MEMO TO ALL FIRE DEPARTMENTS: From: Renee Loh, Executive Director Date: November 28, 2016 Re: State Fire School The North Dakota Firefighter’s Association conveys sincere appreciation to you for registering for the 63

rd annual State Fire School. The State Fire School is held to

promote the safety and welfare of the Association Members through uniform and established training following national standards. The importance of this quality training is so critical and vital to the safety of the firefighters that North Dakota Century Code mandates in Chapter 18-03-02 that “fire schools must be held annually under the direction of the North Dakota Firefighter’s Association.” The North Dakota Firefighter’s Association staff works diligently to establish training curriculum for State Fire School that conveys information to members on firefighter safety, health and equipment issues based on the duties that you will be expected to perform as a firefighter. If you come to State Fire School and are signed up to attend classes: please stay for the entire class. You must attend the entire class to receive your certificate for attending the different classes. This certification of completion is then added to your firefighter transcript showing all of the classes that you have completed. If you have not received your certificates by March 22, 2017 please call the NDFA office at: (701) 222-2799 or email Julie at: [email protected] No-shows will be billed as their seat was denied to another student wanting the class. If you want to change a class; please visit with the Registration Desk when you arrive at State Fire School. The necessary changes can be made immediately and you can attend the classes of your choice if there is an opening in that particular class. If you have any questions; please let us know. GENERAL INFORMATION:

HEALTH WARNING: Participation in these training courses can be hazardous to persons who are not in adequate physical condition, especially those with a history of medical problems. Those who are not certain of their own physical capabilities SHOULD NOT participate in courses that require physical exertion. Anyone with physical or medical disabilities or limitations must inform the instructor prior to participating in any class. The North Dakota Firefighter’s Association recommends that each fire department establishes a health and safety program that fully addresses OSHA and NFPA requirements. Departments accept the responsibility for the physical fitness of members participating in the State Fire School. PROTECTIVE CLOTHING AND EQUIPMENT: Many classes require “Full Turn-Out Gear” and Self-Contained Breathing Apparatus (SCBA) to be provided by participants. Full Turn-Out Gear means; boots, pants, coat, gloves, protective hood and helmet with face shield. Hip boots may NOT be substituted for pants. All equipment should meet current NFPA standards and must be in good condition. ** In order to have air bottles refilled at fire school, they MUST have a current hydro stamp on the bottle. ** Fire School Instructors and the Fire School Safety Officers have the right to restrict or refuse class participation to any individual whose protective equipment does not appear to meet safety criteria. Please have turnout gear and boots washed before coming to the State Fire School. CLEAN SHAVEN (Definition): To ensure a complete seal of the facepiece on SCBAs, NDFA requires all participants to be clean shaven for classes with live fire evolutions. This is to ensure your safety. Clean shaven means no facial hair is present where the seal of the air mask comes into contact with your face. Fire School Instructors have been instructed to not allow students to participate in live fire classes who do not meet the clean shaven definition above. HOW TO REGISTER: Pre-registration is required for the 2017 State Fire School. On-line registration opens in December and will remain open until February 17, 2017. On-line pre-registration is recommended, although hard copy registration forms will be sent to each fire department. The NDFA office will accept hard copy registration forms, with payment until February 17, 2017. Class confirmation will be sent via email within 2 business days to all on-line participants as well as all hard copy student registrations as long as valid email addresses are provided. Contact the NDFA office if you do not receive a confirmation. REGISTRATION FEES: There is no registration fee for members of the North Dakota Firefighter’s Association. (Please Note: Association dues must be paid prior to State Fire School registration.) Non-Member registration is $100.00 and is non-refundable. The registration fees must be paid prior to attending class. No-shows are billed at $40.00 as their seat was denied to another student wanting the class. Checks must be made payable to NDFA. Fire School certificates will not be mailed until all fees are paid in full. ON-SITE CHECK-IN: All students must check in at the Registration desk prior to attending their first class. A fire school registration packet with class confirmation, location, date and times of each class will be provided to each pre-registered student. Walk-in students must check with the registration desk to see if any classes have cancellations or the availability of open seats. Class selections for walk-ins will be extremely limited. Walk-ins must pay their registration fee at check-in. There will be a registration desk at each location where classes are being held. Check-in will begin 7:00 a.m.; Thursday, Friday, Saturday and Sunday at the Holiday Inn Riverside and the All Seasons Arena (ND Fairgrounds). The student registra-tion packets will be at the location of their first class. Be sure and check on-line at www.ndfa.net to see where your first class will be held so that you are not delayed getting to your first class loca-tion. NDFA encourages students to plan ahead to allow enough time to check -in early and find their respective classes.

CLASS TIMES: All classes will begin at 8:00 a.m. and run until noon. Classes will begin again at 1:30 p.m. and run until 5:30 p.m.; Thursday, Friday and Saturday. Classes will begin at 8:00 a.m. on Sunday and end at noon. Students should plan to arrive at their classes early to allow time to find a seat and minimize class disturbances. Students must attend the entire class before credit is given for the class. CELLULAR PHONES: Students must turn off cells phones before class begins. PARKING: Parking areas are provided at each class location. Parking at the All Seasons Arena at the State Fair Grounds and the Holiday Inn Riverside will be provided in their respective parking lots. FIRE SCHOOL TRANSPORTATION: There will be limited off-site transportation provided. Students must utilize their own vehicle to travel between hotels. INFORMATION DESK: The registration desk at each facility will serve as the information desk and be manned by NDFA Executive Board Members and volunteers. The registration desk at the All Seasons Arena at the State Fair Grounds will serve as headquarters for the State Fire School. Cell phone numbers for the Executive Board Members will be posted at each registration desk. EMS CONTINUING EDUCATION (CE) HOURS: The Department of EMS has not identified which classes will receive EMS continuing education hours. Once NDFA receives this information, we will post the listing on www.ndfa.net under Fire School.

WEATHER: Due to the unpredictable weather conditions in North Dakota all classes with hands-on evolutions out-doors, are subject to location changes and/or cancellation.

Course Descriptions Classes 1-12 are Entry Level Classes:

Entry level classes are for the new firefighters who are at least 16 years old and who need basic skills training.

