COEFFICIENT RANKING SYSTEM
Reference period
The elite round coefficient ranking list is established for the elite round draw on the basis of the
associations’ results in the qualifying round of the current competition.
Match points
Points are awarded for each match played in the qualifying round.
Points are awarded as follows: 3 points for a win; 1 point for a draw, 0 points for a defeat.
Coefficient calculation
Each association’s elite round coefficient is calculated by adding up the points obtained in the
qualifying round, then dividing the total by the number of matches played.
If two or more associations have an equal elite round coefficient, the following criteria are applied,
in the order given, to determine their final rankings:
a) better goal difference;
b) higher number of goals scored;
c) lower disciplinary points total based only on yellow and red cards received in the qualifying round
(red card = 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3
points);
d) higher position in the qualifying round coefficient ranking list;
e) drawing of lots.
DRAW PROCEDURE
For the U17 competition, the 32 associations will be drawn into 8 groups of 4 teams, while for the
U19 competition, the 28 associations will be drawn into 7 groups of 4 teams, as follows:
Pot A (yellow balls)
Associations ranked 1 to 8 (U17) and 1 to 7 (U19)
Pot B (red balls)
Associations ranked 9 to 16 (U17) and 8 to 14 (U19)
Pot C (green balls)
Associations ranked 17 to 24 (U17) and 15 to 21 (U19)
Pot D (blue balls)
Associations ranked 25 to 32 (U17) and 22 to 28 (U19)
The draw will start with Pot D and end with Pot A. Each pot will be emptied before moving to the
next pot.
Elite round draws
First draw phase
The teams in Pot D will be drawn one after another and placed in the fourth position in Groups
1 to 8 (U17)/Groups 1 to 7 (U19).
Second draw phase
The teams in Pot C will be drawn one after another and each one placed in the third position in
one of the eight groups (U17)/seven groups (U19).
Third draw phase
The teams in Pot B will be drawn one after another and each one placed in the second position
in one of the eight groups (U17)/seven groups (U19).
Fourth draw phase
The teams in Pot A will be drawn one after another and each one placed in the first position in
one of the eight groups (U17)/seven groups (U19).
On the basis of previous decisions taken by the UEFA Executive Committee and the UEFA Emergency
Panel, the following countries cannot be drawn into the same group: Russia and Ukraine, Kosovo and
Serbia, and Kosovo and Bosnia-Herzegovina.
For both competitions, the teams will be allocated to groups in numerical order in such a way as to
ensure that no winners and runners-up from the same qualifying group meet each other in the elite
round. If clashes arise, the team drawn will be moved to the next available group. The draw continues
by first filling the slot left vacant. If clashes arise in the last three or four groups, the teams will be
allocated to groups appropriately.
For U17 only: there is no protection with regard to teams that finished third in their qualifying groups.
MATCH DATES
The elite round of the U17 competition must be completed by Sunday 31 March 2019.
The elite round of the U19 competition must be completed by Sunday 19 May 2019.
QUALIFICATION FOR THE FINAL TOURNAMENT
The eight group winners and the seven best runners-up will qualify for the final tournament of the
U17 competition, while the seven group winners will qualify for the final tournament of the U19
competition. Those final tournaments will take place as follows:

U17 ONLY - DETERMINATION OF THE TEAMS QUALIFIED FOR THE NEXT
STAGE
To determine the seven best runners-up in the elite round, only the matches of the runners-up
against the winners and third-placed teams of their group are taken into account. The following
criteria are applied in the order given:
a) higher number of points;
b) superior goal difference;
c) higher number of goals scored;
d) lower disciplinary points total based only on yellow and red cards received (red card = 3 points,
yellow card = 1 point, expulsion for two yellow cards in one match = 3 points);
e) higher position in the coefficient ranking list used for the qualifying round draw;
f) drawing of lots.
