to work in

other countries as my carrier. And I was confidence that by visiting Italy and learning how or what to do as the

United Nations with a view to achieve the FAO’s goal, that experiences will help me greatly when considering my

carrier including not only in Japan but also any countries in the world. So, I needed to know the work of United

Nations Agency in detail.

The third reason why I applied Trade and Markets is by trying to dive into unknown (unrelated) field to me, I

thought I could get a variety of knowledge, a way of thinking and personal relationships etc. My major is brain

science and I am not familiar with food and economy and markets. But discussing with many people who have a lot

of background will give me a new point of view which could be impossible to obtain without challenging a new

field.

For having three reasons, I made up my mind to experience of the United Nations as an internship and applied to

Trade and Markets division of FAO.

(What I do before moving)

Firstly, I read the FAO’s websites and I get some information from that, and roughly understood what they do as a

FAO. And then creating the power point file which explain roughly about the division I will go and then I gave the

presentation to the other members and the professors. Each member of the field study talked about people who have

worked in International Institute and we got some advices which is helpful to our internship in Rome.

We have also learned about risk management (disease, money, robbery) while staying Rome. It is because

unfortunately, Rome is a famous city in which many people had stolen wallet and passport etc.

(2: Internship, what I did in FAO )

The project I addressed in Trade and Markets is analyzing the relationship between domestic market and

international market for wheat. Before I go to Rome, mentor(Dr. Nakane) gave me the Excel file which includes the

retail, wholesale, and export wheat market price data for some years. And when I arrived at Rome, the mentor and

markets analyst showed me how to analyze these datas. And we concluded that I decided to analyze these datas by

taking correlation between domestic and international market price for wheat.

Firstly I decided to pick up several countries from point of IDR (Import Dependency Ratio) and per caput

consumption (wheat consumption/population).In order to calculate those two standards, I read the foodoutlook

(published by FAO 2013) to get some information. And I created the IDR and per caput consumption rank of each

countries (shown by table1). Then I picked up superior some countries from those two standard (The countries I

chosen are shown by table 2).

Secondly, I took the correlation between those countrie’s wheat market price and international wheat market price

respectively, and I calculated the correlation coefficient of each countries. Then I created figures about correlation

coefficient- each country.

Finally, by using these datas and figures, I made the powerpoint slide for the purpose of giving the presentation to

the mentor, colleagues those who are related to my project and the professors.. Fortunately observers game me a lot

of feedbacks about my research and that made my project more sophisticated than before.

(3: Looking back my internship in FAO)

What I got from this internship in Rome are countless, however, I would like to focus on three things.

First is getting the personal relationship with a lot of people who worked not only in FAO but also in other United

Nations Agency such as WFP and IFAD. For staying in Rome, I met many people and they gave me some advices

about my future carrier. Those advices let me reconsider more deeply what I want to be in the future and how to

combine my carrier with the United Nations Agency which includes the other Agencies (not just FAO). Without

having experiences of working as an internee, I have never obtained these tips related to my future. I appreciate

very much to their kindness and to give that tips. And I am very grateful for Trade and Markets division to

accepting me as an internee.

Second is that I learned the work of United Nations in detail, especially market and economic point of view. Before

we left from Japan, I did not have any economical or marketing knowledge about wheat, much less about what the

Trade and Markets division does by using the economical method. But as I addressed the project, I could

understand the wheat market and what the division does in order to attain the FAO’s goal a little. I think it is a great

advances to know the market situation and how the division contribute to solve the problem though my major has

nothing to do with those field. This is priceless experience through my internship.

Third is I could do all activities very actively. Many people in Japan, and of course included me, making a

statement, asking a question or discussion are less than the other countries. So it is often said ‘Japanese people are

so quiet that we can’t know what they think’ or ‘’Japanese people have to get power to fight against global

situation’. Before I left, I made up my mind to join a meeting very actively, ask some question, state my opinion

and not to be quiet through a discussion. And actually, I could attend all meetings very actively. So I should

continue this good custom not only in Rome but in Japan.

(How these experiences affect to my future carrier)

One of the best things to participate in this program is to know that I have a lot of choices to choose my carrier. I

come to know that I have many chances to go outside of Japan. And after I came back to Japan, I reconsider my

carrier. Then I strongly hope to work in other countries again. Moreover I want to work in the place where I can

contribute to a lot of people in all over the world.

