The Endowment Challenge Fund seeks to benefit Australians with a disability, especially those with an intellectual disability, by:

Encouraging quality and innovation in the disability services sector

Supporting community participation for people with a disability

To these ends, the Endowment Challenge Fund provides grants for non-profit organisations to assist their engagement with people with a disability. For example, non-profits may request a grant that would enable them to expand their current activities or fund the purchase of specialist equipment to enhance inclusion for people with a disability.

The Fund is particularly interested in encouraging sporting, artistic, cultural or musical organisations to consider how they could directly include people with a disability (especially an intellectual disability) within their current scope.

The 2014 Grants Round opens on 31 March 2014, with $20,000 available for non-profit organisations in Queensland, New South Wales and Victoria.

The Fund also provides grants to researchers and students undertaking research into significant issues for the Australian disability sector.

Applications must be received by 5:00pm (EST) on 9 May 2014. Funding for approved grants will commence on 20 June 2014.

1. This week in reviewHi everyone,

Member survey Next week you will receive the QCOSS Membership Survey to complete. We are seeking views from all member organisations – large and small, individuals and companies – on a range of different areas relating to QCOSS now and into the future. We want to know your thoughts on how QCOSS can do better – for members, for the sector, for the broader community, and for the individuals and families that we all support.

Based on the survey report, QCOSS will select a number of priorities for action. We will provide the general results to all QCOSS members. We will also outline QCOSS’s proposal so you can be assured that your feedback will be utilised and appreciated.

I hope you will take the time to complete the survey when you receive it as this is a key way for us to meet your needs.

Consultation on the Social Services Investment FrameworkAs I have mentioned for the last couple of weeks, Treasury has released its draft Social Services Investment Framework and is seeking comment. We have prepared a draft response and are seeking your thoughts and comments on it. Read more here.

QCOSS making a differenceThe funding Legislation has been discussed in Parliament this week. It is pleasing to see that the QCOSS submission and recommendations were referred to in the discussions. Also rating a mention this week was the QCOSS submission to the current Parliamentary Comm i ttee on the Inquiry on the Water Services Supply Amendment Bill supporting water advice for tenants. This aspect was picked up during the Committee discussion and precipitated a number of questions from Committee members. It remains to be seen if the Committee will support the QCOSS recommendation not to remove water advice notices to tenants but discussion is certainly the first step.

Spreading the wordI was also fortunate to be able to attend and present at the Moreton Bay Strategic Implementation Group, the Community Legal Centres Forum and the CPA Not for Profit Conference. It is good to be able to

share our messages and hear of the issues within the broader sector.

Neighbour DayThis coming Sunday, 30 March, is Neighbour Day - a positive initiative reminding us of the importance of connecting with our communities. Neighbour Day came about as the result of an elderly woman who passed away in her apartment and remained missing for two years. This is a tragic reminder of the importance of social connectivity and being aware of those around us who may not have access to or contact with family or friends on a regular basis.  Neighbour Day is an annual celebration of community, bringing together people from all streets, suburbs and cities for a chat and a cuppa. I hope you find a local event to attend because as the campaign’s slogan says ‘The community you want starts at your front door’. Find out more about Neighbour Day here.

2. QCOSS news2.1 Rethinking Resources: what can we learn from each other?  This month QCOSS releases the Rethinking Resources: Case studies of financial resilience from community services report, in which organisations share how they are working to increase their financial sustainability. The strategies they employ include social enterprise, collaboration, merging, fundraising and reducing energy and other overhead costs. Their challenges and successes provide insights and learnings for community service organisations planning to increase their financial independence.

3. A Fairer Queensland3.1 Offender rates in QueenslandData released by the Australian Bureau of Statistics last year shows the number and rates of offenders in each jurisdiction across Australia. According to the statistics, the number of offenders per 100,000 of the population has declined in Queensland every year since 2008-09. In 2008-09 there were 2,436 offenders per 100,000 of the population whereas in 2012-13 there were 1,979 offenders per 100,000 of the population.

