What is 62368-1, background

• 62368 was developed by IEC TC108;

• While it is new to most of us TC108 has been working on this since 2002;

• The 1st edition was released in January of 2010 as an IEC standard

– Was not well received (only the US and 4 other countries)

– TC108 suggested that the 1st ed. be adopted not earlier than five years


What is 62368-1, background

• The 2nd edition was published in February of

2014.

• Almost immediately adopted by numerous

countries


What 62368-1 is NOT

• 62368 is HAZARD based not RISK based:

– Does not require or (typically) utilize an ISO/IEC

Guide 51 based or ISO 14971 (60601) type risk

management assessment

• Not a direct merging of 60065 and 60950

– Incorporates Hazard based concepts

– Has both requirements and compliance criteria

• Performance based and/or prescribed constructions

– To help DESIGNERS understand the underlying

principles… to design safe equipment

– Meant to be informative

– Not an alternative to the requirements of the standard



• Defines three types of persons with corresponding safeguard requirements.

Ordinary people – end users and/or those with coincidental access



• Skilled persons

– Has sufficient training and experience to know the

technology and to recognize and avoid hazards

• Instructed persons

– Instructed or trained by a skilled person; or

– Supervised by a skilled person

– Equipment safeguards (Basic, Supplementary, Double, or Reinforced);

– Installation safeguards;

– Personal safeguards (requirements not addressed in 62368 – assumed present);

– Behavioral safeguards (Instructional, Precautionary, and Skill);

– Ordinary/Instructed person - service safeguards;

– Skilled person, equipment safeguards

• CB Scheme

– IEC 62368-1 2nd ed. was released in February of

2014

– Over 19 NCB’s from 14 countries are already

accredited to issue/recognize CB Reports/

Certificates

– 2 NCB’s are recognizing only

– 6 Countries have issued national differences


62368 Who and When• European Union

– Has been published in the Official Journal

– And, a new corrigendum has been released


62368 and the O.J.• Note 2.1: The new (or amended) standard

has the same scope as the superseded standard. On the date stated, the superseded standard ceases to give presumption of conformity with the essential or other requirements of the relevant Union legislation

– Therefore, to date, no dates of cessation have been published;

• No Group differences have been published
