Introduction
This applicationpackage is for the2017Call forProjects for the EnhancedMobilityofSeniorsandIndividualswithDisabilitiesFundingProgram(Section5310).This5310fundingapplicationpackageincludesinformationonfundingavailability,projecteligibility,theapplicationtimeline,theapplicationprocessandtheprojectevaluationcriteria,amongotheritems.
Laredo TransitManagement Inc. (City of Laredo) is theDesignationRecipient for 5310 funding in the LaredoUrbanizedArea.Asthe Designated Recipient, Laredo Transit Management Inc. is responsible fordevelopinga5310ProgramManagementPlanand administeringaCallforProjectsforthe availablefunding.Interestedapplicantsshouldreviewthe5310ProgramManagementPlanandthisapplication packagetodetermineiftheyareeligibleapplicants.
EligibleApplicantsThisEnhancedMobilityofSeniorsandIndividualswithDisabilitiescompetitionisaformulagrantprogramsformemberjurisdictionsintheLaredoUrbanArea.Applicantsmayinclude:

ProjectEligibility
Section5310fundsareavailableforcapitalandoperating expenses to support the provisionoftransportationservicestomeetthespecificneedsofelderlypersonsandpersonswithdisabilities.Allprojectsmusteither besituatedintheLaredoUrbanizedAreaormayalsooriginateinaruralareabutmusthavethe finaldestinationbesituatedinanurbanizedareawithintheregiontoqualifyforSection5310UrbanizedAreafunds.SeeFigure1onPage9foramapoftheLaredoUrbanizedArea.

Atleast55percentofanyrural,smallurbanizedareaorlargeurbanizedarea’sannualapportionmentmustbeutilizedforpublictransportationcapitalprojectsthatareplanned,designed,andcarriedouttomeetthespecificneedsofelderlypersonsandpersonswithdisabilities.Itisnotsufficientthatelderlypersonsandpersons withdisabilities are merely included (or assumed to be included) among the people who will benefit fromtheproject.
Eligibleprojectsfortherequired55percentofcapitalprojectsincludethecapitalcostofcontracting fortheprovisionoftransitservicesforelderlypersonsandpersonswithdisabilitiesandotherspecializedshared-ridetransportationservices.ThepurchaseofrollingstockforortheacquisitionofAmericanswithDisabilitiesAct(ADA)complementaryparatransitserviceareeligiblecapitalexpensesthatmayalsoqualify aspublic transportationcapitalprojectsplanned,designed, andcarriedout tomeet the specificneedsofelderlypersonsandpersonswithdisabilitieswhenpublic transportation is insufficient,unavailable,or inappropriate,provided the projectsare carried out by eligible subrecipients and these projects are included in the area’sSouthTexasPlanningRegionPublicTransportationCoordinationPlan.
Inadditiontotheaboverequiredcapitalprojects,upto45percentofanarea’sapportionmentmaybeutilizedforadditionalpublictransportationprojectsthat:
a. ExceedtheADAminimumrequirements,
b. Improveaccesstofixed-routeserviceanddecreasereliancebypersonswithdisabilitiesonADA-complementaryparatransitservice,or
c. Provide alternatives to public transportation that assist elderly persons and persons with disabilities withtransportation.Inshort,theremaining45%maybeusedforpublictransportationprojectsthatexceedtherequirementsofADA,publictransportationprojectsthatimproveaccesstofixed-routeservicesanddecreasereliancebyindividualswithdisabilities on complementary Paratransit, and alternatives to public transportation that assist seniors andindividualswithdisabilities. These typesofprojectswereallowedunder theoldNewFreedomprogram. TraditionalCapitalExpenses
Funds fortheSection5310programareavailableforcapitalexpensestosupportpublic transportationcapitalprojects planned, designed, and carried out to meet the special needs of elderly persons and persons withdisabilitieswhenpublictransportationisinsufficient,unavailable,orinappropriate.Examplesofcapitalexpensesthatmeetthe55percentrequirement,whichmustbecarriedoutbyaneligiblerecipientorsubrecipient,include,butarenotlimitedto:

a) RollingstockandrelatedactivitiesforSection5310-fundedvehicles
1) Acquisitionofexpansionorreplacementbusesorvans,andrelatedprocurement,testing,inspection,
andacceptancecosts;
2) Vehiclerehabilitation;oroverhaul;
3) Preventivemaintenance;
4) Radiosandcommunicationequipment;and;
5) Vehiclewheelchairlifts,ramps,andsecurementdevices.
b) PassengerfacilitiesrelatedtoSection5310-fundedvehicles
1) Purchaseandinstallationofbenches,sheltersandotherpassengeramenities.
c) SupportfacilitiesandequipmentforSection5310-fundedvehicles
1) Extendedwarrantiesthatdonotexceedindustrystandard;
2) Computerhardwareandsoftware;
3) Transit-relatedintelligenttransportationsystems(ITS);
4) Dispatchsystems;and
5) Farecollectionsystems.
d) Leaseofequipmentwhenleaseismorecosteffectivethanpurchase.Notethatwhenleaseofequipment
or facilities is treated as a capital expense, the recipientmust establish criteria for determining cost
effectivenessinaccordancewithFTAregulations,“CapitalLeases,”49CFRpart639andOMBCircularA–
94,whichprovidesthenecessarydiscountfactorsandformulasforapplyingthesame;
e) Acquisitionof transportation servicesunderacontract, lease,orotherarrangement.Thismay include
acquisition of ADA-complementary paratransit services when provided by an eligible recipient or
subrecipientasdefinedinsection5ofthischapter,above.Bothcapitalandoperatingcostsassociated
with contracted service are eligible capital expenses. User-side subsidies are considered one formof
eligiblearrangement.Fundsmayberequested forcontractedservicescoveringa timeperiodofmore
thanone year. The capitaleligibility of acquisition of services as authorized in 49U.S.C. 5310(b)(4) is
limitedtotheSection5310program;
f) Supportformobilitymanagementandcoordinationprogramsamongpublictransportationprovidersand
otherhumanserviceagenciesprovidingtransportation.Mobilitymanagementisaneligiblecapitalcost.
Mobility management techniques may enhance transportation access for populations beyond those

servedbyoneagencyororganizationwithinacommunity.Forexample,anonprofitagencycouldreceive
Section5310fundingtosupporttheadministrativecostsofsharingservicesitprovidestoitsownclientele
withotherelderlypersonsand/orpersonswithdisabilitiesandcoordinateusageofvehicleswith other
nonprofits,butnottheoperatingcostsofservice.Mobilitymanagementisintendedtobuildcoordination
amongexistingpublictransportationprovidersandothertransportationserviceproviderswiththeresult
ofexpandingtheavailabilityofservice.Mobilitymanagementactivitiesmayinclude:
1) The promotion, enhancement, and facilitation of access to transportation services, including the
integrationandcoordinationofservicesforpersonswithdisabilities,elderlypersons,andlow-income
individuals;
2) Supportforshort-termmanagementactivitiestoplanandimplementcoordinatedservices;
3) Thesupportofstateandlocalcoordinationpolicybodiesandcouncils;
4) The operation of transportation brokerages to coordinate providers, funding agencies, and
passengers;
5) The provision of coordination services, including employer-oriented transportationmanagement
organizations’ and human service organizations’ customer-oriented travel navigator systems and
neighborhoodtravelcoordinationactivitiessuchascoordinatingindividualizedtraveltrainingandtrip
planningactivitiesforcustomers;
6) The development and operation of one-stop transportation traveler call centers to coordinate
transportation information on all travel modes and to manage eligibility requirements and
arrangementsforcustomersamongsupportingprograms;and
7) Operationalplanningfortheacquisitionof intelligenttransportationtechnologiestohelpplanand
operate coordinated systems inclusive of geographic information systems (GIS) mapping, global
positioning system technology, coordinated vehicle scheduling, dispatching and monitoring
technologies,aswellas technologiesto trackcostsandbilling inacoordinatedsystem,andsingle
smartcustomerpaymentsystems.(Acquisitionoftechnologyisalsoeligibleasastandalone capital
expense).
g) Capitalactivities (e.g.,acquisitionofrolling stockandrelatedactivities,acquisitionofservices,etc.) to
supportADA-complementaryparatransitservicemayqualifytowardthe55percentrequirement,solong
as the service is provided by an eligible recipient/subrecipient as defined in section 5, above, and is
includedinthecoordinatedplan.