1. Basic Firefighter Skills: 8 Hrs. **UPDATED** This hands-on class will concentrate on seven basic skill stations. Students will rotate through the stations. Full turnout gear and SCBA are required for this class. This class will be presented on Fr iday and Saturday. The class will consist of seven stations that will train to the specific NFPA codes listed; PPE/SCBA (NFPA 1001 5.1.2 & NFPA 1971), (NFPA 1001 5.3.1, 5.3.1A, 5.3.1B, 5.5.1, NFPA 1981 & NFPA 1982), Ladders (NFPA 1001, 5.3.6, 5.3.6A, 5.3.6B, 5.3.10, 5.5.1, NFPA 1931 & NFPA,1932), Hoses, Nozzles, and Appliances (NFPA 1001 5.5.2, 5.3.13B, 5.5.2B & NFPA 1962), Ropes & Knots (NFPA 5.1.1, 5.1.2, 5.5.1 & NFPA 1983), Hand Tools (Structure and Wildland), Fire Extinguishers, And Beepers to Business. Paul Bensch from the Jamestown Rural FD will be the lead instructor along with Aaron Lande, Jakob Barnard, and Sheldon Mohr assisting.

2. The ABC’s of SCBA’s: 4 Hrs. This class is based on the Essentials of Firefighting Manual and is designed for those who have no experience working in SCBA’s. Turn-out gear and SCBA’s are required for this class. To comply with NFPA standards, students must be clean shaven to take this class. This class will meet section 5.3.1 of the NFPA 1001 Standard; which will allow students to check off their JPR skills 7, 8 & 9. This class will be taught by Oscar Knudtson of the Watford City Fire Department.

3. Building Construction/Fire Behavior/Firefighter Safety: 4 Hrs. This course will address the need for fire service personnel to understand building construction, methods of construction and materials used in building construction. Identify important structural features of a building and use this information when forming the incident action plan. Identify critical size-up issues, such as smoke, heat, and fire travel inside a structure and predict the path or method of travel based upon the building’s construction features; and to identify critical safety issues that affect firefighter safety for each classification of construction and to identify appropriate measures to enhance the safety of emergency responders. This class will be presented by Captain Eric Eisenlohr of the Fargo Fire Department.

4. Basic Wildland Firefighting Training (S130/190): 32 Hrs. This course is designed to provide entry level firefighter skills. Firefighters will learn proper tactics to extinguish fire with or without the use of water, explain why lookouts, communications, escape routes, and safety zones are important, determine the primary factors affecting the start and spread of wildfire, and recognize potentially hazard-ous situations. Firefighters will also learn to identify the environmental factors of fuels, weather, and topography that will affect the spread of wildland fire. Participants will receive NWCG certificates for S130, S190, and L180. This class will run Thursday-Sunday. This class is being presented by instructors provided by the North Dakota Forest Service. 5. Courage to Be Safe so Everyone Goes Home: 4 Hrs. This class was developed by the National Fallen Firefighter’s Foundation along with cooperation from the International Association of Fire Chiefs, North American Fire Training Directors and the National Volunteer Fire Council. The purpose of the class is to reduce the number of line of duty deaths and injuries in the fire service. The class will look at the sixteen initiatives developed by the organizations that developed the class and make application to our everyday response. Firefighter Safety is our first concern! This class is required for Firefighter I Certification. A Courage to Be Safe Advocate will be facilitating this class.

6. Basic Ventilation: 4 Hrs. Students of this course will become familiar with the different types of ventilation, be instructed on the best types of ventilation to be used in specific situations, and how to perform this type of ventilation. Students will become aware of why ventilation is important and the life hazards we can eliminate with ventilation. This class is a good “bread and butter” firefighting class for those new firefighters working towards their Firefighter I Certification as well as experienced firefighters wanting a good refresher. The sections of NFPA 1001 that this class will address are 5.3.11, 5.3.11A, 5.3.11B, 5.3.12, 5.3.12A, and 5.3.12B. After completing this class, students will be able to check off JPR’s 36, 37 39, 40 & 41 on their certification records. Full turn-out gear & SBCA are required. This class will be presented by Joel Klein, Elgin Fire Department and Curtis Freeman, Assistant Chief of the Dickinson Fire Depart-ment. 7. Forcible Entry: 4 Hrs. Forcible entry and through the lock have become a lost art. Too many firefighters revert to a size 13 boot when faced with a tough forcible entry challenge. Waiting for a locksmith shouldn’t be our only tool in the toolbox on some of the non-fire emergencies we go on. Having no plan will set us up for failure at the door before we can even get in and make the problem go away. Learn conventional forcible entry techniques using the hands-on simulator(s), and learn how to attack the lock using the lock station for minimal damage to the door. Defeating carriage bolts for outward swinging doors will also be simulated. This no nonsense class will be hands-on with a short classroom and have you

This class will be presented by Adam Frick from Sioux Falls Fire Rescue/Yankton FD and Mike Villanueva of the Yankton (SD) Fire Department. 8. FD Emergency Vehicle Operations Course: 8 Hrs. A course designed to enhance safe vehicle operation by stressing theory and principles of defensive driving in both emergency and non-emergency situations. North Dakota Motor Vehicle laws pertinent to the operation of emergency vehicles are included in the course. This class is not designed to teach the student to drive, but rather to explain how emergency driving differs from non-emergency driving. Although some driving experience will be gained through the practical exercises it is strongly recommended that the student have adequate driving experience, in the vehicle classification listed, before this course. The course requires 8 hours of instruction (100% attendance is required for certification), 4 hours of classroom and 4 hours consisting of practical exercises. An EVOC cer tificate will be awarded to each student successfully completing the course. PREREQUISITES: Students must have a valid driver’s license in order to participate in the practical exercises. Students must be 18 years of age (minimum) to receive certification. Students less than 18 years of age may take the classroom instruction only. This class will be facilitated by Shane Weltikol from Mandan Fire Department and Brandon Exner from Devils Lake Fire Department.

9. Emergency Communications and Radio Operations: 4 Hrs. This class will cover basic radio operations from turning your radio on to the time you get to turn it off. We will discuss why ND has Bank 5 in their radio's and when and how to use it. We will be discussing operations of your local dispatch centers and State Radio. We will be discussing and setting up an incident command structure and as time allows we will do more hands on training. If you have a radio set up with Bank 5 and have questions about it, feel free to bring it and we will assist you to the best of our knowledge. The goal of this class is to give you a better understanding of the Radio operations in North Dakota; so when the time of an emergency comes radios can be used efficiently and all radio communication such as a Mayday, call for extra assistance and communication with other agencies can be heard.

