FUND AMERICA’S

LIBRARIES

Fund America’s Libraries!was the theme for the 31stNational Library LegislativeDay, held May 3 and 4,2005. Eleven representa-tives from Mississippi wereamong the hundreds oflibrary advocates thatdescended on Washington,DC to meet with legislators todiscuss key issues that affect alllibraries. Among the topicsfocused on were fundingLSTA (Library Services and TechnologyAct) at $221.3 million, funding the Improv-ing Literacy Through School Libraries Pro-gram (ILTSL) in No Child Left Behind at$100 million, and renewal of E-rate (Uni-versal Services) legislation. Among our del-egation were Frances Coleman, Bob Lip-scomb, Deb Mitchell, Catherine Nathan,Glenda Segars, Randy Sherard, SharmanSmith, and I, as well as MLC Board Com-missioners Celia Fisher, Larry McMillan,and Pamela Pridgen. We were able to givefirst-hand examples of the benefits and usesof LSTA funds, as well as the importance ofE-rate. We described how the State relieson high-speed telecommunications to con-nect to the MAGNOLIA databases andwhat the loss of discounts would mean toall areas of the state, and in particular, theremote areas. Fully funding No Child LeftBehind will insure that all states receivefunding and that school library media pro-grams will be staffed by experienced schoollibrary media specialists.

Library advocacy does begin at home.Please be an active advocate. Contactyour local, state and national legislators.Let them know that library support ismore important now than ever. As bud-gets are cut, library funding is often con-sidered less important and winds upbeing the victim of tight budgets. Encour-age your friends, relatives, and neighborsto be library advocates, as well. Eachvoice is a vote. Many voices are a chorusof votes that elected officials will listen to.

At the March MLA Board meeting, thesite for the 2006 annual conference was

selected. The Grand Casino Hoteland Conference Center in Tuni-

ca will be the site of the annualconference, which will beheld from October 24 – 27,2006. Selection of the2007 conference site will beaddressed soon. If you haveany suggestions or ideas,please contact me! Vice Pres-

ident/President elect, Cather-ine Nathan and her conference

committees have been busy andplans are well underway forthe 2005 conference, which

will be held in Vicksburg. If you wish tobe a part of the fun, please contact Cather-ine as soon as possible and she will behappy to include you on a committee.

The August Executive Board meetingwill be held at the Vicksburg/WarrenCounty Library on August 19 at 10:00am. All section, roundtable and commit-tee chairs are encouraged to attend thatmeeting as it will include a tour of theconvention facilities which will assist inplanning for the conference. If you areplanning a conference program, pleaseput this date on your calendar and plan toattend. This will be a golden opportunityto ask questions and nail down details.

When I was in library school, one ofmy professors commented that there wasone thing central to all librarians andinformation professionals: we provideequal and open access to information.Reference, cataloging, Web design,acquisitions, collection development… allof these things provide access to informa-tion. School media specialists, publiclibrarians, academic librarians, archivists,etc., all play a part in access to informa-tion. But as we all know, there are thingsthat can get in the way of providing suchaccess: budget constraints, lack of equip-ment, lack of technology and people tokeep it running, and lack of training.There are also the proverbial double-edged swords. Technology can increasea user’s access to information, but withoutthe proper training or equipment to use it,the technology can be useless. Largerlibraries and libraries with financial sup-port can get around some of these things,but they are in the minority. What aboutthe rest of us? We struggle to meet thedemands of our users with little money,old computers, and insufficient staff.

Librarians are a resourceful bunch.We’ve learned to get around some ofthese obstacles by relying on electronicaccess, grants, and external sources offinancial support, for example. But oneof our biggest assets is ourselves.Resource sharing through consortia isone way to work around budget cuts andour needs for technical support and train-ing. In this issue of Mississippi Libraries,we feature articles on several differentconsortia, big and little, new and old, andthey cover all different types of librariesand users. The one thing they all have incommon is that they increase the patron’saccess to information.

The oldest consortium in Mississippi

is the Central Mississippi Library Council(CMLC). For 29 years, the CMLC mem-ber libraries have worked together to pro-vide the best service possible to theirusers. The libraries involved are a mixedbag ranging from public to private, law toacademic. They each have unique collec-tions that complement each other well.For her article Central Mississippi LibraryCouncil: Twenty-nine Years of Service toJackson Area Libraries, Karin Den Bleyk-er collected memories and commentsfrom current and former participants ofthe CMLC. Through these memories,the mission of the CMLC and the dedica-tion and caring of its member librariansare evident. The CMLC has providedaccess to unique resources for i tslibraries’ patrons and it has also devel-oped a peer network for its members.

The Golden Triangle Regional LibraryConsortium (GTRLC) has been in exis-tence for twelve years. Stephen Cunetto,in his article, The Golden TriangleRegional Library Consortium: TwelveYears Later, provides a brief history of theGTRLC. He discusses issues related tothe start-up as well as how each libraryhas benefited from the consortium. Start-ed by the Mississippi State UniversityLibraries and the Mississippi Universityfor Women Library in 1993, the GTRLChas grown to include the Starkville HighSchool and Armstrong Middle Schooll ibraries, as well as the TombigbeeRegional Library Consortium. Access toa central catalog and resource sharing aretwo of the major benefits. Memberlibraries’ collections are combined, allow-ing their users to borrow without goingthrough ILL. This gives their usersaccess to the resources they need andadds numerous volumes to each library’scollection at a very low cost.

In her article, The Mississippi DigitalLibrary Program, Diane DeCesare Rossdiscusses one of the newest library collab-orations. Founded in 2003, the Missis-sippi Digital Library Program is a jointventure between The University of South-

ern Mississippi, Delta State University,Jackson State University, Tougaloo Col-lege, the Mississippi Department ofArchives and History, and the Universityof Mississippi. Funded by a grant fromthe Institute of Museum and Library Ser-vices, the Program is the first attempt toestablish a statewide digital library in Mis-sissippi. Its initial project is to digitizedocuments and collections held by mem-ber libraries relating to the MississippiCivil Rights movement. Ross discussesthe history, challenges, the currentprogress, and benefits of the MississippiDigital Library Program. Unlike the otherconsortia featured in this issue, the Missis-sippi Digital Library Program is creating adigital collection focused on one topic asopposed to granting access to an entirecollection. But as with other consortia,the goal is the same: to provide access tomaterials not previously accessible to allusers.

Connie K. Machado continues thisissue’s focus on the history and benefitsof consortia with her article, A Brief His-tory of the Mississippi Biomedical LibraryAssociation. An early goal of this groupwas to provide a network of support andcontinuing education as well as resourcesharing to biomedical libraries and librari-ans.

The Dancing Rabbit Library Consor-tium is one of the more uniquely namedconsortia in Mississippi. Terry Latour, inhis article The Dancing Rabbit LibraryConsortium: An Award Winning Collab-oration, discusses the story behind thismulti-type consortium. Dancing Rabbitincludes university, public, and communi-ty college libraries. Founded in 2001,Dancing Rabbit has been recognized bySOLINET for its service and its marketingcampaign. Latour details what went intoforming the consortium, including issueslike reciprocal borrowing and acquisitionsthat needed to be addressed before theconsortium was formed. In addition tothe behind the scenes issues, Latourdescribes how Dancing Rabbit marketed

itself to the public, and how they devel-oped a marketing plan to draw peopleinto member libraries. Membership inthe consortium continues to rise withmore than seventeen libraries, and morejoining on a regular basis.

The members of the Jackson AreaAssociat ion of Independent SchoolLibraries, like other consortia reported onin this issue, wanted to ensure that itsusers had access to the resources theyneed. In her article, Jackson Area Asso-ciation of Independent School Libraries,Judy Kirkpatrick discusses how theJAAIS consortium came into existence.Because the schools in the JAAIS are pri-vate, preparatory schools, they did nothave access to databases through thestate-funded MAGNOLIA network.Wanting to make sure their students werefamiliar with common databases beforethey went to college, Kirkpatrick andother librarians at Jackson area indepen-dent schools banded together to pur-chase databases and other resources at amuch reduced price.

In addition to our theme articles, thisissue includes an article entitled Testimo-ny to Tolerance Initiative: The JacksonVisual History Collection, by Jamie Hol-comb. The Eudora Welty Library inJackson is the first library in the nation toimplement the Testimony to ToleranceInitiative, which includes 21 English-lan-guage testimonies of Holocaust survivors.The Initiative, created by a collaborationbetween Jackson-Hinds Library Systemand the Survivors of the Shoah VisualHistory Foundation, will allow the EudoraWelty Library a chance to “initiate com-munity-driven, tolerance education pro-grams.”

Reminiscences and Comments Collected by Karin Den Bleyker

ABSTRACT

Four years ago the Central Mississip-pi Library Council (CMLC) celebrated its25th anniversary. Some of you mayremember the article written by GretchenCook, Director of the Warren A. HoodLibrary at Belhaven College, commemo-rating the event (ML, 65:3, Fall 2001).Since one cannot improve on that whichis written well, I intend to focus on themembers of the CMLC, past and pre-sent, and have them highlight the aspectsof CMLC that are, or were, important tothem. An effort was made to include con-tributions from all members of the coun-cil; however, since this is a very busytime for most librarians, not all were ableto contribute. One important decision ofthe council since 2001 should be men-tioned before turning the floor over to themembership, so to speak. This yearmarks the first time that CMLC is offer-ing a scholarship to a library employeewho is also working toward a degree inLibrary Science at the University of South-ern Mississippi. Just to get an insight as to the dedica-tion of the membership, I included a pic-ture of the April 26th meeting of thisyear. Despite severe thunderstorm warn-ings the following members: JamesKennedy, Hinds Community College,Tom Henderson, Millsaps College, LizThompson, State Law Library, Karin DenBleyker, Mississippi College Law Library,Bill Jones, Jackson State University, andMelissa Dennis, Belhaven College,braved the rain to attend the meeting. Wenominated a slate of officers to be votedon at the October meeting. This might

be a good place to issue an invitation tolibrarians who happen to be in the Jack-son area on the fourth Tuesday of Octo-ber, January or April, to attend our meet-ing. Just check our web page and let usknow you are coming.