Section5310(b)providesthatoftheamountsapportionedtostatesanddesignatedrecipients,notlessthan55
percent shall be available for traditional Section 5310 projects—those public transportation capital projects
planned,designed,andcarriedout tomeetthespecificneedsofelderlypersonsandpersonswithdisabilities
whenpublictransportationisinsufficient,unavailable,orinappropriate.Notably,this55percentisafloor,nota
ceiling—recipientsmayusemorethan55percentoftheirapportionmentforthetypesofprojectlistedabove.
Forexample,mobilitymanagementandITSprojectsmaybeeligibleunderbothcategories;thedifferencetonote,
inorderfortheprojecttoqualifytowardthe55percentrequirement,isthattheprojectmustmeetthedefinition
ofacapitalproject,bespecificallygearedtowardthetargetpopulation,andcarriedoutbyaneligiblesubrecipient,
which is limited for this category of projects. The list of eligible activities is intended to be illustrative, not
exhaustive.FTAencouragesrecipientstodevelopinnovativesolutionstomeettheneedsofelderlypersonsand
personswithdisabilities intheircommunitiesanddiscussproposedprojectswithFTAregionalstafftoconfirm
eligibility.
OtherEligibleCapitalandOperatingExpenses
Upto45percentof5310fundsmaybeusedforoperatingexpensesthatprovidetransportationservicesthatexceedtherequirementsoftheADAorimproveaccesstofixedrouteservicesanddecreasereliancebypersonswithdisabilitiesonADAcomplementarytransitservice.1
a) Publictransportationprojects(capitalonly)planned,designed,andcarriedouttomeetthespecialneedsofelderlypersonsandpersonswithdisabilitieswhenpublictransportationisinsufficient, inappropriate,orunavailable;
b) Publictransportationprojects(capitalandoperating)thatexceedtherequirementsofADA;
c) Public transportation projects (capital and operating) that improve access to fixed route service anddecreasereliancebypersonswithdisabilitiesonADA-complementaryparatransitservice;or;
d) Alternativestopublictransportation(capitalandoperating)thatassistelderlypersonsandpersonswithdisabilitieswithtransportation.
ProjectsthatExceedtheRequirementsoftheADA(previouslySection5317Program)
Thefollowingactivitiesareexamplesofeligibleprojectsmeetingthedefinitionofpublictransportation servicethatisbeyondtheADAorformerSection5317projects.
a) Enhancing paratransit beyond minimum requirements of the ADA. ADA-complementary paratransitservicescanbeeligibleundertheSection5310programinseveralways:

1) Expansionofparatransitserviceparametersbeyondthethree-fourthsmilerequiredbytheADA;
2) Expansion of current hours of operation for ADA paratransit services that are beyond thoseprovidedonthefixed-routeservices;
3) Theincrementalcostofprovidingsame-dayservice;
4) The incremental cost (if any) of making door-to-door service available to all eligible ADAparatransitriders,butnotonacase-by-casebasisforindividualridersinanotherwisecurb-to-curbsystem;
5) Enhancementofthelevelofservicebyprovidingescortsorassistingridersthroughthedoor oftheirdestination;
6) Acquisitionofvehiclesandequipmentdesignedtoaccommodatemobilityaidsthatexceed thedimensionsandweightratingsestablishedforwheelchairsundertheADAregulations,49CFRpart38(i.e.,largerthan30ʺ×48ʺand/orweighingmorethan600pounds),andlaborcostsofaidesto
helpdriversassistpassengerswithoversizedwheelchairs.Thiswouldpermittheacquisitionofliftswithalargercapacity,aswellasmodificationstoliftswitha600-pounddesignload,andtheacquisitionofheavierdutyvehiclesforparatransitand/ordemand-responseserviceinordertoaccommodateliftswithaheavierdesignload;and
7) Installationofadditional securement locations inpublicbusesbeyondwhat is requiredbytheADA.
b) Feeder services. Accessible “feeder” service (transit service that provides access) to commuter rail,commuterbus,intercityrail,andintercitybusstations,forwhichcomplementaryparatransitservice isnotrequiredundertheADA.
PublicTransportationProjectsthatImproveAccessibility
Thefollowingactivitiesareexamplesofeligibleprojectsthatimproveaccessibilitytothefixed-routesystem.
a) Making accessibility improvements to transit and intermodal stations not designated as key stations.Improvementsforaccessibilityatexistingtransportationfacilitiesthatarenotdesignatedaskeystationsestablishedunder49CFR37.47,37.51,or37.53,andthatarenotrequiredunder49CFR37.43aspartofanalterationorrenovationtoanexistingstation,solongastheprojectsareclearlyintendedto removebarriersthatwouldotherwisehaveremained.Section5310fundsareeligibletobeusedforaccessibilityenhancementsthatremovebarrierstopersonswithdisabilitiessotheymayaccessgreaterportionsofpublictransportationsystems,suchasfixed-routebusservice,commuterrail,lightrail,andrapidrail.Thismayinclude:
1) Building an accessible path to a bus stop that is currently inaccessible, including curbcuts,sidewalks,accessiblepedestriansignals,orotheraccessiblefeatures;
2) Addinganelevatororramps,detectablewarnings,orotheraccessibilityimprovementstoanon-