10. First Responder Hazardous Material Operations: 8 Hrs. This 8-hour course provides training for those personnel who respond to releases or potential releases of hazardous materials for the purpose of protecting person, property or the environment. Topics includes: basic hazard and risk assessment, proper selection of PPE, basic containment and confinement operations and decontamination. This course is a prerequisite for the HAZMAT Technician Course. This class is also required for Firefighter I Certification.

11. RR High Pressure Emergency Response: 4 Hrs. **NEW** This class we will take a closer look at responding to RR high pressure commodity emergencies to include Anhydrous Ammonia, Propane and Chlorine. We will further explore high pressure tank car valves and tank car construction. Students will also learn how to apply the Mid-land capping kit and Chlorine C-Kit. CP and BNSF have developed a new innovative hands on exercise that will allow first responders to better understand the challenges they will face when responding to RR high pressure rail emergencies. Work gloves and SCBA’s are required for this class. This class will be presented by Paul Hester, Hazardous Materials Emergency Manager for the BNSF Railway and ND area and Ed Dankbar, CP Rail.

12. Automobile Extrication Certification: 12 Hrs. This 12-hour class is for the firefighters who have not been certified or who have let their certification expire. This class involves both classroom and practical portions. Full PPE is required. This class will be presented Saturday thru Sunday a.m. by Clint Gilbertson, Wahpeton FD and Josh Dakken, Hebron FD. This class has been approved for EMS Continuing Education Hours.

These classes are recommended for those who have some fire service experience and who are comfortable in and have ex-perience working in SCBA’s.

13. Mayday! Firefighter Down Awareness: 4 Hrs. This course is designed for all members of the fire service from the Chief to the newest member. The mission of this class is to provide training for every member so they will be able to understand the steps necessary for calling a “Mayday.” The following subjects will be covered; 6 situations that call for a mayday, emergency breathing techniques and proper radio procedure to call a Mayday, using a UCAN Reporting system. This class will be taught by Captain Luke Teagle and FF’s Raymond Martinez and Abe Dahmus of the Bismarck Fire Department.

14. Rope Rescue: 8 Hrs. Rope rescue is the foundation on which all technical rescues are based. This class will give the student an understanding of the basic concepts and equipment of rope rescue. Instructors will reinforce the basics of rescue knots, anchors, lowering and raising a victim, descending a fixed rope, and patient packaging. Leather gloves are required for this class. NO EXTRICATION OR BUNKER GLOVES. Students must have a basic knowledge of ropes and knots. CLASS LIMIT IS 20 STUDENTS! Students must be 18 years or older. This class is a prerequisite for Confined Space Training. Students are authorized to bring harnesses from their home department if available. This course will be facilitated by ACK Rescue. 15. The Art of Reading Smoke and Tactical Decision Making: 4 Hrs. As modern Fire Protection advances many of our Fire Departments are responding to fewer and fewer working fires. This class will assist first due fire crews in using initial smoke and fire conditions to make successful tactical decisions. As the incident progresses we must be able to read these changing conditions and adapt our action plan accordingly. This class also focuses on a few of the different, and often times violent, smoke and fire conditions experienced by our first arriving crews. These include: ventilation controlled fires, backdrafts and flashover. This class will be presented by Ben Willey, Fargo Fire Department.

16. Safe Motor Grader Fire Suppression: 4 Hrs. Successful management and suppression of prairie wildfires often requires the support of heavy equipment. Graders, tractor plows and other large fire-support tools play an important role in restraining uncontrolled wildfires. This class will familiarize heavy-equipment operators with the standard operations, tactics and safety procedures utilized in fire support. Participants will also be familiarized with the basic command structure used in fire management and the current protocols for working cooperatively with local fire departments. This class will run Friday afternoon. This class is being presented by instructors provided by the North Dakota Forest Service.

17. Structural Search and Rescue: 8 Hrs. This class will challenge both rookie and veteran Firefighters and Fire Officers with the skills necessary to conduct a RAPID search of a structure. Time and skill are cr itical; don’t let your first search be when there are lives on the line. This class consists of a short classroom portion followed by multiple stations of hands on evolutions running at the same time. The class will conclude with multiple “fire ground drills” conducted in conjunction with the Advancing Hose Lines Class. These drills will be conducted under realistic fire conditions utilizing the Bullex Fire Simulator System. Some of the skills we will cover will include; scene size-up, Incident Command, reading the structure/fire, Go – No Go considerations, Primary Search, Secondary Search, V.E.I.S, victim removal, etc. Students need to have FULL PPE/SCBA to include; a set of turnout coat/pants, helmet, hood, boots, structural fire gloves, SCBA with mask. A spare SCBA cylinder is not required but recommended. Students also need to be prepared to move quickly from station to station for this fast moving class. Instructors for this class are Captains Jonathan Hildremyr and Jeremy Francis along with Firefighters Darin Schadler, Tom Heid, and Brenden Dockter from the Bismarck Fire Department. Students must be 18 years of age or older to participate in this class.

18. Interior Attack of Modern Structure Fires: 4 Hrs. This class has been expanded and improved to better prepare firefighters to perform a safe, intelligent, and successful interior attack. This interactive class will cover scene size up, attack line and nozzle selection, interior tactics, hose line advancement and extinguishment techniques. Tactics recommended for modern structure fires will be presented and discussed including material from recent UL and NIST testing. This class will also utilize several video scenarios to allow students to practice and improve their size up and decision making abilities. Nozzle characteristics, functions, and selection will also be discussed. The afternoon will involve 4 hands on stations meant to improve the firefighter’s ability to operate intelligently and safely on the fireground. The final class evolution will involve the class combining with the Primary Search class to work together to perform an interior attack and search of a structure. This class will be taught by Rick Jorgenson, Lidgerwood FD, Matt Berg, Devils Lake FD, Ian Flanders, Bismarck FD, and Dan Fuller, West Fargo FD.

19. Principles of Modern Fire Attack: 4 Hrs. **NEW** The ability to confine and extinguish the modern fire is the benchmark of a good engine company. This class will use

classroom as well as hands on demonstrations to reinforce interior attack fundamentals as well as advanced topics involving scene size up, positioning the attack line, advancing the attack line, coordinated ventilation, reading smoke, and interior safety principles. The classroom portion will utilize video scenarios for classroom discussion of current tactics. Classroom portions of this class will also cover the explanation of tactics derived from the recent UL and NIST studies. This class will be instructed by Rick Jorgenson of the Lidgerwood Fire Department, Ian Flanders of the Bismarck FD, and Matt Berg of the Devils Lake Fire Department.