Now, looking at the minutes of thecouncil meeting of September 15, 1976,most of the founding member libraries stillparticipate. Jim Parks, former director ofthe Millsaps College library, was electedchair at that meeting. He contributedthese recollections: CMLC evolved in theearly 1970s at a time when interlibrarycooperation was a key watchword.Before OCLC, and long before electroniccatalogs and the internet came to ourlibraries, this cooperation was very “ana-log,” very much based on the individualsinvolved and their interpretation of themissions of their libraries and sponsoringinstitutions. Many of us were long-timefriends, colleagues or acquaintances andrecognized the need for all libraries in thearea to cooperate, if for no other reasonthan the demands of our constituents. Itwas a good mix of types of libraries –public, private, large, small – with variousmissions. We had in common our closeproximity and limited budgets. We alsohad collections and services which wereunique. I believe there was a genuinespirit of cooperation, within the con-

straints of our resources. We wereattempting to respond to the needs of ourrespective and potential users in ways thatdid not conflict with our primary purposesor sponsoring institutions. We alsolooked for opportunities to get acquaint-ed, to know the people we were frequent-ly in touch with so this was perceived asgood training and preparation of staff aswell. I think in the early days we succeed-ed in that. In those early days the twice-weekly courier provided by JacksonMetropolitan Library was the chiefenabling element. Communication andphysical sharing of materials was greatlyfacilitated. I suspect a similar servicetoday would still be useful. True, elec-tronic options have changed the nature ofsharing and communication and a look atthe list of original names shows numer-ous changes in the nature of the librariesinvolved, but there is still no substitute forknowing each other and being aware ofthe uniqueness of libraries in the area.

Molly Signs,who graciouslyconsented todesign a webpage for CMLCand is now work-ing on a listservfor the member-ship, commentsthus: When Istarted at Mill-saps, I wasimpressed withthe CMLC orga-nization because it provides our studentswith such a wide variety of resources fromthe member libraries. As a librarian whowas new to Mississippi, CMLC has givenme the opportunity to meet and shareideas with librarians in my region from awide variety of library types.

Kathleen Hutchison, Systems Adminis-trator at Mississippi College, echoes that

sentiment: “A great blend” is the way Iwould describe CMLC, a wonderful andfriendly mixture of all library types thatcome together in a room as a commonspirit of “information givers.” The valuein our meetings is the potential of workingtogether to provide cooperative opportuni-ties for an audience looking for the ‘best’information. Some view technology as thechallenge of our times, but a group likeCMLC allows for a place to chat aboutproblems, solutions, and how to best shareour resources. The projects that evolvefrom here are providing avenues to solvecommon problems and to feed our com-mon interests leading to effective serviceand the efficient use of those resources.

The willingness to share resourcesand the expertise of the librarians featuresstrongly in all comments expressed bymember librarians. This was especiallyimportant to Clara Joorfez, now with theMississippi Library Commission: In theearly 1980’s I joined the Central Missis-

sippi Library Council. At that time, I wasthe librarian at the St. Dominic’s MedicalLibrary. CMLC was such a wonderfulresource for a “one-librarian library!” Ihad access to a great wealth of help andinformation. The CMLC van made regu-larly scheduled pick-ups and deliveries.The St. Dominic nursing students usedInfoPASS on a regular basis. After allthese years, the greatest value of CMLCremains the personal contacts andshared information. Touring otherlibraries is still my favorite professionalactivity. It is such a fun way to learn, andprovides an opportunity to see how andwhere other librarians work. The benefitsof being a CMLC member far outweighthe very low cost of the dues!

Mary Stevens, director of the library atthe Mississippi Museum of Natural Sci-ence, has an added bonus: she alsosupervises the green space outside herlibrary. If one loves books, flowers andbirds, actually nature in general, it would

be the dreamjob. CMLC isalways happyto accept aninvi tat ion tohold a meetingat her library.When I visitedlast week, I gottreated to awalk aroundthe area thatdisplays plantsfrom four regions of the state. Inside, thelibrary offers a look at paintings from atraveling exhibit.

I remember when Ada Seltzer, Profes-sor and Chair Academic Information Ser-vices, and Director, Rowland MedicalLibrary joined the greater Jackson librarycommunity. CMLC was working on aproject to refine access to journal hold-ings of the member libraries. She singlesout the InfoPASS system, which was thefirst project the council undertook, asmost important to her. Thissystem supports small libraries and thosewith specialized collections so that theyare not overwhelmed with a lot of usersfor which they cannot provide service. Itoffers a way to provide user access to pri-vate libraries for information needs thatonly those collections can provide.Users are better served and can easilyaccess all member libraries through thiscollaboration.

The Mississippi Department ofArchives and History Library Divisionrarely, if ever, has the need to request ser-vice from other member libraries becauseof their unique mission; however, thelibrary division is working on a number ofcooperative projects with CMLC memberlibraries. Elaine Owens, Head of theMDAH Image/Sound Section, provideda brief description of current projects:Funded by the federal Institute of Muse-um and Library Services (IMLS), the Mis-sissippi Digital Library Program is Mis-sissippi’s first effort to develop the infras-tructure, collaboration model, standards,and workflow to support a lasting cooper-ative program for the state. The projectis a partnership between the University ofSouthern Mississippi, Delta State Univer-

sity, Jackson State University, TougalooCollege, the University of Mississippi,and the Mississippi Department ofArchives and History.

Funded by the National Endowmentfor the Humanities (NEH) the Civil RightsEra in Mississippi purpose is to identify,conserve and digitize oral histories andsound recordings related to Civil Rightsactivities in Mississippi. The project is apartnership between The University ofSouthern Mississippi, Tougaloo Collegeand the Mississippi Department ofArchives and History. A second phaseof this grant is expected to begin inNovember; this phase will include audiomaterials from selected public libraries.

Tougaloo College and the MississippiDepartment of Archives and History haveagreed to a partnership resulting in thehousing of the Tougaloo College CivilRights Collection at the department’snew state-of-the-art archival facility indowntown Jackson. (See The Mississip-pi Digital Library Program in this issue ofMississippi Libraries.)

During my visit to Tougaloo College,Bernice Smith and Othella Moman bothmentioned the importance of having theMississippi Department of Archives andHistory store their valuable Civil RightsCollection. Bernice Smith, a long timeparticipant in CMLC business and projectsrecalls, after serving in the position of Ref-erence Librarian for approximately threeweek, my supervisor, the late Jeanetta C.Roach, Director of Library Services, invit-ed me to my first CMLC meeting in Octo-ber 1978. I have attended all meetings

from 1978 todate. TougalooCollege wasincluded in thePilot Project in1976. We havebenefited interms of ser-vices and pro-fessional devel-opment. Dur-ing my tenure,I have servedtwice as vice-chair and chair of the Coun-cil. The services have changed to somedegree, but the goal has remained thesame: to provide resource sharing and tofoster interlibrary loan cooperation amonglocal libraries. We meet three timesannually and it allows us the opportunityto conduct business, share ideas andkeep us informed of new acquisitions atour respective library. CMLC has been inexistence for around 30 years, and it isevident that it continues to play an impor-tant role in the Jackson area. Technologi-cal advances have redefined the informa-tion environment in ways that pose tech-nical and intellectual challenges to thelibrary profession, including issues ofinformation access and fair use to name afew. However, I strongly feel that thegreatest library resources are the librari-ans and that books will remain the pre-ferred way of conducting research.

Other than the State Archives, Ibelieve the Reformed Theological Semi-nary has the finest Rare Books Roomamong the CMLC members. Severalyears ago when the Seminary built a newlibrary, this room incorporated the latesttechnology to ensure a secure place fortheir fine rare books collection. Here iswhat David W. Ponter, Interlibrary Loanand Virtual Librarian has to say about theseminary and CMLC: Reformed Theo-logical Seminary (RTS) has been operat-ing in west Jackson since the 1960s andits library has been an essential compo-nent of its life and operation as RTSseeks to minister to young men andwomen who themselves desire to minis-ter to others. To that end, we know thatin order for us to effectively serve thosewho use this library, we need to be con-nected with the wider community. For we

know, too, that our services do not standalone. We recognize that we need themutual participation and cooperation ofother local academic and public libraries.

For us, CMLC enables us to meet thestaff from other lending institutions so thatwe can see the face behind the phone,behind the form, and behind the voice. Itenables us to network, in a way that goesbeyond bare professional interaction andresource sharing, to the level that we cancome to know real people doing similarjobs in similar institutions in our area.This “networking” enables the growth ofrelationships of trust and mutual servicebetween our librarians and the librariansof other organizations. If you were to askme what for you is the bottom-line benefityou receive from CMLC, I would say trust.Trust enables librarians to work togetherfor our mutual development. From thisflows a sense of reliability and safetyregarding our mutual resources, property,and our people. For this opportunity to getto know real people in our area, we aregrateful to CMLC for enabling us in ourservices to our users.

The librarians at Belhaven Collegewere also founding members of CMLCand here is what Evelyn Tackett, retired,and Melissa Dennis, circulation managerand just re-elected CMLC secretary, haveto say: (Evelyn) CMLC was an earlycooperative effort among Jackson-arealibraries which originally started as ameans of letting staff members from dif-ferent libraries get together with theircounterparts to swap ideas and proce-dures. Circulation, reference and cata-loging personnel benefited from “dates”with each other, and usually went back totheir home libraries with ideas to try out.The only time staff people from otherlibraries would see each other normallywould be at annual state conventions,and practical ideas weren’t always onlibrarians’ minds at those soirees. Since

public, school andcollege l ibrarieswere included inCMLC, one couldcount on findingsomeone with simi-lar problems andsituations to talk to,and isolation was athing of the past!

(Melissa) Ourm e m b e r s h i pincludes ten aca-demic l ibraries,three public libraries,one archive, andsix special librariescovering the fieldsof medicine, law,science, and gov-ernment. Thus thecombined holdingsof such memberspresent an abun-dance of sharedresources for theo r g a n i z a t i o n .CMLC has allowed me to meet otherlibrarians in a comfortable setting to dis-cuss local librarianship matters. It hasalso been a great way to visit otherlibraries and see first-hand how other col-lections are presented. I feel comfortabledirecting our students to member’sresources because I know the librariansand their collection strengths. The newCMLC scholarship will be a nice way forour consortium to reach future librarians.As a library student working on my mas-ters, I understand how hard it is for anonline-based curriculum to presentopportunities for human contact. Thescholarship can be used to attend annualmeetings or book festivals with fellowstudents and faculty. CMLC hopes tomake new library students aware of ourconsortium and to increase their respectfor Mississippi librarianship.

Charlie Brenner, Interlibrary LoanLibrarian at the Eudora Welty PublicLibrary, kindly reminds us that the Missis-sippi Library Commission (MLC) handledthe printing of the InfoPASS and alsokept the statistics for us. In the 1980swhen I typed the four-copy ALA form, Imet face-to-face with my local lenders in

the regular meet-ings of the CentralMississippi LibraryCouncil. The MLC-printed InfoPASSforms were thepassports of librarycooperation amongour respective locallibraries. My non-tradit ional l ibraryeducation started inthe CMLC quarterlymeetings as I l is-tened to the librari-ans’ presentations and inspected the vari-ety of library environs and tools. Theaccessibility and representation of mem-ber periodical holdings was a topic ofmuch discussion and effort in our earlyorganization. It was very useful to pull offthe ILL office bookshelf the holdings of alikely lender in that homemade bookletsupplied by our members and inform theuser that the material would be suppliedshortly or they could utilize it themselvesif they wished. That was before the Netshoe-leather was a major feature ofaccessibility and CMLC made that possi-ble.