keystationthatarenototherwiserequiredundertheADA;3) Improvingsignageorwayfindingtechnology;or4) Implementationofother technology improvements that enhanceaccessibility for peoplewith
disabilitiesincludingITS.5) Travel training. Training programs for individual users on awareness, knowledge, and skills of
publicandalternativetransportationoptionsavailableintheircommunities.Thisincludestravelinstructionandtraveltrainingservices.
PublicTransportationProjectsthatAssistElderlypersonsandPersonswithdisabilities withTransportation
Thefollowingactivitiesareexamplesofprojectsthatareeligiblepublictransportationalternatives.
a) Purchasingvehiclestosupportaccessibletaxi, ride-sharing,and/orvanpoolingprograms.Section5310fundscanbeusedtopurchaseandoperateaccessiblevehiclesforuseintaxi,ride-sharing,and/orvanpoolprogramsprovidedthatthevehiclemeetsthesamerequirementsforlifts,ramps,and securement
systemsspecifiedin49CFRpart38,subpartB,ataminimum,andpermitsapassengerwhosewheelchaircanbeaccommodatedpursuanttopart38toremaininhis/herpersonalmobilitydeviceinsidethevehicle.
b) Supporting the administration and expenses related to voucher programs for transportation servicesoffered by human service providers. This activity is intended to support and supplement existingtransportation services by expanding the number of providers availableor thenumber of passengersreceivingtransportationservices.Voucherscanbeusedasanadministrativemechanismforpayment ofalternative transportation services to supplement available public transportation. The Section 5310program can provide vouchers to elderly persons and persons with disabilities to purchase rides,including: (a)mileage reimbursementaspartofavolunteerdriverprogram; (b)a taxi trip;or (c) tripsprovided by a human service agency. Providers of transportation can then submit the voucher forreimbursementtotherecipientforpaymentbasedonpredeterminedratesorcontractualarrangements.Transitpassesorvouchersforuseonexistingfixed-routeorADAcomplementaryparatransitservice arenoteligible.Vouchersareanoperationalexpensewhichrequiresa50/50(federal/local)match.
c) Supporting volunteer driver and aide programs. Volunteer driver programs are eligible and includesupport for costs associated with the administration, management of driver recruitment, safety,backgroundchecks,scheduling,coordinationwithpassengers,otherrelatedsupportfunctions, mileagereimbursement,andinsuranceassociatedwithvolunteerdriverprograms.Thecostsofenhancementstoincreasecapacityofvolunteerdriverprogramsarealsoeligible. FTAencourages communities toofferconsiderationforutilizingallavailablefundingresourcesasanintegratedpartofthedesignanddeliveryofanyvolunteerdriver/aideprogram.
CostSharing/MatchRequirement:5310fundsareeligibletosupportupto80percentofthecostofcapitalprojectsandupto50percentofthenet

