The committee welcomed the new teen council committee member Pranaya Sudhakar.

Citizen James Wolf came to the meeting and introduced himself. He has recently moved to Cary and stated his interest in becoming involved in local government.

Hometown Spirit Award
Julie Mitchell, with the Town Clerk’s office, gave a presentation for the Hometown Spirit Award. The award recognizes citizens who make a difference in the community. She asked that the committee help spread the word and if they would like to nominate someone, nominations will begin on August 28th through September 22nd. Julie passed out a brochure and nomination forms. The form can also be filled out on-line at www.townofcary.org. There will be a reception for the nominees and the announcement of the winner will be November 16th. The winner will be acknowledged by a plaque located in Town Hall and a tree will be planted in their name on Arbor Day.
PRCR Advisory Report
Arts & Economic Prosperity 5 discussion on the Arts’ fifth study of
the nonprofit arts and culture industry's impact on the economy.
PRCR is in the process of updating their mission and vision statement.
Downtown Park – Four design groups have been chosen to present their designs to the Town Council. Interviews have begun and they will present their designs to the Council in September.
PRCR Board member applications have closed. There are 5 vacancies to be filled.
Discussion on how the Relief for Recreation fund should be used and promoted.

G. NEW BUSINESS
Tour De Cove
Scott Hecht from Public Works has been organizing a fund raiser for Lori Cove for October 7th with a 20 or 50 mile bike ride and a 2.5 mile walk in the morning. In the afternoon, there will be an auction, food and music. Volunteers are needed for this event and if anyone would like to volunteer, contact Paul Kuhn. Paul asked the committee to take

brochures and pass out to any events they would attend.
H. OLD BUSINESS
Greenway Checks Update
Robert Kelly, Mike Maret, and Paul Black met with Kat Williams to discuss changes to the Greenway check sheet. Mike stated that Robert drafted a landscape format concept. There were discussions for changing the demographics to walkers, bikers, and runners only. Paul Black worked on a series of maps of the greenway segments to attach to the check sheet. Kat asked that the committee be the eyes for any maintenance issues and report them to Paul Kuhn. Jim would like the new form layout to be presented to the committee for approval before the winter draw. Paul Kuhn will get with Doug McRainey with PRCR and Kat to discuss the next step.
Paul Kuhn stated that Joe Godfrey, Landscape Architect, will be retiring from the Town on Sept. 29th. Joe has worked on many Greenway projects and was very instrumental in the system that Cary has today.
Information Share
RDU Status
Lisa and Robin met with the Town Manager and Council Member Jennifer Robinson to discuss the value of trails and open space near Umstead State Park and RDU. A total of 8,000 people so far have signed a petition to save the trails. Meeting went well and there will be a follow up meeting with Danna Widmar and Doug McRainey.
Greenway Committee Recruitment
The committee application process will start August 21st – October 6th. The committee has 3 spots open and applicants can apply on-line.
Lazy Daze August 26th – 27th.
There are still open spots for committee members to sign up for Saturday morning, August 26th.

Lisa shared the ride CARS event to be held Sunday, September 24th at 9:00 a.m. at Wakefield High, Raleigh, NC. All cyclists are welcome.
Jim Bustrack shared the N. Y. Dog Film Festival on August 19 at 11:00 a.m. & 1:00 p.m. at The Cary. Tickets can be purchased at www.thecarytheater.com.

Award/Recognition
• Nominees will be recognized on the Town’s website and receive a certificate at the Hometown Sprit Award reception prior to the November Council meeting.
• The Mayor will announce the recipient and present him/her with a plaque at the November Council meeting.
• A photo of the current recipient and an excerpt from the nomination form will be displayed at Town Hall.
• The recipient’s name will be engraved on a perpetual plaque at Town Hall.
• Current recipient will be asked to participate in the Tree Lighting ceremony in December.
• A tree will be planted in honor of the recipient at the Town’s Arbor Day Celebration.

History of the Hometown Spirit Award
In 2008 a Cary citizen proposed a “Small Town America Award Program,” which the Town Council approved after staff made recommendations.
The award program is now known as the “Hometown Spirit Award,” and it utilizes the same criteria approved by Council in 2009.

Helps Out Neighbors and Fellow Cary Citizens
• e.g., starting a program where residents can volunteer to help each other with home repairs or simply going beyond the call of duty in assisting other citizens

residents, citizens and visitors, and helps them get to know the town, its small-town culture, and adjust to a new environment, or simply a citizen who exhibits “Southern” or “Cary” hospitality in an ongoing or extraordinary manner
Promotes and Preserves Traditional American Past-Times
• e.g., bringing citizens together as a community in traditional ways by organizing or volunteering for such events as a founder’s day celebration, a heritage music event, hayrides, ice cream socials, picnics, bandstand events, etc
Shows a Concern for Preservation and Works to Preserve Traditions and the Small-Town Atmosphere in the Community
• e.g., working to preserve historical Cary documents, structures, or events or someone who leads the charge to make Cary more family friendly
Promotes Entrepreneurship through Supporting Locally Owned Business
• e.g., starting a local currency program that rewards citizens for shopping locally
Promotes a Sense of Community in Their Neighborhood and All of Cary
• e.g., starting fun family friendly activities in his/her neighborhood where citizens have the chance to meet and interact with one another

Disqualifying Factors The following individuals are not eligible for the award:
• Current Town of Cary employees
• Current elected officials
• Anyone who has served in any elected official capacity in the past 20 years
• Memorials will not be awarded for deceased individuals A person is not eligible to be a Hometown Spirit Award nominee if the person has been found guilty of any of the following crimes: (Guilty means that a person was found guilty following a trial, entered a guilty plea, and entered a no contest plea accompanied by a court finding of guilty, regardless of whether there was an adjudication of guilt (conviction) or a withholding of guilt. This recommendation does not apply if criminal charges resulted in acquittal, Nolle Prosse, or dismissal.) Sex Offenses
• All Sex Offenses, regardless of the amount of time since offense. Felonies
• All Felony Offenses, regardless of the amount of time since offense. Misdemeanors
• All misdemeanors involving a minor (unless the applicant was themselves a minor), regardless of the amount of time since the offense.
• All misdemeanor violence offenses within the past 7 years.
• All other misdemeanor offenses within the past 5 years or more than one offense in the past 10 years.

General Criteria
• Awarded annually to one Cary resident • Nominees must be Cary residents (Town employees, current elected officials and individuals in
an official race for an elected position, anyone who has served in an elected official in the past 20 years, and memorial nominations in honor of deceased residents are not eligible)
• Nominees must be 21 years of age and older • Nominees must demonstrate leadership and integrity • Nominees must be respected by their peers • An individual may only receive this award once • Nominators must be Cary residents
And at least one of the following pertains to the Nominee: Specific Criteria for Nominees (with examples of each for illustrative purposes)
• Helps out neighbors and fellow Cary residents o e.g., starts a program where residents can volunteer to help each other with home
repairs or simply goes beyond the call of duty assisting other residents • Demonstrates hospitality
o e.g., welcomes new residents and visitors, helps them get to know the Town and its small-town culture and helps them adjust to a new environment; or simply a resident who exhibits “Southern” or “Cary” hospitality in an ongoing or extraordinary manner