The statistics for Aboriginal and Torres Strait Islander people compared to the non-Indigenous population show a starkly different story. Not only is the offender rate for Aboriginal and Torres Strait Islander people far in excess of the rate for the non-Indigenous population, over seven times higher in 2012-13,

but the offender rate failed to decline between 2008-09 and 2012-13.

QCOSS’s A Fairer Queensland campaign sets out five priorities and nine related actions that overlay our work. A fairer Queensland is one which addresses the disproportionate disadvantage faced by Aboriginal and Torres Strait Islander people.

4. Tips for your organisation4.1 IT TIP: Are your files getting lost in the cloud? These four cloud storage managers will helpHow can you keep track of your files when they’re all in different places? With the availability of free cloud storage increasing all the time, and more people using multiple providers, you’ll probably need to answer this question soon.

When you have documents and photos all over the Internet, it’s easy to lose track of them. Was that spreadsheet in Dropbox or Google Drive? Is your presentation in OneDrive or SugarSync? Did that picture get uploaded from your phone to Amazon Cloud Drive or Flickr? These four websites promise to help you keep tabs on your cloud accounts. Let’s see how the pros and cons of each service stack up.

4.2 SD TIP: Measuring the outcomes of case managed community care: towards a practical instrumentThe Macquarie University is undertaking research designed to test, document and apply standard measures for the determination of client outcomes in case managed community care for older people. The research is being undertaken in collaboration with five organisations concerned with aged care in New South Wales.

The first year of the research program, completed in 2012-2013, was a rigorous pilot study. In Stage Two, to be conducted in years two and three, the successful approaches identified in the first stage will be further trialed.

A report of the outcomes of Stage One is now available, which gives a detailed account of each stage of the project. The main achievements of the first year are: an outline of existing structures and practices within the three service organisations; extensive literature review of case management outcome studies; interviews with 16 case managers from the three services; development of a draft tool to record and measure outcomes – the Australian Community Care Outcomes Measure (ACCOM); pilot of the tool with one service organisation and indication of available data and location of data relevant to the tool from two services; two workshops to review and discuss the tool and pilot results; and a proposal for Linkage grant

submitted to the Australian Research Council November 2012 to continue the research.

4.3 Community Door: new case studies on Community DoorNew case studies on fundraising, social enterprise, merging, reducing overheads and collaboration have been published on Community Door.

These case studies have been developed as a part of the Rethinking Resources project and are a part of the project’s final report.

5. General news5.1 Privacy Awareness Week 2014 Privacy Awareness Week (PAW) is an initiative of the Asia Pacific Privacy Authorities (APPA) forum held every year to promote awareness of privacy issues and the importance of the protection of personal information. Activities are held across the Asia Pacific region by APPA members. This year PAW will be held from 4 to 11 May.

Become a PAW partner and demonstrate that your organisation takes privacy seriously. Being a partner is a non-financial arrangement; the only requirement is that you actively promote privacy awareness during the week.

5.2 Helping young people access a GPThis video is designed to teach young people how to go about accessing a GP, whether it's for a cough or cold, or a mental health problem. The video explains the entire process from phoning up to make an appointment, what is ‘bulk billing’, what to do if you don't have a Medicare Card (including how to get one) as well as the big one: confidentiality and its limits. This short video is a great resource for anyone working with young people and wanting to help improve their access to GP services.

5.3 Survey of health workers’ use of online mental health resourcesMembers working in primary care are invited to complete a survey of their awareness and use of online mental health resources as part of an Australian funded project that will provide promotional and training activities. The survey is being conducted by the Centre for Mental Health Research at the Australian National University.

5.4 Domestic violence information and support 1800RESPECT is a government-funded resource focused on domestic and family violence and sexual assault. They provide free resources nation-wide, including 24 hour free professional support and a kit which can be downloaded electronically.

