ess than a week into my new position as aTraffic Safety Resource Prosecutor
(TSRP) I was invited at the last minuteto attend a multi-agency law enforce-
ment meeting.The agencies weretrying to reach an understanding of how to worktogether in injury/fatality crashes. Glaringlyabsent from the meeting were local prosecutors.Upon introductions and an explanation of therole of a TSRP, the response I received was,“Fantastic, if you could just train our prosecutorson how to handle an impaired driving crash thatwould be great.”
Later in the week, I met with prosecutorsrepresenting these agencies.After introductionsand another explanation of my role as a TSRP,the prosecutors said,“Fantastic, if you could justtrain our cops on how to investigate animpaired driving case that would be great.”
Upon discussing this with my colleagues inother states, I found that these responses are alltoo common. Successfully investigating andprosecuting impaired driving and other trafficcrimes requires a team approach.A good work-ing relationship between cops and prosecutorslightens the workload and increases convictions.Having worked on both sides of the fence, as alaw enforcement officer and as a prosecutor, Ioffer the following strategies in developing amultidisciplinary approach.
Five Strategies for ProsecutorsWork with the Officer in the Field. An officeronce approached me and asked that I ride alongwith him.“Until I have worked with you,” hesaid,“I don’t trust you.”Working in the field withofficers goes a long way in establishing credibility.This is your chance to understand how yourcases develop on the street before hitting yourdesk. Road patrol and/or task force shifts areexcellent opportunities to ride along with offi-cers. Go with a student mentality and learn asmuch as you can from that officer. Don’t hesitate
to ask questions and engage in conversation. Bydoing this, you will both learn something.
Be observant and see if you can find indica-tors of impairment or traffic violations beforethe officer does. Not likely, but you will make agood impression by showing interest in theirwork.Ask them to describe what they areobserving to you. Discussing the elements nowmay ease the officer’s anxiety later when prepar-ing for trial. Ride-a-longs are also a non-threat-ening time to check the relationship tempera-ture between your office and their department.
Invite Officers To Be Your Shadow. Even thoughyour desk is not as exciting as a police officer’s,you can still invite officers for a courthouseride-a-long.After shadowing you for a day, offi-cers will have a newfound respect for the case-loads and pressures you deal with as a prosecu-tor. Do not bring them in on a slow day. Just asyou desire to see the real action on the streets,they need to see the real action in the court-house. If a courthouse ride-a-long is impossibledue to the officers’ shift work, then look forimpromptu opportunities for them to watch youwork. Many times they are subpoenaed only towait outside the courtroom, on a bench, with-out ever taking the stand. Instead, let themexperience your interactions with defense coun-sel, judges, victims and pro se defendants.
After an officer testifies, take a few momentsto find out if they have any questions or con-cerns.Ask them,“How did this go for you?”“What can I do better?”They will inevitablyrespond by asking you the same questions. Beready to tell them specific things they did well.If there happens to be an area needing improve-ment, share it with them, but only after firstexplaining their strengths.

, SUMMARY NARRATIVE On 03/14/2015, I conducted a traffic stop on a 1979 Silver Camaro Z28 on Kester Ave near Victory Blvd in Ridgemont, Adams County. I arrested the driver, Jeffrey SPICOLI for driving under the influence of alcohol and/or drugs. Jeffrey SPICOLI was booked into the Adams County Jail.

NARRATIVE
1. On 03/14/2015, at approximately 0245 hours, I, Officer Pete Malloy, saw a Silver Camaro Z28 (ID Plate 1A4325) traveling west on Friar Street near Kester Ave. The Camaro turned north on Kester Avenue without stopping for a red flashing light at the intersection. I noticed there were only two subjects in the Camaro, both male. I followed the Camaro on Kester Ave. The Camaro changed lanes to the far left lane without signaling. The Camaro came to a complete stop at Kester and Victory Blvd. for a flashing yellow light. I activated my overhead emergency lights and stopped the Camaro on Kester Ave. near Victory Blvd.
2. I contacted the driver, later identified as Jeffrey SPICOLI by his driver’s license and explained why I stopped him. I asked the driver for his driver’s license, the Camaro’s registration, and proof of insurance. SPICOLI provided me his driver’s license, which identified him, but the Camaro’s registration listed a Charles L. Jefferson as the owner. As I spoke to SPICOLI, I noticed his eyes were glassy, his speech was slurred, and an odor of alcohol was coming from his person. I asked SPICOLI how much he had to drink. He originally told me, “nothing” and then admitted to consuming, “two beers.”
