Louis Trichardt is Louis Trichardt again, following a ruling by the High Court in Pretoria on Thurs-day last week.

The decision of the former Min-ister of Arts and Culture, Mr Paul Mashatile, to change the name of the town to Makhado was published in the Government Gazette on 14 Oc-tober 2011. Mashatile’s decision to approve the recommendation of the South African Geographical Names Council (SAGNC) to change the name of the town Louis Trichardt to Makhado is now set aside by the High Court.

The fi rst respondent (in this case the Minister) will pay the costs of the applicant, the Chairpersons Association (CA). Tshepe is from the fi rm Cheadle Thompson and Haysom in Johannesburg.

“Whereas the SAGNC satisfied itself that adequate consultations were held prior to the impugned decision taken in terms of the South African

Geographical Names Council Act [Act 118 of 1998] – to change the name of Louis Trichardt to Makhado - the relevant local and provincial geographical names committees failed to ensure that proper records of such consultations were held. As a result, such records cannot be placed before the Court in order to prove … that indeed consultations took place in compliance with the requirements of the Act,” Tshepe said. ings as the affected party. We only got this through the media. Council will make an announcement soon,” said Makhado municipal spokesperson Mr Louis Bobodi.

Crime TimelineFollowing a spate of violent armed robberies, the business community of Louis Trichardt is living in fear.

An increased number of attacks and robberies on businesspeople, some of whom were killed in the process, occurred during October. Now, at the beginning of November, the onslaught not only seems to continue, but also seems to escalate in violence. Especially the Indian business sector was hit hard.

Last week saw two prominent Indian businesses, Easy Build and Timbercity in Louis Trichardt, being robbed within a matter of days of each other.

On 29 October, Timbercity was the target of burglars. Employees only real-ised that they had been robbed the fol-lowing morning, when they discovered the hole that the burglars had punched in the wall of a back offi ce. Through this hole, the robbers carried out thousands of rands worth of stock and smaller amounts of cash that had still been in the offi ce. It is suspected that the thugs might have fl ed with their booty into

the adjacent municipal bird sanctuary. On 30 October, two men walked into

Easy Build, pretending to be customers wanting to pay their account. They gained entry into the payment offi ce and, once inside the offi ce, they pulled out a concealed fi rearm and demanded money. They made off with an undis-closed amount of cash.

On Monday another Indian business-man (who remains unidentifi ed) was kidnapped while he was on his way to the bank to deposit money. Police spokesperson Const Irene Radzilane said the businessman was just about to walk into the bank when an armed as-sailant forced him into a waiting vehicle with three more thugs inside. The four robbers drove around with the business-man for several hours before dropping him off 20 km from Louis Trichardt and fl eeing with all his money.

Only one arrest was made and that was in connection with the break-in at Timbercity. Radzilane confirmed on Wednesday morning that one male

suspect was in custody and had yet to appear in court at the time of our going to press.

In the meantime, Radzilane has also confi rmed that the Makhado police are in the process of scheduling an urgent meeting with the Indian businesses community to discuss various security and policing issues with them. The Zoutpansberger also learned from some of these businesses, who wish to remain anonymous for fear of future attacks, that they have increased their personal security. “Everyone is scared and on edge - afraid that they might be next,” remarked one business.

Radzilane also confirmed that the Makhado police are increasing their crime-prevention programmes for Louis Trichardt. These programmes, which are traditionally launched at the start of November, have already kicked off in October, due the high number of violent crimes being committed in town. “We are increasing our efforts,” said Radzilane.

(Contd from P1)“Louis Trichardt is a neutral name,”

said Mr JJ Gohell, also from the Hlan-ganani concerned group.

Naudé explained that Louis Trich-ardt was a trustworthy leader who had a proven track record of standing for peace and reconciliation. “When Louis Trichardt left, Ratsituu Ramabulana declared that the departure of his trust-ed friend ‘Luwishi’was a personal loss to him,” said Naudé.

“It is good that it is Louis Trichardt.

The municipality must stop wasting money on name changes and repair the roads and sewerage,” a resident of Kutama said. “We just want service delivery,” was the only remark of another resident.