5.5 HESTA Community Sector AwardsThere are just a few days left to nominate for the HESTA Community Sector Awards. Nominees should inspire the sector with their achievements, skills and commitment.

5.6 Australian Social Trends 2014Australian Social Trends presents analysis and commentary on a wide range of social issues. The March release contains an article on where migrants live by selected countries of birth, focusing on suburbs in Sydney, Melbourne and Perth.

5.7 Approaches to childhood trauma – reportA report from the Australian Centre for Post-traumatic Mental Health and the Parenting Research Centre has evaluated the effectiveness of different approaches that target the effects of childhood trauma.

5.8 Finance for housing projects for people with a disabilityAre you a housing or disability service provider? Are you looking to provide sustainable living arrangements for adult children of elderly parent carers?

A new fund has been launched to help finance innovative housing projects for people with a disability.

Is your organisation looking to access finance that:

is appropriate and affordable with flexible terms and conditions? meets a gap in funding? gets an initiative off the ground now and in response to client needs?

This is an initiative of the Queensland Government and Foresters Community Finance through the Elderly Parent Carer Innovation Trial. Foresters Community Finance has been providing innovative financial solutions to the community sector for over 160 years.

5.9 Students’ aspirations significantly impact their educational outcomesAspirations have a substantial effect on educational outcomes as they influence whether students will complete Year 12 and go on to study at university, according to a recent study by the National Centre for Vocational Education Research.

5.10 PhD research – service providers wantedDo you have experience working in direct support or advocacy roles with young adults aged 18 to 30, with mild/borderline intellectual disability, who have exited non-kinship out-of-home care (foster care or residential care)? If so, your participation in a research study would be appreciated.

The research aims to build knowledge and inform improved policy and services responses to this group. Information from service providers will complement data from completed interviews with young people. This study has received University of Queensland ethics approval (#2012000357).

5.11 Improving services for culturally and linguistically diverse communities

The New South Wales-based Drug and Alcohol Multicultural Education Centre (DAMEC) has developed a fact sheet with 10 easy tips to improve service delivery for people from culturally or linguistically diverse (CALD) communities. The tips have come from DAMEC's previous research, evaluations and consultations with CALD communities, and while some of the contact information is only relevant for New South Wales, the suggestions apply to any service.

5.12 Survey on Aboriginal and Torres Strait Islander peoples’ use of amphetamine-type substancesThere has been increasing concern throughout Australia about increased use of amphetamine-type substances. The National Indigenous Drug and Alcohol Committee and the National Aboriginal Community Controlled Health Organisation are working together to understand how these trends are impacting on Aboriginal and Torres Strait Islander people and communities. They have put together a short online survey designed for workers in primary health, alcohol and other drugs, and other health related fields, who have contact with Aboriginal and Torres Strait Islander clients. The survey only takes around 10 minutes to complete and the responses will be used to inform policy advice to governments and improve the responses on the ground.

5.13 The labour force participation of Australian mature-aged men: the role of spousal participation – research paperThis paper investigates the labour force participation decisions made by mature-aged Australian couples from 2001 to 2011, using data from the Household, Income and Labour Dynamics (HILDA) survey. This study questions a fundamental issue regarding our understanding of labour force participation in today's research; namely, whether we should assume that the labour force decisions made by couples are interdependent or not. The paper finds evidence that the choice of the wife to participate in the labour force influences directly the decision of the husband to participate. Interestingly, the reverse does not hold true. The authors illustrate a need to base policy thinking on the joint modelling of labour force participation decisions between couples.

To celebrate and showcase the amazing talents, skills and diversity of young people across our city, there will be a range of free events throughout Brisbane for young people to attend and become involved in.

6.7 Girl RisingA phenomenal and deeply moving documentary that tells the true stories of nine girls from different parts of the world who face arranged marriages, child slavery, and other heartbreaking injustices. Despite these obstacles, the brave girls offer hope and inspiration. By getting an education, they’re able to break barriers and create change.

When: Public screening will be held on Sunday 30 March at 6:00pm.