Need to know something about thelegislature? In the basement of the NewCapitol Dianne Clincy and Maria Merkle,under the leadership of Director Casey C.Pace, maintain the collection of legislativedocuments. The Legislative ReferenceBureau is open to requests from the pub-lic; however their primary mission is toprovide service to the legislature. Anyoneinterested in the particulars may request abooklet that provides precise information.Dianne does not mention it, but she didserve as CMLC secretary for more thanone term.

Across from the New Capitol on thesecond floor of the Supreme Court build-ing resides the State Law Library. Eventhough their primary directive is to pro-vide reference service to the Court, Char-lie Pearce, State Law Librarian, pointsout that they do serve the public. To thatend, the library has acquired a collectionof legal material for the lay person. LizThompson, former secretary of CMLC,says that the collection is well used.

Another set of books that is of benefitto the lay person, as Charlie Pearce men-tioned, is the Mississippi Practice Series,an encyclopedia of Mississippi law, editedby Jeffrey Jackson, Professor of Law andMary Miller, Dean of Information Tech-nology, at Mississippi College School ofLaw.

Though not a founding member, thelaw school library joined CMLC shortlyaf ter i ts own beginning. My f irstencounter with CMLC was unknowingly.I worked as an intern at the MississippiResearch & Development Center libraryand was asked by its director, NatelleIsley, to compile a list journal titles sub-scribed to by the center library. A fewyears later, after joining the MississippiCollege Law School Library as catalogerand attending CMLC meetings, I cameacross that list. Later during my first termas CMLC chair, we turned again to theissue of making journal titles more easilyaccessible to all members. And now,many years later, CMLC is planning aworkshop to discuss the many aspects ofsubscribing to electronic journals. I amnot ready to retire yet, so as far as jour-nals are concerned we may not havecome full circle yet.

ABSTRACT

According to Patricia Matthes, Profes-sor Emeritus, Mississippi University forWomen and a co-founder of the GoldenTriangle Regional Library Consortium,resource sharing throughout the GoldenTriangle Region; cost sharing; availabilityof technical expertise and experience;access to a central database of area hold-ings and availability of additional grantopportunities were some of the reasonsfor forming the consortium in 1993.

After 12 years the Golden TriangleRegional Library Consortium (GTRLC)announces the signing of another publiclibrary system to the multi-type consor-tium. In March 2005 the consortiumsigned an agreement with the Starkville-Oktibbeha County Public Library Systemunder the leadership of Ginny Holtcampto merge their holdings with those of theconsortium. Starkville-Oktibbeha CountyPublic Library includes the Starkville Pub-lic Library, Maben Public Library, and theSturgis Public Library.

In 1993 the Mississippi State Univer-sity Libraries and Mississippi Universityfor Women Library established the Gold-en Triangle Regional Library Consortium.As a result, the two libraries jointly pur-chased the Data Research Associates’(DRA) library automation system andmerged their patron and bibliographic/item databases into one centrally locatedsystem housed at Mitchell MemorialLibrary, Mississippi State University. In1995 and 1998, the consortium signedan agreement with Starkville High Schooland Armstrong Middle School, respec-tively, to add their libraries to the Consor-tium. During the summer of 2001 theconsortium took on its largest new cus-tomer by contracting with the TombigbeeRegional Library Consortium whichincludes 10 public libraries in Clay, Mon-roe and Webster counties.

The agreement among the memberlibraries maintains that the libraries willshare access to a single server located atMSU that contains all of the patron, bibli-ographic/authority control, serial andacquisitions records. Each library main-tains its own policies regarding lendingpolicies, loan periods, fine amounts andgrace periods, and each institution agreesto provide reciprocal borrowing for allmember libraries.

Resource sharing and access to a cen-tral database of area holdings has beencited most often when discussing the ben-efits of the GTRLC. By sharing onedatabase for bibliographic records, con-sort ium members search the localdatabase before importing records fromOCLC or other bibliographic utilities.This saves the time of searching anotherutility as well as the cost of importingrecords. More important, though, is thesharing of collections with memberlibraries. By establishing a reciprocal bor-rowing agreement, patrons from alllibraries can borrow materials from othermember libraries either by checking outthe materials in person or by requestingthat the material be sent via a courier totheir local libraries.

Each library catalog is branded andconfigured based on the individuallibrary’s specifications. This provides aseamless look for the patrons and pro-vides them with the appearance of search-ing their library catalog. When searchingthe online catalog, however, they will findmaterials for all member libraries. Thecatalog, now provided by Sirsi Corpora-tion, provides an option to limit thesearch to return results held only by thelocal library. Without adding the limiter,the patron wil l see holdings for al llibraries. Having access to all holdingsgreatly increases the chance of finding anavailable copy in one of the surroundinglibraries. For example, since the MSUcollection does not contain a large num-ber of fiction titles, an MSU patron wouldhave to search all of the surrounding

libraries’ online catalogs. By having all ofthe area holdings in one online catalog,the patron can find the title by enteringone search. Similarly, Starkville HighSchool and Armstrong Middle Schoolstudents and teachers can not onlybrowse the MSU Libraries’ holdingsthrough their online catalog, they can alsoborrow the materials from the universitylibrary, something that wasn’t previouslyavailable. While search engines cansearch multiple, disparate databases usinga common interface today, it wasn’t aseasy to provide this functionality ten totwelve years ago.

Sharing of the financial responsibilityfor the consortium is a definite advantageto being a part of the GTRLC. Whilelibraries continue to pay a portion of themaintenance, they certainly continue toreap benefits from the consortium. Eachmember library pays an annual member-ship fee, a percentage of the annual main-tenance fee and a consultation fee. Thesefunds are deposited into a general, non-E& G account designated for the consor-tium. Funds in this account are used tosupport the ongoing maintenance of thesystem including purchasing equipmentand supplies for the server, purchasingaddit ional modules and obtainingadvanced training. Last year the librariesdecided to purchase the Sirsi Director’sStation module that provides manage-ment statistics for library managers/direc-tors. The module was purchased withfunds from the consortium. Individuallibraries in the consortium did not have tocontribute additional funding for theacquisition. During last fiscal year, thelibraries saw a need to send someone toAPI training in Huntsville. Funds wereagain used from the consortium accountrather than from the individual libraries.According to Mary Helen Waggoner,Director, Tombigbee Regional LibrarySystem, “The consortium has proven tobe more fiscally effective as the cost andmaintenance of the system is dividedamong the libraries. Regional Library System would not havebeen able to provide the latest in technol-ogy or the staff to maintain such a sys-tem.”

One of the most significant cost-savingactivities consisted of the recent upgradefrom the DRA library automation system tothe Sirsi automation system. The consor-tium submitted a request for proposals in2003, and jointly decided to upgrade fromthe DRA system to the Sirsi library automa-tion system. The majority of the fundsneeded to purchase an additional serverand migrate from DRA to Sirsi came fromthe consortium account. This was a majorsavings for the individual libraries.

The smaller libraries involved in theconsortium benefit from being a part of amuch larger system because of their dra-matically increased buying power. Individ-ually, these libraries might not be able topurchase a system with the number offeatures and enhancements as providedthrough the consortium.

Another advantage to memberlibraries is the sharing of the expertise ofpersonnel. Through the agreement,member libraries can call upon the facultyand staff of other member libraries toassist with a variety of problems. Not onlydo personnel from member libraries callupon the Systems department personnelat the MSU Libraries for assistance withtheir local hardware or networks, theyalso call upon other personnel at other

libraries in the Consortium to assist in bet-ter understanding how a particular func-tion within the system works or in trou-bleshooting problems they may havewhen using the Sirsi system.

Periodically, personnel from eachinstitution meet to discuss upcoming pro-jects, identify problems/issues, and sharesolutions. As needed, MSU personnelassist member libraries with training in theproper use of the various software mod-ules and in troubleshooting network andhardware issues. Sharing of expertiseamong all members provides all of thel ibraries with access to invaluableresources that might not have been avail-able otherwise.

Certainly, one of the biggest benefitsto the individual libraries is the daily,weekly, monthly, and annual care andfeeding of the online system. The individ-ual members, with the exception of theMSU Libraries, don’t have to worry aboutrunning maintenance programs, runningbackups or performing system upgrades.The staff at the MSU Libraries handles allof these routine functions. Not having tohave staff to perform these functionsallows the individual libraries to use theirstaff for other projects.

By pooling both personnel and finan-cial resources, all of the GTRLC memberlibraries, including the larger academicinstitutions, benefit from the consortium.Not only does the consortium provide a

means of reducing costs for the memberlibraries, it also creates a local support/user group for the libraries and better uti-lizes resources, both technical and finan-cial, within the consortium. The smallerlibraries don’t have to worry about theongoing maintenance of the online sys-tem and they are provided with the addi-tional technical personnel from whomthey can receive additional assistance/training. As a consortium, the librarieshave a stronger voice when working withautomation vendors and their buyingpower is increased. The consortium alsoprovides the patrons with many addedbenefits including easy access to holdingsof 17 libraries, a courier service and addi-tional borrowing privileges at each mem-ber library.

The GTRLC provides an excellentexample of libraries working together notonly to make better use of their financialresources but also of their personnel. Byworking together, these libraries providetheir patrons with a larger, easily accessi-ble pool of resources. Without having toswitch catalogs, patrons can easily find acopy of a particular work and either bor-row it directly from that library or requestthat it be sent to them via a courier ser-vice. While the consortium has certainlygrown over the years, it has continued tobe a manageable endeavor from which allmembers, including the lead institutions,benefit.

ABSTRACT

The Mississippi Digital Library wasfounded in 2003 with the help of anInstitute of Museum and Library Servicesgrant to develop the framework to sup-port a lasting cooperative digital libraryprogram for the state. The pilot project isa joint venture between Delta State Uni-versity, Jackson State University, Touga-loo College, the Mississippi Departmentof Archives and History, the University ofMississippi and the University of South-ern Mississippi focusing on Civil Rightsera materials of national intellectual andeducational value. The Mississippi Digi-tal Library is providing leadership in acutting-edge field by creating an alterna-tive model for digital collaboration andby continuing to develop a mechanismfor resolving intellectual property and pri-vacy rights issues for 20th centu-ry collections.

