1 INTRODUCTION
The 7th Pacific Water Conference and Expo was hosted by the American Samoa Power Authority in partnership with the PWWA, from the 9th – 11th September in Utulei, American Samoa. The conference featured international and Pacific speakers, technical papers and workshops which focused on the theme “Water and Energy in the Pacific”.
To coincide with the conference, an Allied Members Meeting, PWWA Board Meeting, Annual
General Meeting were also carried out to discuss a number of matters covering management, technical, governance and members’ issues and future requirements for the Association. The Annual Report for 2013, which contains financial audit report, was also tabled and approved. In addition, a benchmarking workshop was carried out for Pacific Utility Members to discuss data collection for 2014.
2 BACKGROUND
The Pacific Water and Wastes Association was first set up in 1994 to:
1. Improve and enhance the water sector within the member countries
2. To develop and gain support among members for standards for the industry’s performance and to monitor the comparative performance of member countries water and sanitation utilities against international benchmarks.

3 PWWA 20TH ANNIVERSARY
The 7th Pacific Water Conference and Expo was made extra special with the celebration of a significant milestone in the history of the Pacific Water and Wastes Association – its 20th Anniversary! The PWWA was initially known as the Pacific Water Association with its secretariat office based in Suva, Fiji. The first AGM was held in Samoan in 1995 followed by subsequent AGM’s hosted by the various Pacific Utility members. Owing to ongoing funding challenges, the Secretariat Office could not continue its operations and therefore an Executive Board decision was made in 2007 to move the Secretariat office to Apia, Samoa. Since 2008, the Association has grown in membership despite the ongoing financial challenges.
4 CONFERENCE HIGHLIGHTS
“THEME: WATER AND ENERGY IN THE PACIFIC” This year’s conference theme coincided with the United Nations World Water theme. It was
an opportunity for experts and researchers to highlight and show case emerging trends in environmentally and economically sustainable water energy technologies.
The conference this year attracted a range of presenters and participants. They shared
and exchanged knowledge, information and lessons based on the theme and other fundamental issues. Everyone was keen to learn from each other’s experiences.
Outlined in 4.3 are summaries on each session. Each session had a facilitator and
rapporteur. The presenters delivered interesting and relevant papers, reflecting a good mix of research, innovative technologies and case studies. The audience were both engaged and entertained
4.1 CONFERENCE OPENING
The 7th Pacific Water Conference and Expo started with a “traditional ava” ceremony that
was organized by ASPA, followed by the Opening Ceremony which was attended by the American Samoa Governor.

As is the tradition in the Pacific Islands, the Ceremony commenced with a prayer by Reverend Iasepi Ulu. The ASPA Board Chairman Fonoti Perelini Perelini then welcomed the participants’ and encouraged members to work together and find common ground on issues affecting the water sector in the Pacific. The Governor briefly spoke on the importance of water to communities and how the theme of “Water and Energy” was most fitting as these two commodities work together. He challenged the members to “come up with innovative ideas to increase commodities but at the same time in low cost”.
4.2 DONORS FONOTAGA
The Donors Fonotaga was facilitated by the PWWA Executive Director, Latu Kupa with
representatives from IB-NET/World Bank who presented on the new partnership between IB-NET and PWWA with regards to benchmarking. NZAID representative spoke on the New Zealand Aid Program and UN Habitat and PRIF representatives presented on their water and waste related programs.
All donors’ representatives relayed their support for the association and outlined some of
the areas they felt each donor can assist PWWA with. The issue of funding for PWWA activities such as Non Revenue Water was raised and donors were open to suggestions from PWWA on how they can assist.
4.3 PRESENTATIONS
PAPER SESSION 1: Appropriate Water & Energy Tariff in the Pacific & Challenges As per PWWA tradition, Katrina Mariner of ASPA was given the first opportunity to do a
presentation and she presented on “Physical Numerical models for simulating hydro geological conditions of dike impounded freshwater in the volcanic island of Tutuila, American Samoa” provided a good research paper with great calibration of models.
The rest of the presenters for this session mainly touched on tangible connection for the
transfer of waste to energy with simple technologies. The issue of Tariff was also discussed which developed some interesting discussion among participants.
PAPER SESSION 2: Addressing Climate Change Impacts on Pacific Water Developments The three presenters for this session mainly presented on ways to address climate change
on pacific developments in the water sector. Cesspools was an invented septic which captures all waste so it does not contaminate the water was another option presented. Discussions around intermittent water also generated and a framework for connected hydrological system.
PAPER SESSION 3: Pacific Water Association Conference Parallel Workshops (Technical Presentations Session) The presenters were specially invited to present on various issues such as sustainable
integrated solution for communities and also the water sector in the new PWWA utility members, Tokelau and Guam.
The issue with integrated solution was most interested and it focused their developments
on Energy Food and Water and 70% were self sufficient in these resources. This was interesting as it can be an area for members to pursue as another way to sustain communities.