“I am overwhelmed. This is a com-munity that stands together for justice. I don’t think it has ever happened that a community fought such a case for the second time and succeeded,” said CA secretary Ms Inga Gilfi llan.

The name of the town had been

Louis Trichardt since 1899. In 2003, it was published in the Government Gazette that the Minister had decided to approve the name change to Makha-do. The High Court rejected the review application of the CA, after which the appeal process started.

The appeal court judged in 2007 that the name change be set aside, due to insuffi cient consultation. This time around, the High Court set the name change aside due to a lack of documentation.

Investigations are still on-going sur-rounding the circumstances that led up to the double murder of Ms Darlene

Mapula Madiba (34) and her friend Victor Mthokozisi Radebe (36).

Following the arrest of Vincent Teboho Moabelo, the bereaved families of Madiba and Radebe have demanded a full investi-gation. Madiba and Radebe were shot and killed on 13 October in her Louis Trichardt home in Duiker Street.

Moabelo, Madiba’s ex-boyfriend, is being held in connection with the killings.

According to court records, it was not Moabelo’s first run-in with the law. During August of this year, Madiba had laid a charge of assault with the intent to cause grievous bodily harm against him. Following the charge, Moabelo’s weapon was seized by the Makhado police. Shortly before the assault case was finalized, however, Moabelo’s firearm was handed back to him.

The circumstances which led to Moa-belo’s weapon being handed back to him are now being investigated by the police. Uncertainty exists whether the National Prosecuting Authority (NPA) will also investigate.

The newspaper was able to determine, from law experts, that the release of Moa-belo’s firearm back to him was probably done illegally. At the time of going to press, NPA spokesperson Nathi Mncube had yet to confirm whether a formal in-ternal investigation from the NPA’s side will follow.

In the meantime, Moabelo briefly appeared in the Louis Trichardt District Court again on Friday, 31 October. His case has been postponed until 7 Novem-ber, when he is expected to bring a formal bail application.

Hofnuus

Accused Vincent Teboho Moabelo.

Pet owners who wish to board their pets (cats and dogs) at the SPCA’s Louis Trichardt kennels during the Decem-ber holidays must do so in advance.

Bookings can only be made with Mr Lawrence Khodobo between 08:00 and 16:00 and no other bookings will be accepted.

“Please do not leave a voice message on any phone and presume your booking has been accepted. It will not be accepted. We also ask that you do not leave a message with one of the kennel staff,” said Mrs Bea Reimer of the local SPCA.

All pets, cats and dogs, must be inoculated, de-wormed and bathed or dipped before coming into the kennels.

“We will need proof of yearly inoculations, as well as rabies

inoculation when you bring your pet in,” said Reimer.

Inoculation must take place 10 days before the pet is brought to the kennels. Reimer and Khodobo must also be made aware of pets on medication while these are at the kennels.

“If you intend leaving your pets at home during the holiday, please make adequate arrange-ments with a reliable person for them. Remember, there will be fireworks while you are away, so be prepared,” Reimer warned.

The boarding fees are R40 per dog per day and R30 per cat per day. Office hours at the kennels are Monday to Friday from 08:00 until 17:00 and Saturdays from 08:00 until 13:00. The kennels are closed on Sundays and public holidays. People bringing their pets must do so

within business hours. Pets left at the kennels over the weekend must be picked up on Monday, unless arrangements are made before the time.

The SPCA is also in need of books and magazines, as well as jumble (clothes, shoes, toys, kitchen utensils, ornaments and any other jumble) for the frequent jumble and book sales.

Goods can be dropped off at the kennels along the Vondeling Road between 08:00 and 16:00. For those wishing to make a donation, the local SPCA’s banking details are SPCA Louis Trichardt, Standard Bank, ac-count number 282374639 and branch code 052 549.

For more information or in case of emergencies, phone Lawrence at 082 965 5151 or Reimer at 082 424 5712.

The Louis Trichardt ministers forum has collectively informed the Makha-do Municipality of their concerns and disappointments concerning the main-tenance of the local cemetery, as well as the way graves are dug.

“We are of the understanding that it is the municipality’s responsibility to main-tain the graveyard properly and to ensure that the graves are dug correctly, and that this should be completed beforehand, so that a funeral can take place on time, with dignity and sensitivity towards those who have lost loved ones,” the clergy from different denominations write in a letter dated 28 October. Inconvenient incidents that have caused additional trauma for the family in mourning are listed in the letter.