In September 2003,the Institute of Museumand Library Services(IMLS) awarded near-ly half a million dol-lars in a NationalLeadership Grant forMississippi’s f i rstattempt to establish astatewide collaborativedigital l ibrary program.Administered by the Universityof Southern Mississippi (USM), thegrant project is a joint venture betweenlibraries/archives at that institution andfive others: Delta State University (DSU),Jackson State University (JSU), TougalooCollege, the Mississippi Department ofArchives and History (MDAH), and theUniversity of Mississippi (UM).

The keystone of the project’s collabo-rative model is a flexibility that allowseach institution to participate according toits own level of staffing and funding

resources. It central-izes some of the work-flow at USM to allowinstitutions with lessfunding and fewer staff to participate. Atthe same time, it allows other institutionsto increase their level of participation inorder to initiate or “grow” their own digi-tal programs.

Building on previous successful pro-jects, the Mississippi Digital Library hasbegun by focusing on a single subjectarea: the Civil Rights Movement in Mis-sissippi. The work of establishing thisprogram as a lasting digital collaborationincludes four main components. First, anongoing collection survey will provide acomprehensive list of Mississippi’s CivilRights collections for the first time. Sec-ond, a union database of EAD-encodedfinding aids will establish comprehensiveintellectual control of these collectionsand allow patrons to search across severalinstitutions’ collections from the sameWeb site. Third, an archive of digital sur-rogates of individual collection items will

provide worldwide access to Mis-sissippi’s unique materials.

Last, but certainly notleast, the MississippiDigital Library collabo-ration includes a train-ing module that willhelp build the knowl-edge infrastructure inMississippi.

CHALLENGES

As with most ambitiousendeavors, building the Missis-

sippi Digital Library has involved alot of challenges. First and foremost isthe struggle to stay true to the purpose ofthe grant project while allowing enoughflexibility for institutions to participatewithout significantly altering their currentworkflow or contradicting their establishedstandards. For example, grant partici-pants recognize the necessity of havingunique file names for materials in the Mis-sissippi Digital Library. At the same time,it is important not to significantly alter any

file naming con-ventions thatmay alreadyexist at individu-al institutions.

A n o t h e rmajor challengehas been deal-ing with thestaffing and resource shortages that con-tinue to be epidemic in Mississippi. Theoriginal grant proposal was submitted toIMLS on February 1, 2003, requestingfunding for a Metadata Librarian, a FieldArchivist, and several graduate assistantsand committing matching funds thatincluded a percentage of time from per-manent personnel at the partner institu-tions. By the time the award was made(barely seven months later) three out ofthe eight USM personnel whose participa-tion was written into the grant as match-ing funds had moved on to other jobs.This included the original Project Direc-tor, Dr. P. Toby Graham. In fact, person-nel changes at all of the partner institu-tions have continued for the entire life ofthe grant project thus far.

One strategy employed to deal withthe personnel changes has been to alterthe original project plan to lessen theeffect of staffing losses. For example,USM Libraries secured the long-distanceconsulting services of Dr.Graham to assistwith the EAD. His tasks for this grantinclude collaborat ing with the f ieldarchivist and other grant participants todevelop EAD conventions for the project,writing vendor specifications for conver-sion of legacy finding aids to EAD, pro-viding suggested guidelines for preparingfinding aids for digital conversion by thevendor, developing style sheets forHTML display, and providing writteninstruct ions for convert ing XML toHTML/print.

have also provided a measure of crucialcontinuity. The Metadata Librarian, JanaHudson Breeden, transferred smoothlyfrom USM’s previous IMLS grant project,the Civil Rights in Mississippi DigitalArchive. This prior experience as well asBreeden’s academic background inlibrary and information science made hera natural choice for the current position.

In contrast, it took nearly six monthsto fill the position of Field Archivist.Laura Helton began in this position inJune 2004. With her ceaseless energyand her background in history, anthropol-ogy, and archival management, Heltonhas proven pivotal to coordinating thework being done at different institutions,as well as facilitating reporting. Beingofficially employed at USM but based inJackson brought its own unique chal-lenges, however. Portable equipmentwas fairly easy to obtain, but finding aworkspace to use as a home base wasuncertain until MDAH came to the rescuewith space in their facility. Other chal-lenges in being a traveling archivistincluded getting enough supervision,assistance, and support from the ProjectDirector, accessing parking on variouscampuses, and making the necessaryphone calls.

In the time between submitting theproposal and receiving the award, therewere also other significant situationalchanges. For example, Tougaloo Col-lege and the Mississippi Department ofArchives and History forged an agree-ment to house the Tougaloo CollegeCivil Rights Collection in the new state-of-the-art MDAH building, in the interest ofimproved preservation of materials. Thetransfer of these materials was ongoingpast the first six months of the grant peri-od. Since the Tougaloo materials arealso being completely reprocessed atMDAH, the original plan to send existingfinding aids for these materials out forEAD conversion has been changed, andparticipants from Tougaloo, MDAH, andUSM have been cooperating to find asuitable alternative.

While MDAH had not original ly

intended to participate in the digitizationcomponent of this project, they haveagreed to honor Tougaloo’s agreement tomake certain collections available for digi-tization. The original intent had been toselect materials from Tougaloo collectionsat the item level in accordance withUSM’s existing digitization policies. Theexisting digitization policy at MDAH,however, is to digitize whole sections ofcollections. MDAH has reasonable con-cerns that item-level “selective” digitiza-tion can lead to materials being used outof context, while USM tries to providecontext through metadata and hyperlinksbetween digital surrogates and collectionfinding aids. Both policies have merit,and discussions continue as to how theTougaloo collections will be handled inthis environment.

One of the particular challenges ofany collaboration between different typesof libraries is accommodating the dis-parate institutional cultures, resource lev-els, standards, and workflows at eachrepository. The Mississippi DigitalLibrary is no different. No two institutionshave made identical commitments to thegrant, and the provision of online accessto collections at participating repositoriesranges from very recent implementationof the repository’s first automated catalogto online finding aid access through Websites and OPAC, coupled with digital sur-rogates of collection materials.

Getting all the grant participantstogether in one place is not often feasible.Since differing levels of grant participationand progress make meeting topics rele-vant to the various institutions at differenttimes, a more flexible approach is appro-priate. Large grant meetings with partici-pants from each institution are limited,and the Project Director, Field Archivist,and/or Intellectual Property/PrivacyLeader travel to the different repositoriesas needed. A monthly grant newsletter issent out to participants at each institution.In addition, participants are also formingworking groups for various aspects of theMississippi Digital Library, such as EAD,metadata and intellectual property/priva-

cy issues. As with any major digitization endeav-

or, resolution of intellectual property andprivacy rights are a significant challenge,particularly with 20th century materials.The intellectual property/privacy rights(IP/privacy) methodology developed dur-ing a previous IMLS grant at USM con-tinues to be refined, along with the Website on this subject. IP/privacy work forthe Mississippi Digital Library has begunwith obtaining permissions from donorsfor entire collections and identifyinginstances within collections where furtherIP/privacy work needs to be done.

PROGRESS

COLLECTION SURVEY

Surveying Civil Rights collections atrepositories participating in the grant is animportant foundation to providing accessand prioritizing collections for digitization.The Field Archivist has been working witheach repository to survey the materials,using standardized collection surveyforms. The data is also being centralizedto assist in tracking each collection in theworkflow and may eventually be used toprovide more information to the patronsof the Mississippi Digital Library. Thecollection survey is ongoing, as CivilRights materials continue to be added tovarious institutions. However, the vastmajority of the collection at USM hasbeen completed, and significant work hasbeen completed at the other participatinginstitutions. Evaluation of finding aids atall institutions is included as part of thecollection survey. Even within the sameinstitution, there is a considerable rangein style of finding aids and some outdatedtyped guides are being converted tomachine readable format.

EAD FINDING AID CONVERSION

Other than collection survey, projectwork has focused thus far on EAD findingaid conversion. USM has contracted withBytemanagers, Inc., for outsourcing ofthe project’s EAD conversion. A majortask in preparing for conversion was todevelop a certain amount of finding aid

standardization between the participatingrepositories. The Field Archivist com-pared sample finding aids from each insti-tution to each other and to EAD bestpractices as outlined by the ResearchLibraries Group. She then recommendedthe adoption of the required core ele-ments for finding aids converted to EADfor the Mississippi Digital Library, as wellas recommended and optional elements.Most finding aids of participating institu-tions do not contain all of these elements,but some (such as Origination, Reposito-ry, Language, Use Restrictions, ControlAccess, and Abstract) can easily be creat-ed by grant staff at USM while vendorpackets are being prepared. The FindingAids Working Group evaluated these rec-ommendations, which were then sent toarchivists at each institution. The FieldArchivist’s recommendations were adopt-ed by grant participants with few revi-sions.

The actual EAD conversion processbegan with USM finding aids in order toallow Digital Lab staff there to gain experi-ence coding finding aids and workingwith the vendor before assisting in theconversion of finding aids at other reposi-tories. Looking toward future participa-tion in OAI (which requires Dublin Coreheadings) and considering the proclivitiesof the union database, it was decided thatsubject heading assignment should followUSM’s current practice of using post-coordinate subject headings by de-string-ing the headings in exist ing MARCrecords. Finding aids from the other part-ner inst i tut ions are now in the latepreparatory stages for EAD conversion,but the first batch of USM finding aids hasbeen converted to EAD and is now in thequality control process. Once qualitycontrol is complete, each repository willhave an opportunity to review the finished

result and provide feedback as the presen-tation format to be used for deliveringfinding aids in the Mississippi DigitalLibrary is developed.

DIGITAL SURROGATE

PRODUCTION

Excluding finding aid data, the projectis expected to result in the digitization ofat least 10,000 pages/images during thegrant period. Project participants at USMhave already selected more than 520documents (2,886 pages) and scanned407 documents (1,586 pages) from theircollections. Processes for selection ofmaterials for digitization at other institu-tions are being put into place.

TRAINING

Mississippi Digital Library training hasdeveloped along three paths: 1) guide-lines and training materials made avail-able on an extensive Web site for grantpartners, 2) development of training tai-lored to the needs of each institution, and3) more formal workshop opportunities.For example, two different training oppor-tunities were developed to disseminateknowledge about EAD practices, findingaid standards, and the planned MississippiDigital Library EAD conversion process.The first was hosted by the University ofMississippi and attended by personnelfrom both the University of Mississippiand Delta State University. The secondwas hosted by Tougaloo College and alsoattended by personnel from Jackson StateUniversity. Evaluation forms distributedat the workshop yielded many positiveresponses, as well as suggestions for fur-ther training topics that could be tailoredto the needs of each institution and deliv-ered to them when they can make thebest use of it.