Those things can be done in the United Nations, so working in United Nations Agency is one of my choices when I

Preparation

How to Know Field Study in Rome Italy? I got all information from Ms. Ando and Global Collaboration Center (GLOCOL). I am interested in

international issues and social issues and participating in international cooperation activities in private. While

I contacted the international cooperation, it is always connected with international organization. In order to

understand how international organization deals the international cooperation, I attended the lectures on

United Nation Policy and international internship. One of the teachers of these two lectures is Ms. Ando, so I

got the information of Field Study (FS) from Ms. Ando and applied this FS.

Why Joined Human Resources Division at WFP? Because I wanted to apply the knowledge of Human Resources Management (hereinafter HRM) I learned, I

joint Human Resources Division. I am currently studying HRM and research about the organization dynamics

in the team with the few and multinational members, so I wanted to apply for the knowledge of HRM and

looked for any opportunities to find some ideas for research.

Actually, after applying for the FS, all candidates did not know which organization he/she will join initially.

Therefore we needed to prepare the curriculum vitae (CV) as well as cover letter which is written with what

kind of tasks we would like to deal with and then provided them to Ms. Ando. And then Ms. Ando brought

our CVs and cover letters to contact with WFP, FAO and IFAD. Finally, WFP accepted me, so I joined the

Human Resources Division at WFP.

Before Departure This FS is like the pre-internship, so anything I did is like such as preparation of internship. As a whole, there

were 4 steps I did before departure. They are (1) Confirmation of my aims, (2) Understanding of FAO, IFAD

and WFP, (3) Preparation of CV and Cover Letter, (4) Understanding of WFP and Tasks, and (5) Risk

Management. The details are like following.

Confirmation of my aims This step is the most important step before departure, because the appreciate goal could motivate the person.

Therefore, deciding my aims would help keeping my motivation, and have a wonderful FS. For me, because

of Taiwanese national, there is no opportunity to work at the United Nations, this FS provided me the best

opportunity to experience the work at the United Nations and understand what the meanings in my life are.

Therefore, there are five aims in this FS. They are (1) Experience the multinational working environment, (2)

Verify any opportunities to join international organization, (3) Build the personal connection and find any

new views to career paths, (4) Find any materials for my research, and (5) Leave behind any achievements at

international organization which accepted me.

Understanding of FAO, IFAD and WFP Before I applied for the FS to experience the works at international organization in Rome Italy, actually I had

not known FAO, IFAD and WFP yet. Therefore, after applying for the FS, I collected any information about

FAO, IFAD and WFP as many as possible. Otherwise, all candidates did not know which organization he/she

will join initially, so we had needed to understand any basic information of these organizations about their

uniforms and works and then used above information to prepare CV and cover letter in next step.

About collecting the information, there are two methods I used. The first method is the most intuitional one,

checking up all information on the internet, especially on official sites. Another one is using the personal

connection. This time, Ms. Ando prepared an interview with three persons who had experienced the

internship at these organizations and an address by Mr. Yokoi who is the staff at FAO. Therefore, I used Ms.

Ando’s personal connection to collect information. Otherwise, collecting from any books or addresses and

attending any related lectures are also good methods.

Preparation of CV and Cover Letter In this step, in order to provide Ms. Ando any information about me to contact all managers of HR at all

organization and let them make decision that which organization could accept me, I prepared my CV and

cover letters that are included FAO version, IFAD version and WFP version.

For CV, because I had already prepared CV before FS, I just adjusted some parts and used it. Therefore, it is

just as well that prepare CV as soon as possible, you might use it someday in any situation.

About cover letter, it is important not only to express what abilities do you have, but also to express what you

will contribute by your abilities. Therefore, according to all information of these organizations, my major,

interests and character, I considered what kind of task I can deal with and what can I contribute to at each

organization, and then prepared cover letters for each organization own.

Understanding of WFP and Tasks After Ms. Ando brought our CVs and cover letters to contact all managers of HR at all international

organization, and I am informed that I will join HR Division at WFP, it means that I should confirm any

information about WFP more deeply and imagine what kind of works of HRM I will do. It is difficult to

imagine because the information are limited with no experience at HR division.

Actually, I failed in this step. Even though I have learned HRM, and it is not difficult for me to imagine what

kind of works of HRM and how to deal with, but the real task I dealt with was different from my image. I just

have thought WFP is an organization that deals with any emergencies, so there are many projects. In order to

deal with different projects, the orchestration of staffs at WFP would be more dynamic than other

organizations, so HRM is also more different from others and more dynamic. Therefore, it is better to check

your tasks in detail as possible.

Risk Management In this step, checking any risk is available at any step, but no matter at which step, it is necessary. I checked

any possible risk with other students when I attended one lecture that is about how to conduct field study. It is

good for checking risk with other people, because they may point some risks that you may not think.