20. Command and Control of Hazardous Material Incidents: 4 Hrs. **NEW** This course is intended for the student that wants to learn how to plan strategy and tactics for a Hazardous Materials Incident. This course will help you understand what you may be up against, your possible needs, and how to mitigate the incident. In this course you will learn how to identify strategies for Hazardous Materials incidents using the ERG, NIOSH book, and other possible resources that you are able to use. Mitigation techniques will be taught up to the Operations level and what to do beyond the Operations level, and what to expect when you request a Regional Response Team. Hands-on evolutions will be conducted using the NDFA Haz Mat Tanker prop. Full PPE is required minus the SCBA. Firefighters Brendan Jochim and Adam Mork both serve on the Bismarck Fire Department and the Mandan Fire Department. They will be instructing this class.

21. Wildland Fire Refresher: 8 Hrs. Annual fire line safety refresher is designed to provide up to date fire line safety. The course will cover topics like entrapment avoidance, fire line tactics, current issues within the fire service, and cover a variety of other safety is-sues. Participants will receive NWCG certificate for RT 130. This class will be offered Thursday. This class is being presented by instructors provided by the North Dakota Forest Service.

22. Wildland Fire Suppression Tactical Simulation : 2 Hrs. Students will sign up for sessions with North Dakota Forest Service’s SIM-Table. Students will learn how and what you need to do as an incident commander on a wildland fire including size up, briefings, communications, and tactics. Firefighters will use a sand table to simulate a fire with all environmental factors of fuels, weather, and topography. This class will run in two hour increments on Friday and Saturday. This class is being presented by instructors provided by the North Dakota Forest Service.

23. Class A Structural Burn Trailer: 4 Hrs. This hands-on class is a live fire class using Class “A” burn materials. Students will see different fire growth stages, and learn proper ways to attack vented and unvented fires, using correct nozzles patterns, and ways to use hydraulic and positive pressure ventilation. This class will adhere to NFPA 1403. Students are required to be clean shaven. FULL TURNOUT GEAR/SCBA IS REQUIRED. Students MUST have a working knowledge of SCBAs. STUDENTS MUST BE 18 YEARS OR OLDER. This class is presented by Jason Babinchak, Minot FD.

24. Thermal Imaging Cameras: 8 Hrs. This class will cover a brief history of thermal imaging in the Fire Service and talk about NFPA 1801 (Standard for Fire Service Thermal Imagers) and NFPA 1407 (The proposed Standard for thermal imager Fire Instructors). The student will learn approximately 25 applications for thermal imagers, but will also be shown how they can misinterpret what the imager is displaying. Color and temperature measurement will be covered in great detail. The afternoon will include actual live fire practical applications. Students are required to be clean shaven. FULL TURN-OUT GEAR AND SCBA ARE REQUIRED. STUDENTS MUST BE 18 YEARS OR OLDER. This class will be presented by Andy Beck of the Mandan Fire Department and during live fire evolutions, will be assisted by Jason Babinchak, Minot Fire Department.

25. Stress First Aid for Firefighters and Emergency Services Personnel: 4 Hrs. **NEW** This flexible set of tools is used to care for stress reactions in firefighters and rescue personnel. Unlike other acute stress management procedures, Stress First Aid (SFA) was designed specifically to support firefighters and rescue personnel. The goal of SFA is to restore health and readiness after a stress reaction. SFA is a toolkit that emphasizes the importance of continuously monitoring the stress of fire and rescue personnel and to quickly recognize and appropriately help individuals who are reacting to stress and are in need of interventions to promote healing. SFA monitors the progress of recovery to ensure a return to full-function. SFA fosters strong leadership and unit cohesion. SFA is individualized to meet the needs of each person in each context; there are no one-size-fits-all SFA solutions. Presented by the NDFA State Advocate for Stress First Aid, Matt Berg of the Devils Lake FD.

26. Fire Investigations and the Role of First Responders: 4 Hrs. First responders are in a unique position to positively contribute to a fire investigation through observations of the fire, preservations actions, documentation of those observations and actions, and communication of the same to fire officers and fire investigators. Fire patterns and evidence must be available to the fire investigator if a fire origin and cause determination is to be made. This course is designed to help departments integrate best practices into their response protocols through discussion and information sharing by participants. Participants will learn major categories of observations, evidence and burn pattern preservation, fire suppression tactics, overhaul, documentation, and reporting through discussion and seeing actual fire scenes. This class is presented by Ron Kunda, Fire Marshal, Bismarck Fire Department.

27. Grain Bin Extrication: 4 Hrs. This class will be offered Friday afternoon and Saturday afternoon. The students will learn the skills necessary to cut a “happy face” into a grain bin and perform rescue operations. Full turn-out gear is required. If you have taken this class in the past, please do not request it again. Al Runck of the Casselton Fire Department will coordinate this class.

28. Highway Response Safety: 4 Hrs. The Casselton Fire Department has responded to an average of nearly 50 traffic incidents per year over the last 5 years. NDFA (in collaboration with the ND State Highway Patrol) would like to share some of the things learned, both good and bad in setting-up and managing a highway scene in hopes that we can keep the proverbial “Bulls Eye” target off our back so that Everyone Goes Home safely. Corey Andeen and Joe Mangin of the Casselton Fire Department will present this class. 29. Introduction to the Duties and Responsibilities of Fire Marshals: 4 Hrs. **NEW** This 4 hour course will cover the daily operations of the fire marshal’s office and information for all ND fire departments. We will be discussing some of the responsibility’s that fire departments have and some of the things they may be asked to do. Some discussion points of this class will be the ND century code, Assembly Inspections, daycare inspections, when to call our office and NFIRS. We will also discuss some basic information regarding fire scene investigations, and what to do prior to our arrival. This is an informational class and we would also like to discuss any questions you may have. This class will be presented by members from the ND State Fire Marshal’s Office.

30. Confined Space Awareness: 8 Hrs. In this course the student will become aware of what a confined space is, the confined space permit and the different roles and responsibilities of the confined space team. We will be using a confined space mobile trainer and students will be expected to have a basic understanding of Fire Service ropes and knots. This course is not designed to be a certified emergency response to confined space course but an introduction to confined space. There will be roughly three hours of instructor lead lecture followed by roughly four hours of hands on practice with each student practicing the different confined space entrance team roles where technique will be stressed. This course will follow and act as an introduction to OSHA CFR 1910.146 and NFPA 1670, 2006 chapter 9. The importance of air monitoring and multi gas detection will also be highlighted with Fire Fighter Safety emphasized. There will be some crawling and physical activity and turnouts or coveralls are highly encouraged. This course will be facilitated by Austin Burns,

Kerry Shriock, and Jake Lentz of the Minot Fire Department.