Thus far, there have been two more

formal workshops. In May 2004, at leasttwo people from each partner institutionattended an IMLS workshop on Out-comes Based Evaluation hosted by Jack-son State University. In April 2005,MDAH hosted a grant workshop oncopyright issues, led by nationally knowncopyright expert Laura N. Gasaway, cur-rently Director of the Law Library andProfessor of Law at the University ofNorth Carolina at Chapel Hill.

CONCLUSION

IMLS National Leadership Grants areintended to support projects of nationaland enduring significance. The Mississip-pi Digital Library is providing leadershipin a cutting-edge field by creating an alter-native model for digital collaboration and

by continuing to develop a mechanismfor resolving intellectual property and pri-vacy rights issues for 20th century collec-tions. The Civil Rights era materialsbeing included in this pilot project arealso of national intellectual and educa-tional value.

At the state level, the Mississippi Digi-tal Library efforts indicate the potential ofa statewide program. It is an opportunityto accomplish more with less by poolingscarce resources, as well as an opportuni-ty to highlight collections in Mississippi’srepositories and make them available to amuch wider audience than previouslypossible. The eventual intent is toexpand the Mississippi Digital Library toinclude other subject areas and other cul-tural institutions. This project is the firststep towards a digital library for Mississip-pi that is both financially sustainable andcomprehensive in scope.

In April 1999, the Jackson Area Association of Independent SchoolLibrarians (JAAIS) was formed to meet the research and technology needs ofthe students, staff, and faculty at Jackson-area preparatory schools. The mis-sion of the group was to prepare students to use new technology and to pre-pare them for college-level research through access to resources needed forcollege study. The databases provided through MAGNOLIA were not avail-able to private, independent preparatory schools. When it became apparentthat Jackson-area independent schools could not buy into the state-fundedMagnolia project, purchasing the same resources through a consortiummade the most sense. The newly formed JAISS group met for the first time atJackson Academy in 1999, and the group continues to meet twice a year –once in the fall and once in the spring.

Frances Coleman, Director of Libraries at Mississippi State University,Stephen Cunetto, and Suzy Turner – who all had a hand in forming MAG-NOLIA – attended the April 1999 meeting at Jackson Academy to offeradvice and guidance in forming the consortium. It became clear that a con-sortium would put the group in a position to command better pricing. At asecond meeting at Mississippi State University, representatives of the groupnegotiated with a vendor for access to databases at a substantial discount.Since then, JAAIS has added additional databases as well as serial subscrip-tions.

At the twice-yearly meetings, programs range from training sessions fromvendors to presentations from librarians on subjects ranging from plagiarismto copyright. At past meetings Susan Clark presented a session on databasesavailable to the schools and Ginny Obarr of EBSCOhost spoke to the con-sortium about pricing. Last fall Frances Sheffield, retired chair of the EnglishDepartment at Jackson Academy and member of the Tupelo Public LibraryBoard, reviewed the book Posterity: Letters of Great Americans to TheirChildren by Dorie McCullough Lawson.

JAAIS includes the following schools: Jackson Academy, St. Andrew’sEpiscopal Lower and Upper Schools, Central Hinds Academy, HillcrestChristian School, First Presbyterian Day School, St Joseph Catholic School,Madison-Ridgeland Academy, Jackson Preparatory School, University Chris-tian School, Piney Woods Country Life School, and CM&I College.

ABSTRACT

In 1982, representatives of 17 Mis-sissippi biomedical libraries voted toform an organization to support medicallibrarians in Mississippi. For the last 23years the Mississippi Biomedical LibraryAssociation (MBLA) has provided avenue for biomedical l ibrarians toexchange ideas and to provide peer sup-port. One of its early goals was to pro-vide resource sharing, and it has expand-ed its mission to include training throughteleconferences.

An organizational meeting of Missis-sippi medical librarians was held on Fri-day, August 27, 1982, at the CookMemorial Library at the University ofSouthern Mississippi, in Hattiesburg.Seventeen Mississippi libraries were rep-resented by attendees with an interest informing a biomedical library group. Thegroup voted to become a separate associ-ation, rather than a sub-section of theMississippi Library Association. SherryLaughlin, VA Medical Center librarian,was elected as the first president of theorganization.

The name Mississippi BiomedicalLibrary Consortium (MBLC) was adopted,and then changed to the Mississippi

Biomedical Library Association (MBLA) inlate 2001. It was felt that the consortiumconcept no longer represented the overallmission of the organization. Bylaws weredrafted and have been amended throughthe years with the latest revision in 2001.Membership is for libraries in hospitals,health-related schools, research organiza-tions or government agencies. This mem-bership includes all library staff at a givenorganization.

The purpose of MBLA is to fostercommunication and the exchange ofideas among biomedical librarians; toencourage continuing education amongbiomedical librarians; to further the devel-opment of hospital libraries in under-served areas; and to ensure quality servicethrough adherence to standards of medi-cal library practice. Sharing of resourceswas also an early goal among thelibraries. MBLA has routinely met twice ayear, usually with a workshop in thespring and a business meeting in the fall,in conjunction with the Mississippi LibraryAssociation annual meeting, or the South-ern Chapter/Medical Library Associationmeeting if it is held a reasonable distancefrom Mississippi.

Another early purpose of MBLA wasto have a Union List Coordinator thatassisted with forms and instructions forconsortium members to update theirSERHOLD (the National Library ofMedicine’s serials holdings database)

information. This was then submitted tothe University of South Carolina, and theUL Coordinator served as liaison. Theposition is no longer required since hold-ings may now be submitted electronically.

More recently, MBLA hosted telecon-ferences broadcast by the National Libraryof Medicine (NLM) or National Networkof Libraries of Medicine (NNLM), toencourage biomedical librarians to keepabreast of current topics or trends in thefield. This also provides CE credits forthose in smaller libraries that do not havethe means to attend regional or nationalmeetings or conferences. Hands-onworkshops have also been given by rep-resentatives from the National Network ofLibraries of Medicine (NNLM) forPubMed training. MBLA has also heldjoint meetings with the Louisiana biomed-ical librarians in Natchez and Vicksburg.

Over the last few years the associationhas co-hosted two Southern Chapter/Medical Library Association annual meet-ings: Jackson in 1991, and Biloxi in2004. Members assisted in all areas oforganization and planning for these meet-ings.

For 23 years this small, dynamic,group of librarians has met to foster medi-cal librarianship in the state of Mississippi.Membership presently consists of approx-imately 22 librarians from hospitals, vet-erinary medicine, and health branches ofthe community colleges.

ABSTRACT

Wouldn’t it be nice if your librarypatrons were free to walk into, use theservices of and borrow from any library?Wouldn’t it be nice if it didn’t matter thatthe library was outside of your traditionalservice and funding area? Wouldn’t it benice if the type of library, public, commu-nity college or university library made nodifference in the availability of these privi-leges? These ideals are reality in north-west Mississippi and they served as thebasis for founding the Dancing RabbitLibrary Consortium.

At an October 2001, Library Servicesand Technology Act grant writing work-shop, several librarians from differenttypes of libraries in northwest Mississippibegan talking about ways in which theycould maximize limited resources andimprove library services to their users.The discussion was expanded to a wideraudience several weeks later at a gather-ing held at the Mississippi Library Associ-ation annual conference in Jackson.Commonalities soon became apparentand talk shifted to the advantages of col-laborative efforts. Missie Craig, Directorof the Carnegie Public Library of Clarks-dale and Coahoma County, secured aLibrary Services and Technology Act(LSTA) planning grant to hire a consul-tant to systematically investigate opportu-nities for cooperation. In the spring of2002, Sara Laughlin, a library consultantfrom Bloomington, Indiana, with manyyears of notable collaborative library expe-rience, surveyed the needs of each libraryand facilitated a series of meetings withlibrary representatives from throughoutthe Mississippi Delta.

While many opportunities for cooper-ation were identified, two became priori-

ties. Reciprocal patron borrowing andsupport for technology served as the cata-lyst to formalize a collaborative relation-ship. A set of by-laws was developed andagreed upon. The group was incorporat-ed as a non-profit organization under sec-tion 501(c) 3 of the Internal RevenueCode. Its stated mission “shall be todevelop and improve the north-west Mississippi areathrough the collaborativeefforts of all types oflibraries.” Its name isderived from the Treatyof Dancing Rabbit Creakwhich opened the northern portionof the Mississippi to settlement in1830.

Prior to the formation of theDancing Rabbit Library Con-sort ium, several publiclibraries and Delta StateUniversity cooperated ona reciprocal patronborrowing program inthe1980s called theDelta Area BorrowersCard. After several years of operation, itfaded away over issues relating to lostbooks. The Bolivar County Library Sys-tem and Delta State University continuedthe effort with the BC-Net reciprocal bor-rowing program until the Dancing RabbitConsortium became a reality.

The primary fear associated withreciprocal borrowing programs is that afew library users will cross traditional ser-vice boundaries and check out all of the“best” resources from your library. Thiswas addressed by crafting an agreementthat permits an institution to limit borrow-ing to two items concurrently to a Danc-ing Rabbit Card borrower. Each libraryalso has the discretion to exclude selectedtypes of resources from the program tosatisfy local service needs.

A secondary fear is that borrowers will

abuse the privilege by not returningloaned items. Since the borrower is fromoutside the usual service area, normalcourses of action and pressures may notbe available to secure the return of items.This issue was addressed by having thehome library assume responsibility for itspatrons. The home library certifies an

individual as being a patron ingood standing when the

Dancing Rabbit LibraryCard is issued. Thecard is only valid for alimited period of time,

typically with an expira-tion date of no more than oneyear. It is the responsibility ofthe individual borrowing items to

return them to the lendinglibrary. If a borrower does notreturn overdue items, the

home library will aid inretrieving materials.

Charges for unre-turned i tems for ahome inst i tut ion’sdelinquent borrowers

at the end of the year will be paid to thelending library by the home library.Remarkably, this has not yet been neces-sary.

Unlike some reciprocal borrowingprograms, the Dancing Rabbit LibraryCard is not a universal borrowing card. It,along with another form of positive identi-fication, entitles an individual to receive alibrary card at any of the participatinginstitutions. The policies of the institutionissuing the local library card govern theloan transaction. Although this means thatan active inter-system borrower may havemultiple cards, it was seen as a way inwhich the reciprocal borrowing programcould be instituted quickly and withoutadministrative bureaucracy and cost. Thislow impact system has proved to be suc-cessful and without problems.