English Ability Speaking and writing fluent English is necessary at international organization. Therefore, as I decided to

participate in this FS, I started to practice English. There are many tools in the internet, For instance, YouTube,

TED, iTunes, CNN, BBC etc. I used BBC Learning English podcast and TED to practice listening, and spoke

with one American who has been my roommate. Unfortunately, the practices and the passion for learning

English are not enough, so I could not speak so well when I was at WFP.

Do not worry you cannot speak fluent English. How to communicate with others in English well is the most

important, so how to express thinking logically, even though by using the simple words is also important.

Field Study in Rome Italy After 12 hours of flight, there are three parts that we participated in FS. They are (1) Brief Introduction at

FAO, IFAD and WFP, (2) Pre-internship at WFP, and (3) Presentation of internship. The details are like

following.

Brief Introduction of FAO, IFAD and WFP On the first day of FS, all of members visited around FAO, IFAD and WFP and participated in each brief

introduction at each organization.

Brief Introduction at Food Agriculture Organization It was the first stop. One of staff introduced the pedigree and missions of FAO, and then shown us the

facilities and conferences that donated from member states (Fig. 2.1.1). Fig. 2.1.2 is the view of Rome City

from FAO, because FAO is near the world heritage in Rome, there is the wonderful view from top floor of

building.

Recruitment and Reassignment Branch of Human Resources

DivisionThe place I visited is Recruitment & Reassignment Branch of Human Resources Division at WFP. At WFP,

there are five departments at HR division. As shown as Fig 2.2.1, they are (1) Operational Service, (2) Policy

and Career Management, (3) Staff Counseling, (4) Medical, and (5) Staff Relations. The Recruitment and

Reassignment Branch is one branch of Policy and Career Management department.

At Recruitment and Reassignment Branch, there are three teams. As shown as Fig 2.2.2, they are (1) General

Services, (2) International Professional, and (3) JPO & Intern. They are three types of job if you want to work

at international organization, so in each team, the staffs deal with the recruitment and reassignment of these

types of job. I helped at international professional team and dealt with the job advert.

About international professional, there are many specified types of job. For instance, Business/Systems

Analyst, Food Technologist, and Vulnerability Assessment and Mapping (VAM) Officer etc.. The contents of

job and its requirements are explained in detail in profiles. Otherwise, the work experience is required in

applying international professional, so according to the years of work experience, there are different levels.

New Channels As previous mention, I dealt with the job advert, especially dealt with searching the new channels to post the

vacancy announcements (VA) for Asian and African. According to Recruitment Directive of WFP, there is one

byelaw as following, ‘Pay due to regard to the importance of attaining a gender balanced workforce and in

selecting staff members on as wide a geographical basis as possible.’ Therefore, it is important to keep

geographical diversity and balance. Unfortunately, for some particular types of job, the nationalities of staff

are limited in some countries, especially in American and European. It is the reason for searching new

channels to post the VAs in order to let more Asian and African to search and apply them.

In this case, Mr. Dohn who is my mentor gave me seven types of job. The channel is effective or not, it needs

some analysis to screen. For instance, using the past data of candidates to clear what aspect of the channel

they used and could gather high quality candidates and using these aspects to screen the new channels which I

found. But it is difficult to finish analysis and searching, so I used another method to screen the channels that

I found without analysis.

First, I assumed I am jobseeker with different levels, positions and nationalities. After searching the channels,

I confirmed the channel that I found is with the VAs I am searching or not. If the channel is with, I confirmed

the requirements in VA, especially in work experience. Finally, I confirmed the fee to post VA, because

posting VA is ‘cost’ for HR division.

There are many media can be used in job advert, but I focus on internet, because the WFP is in Italy, and

candidates are worldwide, the best media between WFP and candidates is internet. Otherwise, I focused on

any recruitment sites that are for African and Asian or providing the work opportunities in Africa and Asia,

organizations of particular professional as well as SNSs, and screened them. Finally, I gathered 25 sites and

provided Mr. Dohn to post VA more widely.

Presentation On the final day, I had the opportunity to make the presentation to professors and mentors. It was about the

achievement that you did in one week. Also it was a good chance to practice English (Fig. 2.3.1).

Coffee Break Coffee break is the good chance to understand and exchange with others. I have experienced twice in the FS,

one was the second day, and one was before my presentation.

The second day was Sunday, so I visited the downtown in Rome and met the interns at IFAD. Because we did

not meet before, we had the coffee break and brief chats about the internship and some politics. Because they

are familiar with the Rome history, they guided me around Rome and introduced Rome to me. Ms. Busra, Mr.