Classes 31-37 are Advanced or Officer Level Classes

31. ISO Revisions to the Fire Suppression Rating Schedule: 4 Hrs. **NEW** Learn about ISO’s Public Protection Classification (PPC) program, the system which ISO uses to review the firefighting capabilities of nearly 48,000 fire departments across the United States. The primary focus will be on the newly implemented revisions to the Fire Suppression Rating Schedule (FPRS) and the manual used for collecting and processing data for those evaluations. ISO has made several key revisions to the PPC program, which is intended to reflect current trends in fire protection and to improve the predictive nature of the community fire mitigation evaluation process and rating. Get a detailed review of these changes, including the introduction of a new Community Risk Reduction section, which evaluates fire prevention, public fire safety, and fire investigation. Fire chiefs and community officials can rely on ISO as an objective source of information and support. Come learn what every community should know and understand about the PPC program. This class will be presented by David

Schneibel, ISO Field Representative.

32. Incident Safety Officer: 4 Hrs. If you have a strong desire to help keep firefighters safe and would like to help reduce the number of Line of Duty Deaths, this class is for you! This 4 hour course examines the Safety Officer’s role at emergency responses. A specific focus on operations within the Incident Command System (ICS) as a Safety Officer is a main theme. Response to all-hazard incidents will be emphasized. This class will be presented by Carol Holman, Watford City Fire Department, and Jim Moe, Chief of the Devils Lake Fire Department.

33. Heavy Truck Stabilization: 8 Hrs. This class is intended for current extrication certified firefighters. The class will consist of classroom and intense hands on. You will be covering different types of heavy trucks, vehicles, and equipment that we are seeing more of everyday in North Dakota. You will learn different ways to stabilize using cribbing, struts, and air bags, and become familiar with the size and weight differences in the heavy trucks. This class will be 8 hours long, to include classroom and hands-on practical with heavy trucks, trailers and cars. Full PPE (minus SCBA), to include safety glasses (with or without face shield), is required. This class will be facilitated by NDFA Board Past-President Karter Lesmann, Josh Smith and Cody Bruns from the Burlington FD.

34. Responding to Major Rail Incidents: 4 Hrs. **NEW** Many fire departments in the state have a rail line running through their district. Have you considered how your department would respond if there was an incident involving it? The phrase “It will never happen here” is one of the most dangerous in the fire service. Join Robert Wetzler, former Chief of the Minot Rural FD, Tim McLean, Chief of the Casselton FD, and David Lautt, Chief of the Harvey FD for an interactive, discussion based, presentation about three major railway incidents in their response areas that affected thousands of individuals. The 2002 CP Rail Derailment/Anhydrous Ammonia release in Minot, the 2013 BNSF Derailment/Crude Oil Fire in Casselton, and the 2015 BNSF Derailment/Crude Oil Fire in Heimdal. Each presenter will provide an overview of their incident and discuss actions taken before, during, and after each of these remarkable events.

35. NFIRS: 4 Hrs. The National Fire Incident Reporting System course teaches students how to use standardized forms and computer soft-ware to achieve uniformity in their incident and activity reporting. This training program is designed specifically to support local fire service organizations, and will assist them in providing data to their management, to decision makers, and to the state fire reporting system. Linda Hippen (ret.), Ken Sisk and Kyle Shockley from the North Dakota Fire Marshal’s Office will present this class.

36. Air Management for Firefighter Survival: 4 Hrs. A question that every firefighter should be able to answer without hesitation is, "How long can they work while wearing an S.C.B.A.?" The fireground is not the place to figure out the answer! In this class, firefighters will learn and demonstrate controlled breathing techniques as well as determine their personal “Point of No Return” and other critical air management benchmarks. After completing this class, students will be able to check off JPR’s 7A & 7B for their firefighter certification requirements. Firefighters are required to have complete PPE and full SCBA in order to participate. Instructors will be John Sakry from the Milnor Fire Protection Distr ict and Nate Helmer and Travis Dolezal from the Lidgerwood Fire Department.

37. Missile Field Response: Presented by Minot Air Force Base Fire Department 8 Hrs. This class will cover hazards associated with responding to Missile Alert Facilities, Launch Facilities, and vehicles operating on common roadways. Topics that will be covered are the Payload Transport van, the Transport Erector, UH-1N Helicopter shut down, Missile Alert Facility overview, and Propulsion System Rocket Engine hazards. You will learn all known hazards and how to effectively mitigate an emergency in your jurisdiction. The USAF Office of Special Investigations (OSI) will also have a presentation on Law Enforcement and Security Forces activities during an emergency involving these assets. The afternoon session will include a live fire burn evolution using the Minot Air Force Base’s Helicopter Burn Simulator. Students are required to be clean shaven. FULL TURNOUT GEAR AND SCBA ARE REQUIRED. STUDENTS MUST BE 18 YEARS OR OLDER.

INSTRUCTOR BIO’S:

Corey Andeen has been a member of the Casselton Fire Depar tment for the past 10 years. He is an Assistant Chief and Training Officer, Firefighter I & II certified under the Essentials program, Auto Extrication and Hazardous Materials Operations certified and a First Responder. Corey is presenting the Highway Safety class. Jason Babinchak is cur rently a Captain with the Minot Fire Dept. He has been in the fire service for 17 years and is also an EMT-I. He is Instructor I & II and FF I certified through the NDFA, and a CTBS instructor. Jason has an A.A.S. Degree in Fire Technology and Administration. He is also a volunteer firefighter for Carpio and Burlington Fire Departments and serves as NW Trustee for NDFA. Jakob Barnard is the Training Officer at the Jamestown Rural Fire Depar tment. He has been with the JRFD since 2007. Jakob is NDFA Certified Firefighter I/II as well as Instructor I Certified. He is also the Secretary/Treasurer with the James River Firefighter’s Association. While these are all certainly enough to keep him busy, out-side of firefighting, he is a Business Intelligence Specialist with UTC Aerospace Systems and midway through pursu-ing his Masters of Science degree from Boston University in Computer Information Systems. He resides in Jame-stown, ND with his wife Jennie and their son William. Andrew Beck is a shift firefighter and Training Officer for the Mandan City Fire Depar tment in Mandan, ND, where he manages the training and live burn programs. Andrew also works as the Outreach Team Lead for the IAFC’s National Firefighter Near Miss Reporting System, and is a ND CTBS instructor. Prior to coming to Mandan City, Andrew worked in wildland fire for the USFS and USFWS for 6 seasons, and has experience in outdoor medi-cine with the National Ski Patrol. Andrew lives in Mandan with his wife Ashleigh, and kids; Ben, Oilvia and Quentin. Matt Berg attended Northland Community and Technical College where he earned his Associate Degree in Fire Science. After graduating, he was a volunteer in Edmore, ND for three years, and then moved to Devils Lake where he was a volunteer for two years. While volunteering in Devils Lake, he earned his Hazmat Operations Certificate and obtained his EMT Certification. He served for almost three years as a fire fighter for the City of Minot. Matt is now a Lieutenant for the City of Devils Lake Fire Department. Matt serves as State Advocate of CTBS. Ed Dankbar graduated from Lake Super ior State University in Sault Ste. Mar ie, Mich., with a bachelor ’s de-

gree in Fire Science. Ed started with CP as an overhead lift operator loading and unloading highway trucks and inter-

modal trains at CP’s Shoreham intermodal terminal in Northeast Minneapolis. Later Ed transferred to the mechanical

department at CP’s St. Paul, Minn., yard as an apprentice Carmen, and worked his way up to relief foreman, and later

to train servicing foreman. Ed joined CP’s Hazmat team in 2013. Ed has also have been a volunteer fireman for the

past 8 years.

Travis Dolezal is a firefighter from Lidgerwood Fire Depar tment since 2009 and cur rently serves as a depar t-ment officer. He is a EMR, HAZMAT OPS certified, NDFA certified FF1, FF2, Fire Instructor, and Tester. He has been attending State school along with other various fire schools in ND and SD, and has been instructing for NDFA since 2013. He will be co-instructing the Air Management class Eric Eisenlohr has been on the Fargo Fire Depar tment for over 12 years. He is a captain, and is a member of the Technical Rescue Team and the South East North Dakota Regional Response Team. Eric has been instructing Fire and Rescue related classes for 8 years. Brandon Exner is a career firefighter and a Captain with the Devils Lake Fire Dept. Brandon has been with the DLFD for 3 years. Prior to that, Brandon was with the Devils Lake Police Dept. for 6 years and a volunteer fire-fighter with the DLVFD for 5 years. Brandon has emergency driving experience in all 3 emergency services (fire, police and EMS). He has also assisted in training current and new members with the DLVFD. Brandon will be a co-instructor for the EVOC class. Adam Frick is a 4th generation volunteer firefighter in Yankton currently serving in his 8th year. He also is a fire-fighter in the city of Sioux Falls, serving for the past 5 years where he currently is stationed at Rescue Company 8. A certified South Dakota instructor for the past 3 years, he has put much focus on conventional forcible entry and through the lock, teaching various local classes and regional/state fire schools. Most recently, Adam was selected to sit on the technical panel for Underwriters Laboratories for the study on Positive Pressure Attack. Dan Fuller is the Chief of the West Fargo Fire Depar tment with over ten years in the Nor th Dakota fire service. Hailing from Danvers, Massachusetts; he began his fire service career with the Surrey Fire Protection District while serving eight years active duty with the US Air Force. He holds certifications as a Firefighter I, Firefighter II, NREMT-Paramedic, Fire Service Instructor I, Fire Service Instructor II, Hazardous Materials Operations, as well as serving as a Courage to Be Safe Instructor and Certification Tester for the North Dakota Firefighters Association. Dan will be co-instructing the Interior Attack of Modern Structure Fires this year.

Tom Heid is a Firefighter /EMT with the Bismarck Fire Depar tment and will be instructing the Structural Search and Rescue class. Tom has been in the fire service for the past 10 years and has worked for the Bismarck Fire Department and the Mandan Fire Department. Tom is also an instructor for the North Dakota FD EVOC course. Mike Heidel has been a firefighter with Beulah Fire Depar tment since Apr il 2004. He is a member of the Mercer County Sheriff Department’s Dive Rescue Team and is currently EMR certified. Mike has been a Courage to Be Safe Instructor for 3 years. Previous to Beulah Fire, he was a firefighter with Mandan Rural Fire Department fro 20011-2014. Mike is employed at DCG, his wife Cheyenne is a teacher at Beulah Elementary. They have 2 children , Riot (3) and Irelyn (2 Months). Nate Helmer has been a Firefighter with the Lidgerwood Fire Depar tment for 19 years. He is cur rently a North Dakota Certified EMR, Auto Extrication, FFI & FFII and Instructor I. Nate has presented Courage to Be Safe, EVOC, and Haz Mat Awareness and Operations for NDFA. This is Nate’s 8th year of instructing at Fire School. Paul Hester, CHMM is the BNSF Manager Hazardous Mater ials Field Operations and Emergency Response

for Wisconsin, Minnesota and North Dakota based out of Minneapolis, MN. Prior to coming to BNSF he was a con-tractor in hazardous materials emergency response for eight (8) years working with all forms of transportation includ-

ing derailments and non-accidental releases for four (4) Class I railroads. Prior to that he worked as a Professional Geologist on remediation projects throughout the Midwest. Paul is in charge of hazardous materials emergency re-sponse for his territory as well as first responder, TRANSCAER and CL Institute training events as they become

available throughout the BNSF System.