operatingcosts.SomepotentialcapitalmatchexceptionsarenotedintheFTAguidance(FTAC9070.1G)andtheLaredoTransitManagementInc.5310ProgramManagementPlan.
Thelocalsharemaybeprovidedfromanundistributedcashsurplus,areplacementordepreciationcashfund,reserve,andaserviceagreementwithastateorlocalserviceagency,privatesocialserviceorganizationornewcapital.Someexamplesofthesesourcesoflocalmatchinclude:
Ø Stateorlocalappropriations
Ø Dedicatedtaxrevenues
Ø Privatedonations
Ø Revenuefromservicecontracts
Ø TransportationDevelopmentCredits(TDCs)
Ø Netincomegeneratedfromadvertisingandconcessions
Non-cashshare:
Ø Donations
Ø Volunteeredservices
Ø In-kindcontributionsareacceptedwithrespecttothefollowing:
• Eligible to be counted toward local match as long as the value of each is documented andsupported;
• representsacapitalcostwhichwouldotherwisebeeligibleundertheprogram;
• andincludedinthenetprojectcostintheprojectbudget.
Thesource(s)oflocalfundingmustbeidentifiedintheinitial5310grantapplication.TheuseandcertificationofTransportation Development Credits (TDCs) is the sole responsibility of the subrecipient inmost cases. TDCCertificationdocumentationmustbeprovidedtoElMetroandElMetromustincludethedocumentationintheFTATEAMgrantapplication.ElMetrowillassistsubrecipientsinobtainingtheTDCCertificationdocumentationfrom the Texas Department of Transportation (TxDOT) and act in behalf of the subrecipient when TDCs arerequested.
EligibleExpensesandReimbursementQualifyingexpendituresarereimbursedtothesubrecipientbytheFTAthroughtheCityofLaredo,whensubmittedwith appropriate accompanying documentation. The application for reimbursementmust be accompanied bydetailedbackupdocumentationforalleligibleexpenses.Ataminimumthedocumentationshallinclude,butisnotlimited toa listingofall invoicedcostswithvendorsandpaymentdates; copiesofpaid invoices received fromvendorsforpurchasesofsuppliesandservices;allpurchasesofvehiclesshallbeaccompaniedwiththevendor’sinvoiceandcopyofpayment.OncetheRequestforFundsisreceivedLTMIandtheCityofLaredowillprocesstherequestandwillreimbursetheapprovedentityuptotheallottedamount.

Potential applicants must propose services that are either within the Laredo Urbanized Area or provideconnectingservicetotheLaredoUrbanizedAreaasshowninFigure1below. Interestedapplicantsnotmeetingthatgeographic requirementmightqualify forTxDOT5311 fundingavailable for smallurbanand ruralareas.

ProjectEvaluationCriteria
FTAallowsbutdoesnotrequiretheuseofselectioncriteriaforawarding5310funding.Selectioncriteriaweredevelopedtoguideapplicationreviewandprojectselection.ProjectsfundedundertheSection5310programsmustbeselectedcompetitively.Anevaluationcriterionwithanawardofamaximumof100pointsisdevelopedtoscoreandrateprojectapplications.Thecriteriaaligncloselywiththe‘PartII–ProjectNarrative’sectionoftheapplication.
A. StatementofNeeds(20points)
Projectapplicationsshouldclearlystatetheneedfortheprojectanddemonstratehowtheprojectisconsistentwiththeobjectivesofthegrantprogram.Theprojectapplicationshouldindicatehowtheprojectwillenhancetransportationfortheurbanizedarea’selderlyanddisabledpopulations,aswellas,theconnectionbetweentheprojectandtheCoordinatedPlanshouldbeclearlydescribedintheapplication.
B. ProjectPlanningandImplementation(20points)
Forallprojects,applicantsmustprovideawell-definedserviceoperationsplanand/orcapitalprocurementplan,anddescribetheimplementationstepsandtimelinesforcarryingouttheplan.Theapplicant’splanshouldincludecoordination,eligibilitydetermination,marketingandservicedeliverydetails.
C. ProjectBudgetandGrantsManagement(15points)
Applicantsmustsubmitacompleteprojectbudget,indicatinganticipatedprojectexpendituresandrevenues,includingdocumentationofmatchingfunds.Theapplicationshouldaddresslong-termeffortsandidentifypotentialfundingsourcesforsustainingtheservicebeyondthegrantperiod.
D. ProgramEffectivenessandEvaluation(20points)