Incidents have occurred where a min-ister had completed the funeral service in church and was only then informed that the grave had not been dug.

“Graves are dug by the TLB backactor and there are times when it is unable to reach the place where a grave should be dug. The result is that some graves are dug

crookedly and sometimes too wide. This is very dangerous for the undertakers as their equipment is limited to the span of a standard grave and a different size makes the lowering of the coffin hazardous. On other occasions, graves were not wide enough at the base to accommodate the coffin. The coffin then had to be removed and members of the family had to get into the grave to widen the base themselves,” said the ministers. Another problem with utilizing a TLB was that it pushed over some gravestones and badly damaged others.

One bereaved family really had a rough deal. “After the funeral service, we had to stand around and wait for about an hour and a half for the grave to be dug. The grave was not dug properly and the coffin had to be forced in, thereby damaging the coffin. We did not want to risk taking the coffin out again in case of more damage,” said Ms Elsie Brand, who attended the funeral of her grandmother in June this year. But there was still another ordeal waiting for the family. “The backactor

operator wanted to drive over some of the graves to fill up the grave. We protested and asked the municipal official to fetch some spades, after which the family did the filling up, with no help from the mu-nicipal officials,” Brand said. In another unfortunate incident at a funeral conducted in August, an elderly, retired minister was said to have slipped at the edge of the grave because of the awkward way that the grave had been dug. “Because he is a tall man, the family could grab him and rescue him as he was falling into the grave. His Bible fell into the grave that had been dug too wide and with a weird circle at the bottom end,” one of the family members, who did not wish to be identified, said.

The ministers further said that the grave numbering at the cemetery was “chaotic” and, at times, graves could not be found because the numbers had been removed. Instances where the grass at the cemetery was uncut, have led to unnecessary trauma and embarrassment for mourning family members.

The ministers strongly insisted that the

Ministers speak out against poor condition of cemetery

graveyard be properly maintained by the municipality and that a degree of respect for loved ones who had passed on be demonstrated. They were adamant that the municipality should use manual labour to dig the graves where it is not possible to do so properly with the TLB.

This week the Makhado Municipality offered their apologies. “We do apologise for what had happened ... And we are going to improve. We have appointed a full-time cemetery caretaker who will also see to it that all the graves are dug as per the required standard,” said municipal spokesperson Louis Bobodi by email.

At this funeral, an elderly minister slipped into the grave (left arrow) and his Bible fell into the grave (right arrow). Fortunately, he was rescued by family members. After the incident, the red carpet (bottom left) was moved away from the edge of the grave. The large heap of soil was too near the grave, making things difficult for the pall-bearers. This coffin had to be forced in, due to the improper way that the grave had been dug. Apart from that, the family had to wait for more than an hour after the funeral service because the grave was not ready. Photo supplied.

Soutpansberg Primary School bade a second principal farewell this year on 31 October.

“It was a privilege as leader to have a vision of the potential of the management team – and to give them the opportunities to develop as a strong and capable team. From my side, it was a privilege to be a deputy principal of the school for 14 months and acting principal for six months,” said outgoing acting principal, Ms Stienie Fourie. Fourie has re-tired after a 41-year career in education, of which the last 12 years had been in the position of deputy principal or acting principal.

Fourie is confident that the school, with its 615 learners, is in the hands of an excellent management team until the appointment of a new principal, which is expected sometime in the new year. The post has been advertised in an open gazette in South Africa. Ms Adrie Kloppers, HOD of the Foundation Phase, will be the acting principal in the interim. “We aim high for excellence on the academic side of the school as well as in the extra-mural activities. We can follow in Ms Fourie’s footsteps and she prepared us thoroughly for leadership and

also to bounce back if things get tough,” Kloppers said. Also part of the management team are Mr Nnditsheni Nyamutambo (co-responsible for the senior phase, sports organiser and building and grounds maintenance supervisor), Ms Hester Horn (responsible for the senior phase and organiser of cultural activities) and Mr Wiets Roets (secretary of the School Governing Body).