Jonathan Hildremyr star ted in the fire service in 1999 with the Lar imore Volunteer Fire Depar tment where he served as a Captain and Training Officer before coming to the Bismarck Fire Department in 2005. Jon spent nine years in ND National Guard, five years in the Army and the last four in the Air Guard as a firefighter. Jon is certified under IFSTA as FFI & II, and Instructor I; IFSAC FFI & II, Haz-Mat Ops, ARFF, Driver Operator Pumper/Tanker/ARFF. He is also Auto Extrication and NREMT-B certified. Jon is a Certification tester for the NDFA and will be teaching the Structural Search and Rescue class. Jon serves as the current President of NDFA. Carol Holman has been in the fire service for 20 years, she was Training Captain at Three Mile Fire Depar t-ment in Stevensville, MT prior to relocating to Minot, ND. She joined Minot Rural Fire Department in August 2011. Current certifications include Fire Fighter I, Fire Instructor I and Auto Extrication. Brendan Jochim is cur rently a Firefighter /EMT for the Bismarck Fire Depar tment and has been a member of the Mandan Fire Department since 2001. Brendan was previously a firefighter at the Bismarck Airport for the Rural/Metro Corporation before getting hired at the Bismarck Fire Department in 2011. Brendan currently holds certifica-tions in Firefighter I & II, Extrication, Haz mat Ops., NREMT , ICS, Live Fire Instructor, and NDFA Instructor I. Rick Jorgenson is a firefighter with the Lidgerwood Fire Depar tment and has been with Lidgerwood Fire for 17 years. He is a NREMT-B, ND Auto Extrication Instructor, NDFA Certified FFI, FFII, Fire Instructor I and II, and is a NDFA Certification Tester. Rick also serves as the Chair of the Certification Advisory Board. He is the South-east ND Advocate for the Courage to Be Safe Program and is a CTBS presenter. He has instructed at various fire schools and departments across ND and SD including the past 8 years at ND State Fire School. He will be co-instructing the Interior Attack of Modern Structure Fires class this year. Joel Klein is a farmer from Elgin, ND. He star ted his fire service career in 2009. Joel was a firefighter and member of the Special Operations Team with the Dickinson Fire Department for 3 1/2 years before he moved back to Elgin. Currently he is a firefighter with the Elgin Fire Department. Joel is Essentials 5 North Dakota Certified FF I and FF II. He is also certified as Fire Instructor I, Auto Extrication, and at the Hazmat Operations Level. Joel serves as the SW delegate on the State Certification Advisory Committee. Oscar Knudtson works for the USFS-Dakota Prairie Grasslands as the Little Missouri Zone Assistant FMO. Oscar began his career in 1976 with the Watford City Volunteer Fire Department where he also served as Chief Officer for 20 years. He is a Past President of NDFA and the ND Fire Chief’s Association. He is certified Firefighter I & II and a tester for NDFA firefighter certification. Oscar has been an adjunct instructor for the State Fire Marshal’s office and the ND DES. Prior to working for the USFS, he was a fire instructor for the Montana Fire Service Training School. He is currently serving as the Assistant Chief of his department. He has been a regular instructor at the NDFA fire school teaching both structural and wildland classes. Ron Kunda is the Fire Marshal for the City of Bismarck and has been with the Bismarck Fire Depar tment for the past 17 years. Prior to moving to Bismarck, he was a volunteer with the Goodrich Fire Department for 8 years. Ron has an extensive background in firefighting, hazardous materials, EMS, fire codes, fire safety education, and fire investigation. He is an ICC certified fire marshal and an IAAI certified fire investigator as well as being a nationally registered EMT. Ron currently serves as the 1st vice president of the NDIAAI and oversees the education program for the chapter. He is a member of ND Firefighters Association, ND Fire Prevention Association, International Association of Arson Investigators, and National Fire Protection Association.

Aaron Lande is a United States Air Force veteran that has served 8 years active and 3 years in the Air Force Reserves. Aaron is an active member of the Mayville Fire & Rescue Department and has served 10 years with this department, where he is now also serving as the President and Training Officer/instructor. This is the second year that Aaron has served as the fire prevention instructor and coordinator for the Mayville schools. He has served as a firefighter with the Hillsboro Fire & Rescue Department for the past 6 years and is still actively serving with this department. Aaron is First Responder and HazMat Operations Certified. David Lautt has been a member of the Harvey Fire Department for 25 years. In that time, he has been an assistant

chief for nine years and has served as chief for the past 2 ½ years. His time as chief has provided many challenging opportunities to their department. In 2015, the Harvey Fire Department responded to 100 calls of a wide variety rang-

ing from grass fires, house fires and an apartment fire to vehicle accidents and a CP Rail train derailment involving six burning cars. The Harvey Department, along with the Fessenden department, received national recognition for

their efforts in dealing with the major event. HFD really appreciates our mutual aid neighbors and enjoy working with them. David is a certified firefighter through the Firefighter I and Firefighter II programs, auto extrication certifica-

tion, big rig certification, grain bin certification, and has completed many ISC and NIMS courses, and has been a reg-ular at state fire school. He is a major supporter of the local junior firefighter program.

Karter Lesmann has been a firefighter with the Bur lington Fire Depar tment for 7 and a half years cur rently holding the rank of Chief. He is a certified firefighter through the essentials program I and II, extrication instructor,

big rig extrication instructor, hazmat ops instructor, CTBS instructor, instructor 1 certified, state certification tester, and has attended regional, state and national conventions as well as completed many ISC and NIMS courses,. He has

grown up in and around the fire service most of his life following the footsteps of his brother and father. Karter is Past President of NDFA.

Ray Martinez began his career in the Fire Service in Jamestown as a volunteer for the Jamestown Rural Fire Department in 2005. He then attended college in East Grand Forks and graduated in 2007 with an Associate’s Degree in Fire Science. In 2007, Ray accepted a position as an Aircraft Rescue Firefighter with the Jamestown Regional Airport and at that time Ray was a volunteer firefighter with the city of Jamestown. Ray accepted a Firefighter position with the City of Bismarck in 2010. Ray is Instructor 1 certified and also an Auto Extrication Instructor. Ryan Melin works as a fire suppor t technician for North Dakota Forest Service and has been a member of Bismarck Rural Fire Department for the last 7 years. Ryan serves as an Engine Boss for North Dakota Forest Service and is NDFA certified Firefighter I & II, EMT-B, and Ice Rescue Technician. Ryan will be instructing in the wildland fire section of classes. Adam Mork is cur rently a Firefighter /EMT with the Bismarck Fire Dept. since June of 2005. He is also a part time paid on call Firefighter/EMT with the Mandan Fire Dept. since June of 1999. In addition to being a Firefighter/EMT with Bismarck, he is a Cause and Origin Investigator, Haz-mat Technician, and an Engineer and Operator. Ad-am also is a Live Burn instructor with both Bismarck and Mandan Departments. Adam has extensive training in the Haz-mat field pertaining to Technician level operations and response.

Everett Patterson is a Captain with the Fargo Fire Depar tment. He is a Hazmat Technician on the ND South East Regional Hazardous Materials Response Team, and the MN Regional Hazardous Materials Team based in Moorhead, MN. He teaches hazardous materials and firefighting courses part-time through the Minnesota State - Moorhead Fire Science program.