PAPER SESSION 4: New Members Water Challenges New Pacific Utility Members that joined in 2014 presented at the conference. These utilities
were Guam Waterworks Authority and Tokelau Government. The two newcomers were also officially welcomed to the association by members.
The new Northern Chapter for PWWA was also officially introduced during this session.
This was mainly set up to address issues the Federated States of Micronesian members had which are different from those of medium and large utilities in the South of the Pacific.

Kwajalein Atoll Joint Utilities Resources, Marshall Islands PAPER SESSION 5: Pacific Water Appropriate Solutions The presenters focused their presentation on appropriate water solutions for the pacific
water sector. Study cases were outlined and how these practical solutions and trainings can be applied to all pacific communities. Utilities were also given tips on how they can implement rate plans to be acceptable to customers. Some interesting discussions also developed around AVG Filters as presented by FILTEC presenters.

This was one of the most important session given the number of pacific people having
access to proper sanitation is very high according to benchmarking data analysis. All 4 presenters for this session presented on new technologies and best solution for sanitation. Another interesting questions and answers session followed which everyone found informative and practical.
PAPER SESSION 7: The need for Proper Water Asset Management System Asset Management was highlighted as one of the main issues that emerged as a result of
benchmarking data collection in 2013. The utilities have difficulties in finding a proper management system to register asset. The presenters presented on new emerging systems and this started some discussions between the groups.
PAPER SESSION 8: Pacific Paper – Top Three Utilities 2013 UNELCO, Eda Ranu and Tonga Water Board presented on their utilities as they were the
top 3 utilities after the 2013 benchmarking data collection which UNELCO won the utility of the year award. All were interesting and informative presentations for participants.
PACIFIC WATER OPERATORS PARTNERSHIP (Twinning) One of PWWA Pacific Utility Member, Independent Water Scheme Association made a
presentation to update members on their twinning program with PWWA Allied Member Mid Coast Water which was facilitated by ADB. The main purpose of the twinning was to strengthen institutional capacity and improve water quality. The twinning arrangement is for 10 months commencing June 2014.
5 BENCHMARKING
Alexander Danilenko, of IB-NET presented his preliminary results on the 2014 data collection. Below are some overall observations:

Members were also introduced the Principles of Accreditation and how the benchmarking data can be used to assess performance gaps within utilities.
Various issues were raised by utility representatives and are noted as follows:

1 Toolkit timeline to be in line with each PUMs fiscal year to make data collection easier and more effective
PWWA and IB-NET to check with every utilities the date when their fiscal year ends and agree on data collection timeframe
2 PUMs need training on the new PWWA toolkit for data collection
Workshop to be conducted for 2-3 days PWWA, PRIF and WB to discuss funding. Date for workshop to be confirmed.
3 Annual Pacific Water Conference should be the forum for PUM to discuss “Benchmarking”

Data needs to be in on time to ensure amble time for analysis before Annual Conferences and Awards
Old format indicators are linked to new format to ensure PUMs can track back historical data
IB-NET will be working closely with PWWA and members on next steps for benchmarking.
6 AWARDS
An awards committee which consists of PRIF, NZAID, World Bank/IB-NET, Cook Islands
Ministry of Finance, and PWWA secretariat met and discussed analysed the submitted benchmarking data to determine awards winners. As a result the winners for the awards were noted and presented as follows:

Three other special awards were presented to show PWWA’s appreciation and acknowledge some of the donors and organizations support in funding, organizing and hosting the conference for 2014.

American Samoa for being a super host for 2014.
A total of 25 awards were presented at the Gala Award Dinner.
8th Pacific Water Conference and Expo in 2015 The handing over of the flag ceremony to the 2015 host country, Papua New Guinea was also completed on the awards dinner night. PNG will be the next host country for the 8th PWC.

Exhibition Booths An Expo was held in parallel to the scheduled presentations and meetings. Exhibitors
including market leaders and emerging suppliers were invited to showcase their range of technological solutions and applications for the water, sanitation and wastewater industries. 16 booths were allocated to exhibitors and is clearly outlined in the diagram below.

some of the activities throughout the whole conference. On that note we would like to acknowledge yet again their support in ensuring the conference was adequately funded.
PWWA is always grateful to its major conference sponsor, the Asian Development Bank
(ADB) for their continuous support every year.
9 OBSERVATIONS
At the end of the conference, the participants were happy with the discussions that ensued from the various presentations. They have also generally indicated their support and solidarity in addressing issues related to the water sector and supporting the PWWA secretariat. Some of the outcomes from the conference are listed as follows:
The participants found the sessions very useful as it was where common issues are being discussed to improve water service to the communities.

Networking is one tool that is strengthened at every conference and it has also brought the different group members closer together.
It was a perfect forum to bring the discussions down to the operational level and is specific on how the utilities provide the service.
The technical discussions of the conference are important as it is the ONLY forum that provides this for the Pacific Utilities.
Overall the conference was a success given the high turnout superseding previous years’ conference attendees. A high turnout from the Pacific Utility Members was also observed with 90% of Northern Pacific Island nations being represented.