Ferdinando and Ms. Moeko, Thank you so much (Fig. 2.4.1).

At WFP, it was my first and also the last time to join the coffee break with my mentors. Ms. Chantal who was

one of my mentors invited me to have coffee break with other mentors. It provided me the chance to hear the

feelings and thinking for HR as well as the past experiences of staffs from the staffs (Fig. 2.4.2). Therefore it

is difficult to observe them as working but it is good chance to understand their feeling and thinking at coffee

break.

Dinner with Interns After meeting interns who are from IFAD and visiting Rome on the second day, there was a dinner that Ms.

Ando held with interns who are from FAO, IFAD and WFP (Fig. 2.4.3). It was a good chance not only for us

but also for interns to understand feelings and thinking of each others for career paths, internship and

international organization and to get any information of each organization. For me, it was a relief before

visiting international organization.

Dinner with Japanese Staffs of FAO It was the invitation from one Japanese staffs of FAO. All members joined this dinner and had the

comfortable chats with Japanese staffs. The chats are not only anything about international organization and

FS, but also any interesting things (Fig. 2.4.4).

Farewell After presentation, there was a farewell that held by Ms. Ando with all mentors from each organization, but

unfortunately, most likely because of Friday, almost mentors could not join with us. Finally, almost

participators are Japanese. It was the final chance to meet other staffs with different nationalities from

different organization, so I felt a little disappoint. But the dinner was good because I heard many interesting

things (Fig. 2.4.5).

After Field Study

What I got? Read back to the above aims that I mentioned, almost aims are aims that receive something from WFP, and

these aims are achieved. Moreover, something I received is over my image. The details are like following.

ExperienceAs previous mention, because of my nationality, it is almost impossible to be the staff at the international

organization. Moreover, in Japan and Taiwan, there are not many multinational environments to work with, so

I got very wonderful experience in my life. Otherwise, the experience of HR Division is so valuable because

it provides me understand the international organization is built by many different types of staff, the structure

of international organization about recruitment as well as the views from recruiter. Otherwise these

experiences change my attitude to work. I believe the experience at HR division could help my career.

Personal Connection The personal connection I got is my treasure in my life. Not only anyone who I had met at international

organization, but also someone who helped me about the FS. They helped me and let me understand the

world of international organization. In order to be a good personal connection bi-directionally, I do my best in

my work and life.

MotivationAfter FS, I got the motivation to study English hard. I am frustrated with English because I believe I could

communicate better and deal with more complex tasks if I could understand English deeply. Even though

English is not absolutely necessary at the international organization, but English is the ticket to international

organization, so now I have a great motivation to study English.

Attitude to Work I will report it in detail in section 3.2.2.

Effect

Research Unfortunately, I did not get any material about my research directly, but I got the valuable channels to contact,

and believe their comment will help my research.

WFP is near to Trenitalia station, so I need to buy the Trenitalia from the ticket machine. Even though there is

no entrance gate in the station, validating the ticket by the machine that is like Fig. 4.1.3 before entering the

train is necessary. Otherwise, Trenitalia is like JR in Japan, and connect with other cities and countries, so it is

convenience to go to other cities or countries by Trenitalia.

Getting on the tram, bus and Trenitalia without checking the ticket by transportation staff is very normal in

Rome, but do not try to get on without ticket, because the law is so strict.

StayWe stayed one hotel that is near Trenitalia Tratevere Station. The location is good for me because the

transportation to WFP is Trenitalia. Otherwise, all rooms of members are connected, so we used the balcony

to conduct the morning meeting every day.

No matter which hotel you stay, the plug in Italy is different from in Japan, so adapter is necessary. Otherwise,

same as in Japan, free wifi is not usual, so if there is free wifi at the hotel, it would help you so much.

DietaryItalian foods are delicious, but unfortunately, English is not so useful in Italy, so it is difficult to ask the server

the recommendations of the foods. Normally, ten Euros is required at one meal. Otherwise, all drinks

including WATER are charged at the restaurant, so as server asks you need any water, you can refuse.

Because the tap water cannot be drunk, it is better to the bottle of water. The two liters water is about one

Euro at Tabacchi where the cheapest shop is.

SecurityI felt Rome is safe even though there are many recommendations about the security before I went to Italy. It is

very safe if you keep your wallet and passport in your bag which is with zip or something can close your

pocket. Just keep attention with your valuable goods and do not feel too nervous. What is important is that

does not show up you valuable goods and leave them along.