While the reciprocal borrowing pro-gram was being developed, a second LSTAgrant proposal was written to investigateand plan a cooperative program for sharedtechnology support. Many of the publiclibraries in the region did not have the nec-essary level of staff expertise to properlysupport technology. Being in locations at adistance from large metropolitan areas, theywere at a disadvantage when seeking rea-sonably priced technical support. The plan-ning grant helped participating libraries toidentify their needs, develop a model topool their buying power and to obtainshared technology support services at morecompetitive costs.

As the Consortium evolved, it becameapparent that collaborative training and staffdevelopment were desirable. These devel-oped in two forms. First, libraries begansharing information about internal staffdevelopment programs and opened themup to individuals from other libraries. Sec-ond, training was developed specifically toaddress identified needs of Consortiummembers. In many cases, the workshopstook advantage of the talents and expertiseof employees at member libraries and theywere offered without cost. Services andprograms have improved without a drain intraining and travel budgets.

A less tangible, but no less importantbenefit of being a Consortium memberhas been the exchange of ideas and peersupport among the library directors thatoccurs during and between consortiummeetings. The ability to share informationand experiences and to compare deci-sions and courses of action with regionalcolleagues has been invaluable to manyof the directors.

Most of the participating libraries havemodest acquisitions budgets. Moreover,during the last several years, funding foracquisitions in many of the libraries hasdeclined. The Consortium has helped toaddress this problem by pooling the pur-chasing power of members and negotiat-ing a substantially better discount with afull-service library vendor. Individuallibraries continue to do their own orderingand receiving. There are no restrictionson the agreement and each library has the

full range of service options available tothem from the vendor.

Declining budgets, high illiteracy andpoverty rates, rural populations, limitedmedia access and the increasing impactof electronic information prompted theCarnegie Public Library of Clarksdale andCoahoma County to seek an LSTA grantto develop an outreach and marketingplan appropriate not only for its servicearea, but also for the members of theDancing Rabbit Library Consortium. Thegoal was to find cost effective methods toeducate the public about the services andresources available in libraries throughoutnorthwest Mississippi. The group’s phi-losophy is that libraries are communityassets that help to educate the citizenry,improve the quality of life and have aneconomic impact far greater than theirmodest expense.

Rather than adopt the techniques andmaterials used by libraries in other partsof the country or offered by the American

Library Association, the members felt thatthe unique circumstances of the regiondictated another approach. Business andcommunity leaders were consultedregarding their views and a local publica-tions and marketing firm was hired toassist with the development of a plan.

Coopwood Communications createda new Dancing Rabbit logo that is eyecatching and has won a Silver AddyAward. Regionally and nationally recog-nized individuals were contacted andasked to serve as spokespersons for tele-vision, radio, and print advertisementsand public service announcements. B.B.King graciously taped a TV public serviceannouncement that captures the viewer’sattention and sends a warm, but strongmessage about the value of libraries. Gov-ernor Barbour is featured in a print adthat states, “Libraries are our most impor-tant Community Resource…visit one

The Jackson-Hinds Library Systemand the Survivors of the Shoah VisualHistory Foundation recently partnered topresent the Testimony to Tolerance Initia-tive. The Initiative is a comprehensiveprogram which offers cities like Jacksonthe opportunity to initiate community-driv-en, tolerance education programs. TheInitiative also offers these cities the oppor-tunity to house a unique and powerful pri-mary resource that will create a local edu-cational environment that addresses theissues that arise when any kind of intoler-ance is present.

At the center of the Testimony to Tol-erance Initiative is the Jackson VisualHistory Collection, 21 English languagetestimonies of Holocaust survivors andother witnesses from the Shoah Founda-tion’s visual history archive. The JacksonVisual History Collection represents amicrocosm of the Shoah Foundation’sentire archive of more than 50,000 testi-monies. Each of the 21 testimonies is aunique life story that includes personalmemories of pre-war life, the struggle tosurvive, and the aftermath of the war.The testimonies in the collection wererecorded with interviewees that were bornin five countries across Europe includingFrance, Germany, Hungary, Poland, andRussia. In addition to the testimoniesthemselves, the Shoah Foundation willprovide the library with a Testimony Cata-logue Binder, a notebook containing bio-graphical information about each intervie-wee, such as name, date and country ofbirth, enabling viewers to search the col-lection for testimonies that closely matchtheir specific areas of interest. The Collec-tion is available to the public at the Eudo-ra Welty Library.

The Shoah Foundation, with the helpof an Educational Site Coordinator sta-tioned at the Eudora Welty Library, willconduct educational outreach to Jack-

son’s middle and high schools, usingvisual history testimony as the corner-stone of an extensive pedagogic program.

Video is an engaging educationalmedium for today’s students, and one towhich they readily respond. In their testi-monies, Holocaust survivors and otherwitnesses speak not only about thetragedy that befell them and those theyloved, but also about their childhoodexperiences and day-to-day life, their tra-ditions, their friendships, their family.When watching testimonies, students candevelop an immediate and intimate bondwith the person on the screen andbecome personally and emotionally affect-ed.

“Nothing imparts truth and emotionlike a person talking directly to you, say-ing ‘This happened to me’,” explainedSteven Spielberg, Shoah FoundationFounding Chairman. “By putting realfaces, real voices, real experiences direct-ly before this and future generations, theycan learn how our very humanity dependson the practice of tolerance and mutualrespect,” he continued.

The educational outreach component

of the Testimony to Tolerance Initiative isintegral in supporting community utiliza-tion of the Jackson Visual History Collec-tion and encouraging direct studentinvolvement and action. With the help ofthe Shoah Foundation and the Education-al Site Coordinator, an on-site workshopfor local educators will be conducted atthe Eudora Welty Library in late August.The workshop will show attendees how toeffectively ‘mine’ their new resource –including how to identify clips of testimo-ny that are particularly valuable in an edu-cational setting, how to create activitiesaround testimony, how to use testimonyin the classroom, how to incorporate testi-mony into existing lessons and othermaterials, and how to create testimonyreels.

In Phase III of the program, Jacksoneducators and students will form DiversityClubs at their schools. School clubsencourage school-wide and communityoutreach, and inspire participation andleadership within the school community,transforming ideas into act ion andencouraging students to do somethingwith the lessons they learned from watch-ing the visual histories. In this way theTestimony to Tolerance Initiative is not aself-contained program, rather it contin-ues on, inspiring young members of eachcommunity to get involved in their own,grassroots diversity efforts.

According to Douglas Greenberg,Shoah Foundation President and CEO,“The life stories in the Shoah Foundationarchive have an important educationalvalue, not only because they support thestudy of the Holocaust, but also becausethey often broach questions of fairness,justice, labeling, or scapegoating – issuesthat adolescents confront in their dailylives. Watching testimony inspires youngpeople to think about their behaviors andbiases today, and provokes dialogueabout their role as citizens in a multicul-tural and multiracial society.”

often.” Carolyn Shanks, President andCEO of Entergy Mississippi, is featured inanother ad that states, “Knowledge ispower…get yours at your local library.”Not only was the general public exposedto the campaign through general interestmedia (newspapers, magazines, TV,cable TV and radio), but the businesscommunity was targeted through theDelta Business Journal. The Consortiumhas also produced a library businessresources guide and it exhibits annually atthe Delta Business and TechnologyExpo. The overall public service cam-paign won a Bronze Addy Award.

Concurrent with the outreach cam-paign, in the late summer of 2004, theConsortium began a survey of historicalphotographs held by all types of librariesand museums in northwest Mississippi.Many of the member libraries have awealth of historical photographs amongtheir holdings, but the public is generallyunaware of their existence. Often theimages are boxed in closets or storedunder environmentally unsound condi-tions. Funded by an LSTA grant securedby First Regional Library System, this effortis viewed as the first phase of a project topreserve the historical photographs of thearea and to make them available to a wideraudience via the Web. Grant funding isbeing sought for the second phase of theproject which will involve archival qualitydigitization of selected images, along withthe creation of metadata records for eachphotograph. The archival files will bemaintained in a master collection and eachparticipating institution will receive theirown digital copies. They will have theoption to create their own Web exhibits orthey may link to images held in the mastercollection. This project is another effort onthe part of the Consortium to meet anunaddressed need in each of the locallibraries and to create a stronger bond witheach of the local communities.

In reviewing the activities of the Consor-

tium, one may have the impression that itprimarily benefits public libraries. As a rep-resentative from a university library, Istrongly believe that is not the case. Thereciprocal patron borrowing program givesour students and faculty access to popularliterature, special collections and manyother resources that we can not easily pro-vide. Consortium members help to supportthe needs of distance education studentsregardless of where they are enrolled. High-er education library staff members havebenefited as much from the education andtraining programs as have staff members ofother types of libraries. Some of the pro-grams have also given community collegeand university library staff members serviceopportunities that are important to themprofessionally. Much the same is true forthe college and university libraries and theirparent institutions, all of which have publicservice missions. The outreach media cam-paign has benefited all types of libraries. Ithas increased awareness about the value oflibraries, the worth they bring to the com-munities they serve and how they are a keycomponent in the educational process.

The Dancing Rabbit Library Consor-tium continues to expand and take onnew challenges. As of this writing itincludes twelve public library systemsserving sixteen counties, two communitycollege libraries, two university librariesand one school library. Another commu-nity college is expected to join before thisarticle reaches print and the new schoolyear is expected to result in a number ofnew school library members. It is a gooddeal for everyone concerned. Member-ship dues are only $25 per year andlibraries have the freedom to selectivelyparticipate in the programs that they areinterested in or result in benefits to theirusers. SOLINET recognized the Consor-tium as the Outstanding Library Programin the southeast for 2004 in the MultitypeLibrary Cooperation category. The Danc-ing Rabbit Library Consortium is anexcellent example of libraries of all typesworking together to improve services andto maximize limited resources.

Bill and Glenice Stone ofBooneville, both faculty members atNortheast Mississippi Community Col-lege, presented a paper on “The Commu-nity College as Cultural Catalyst” at theModern Language Association’s annualconvention December 27-30 in Philadel-phia, Penn. “From Thoreau to Today:Philosophy to Action to Reflection” waspresented by the Stones. Most of theemphasis was placed on the civil disobe-dience programs sponsored by North-east’s Cultural Arts Committee during thefall semester at Northeast, but they didinclude information about the activities theCommittee has arranged for the past fiveyears at Northeast. “Attending the annualconference of the Modern LanguageAssociation” was an awesome experience,according to Glenice Stone. “Over thecourse of four days there were over 700sessions offered on a wide range of top-ics,” Stone said. “Bill and I were privi-leged to hear presentations from faculty atPrinceton, Duke, Harvard, Rutgers, Sam-ford, University of Bonn, University ofCalifornia Berkeley – as well as the Uni-versity of Georgia and University of Flori-da. I was awed to think that we had theopportunity to hear people from institu-tions of that caliber and to be presentersalongside them. I think it speaks volumesfor what we do at Northeast – that we canstand alongside any institution in the Unit-ed States and be proud of our programsand our people.” Bill teaches speech andphilosophy and Glenice is a librarian atNortheast Mississippi Community Col-lege.

