ORDINANCE
AN ORDINANCE rezoning portions of Mid-Seattle and declaringan emergency.
WHEREAS, Ordinance 113858, adopted March 8, 1988, enactedinterim controls on development in lowrise multi-familyresidential zones f or a period of one year and called forthe Executive to implement a multi-family work programto develop and analyze permanent amendments to the multi-family code; and
WHEREAS, Ordinance 113858, requested that Executiverecommendations include zoning text amendments andlegislative mapping changes; and
WHEREAS, Resolution 27850, October 24, 1988, adopted criteriato guide the selection of areas to be considered in theremapping process, and set forth a process for publicreview of the map changes; and
WHEREAS, the Of f ice f or Long-range Planning held an initialpublic meeting on the Mid-Seattle cases, published draftrecommendations and held an additional public meeting tohear comments on the draft recommendations, before thefinal Executive recommendations were made; and
WHEREAS, the City Council's Land Use Committee held publichearings on May 31 and June 6, 1990, on the Executiverecommendations for the Mid-Seattle remapping cases; and
WHEREAS, the City Council's Land Use Committee considered theMid-Seattle remapping cases at its June 13, June 27 andJuly 11, 1990, committee meetings; and
WHEREAS, the Council expects that persons will attempt toevade the effect of proposed rezones by vestingdevelopment rights prior to the effective date of therezoning; and
WHEREAS, the Council finds that the proposed rezoning may befrustrated by vesting of development permits and that thewelfare, safety and health of the public would beadversely effected, thereby, and that an emergencytherefore exists, NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:

Section 1. Attached to this ordinance are - pages of
zoning maps, which maps are identified as Attachment A and
which are incorporated by reference herein. The areas on
these maps which show a change in zoning designation and refer
to a corresponding case number are hereby rezoned to the new
zoning classification shown for such areas on the maps. These
maps are hereby adopted as amendments to the Official Land Use
Map of the City of Seattle adopted by S.M.C. 23.32.016.
Section 2. The provisions of this ordinance are declared
to be separate and severable. The invalidity of any
particular rezone accomplished herein shall not affect the
validity of any other rezone.
Section 3. By reasons of the facts above stated, and the
emergency which is hereby declared to exist, this ordinance
shall become effective immediately upon the approval or
signing of the same by the Mayor or passage over his veto, as
provided by the Charter of the City.