John Sakry has served as the Fire Chief of the Milnor Fire Depar tment. He is also a fire Cer tification Tester for the NDFA. John was NDFA’s 2012 Instructor of the Year . This is John's eighth year instructing at the State Fire School with the previous three involved with the Essentials class. John will be co-instructing the Air Management class this year. David Schneibel star ted his career in the fire service by joining the Rugby Volunteer Fire Depar tment in 2004. Since that time, David has held many positions, including a 3 year term as Chief, Training Officer for 5 years, and currently serves in the dual roles of Safety Officer and Secretary/Treasurer. David is certified FFII, Instructor I and Auto Extrication through NDFA. David has completed many other training certificates in NIMS/ICS, EVOC, Haz-Mat Ops, and participated in every State Fire School since 2005 by taking various classes to further his fire service education. David resides in Rugby with his wife Nicole and five boys: DJ, Cole, Brody, Austin, and Zackary. Kyle Shockley is the SW Deputy State Fire Marshal. He star ted his volunteer Fire/Ems career with the Wimbledon Fire Protection District while in high school. He was a member of the Dwight Fire Protection District for 12 years, with 7 years serving as Chief. He has been the Southeast Trustee for the NDFA and an EMT for the past 12 1/2 years. Kyle also teaches classes for the NDFA and is also a ND EMS instructor. He was a communications specialist with Richland County 911 communications for 8 years. Walton Beach, FL. In 2004, Luke entered the NW Florida Fire Academy in Pensacola, FL, after completing the fire academy; Luke was hired by Okaloosa Island Fire Department. In 2006, Luke moved back to ND with his wife and worked as a Fire Captain for the Bismarck Airport Fire Department. In 2008, Luke accepted a firefighter position with the Bismarck Fire Department and in 2011 was promoted to Fire Captain. Luke is Pro Board certified in FF I & II and has his Instructor I. Luke is an approved National Fire Academy Instructor for the class, Conducting Local Risk Reduction by Company Officers, a certified ICS 300 & 400 Instructor through the National Fire Academy (E449) and a Live Burn Instructor for the Bismarck Fire Department. Luke is also a Nationally Registered EMT. Luke has been married to his wife, Patty since 2006 and they have a son, Henry. Mike Villanueva has been a member of the fire service since 2002. He star ted his career with the Omaha Fire department and served the citizens of Omaha for approximately nine years. After moving to Yankton, he joined the Yankton Fire Department in 2011 and is currently still serving. Mike is a Certified Instructor in South Dakota, pos-sesses his FF I and FF II certificates, and is a Nationally Registered Paramedic. Mike enjoys teaching forcible entry and Essentials classes to students in Yankton and surrounding areas. He also enjoyed being part of the team of instruc-tors at this year’s State Fire School in Aberdeen, South Dakota. When Mike is not fighting fire, or teaching, he enjoys spending time with his wife and three children. Shane Weltikol is a career Firefighter /Paramedic for the Mandan City Fire Depar tment, and Paramedic/Flight Paramedic for Metro Area Ambulance Service in Bismarck. Shane has been with the City of Mandan since 2004 and is the Departments EMS Training Officer and Fire Prevention Coordinator. This is Shane's 4th year instructing at State Fire School. Shane lives in Mandan with his wife and three children. Ben Willey is a nine year veteran of the Fargo Fire Depar tment. He is cur rently assigned to Engine 803 in North Fargo. One of the secondary assignments for the company is RIT. He is a Pro Board certified FFI and FFII as well as NDFA certified Instructor I. Bob Wetzler was a member of the Minot Rural Fire Depar tment for 29 years where he served as Fire Chief for 17 years. He was a member and Past President of the Mouse River Firemen’s Association, ND Fire Chief’s Association and ND Firefighter’s Association. Bob is an instructor for North Dakota’s Courage to Be Safe – Everyone Goes Home program. He is a certified ICS 100/200/300/400 Instructor through the ND Department of Emergency Services. Bob owns and operates Robert J Wetzler Consulting and provides Pipeline Emergency Response Training throughout the state to first responders for the North Dakota Pipeline Association.

Registrations are due by February 20, 2017. Registration Fee is $100 for non-members. RELEASE AND HOLD HARMLESS AGREEMENT

1. In consideration for receiving permission to participate in the training or activity indicated above, I hereby

RELEASE, WAIVE, DISCHARGE AND CONVENANT NOT TO SUE, AND AGREE TO HOLD HARMLESS for any and all purposes the Conducting/Hosting Party (herein referred to as RELEASEE) from any and all LIABILITIES, CLAIMS, DEMANDS, OR INJURY, INCLUDING DEATH, that may be sustained by me while participating in such training or activity, or while on the premises owned, leased or occupied by Releasee. I acknowledge there may be physical strenuous activities. I know of no medical reason why I should not participate.

2. I am fully aware that there are inherent risks involved with firefighting, rescue, and emergency services training, including but not limited to burns, cuts, fractures, heat stroke, heart attack, heat exhaustion, drowning, falls, and other related injuries, and I choose to voluntary participate in said activity with full knowledge that said activity may be hazardous to me and my property. I VOLUNTARILY ASSUME FULL RESPONSIBILITY FOR ANY RISKS OF LOSS, PROPERTY DAMAGE OR PERSONAL INJURY, INCLUDING DEATH, that may be sustained by me as a result of participating in said activity. I further agree to indemnify and hold harmless the Releasee for any loss, liability, damage or costs, including court costs and attorney fees, which may occur as a result of my participation in said activity.

3. I understand that the Conducting/Hosting Party does not maintain any insurance policy covering any circumstance arising from my participation in this activity or any event related to that participation in said activity.

4. It is my express intent that this Covenant Not to Sue and Agreement to Hold Harmless shall bind the members of my family and spouse, if I am alive, and my heirs, assigns and personal representatives, if I am deceased, and shall be governed by the laws of the State of North Dakota.

5. In signing this Covenant Not To Sue and Agreement to Hold Harmless, I acknowledge that I have read the Covenant; that I understand it; and that I have signed it voluntarily of my own free will, without coercion or any inducements or agreements outside of this document. I understand that by signing this Covenant I am bound by its terms and understand its obligations and terms, and that I will be bound by its terms now and in the future. I am at least eighteen (18) years of age and fully competent or this agreement will be signed by my parent or legal guardian.