Nancy Fuller, Head of the Universi-ty of Mississippi Science Library, retiredin March 2005. Fuller was first hired by

the School of Pharmacy to run theirdepartmental library in 1976. The Phar-macy Library eventually became a branchof the UM Libraries and Fuller became amember of the library faculty in 1984. In1997, the Pharmacy and Chemistrybranch libraries were merged into thebranch that is now called the ScienceLibrary. It is largely through Fuller’s plan-ning and foresight that the ScienceLibrary is located in a beautiful and highlyfunctional facility. She is known for herintegrity, loyalty, and incredible workethic. Her thorough attention to detail wasevident in all of her work, whether writingan assessment report, a science libraryhistory, or an RFP for shelving. As thesubject specialist for pharmacy, Fuller wasvery active in the Libraries/EducationalResources Section of the American Asso-ciation of Colleges of Pharmacy. She wasa major contributor to service projectssuch as a core journals list and a list ofbasic resources in pharmaceutical educa-tion. She is already missed by colleagues,faculty and students for her care anddevotion to them. Fuller now resides inNashville.

Mary Chrestman, State DocumentsLibrarian at the University of Mississippi,will be retiring on June 30, 2005, after33 years of service. As one of thefounders and past chairpersons of MLA-GODORT, she made many contributionsto the promotion of government docu-ments in the state. Her major accomplish-ment was organizing and building thelibrary’s collection of Mississippi statedocuments into the third largest collectionin the state and developing Web pageson state documents that guide users to anincreasing number of online publicationsand agency websites. Chrestman’s webpage on Mississippi Government Statisti-cal Resources by Topic has beenapproved for inclusion in the official Mis-sissippi government web site. In the

A new tourism map produced byNational Geographic Magazine and theAppalachian Regional Commission(ARC) is directing travelers to a Mississip-pi State University attraction. The JohnGrisham Room of the universi ty’sMitchell Memorial Library is among fewerthan 400 sites – and one of only 17 inMississippi – featured in a new tourismguide. The new directory covers attrac-tions in a 13-state Appalachian regionstretching from Pennsylvania to the DeepSouth. More than 1,000 sites originallywere nominated.

Nearly a million copies of the MapGuide to Appalachia were inserted in theApril issue of National Geographic’s Trav-eler magazine. The maps will also be avail-able while supplies last through the Missis-sippi Division of Tourism. “This is atremendous honor for Mississippi Stateand for the MSU Libraries,” said FrancesN. Coleman, Dean of Libraries. “TheGrisham Room currently draws about6,000 visitors annually, and we anticipatethat more will soon discover its resources.”

Donated in 1998 and located on theLibrary’s third floor, the room featuresdisplays of papers and materials donated

by John Grisham, a 1977 MSU graduateand best-selling novelist. In addition tomanuscript materials, photographs, corre-spondence, and promotional materials,the public exhibit features foreign lan-guage versions of the author’s novels aswell as media accounts and other itemsabout the author and his works.

Vintage Postcards. Charleston, SC:Arcadia Publishing, 2004. [128 pp.]$19.99 paperback.

It is often said that a picture is worth athousand words.

Historian/archivist/librarian ReaganL. Grimsley takes those words to heart inhis new book, Hattiesburg in VintagePostcards. No stranger to Hattiesburg,Grimsley has long been a student of thehistory of the Pine Belt area. Havinggrown up in the Hattiesburg area, hestates in the acknowledgements that hestill considers the area home. While thebook is composed primarily of images ofvintage postcards, Grimsley uses somephotographs where necessary. Althoughit is a small volume, Hattiesburg in Vin-tage Postcards abounds with informationabout the founding and development ofthe city of Hattiesburg. The book is orga-nized into six topical chapters, each with asomewhat chronological arrangement,and focuses on the years from the late1800s to about the 1960s.

In the brief introduction, the authoroutlines the early history of Hattiesburg.His description of Captain William HarrisHardy sitting under an oak tree, decidingto put a railroad in the area, thus found-ing a new city in south Mississippi is pic-turesque. Chapter one, “The Hub City,”contains images of postcards depictingthe development of Hattiesburg as aregional hub for business. Postcardsshowing views of the railroad depot andthe city from the railroad tracks, scenes ofthe f irst downtown businesses, andimages from the lumber yards provide awealth of historical information, whichGrimsley aptly interprets in his captions.Throughout the book, the captions con-tain historical facts, interesting tidbits ofinformation, as well as information aboutpresent-day Hattiesburg.

Chapter two, “Churches,” indicatesthe importance of places of worship in thedevelopment of a metropolis. Hattiesburgwas no different, and Grimsley provides

several images of early Hattiesburgchurches, specifically those of the Presby-terian, Methodist, Catholic, and Baptistfaiths. The book lacks images of any Jew-ish or non-Christian religious centers ofworship, but this is perhaps because noneexisted in the Hub City during the timeperiod covered in the scope of this work.Or perhaps no postcards are available ofsuch images. Based on the exhaustivecoverage of other topics in the book, oneassumes that this is the case.

In Chapter three, the author looks atthe central location of Hattiesburg in theregion, as both a destination for businessand a thoroughfare for travel. “Hotels,Motels, and Roadside Stops” containsimages of the first hotels in downtownHattiesburg, as well as those motor courtsthat, when built, were on the outskirts oftown. The old downtown hotels weregrand, imposing structures, several ofwhich are still standing. While motor courtmotels are primarily a thing of the past,Grimsley provides some charming imagesof this type of accommodation available inthe Hub City beginning in the 1930s.

Chapters four and five are dedicated tothe two primary sources of growth in thePine Belt other than railroads and the lum-ber industry: educational and military facil-ities. “Center of Higher Education”depicts the early histories of the institutionsthat are now the University of SouthernMississippi and William Carey College.Chapter 5, simply titled “Camp Shelby,”contains fascinating images from theWorld War I era, when the army post wasfounded just south of Hattiesburg onHighway 49. The army training site sawrapid growth during World War II, and iscurrently used as a training site for militarypersonnel preparing for service in Iraq.

The last few pages of Grimsley’s bookare a collection of postcards of miscella-neous topics under the heading “SendMe a Postcard.” Here the author illus-trates how many postcard companiesoften used generic images, changing theplace names on the front. He alsoincludes a postcard mailed to Hattiesburg

from Sri Lanka. Knowing that many ofthe postcards in this book come from theauthor’s personal collection, one wondersif he is urging the reader to add to his col-lection by sending him a postcard.

Hattiesburg in Vintage Postcards isan excellent example of the use of arti-facts as primary sources for historicalresearch. The author’s use of these trea-sures and his ability to trace the evolutionof Hattiesburg, Mississippi, as a center ofbusiness, education, and military activitythrough them is evidence of his meticu-lous attention to the details of the pho-tographs. His knowledge of the history ofthe area is evident in the introduction aswell as the captions that accompany everyimage. He also demonstrates his knowl-edge of the postcard industry throughoutthe work, with telling commentary on thepopularity of postcard collecting and man-ufacture. This book should be part of thecollection of every public library in thePine Belt area. It is a valuable source forstudents of Mississippi history, and foranyone who is interested in Hattiesburg.Part of the “Postcard History Series,”Hattiesburg in Vintage Postcards is pub-lished by Arcadia Press. It is an importantwork, and one that is sure to be as time-less as the images found in it.

Lee County native Vicky Manning haswritten a delightful book for children andtheir parents, who can certainly identifywith the joy of blowing dandelions in thespring and watching their seeds spreadthrough the air. Written in a repetitive stylenecessary to capture any small child’sattention and allow his/her participation inthe reading, the book introduces its read-ers to nature’s cycle of reproduction.

Manning cleverly demonstrates thisecological lesson with such vivid charac-ters as “Old Farmer” and an array ofbeautifully depicted farm animals illustrat-ed by Caren Barber. This is a beautiful,charming little book that will easily delightchildren, as well as those adults who haveexperienced the spring malady of “sneez-ing” brought on by tiny particles floatingin the air. When the main character, LucyGoose, gets a beak full of dandelionseeds and snorts them into the atmo-sphere, funny things begin happening toseveral of the barnyard animals.

Temple, Davis L. Preacherman. Tuc-son, Arizona: HATS Off Books, 2005.[300 pp.] $22.95 paperback.

Once again, Davis Temple has demon-strated masterful storytelling skills and char-acter development in this prequel to hisdebut novel, Two Letters Then BoogerDen, winner of the MLA 2004 FictionAward. The Reverend Charles Longley iscleverly transformed from malefactor in theformer novel to a very colorful protagonistwith whom the reader will most likely feel acertain amount of sympathy.

Place and plot come alive in the firstchapter with the birth of Charles into avery dysfunctional family dominated by awretch of a father, whose unrelentinginf luence wil l dominate the rest ofCharles’ life. Although Charles despisesJoe Longley for what he is, his later lifechoices seem to mirror those of hisfather.

Temple portrays his main character asa tragically comic figure. When neces-sary, he takes matters into his own handsfor the good of his dear mother and sis-ters. The reader can identify the good anddecent part of him, while also witnessinghis rise to power as a famous evangelist.His evil side also manifests as Charlesmakes a pact with the Devil himself, aclassic dilemma reminiscent of manyfamous characters in classic literature.

The author cleverly softens the darkeraspects of the plot by providing comicrelief through entertaining characters suchas Aunt Sadie, widow Rhonda Evans,Percy, and Mrs. Matilda McCrocker, tomention a few. Authentic dialogue andsense of place create very credibleaccounts of life in small southern towns.Some readers may recognize true lifelocales, such as Blue Mountain College,with its historic Euzelian Gates. Addition-ally, beautifully written and descriptivepassages create imagery and a certainlyricism.

Davis Temple has accomplishedsomething in Preacherman that is noteasy. He created a character that the read-er LOVES to HATE, made him very real,and elicited sympathy and understandingfor his actions. Readers are left wondering“is this character a victim or a villain,”which is answered by a surprising twistending.

Patrons of Mississippi libraries wholove a riveting story and a cast of veryinteresting characters will truly enjoyPreacherman.

B. Treasurer – J.Smith stated that she has beenwriting vouchers for conference expenses, andgathering paperwork together to submit theSpeaker’s Grant reimbursement. MLA willreceive $70,000 reimbursement for speakers’fees. This will be covered in more detail in theFiscal Management report.