“The thought of losing Ms Fourie can be pan-icky, but she moulded us together in a team and we will keep it that way,” Nyamutambo said. Horn added that the team had learnt that one can only be a leader if one develops the people under one. Roets assured parents that everything will carry on normally and that there will be no major changes for the time being.

Ms Fourie wished the parents, the SGB, edu-cators and learners everything of the best. “May this school always be an example of excellent leadership and high-quality teaching. To God be the glory,” were her words at the prize-giving function on 29 October. Fourie is looking forward to her retirement as a time of relaxation with her husband.

Souties say goodbye to acting principal

Ms Stienie Fourie, acting principal of Soutpansberg Primary School, retired on 31 October and said that a strong and capable management team, under the leadership of the new acting principal, Ms Adrie Kloppers, was taking over until the appointment of a new principal. From left to right are Fourie and the management team, Mr Nnditsheni Nyamutambo, Ms Adrie Kloppers (acting principal), Ms Hester Horn and Mr Wiets Roets.

082 603 2419 of 015 516 4997 (tydens kantoorure).

At 05:00 on Monday, 11 November, 1918, a document was signed that brought an end to the First World War. At the 11th hour of the 11th day of the 11th month of that year, the guns fell silent. The war that was supposed to end all wars had come to an end, but not before an estimated nine million people had lost their lives.

In remembering those who died in the war and subsequent wars, Remembrance Day is com-memorated annually. The Memorable Order of Tin Hats (MOTHs) of Louis Trichardt will be holding their annual Remembrance Day parade and wreath-laying ceremony on 9 November at 10:30 for 11:00 at their Turbi Hills Shell hole at 66 Burger Street.

All members of the public are welcome to attend.

Daisy is boos ... sommer baie boos.

Letter

This is not the end of the name saga

So, dankie vir jou kalmte.

by die gastehuis?

“Hokaai, Daisy. Wag nou net ‘n oomblik. Laat ek sien of ek versta-an wat aangaan: jy wil nie ‘n Prado hê nie, maar eerder ‘n bakkie soos myne?” Bernard lyk oorbluf.

Ek weet jy is ryk.

“Nou vra ek jou baie mooi – moet asseblief nie verwag ek moet my siel verkoop nie.

“Antie,” probeer Plore weer.

“O, daardie? Ja, dis my nuwe ryding, so met die bouery saam.

Brief

Toe ek agter dié voertuig op pad na Louis Trichardt vanaf Musina intrek, vang my oog

die skrywe agterop die bak.My eerste gedagte was: Wat ‘n gebed! Laat ek

- Carel Breytenbach (Louis Trichardt)

The following letter is in response to the Makhado/Louis Trichardt

name change case:Unacceptable! The long-held

wish to maintain the status quo should not go unchallenged.

Where are the progressive voices when you need them? Just yester-day I commented on reading this sad news and encouraged all and sundry to read the 300 or so pages Prof Nemudzivhadi wrote towards his Masters degree to get an insight that, notwithstanding the court settlement, the MAKHADO name can’t be eclipsed by that of Louis Trichardt.

I said: “This is a serious setback to the memory of King Makhado and I am sure this won’t lie unchal-lenged. We cannot be held hostage by the remnants of apartheid in the land of our birth. King Toni Ram-abulana, show us the way and lead us from this apartheid monster and deliberate distortion of our history”.

One of my friends, Hadebe Hade-be correctly said: “I am more than upset by this story because I think we are hell-bent on undoing some of the great work that was increasingly shaping our country for the better. Memories of King Makhado cannot be erased by a black government - This is embarrassing”.

I then went further to say “what good did Louis Trichardt bring to deserve this honour over King Makhado and over a million Vhavenda people and others who recognized the leadership of Tshil-wavhusiku tsha ha Ramabulana.”

I am baffled; disappointed, yet convinced that this is not the end and we won’t turn the other cheek to honour this pillager and his cohort, Joao Albasini.

- Thivhilaeli MakatuThohoyandou. (writing from

Foto verskaf. Marnelle Pessegueiro was die eerste vrou oor die wenstreep

in die 70 km Seekoei Bergfietswedren op Levubu. By haar is Jannie Sounes, wat haar prys oorhandig het. Foto verskaf.

Foto verskaf.