C. President – J.Flanders thanked everyone forallowing her to serve as President, and gaveMary Julia special thanks. She received a letterfrom ALA, asking for recommendations ofbooks by Mississippi authors for inclusion in theproject called “Many Voices, One Nation”. Shewill give this letter to the Mississippi AuthorAwards committee for their input.

D. Past-President – P.Plauche’s report is givenwith the Fiscal Management report.

E. Vice-President – S.Cassagne had no report, butthanked everyone for attending the annualmeeting.

F. ALA Councilor – R.Lipscomb will be attendingthe midwinter meeting in Boston. He alsoreported that the appropriations bill is $9.5 mil-lion over last year’s budgeted amount.

G. SELA – No report.H. Executive Secretary – M.Anderson thanked the

Board for her new computer.I. ML Co-Editors – J.Flanders reported for

K.Davis and D.Scott that the last issue is beingfinished up.

SECTION REPORTS

A. ACRL – No report.

B. School Libraries – B.Cox reported that LindaWilliams of the AASL (see minutes of Oct. 20meeting) would l ike someone from MLASchool Libraries section to go to Boston. B.Coxthinks this will be easier in the summer, andasked if MLA could pay any of the expenses.J.Flanders said this is not budgeted, but a rec-ommendation can be made to the Fiscal Man-agement committee. Since the recommendationof a section takes the form of a motion, B.Coxmade the recommendation to affiliate with theAASL if the MLA membership meets therequirements. J.Smith seconded.

C. Trustees – No report.D. Public Libraries – No report.E. Special Libraries – A.Lipscomb reported that

the meeting after the program was very sparselyattended. They need to work on building upmembership in the section.

REPORT FROM THE EXECUTIVE DIRECTOR, MLC

S.Smith reported:• That the legislature passed $1.6 million capital

improvement bonds in special session. It was notas much as was on the books originally.

• The Gates Foundation gave $22,000 to sustaincomputers in public libraries in four categories:

• 1. upgrading telecommunication equipment• 2. replacing computer equipment• 3. education for library • 4. technical assistance• The MLC staff may be able to occupy their new

building in May 2005.• We are heading into a difficult legislative session.

It is shorter this spring and MLA members needto get their message to legislators. S.Smith pre-dicts this will be a difficult year.

• MLC has a new contract for an interlibrary loansystem and union catalog. It will bring 10-12libraries onto this system over the next fewmonths.

• S.Cassagne asked about the speakers’ grant.S.Smith said she will recommend to the MLCBoard that they continue the grant. S.Cassagneasked if funding would be affected if the name ofNational Library Week was changed to LibraryAdvocacy Day, and S.Smith replied that it wouldnot be affected.

OLD BUSINESS

NEW BUSINESS

A. Recommendations from Handbook Committee– K.Wells handed out the recommendations.The revised handbook will be put on the MLAwebsite. The recommendation of the committeeto revise the handbook takes the form of amotion; A.Webster seconded.

B. Editorship of ML – The Board needs to formallyaccept Sherry Laughlin as the editor for 2005.J.Flanders wrote her a letter thanking her foraccepting the position. Elizabeth Stephan willbe the Assistant Editor. J.Flanders has askedSherry to mentor Elizabeth and make sure sheis ready to take over the editorship the nextyear. The recommendation to accept SherryLaughlin to a one year term as editor and Eliza-beth Stephan as Assistant Editor of ML takes theform of a motion. P.Plauche seconded.

C. Recommendation from School Library Section– This recommendation was handled in theSection Reports.

COMMITTEE REPORTS

A. Conservation – N.Tenhet handed out a “Digiti-zation Resources Webliography.”

B. Mississippi Authors – No report.C. Fiscal Management – L.McKay handed out the

report. The committee is making several recom-mendations dealing with 1.) approving account-ing procedures for managing the Lifetime Lega-cy Club memberships, 2.) approving a $500annual stipend for the ML editor, 3.) approvingthe modification of the existing reimbursementtravel mileage of $.25 per mile for the MLAExecutive Secretary to the current MS state rateof $.375 per mile, and 4.) approving the 2005proposed MLA budget. (See attached reportand budget for exact wording.) The recommen-dation of the committee to accept the revisionsas written takes the form of a motion; R.Lip-scomb seconded the motion.

J.Smith mentioned that a DSL line cannot beinstalled in M.Anderson’s office after all and shewill have to continue using the dial-up connec-tion. Once she has relocated to the new MLCbuilding, she can have a wireless connection.

D. Poster Session – C.Green said she would movethis item to the Board meeting immediately fol-lowing.

J.Flanders stated that the LegislativeCommittee should be in charge of this day asthat will give it more continuity. The public rela-tions awards will be given out at the Awards lun-cheon at MLA annual meeting instead of onLibrary Advocacy Day. C.Nathan made amotion to change the name and focus of Leg-islative Day to Library Advocacy Day. J.Smithseconded. The motion passed unanimously.

B. Vice-President – C.Nathan stated that thetheme of the 2005 MLA annual meeting will be“Libraries Build Community”. She has been intouch with Former ALA president Sarah AnnLong about being the keynote speaker. Sheasked for ideas for the convention.

C. Treasurer – C.Green reported that they are try-ing to get a credit card for the Executive Secre-tary. Since the MLA’s money market accountdoes not include debit cards, the banker sug-gested switching to a non-profit checkingaccount which has a debit card for no extracharge. R.Lipscomb made a motion to changethe original recommendation of the Fiscal Man-agement Committee to establish a non-profitmoney market checking account with a debitcard with a limit of $500. C.Nathan seconded.The motion passed unanimously.

attend the ALA Midwinter meeting. He reported

that ALA is buying their own building in Wash-ington, DC to avoid high rents costs.

We will not be using Convention Dis-play this year and she suggested that we consid-er using table top displays since we can gettables set up at no extra cost. T.Latour suggest-ed checking with the Vicksburg convention staffabout this idea.

C. B.Cox asked about CEU credits beingapproved and listed in ML. In order to qualifyfor CEU credits, the program must be a work-shop and not just have a speaker.

Vice President – Catherine Nathan, along withMary Julia Anderson, Pat Matthes, and PresidentCassagne visited convention facilities at Oxfordand Tunica on January 28, 2005, to evaluateand recommend a conference site for MLAAnnual Conference, October 23-26, 2006. Noquote has been received from Oxford. However,we have received a quote from the Grand Casinoin Tunica, MS. Therefore, the decision as towhich location to be chosen for the 2006 Con-vention was tabled at this time.

Catherine Nathan reported that the theme forthe MLA Conference 2005, to be held inVicksburg, MS, is “Libraries Build Communi-ty.” The keynote speaker will be Sarah AnnLong, former ALA President. Victoria Pennywill be Registration Chair; Pat Matthes, ExhibitChair; Jennifer Smith and Deb Mitchell, LocalArrangements, Co-Chairs.

REPORT FROM EXECUTIVE DIRECTOR OF MLC

Sharman Smith reported on Legislative HouseBill 1648. This bill holds MLC budget at FY 2005level. MLC could loose four positions which wouldbring them from 52-48 employees. She stated thatHouse Bill 2463 would require private associationswith membership dues to be audited.

MLC will move into their new building in2005. Space has been included in the new build-ing for the MLA office. She hopes to have the leg-islative reception in the new building in 2006.

REPORT FROM THE USM SLIS DIRECTOR

Dr. J. Norton reported that the SLIS at USMwill be visited by the Committee on Accreditation ofALA February 27-March 1, 2005. They will beexamining documents, student work, proceduremanuals, etc. to better understand the SLIS pro-gram. Three areas identified as concerns are: Mis-sion, Goals, and Objectives; Faculty; and Adminis-tration and Financial Support. Dr. Norton stated thatlibrarians’ involvement is essential to the future ofSLIS. President Cassagne suggested and encour-aged librarians to send SLIS letters of support.

OLD BUSINESS

President Cassagne reported that it was sug-gested in the December 2004 meeting to post theSection and Roundtable Members list on the MLAweb-site and stated we are working to complete thistask in the next two months. The chairs of commit-tees, sections and roundtables would have accessto see who has actually paid to be a member of thatparticular group.

NEW BUSINESS

Marsha Case, representing the Awards Com-mittee, reported that the Public Relations Awardspreviously presented on Legislative Day will now bepresented in October at the MLA conference. ThePublic Relations Awards will be placed within theAwards Committee. The criteria and guidelines forthe PR Awards are posted in the awards section ofthe MLA web-site. The MLA Executive Boardaccepted the guidelines.

President Cassagne gave a mid-winter report.PLA Legislative Committee and the ALA Office ofGovernment Regulations in Washington are dis-cussing how they can better share federal legislativeadvocacy information with state chapters. They aresuggesting MLA form a committee for that purposeand begin working with our chapter legislative com-mittees and executive boards to identify an individu-al who would be willing to serve as a representativeto the legislative network from our state. She willforward this information out on the list serve for dis-cussion at the March meeting.

A suggestion to form a ParaprofessionalRoundtable was discussed and tabled for discussionat a later meeting.

Library, featuring Gayden Metcalf from Greenville, author of "Being Dead is No Excuse: The Official Southern Ladies' Guide to Hosting the Perfect Funeral"

���� Beta Phi Mu will present "Focus on Miss Eudora" with actress Rebecca Jernigan playing the

part of Mississippi's beloved Eudora Welty. Followed by an update on the plans for the Welty

House Museum, given by Mary Alice Welty White, Director. ��

�� The Intellectual Freedom Committee presents "The Joy of Censorship" with Joe Raiola, Editor,

Mad Magazine.��

�� The Public Library Section presents “Southern Gothic: Supernatural Delight,” with

Charlaine Harris, Tunica native & “cozy mystery” author who has now branched out into the

world of werewolves and vampires.

�� "Storytelling Dinner Theatre" with Diane Williams of the MS Arts Commission. Bring a story

idea to a metaphoric buffet and choose from a "menu" that includes gestures, openings and story

elements. Participants will be equipped with techniques for meeting standards for student

learning.

�� Kathleen Wells, Senior Catalog Librarian from the University of Southern Mississippi Libraries

will present: "Stepchild" Publications: Working with State Documents.

�� American Library Association Committee on Accreditation: Your Role will be the subject of a

presentation to be made by Karen O'Brien, Interim Executive Director of the Office of the

Committee on Accreditation.

�� Librarians in Film. Back by popular demand, the Librarians in Film presentation this year will

be the classic musical, “Music Man,” featuring Shirley Jones as Marian the Librarian.

Commentary by Jeff Slagell, newly-elected MLA Vice-President/President-elect. Co-sponsored

by the Archives and History Committee and the Special Collections Round Table.
