    SECTION ONE 1.1 REQUIREMENTS FOR TRACEABILITY 1.1.1 Traceability is defined as the ability to trace the history, application or location of an item or activity by

    recorded identification.

    Quality of material is paramount in assuring the safety, integrity and reliability of the component part or product. In the event of a problem therefore, safeguards are necessary to ensure that the original source certification for the product can be traced to enable mechanical, electrical, chemical, and, where appropriate, Non-Destructive Test properties are verified against specification requirements.

    1.1.2 As a minimum, products whose material properties are safety classified Critical, Critical ATEX and Major shall

    be traceable.

    However, due consideration should be given to those parts material whose functional characteristics are highly stressed and/or, where there is a mandatory need to satisfy classification society or legislative requirements pertinent to their area of operation.

    1.1.3 Where specified, traceabliity shall be achieved from raw material to completed assembly/system. This should

    normally be achieved by applying and maintaining unique coding/serialisation throughout all stages of the manufacturing process. Coding applied shall allow direct traceability to source material certification and where appropriate certification generated during further stages of processing. In general terms, this will include rotating components and major structural components plus some pressure parts and fittings dependent upon application. Typical parts although not exhaustive, are covered in Sections 2.11.

    1.1.4 Drawings, Specifications, or Purchase Orders for traceable components shall contain the following statement:

    This component is a traceable part in accordance with SIEMENS Standard 521101. Material Code/Unique Serial Numbers shall be maintained through all stages of manufacture.

    1.1.5 Documented procedures for traceable parts shall ensure that Code/Unique Serial Numbers are recorded on

    Work-In-Progress (W.I.P.) Cards, and maintained at all stages of manufacture and processing on each component. Each plan shall provide for recording material code numbers either direct on W.I.P. Cards or a supporting record sheet.

    1.1.6 Where a Declaration of Compliance is provided to support properties of traceable materials covered in

    Section of 2.5 & 2.6. Suppliers must retain records of analyses, mechanical properties, and non-destructive tests and, where appropriate, repair records. All such records must be held by suppliers for no less then ten years from date of original issue.

    1.1.7 Purchase orders shall instruct the Suppliers of all traceable parts to mark each component supplied with a

    unique Code and/or Serial Number to ensure that they are identifiable with their certification at all times. 1.2 TRACEABLE MATERIALS 1.2.1 Serial Number Profile Traceability is normally achieved via a unique material serial number or cast code indelibly marked on the material or component. Materials affected by traceability requirements are assigned a Serial Number profile. The profile code aligns with the company SAP system indicating that a serial number is required to be registered and maintained within SAP at the point of receipt and issue. A001: This code is generally applied to bought-out RAW and Semi finished materials, and indicates the need for full traceability to source and relevant mechanical and chemical test properties and associated treatment processes associated with supplied condition. The unique serial number assigned to a raw/semi finished material is maintained throughout the life of the object and ultimately becomes the serial number of the finished product. This allows for traceability of manufactured components back to their original source. Material is certified to EN 10204 Type 3.1 or EN 10204 Type 3.2. A002: This code is generally applied to materials or components where a unique serial number allocated at source manufacture by an approved OEM or, those components materials which are internally processed by Siemens from

    raw material. This allows for full traceability throughout manufacturing and back to original source. Components with serial number code A002 are also traceability to the assemblies/sub-assemblies in which they are fitted. Material certified to EN 10204 Type 3.1 or EN 10204 Type 3.2. A003: This code is applied to in-house built/manufactured assemblies/sub-assemblies comprising more than one item of traceable components. This will allow full traceability of manufactured assemblies/sub-assemblies to original source material certified to EN 10204 Type 3.1 or EN 10204 Type 3.2. A004: As A003 but for that in-house built/manufactured assemblies/sub-assemblies comprising more than one item of traceable components for which a build record exists and, which is traceable through SAP e-build. BATCH : A consignment of items have a shared serial number which is unique for a specific batch of more than one and is normally applied to higher volume production items for which quality is assured through batch sampling and for which traceability is achieved for a specific batch. This allows full traceability of the batch to original source material certified to EN 10204 Type 3.1. No Serial Number Profile: Where the material or component is not required to be traceable to source certification or documentation. Positive Material Identification (PMI) traceability requirements for other equipment or sub-assemblies may also be defined on a contract specific basis by SIEMENS Project Quality Engineering Department as required. 1.2.2 Serial Number profiles for key materials and components The following list is not exhaustive but acts as at a glance guide in defining the level of traceablity for those semi-finished and finished materials for SIEMENS products. Method of marking and instructions shall be in accordance with appropriate drawing/specification. For further details of other components/equipment, refer to sections 2.2 & 2.3.

    2.0 CERTIFICATION REQUIREMENTS

    2.1 TYPES OF INSPECTION DOCUMENT - REFERENCE TABLE FOR BS EN 10204

    3.1 Inspection Certificate/Report A document issued by the manufacturer in which he declares that the products are in compliance with the requirements of the order and in which he supplies test results. The test unit and the tests to be carried out are defined by the product specification, the official regulation and corresponding rules and/or the order. It shall be permissible for the manufacturer to transfer onto the inspection certificate 3.1, the relevant test results obtained by specific inspection on primary or incoming product used, provided that the manufacturer operates traceability procedures and can provide the corresponding inspection documents as required.

    3.2 Inspection Certificate/Report A document prepared by both the manufacturers authorized Inspection representative (independent of the manufacturing department) and either the purchasers authorised inspection representative or inspector designated by official regulations which they declares that the products supplied are in accordance with the requirements of the order and in which test results are supplied. The test unit and the tests to be carried out are defined by the product specification, the official regulation and corresponding rules and/or the order. It shall be permissible for the manufacturer to transfer onto the inspection certificate 3.2, the relevant test results obtained by specific inspection on primary or incoming product he uses, provided that the manufacturer operates traceability procedures and can provide the corresponding inspection documents as required.

    2.2 VALIDATION AND TRANSMISSION OF INSPECTION DOCUMENTS

    Each Inspection document shall be an original document

    An original document may be defined as one of the following: - a document with original signatures, stamps and endorsements - a carbon copy with original signatures, stamps and endorsements - documentation shall be accompanied by suitable mean of identification of the product in order to ensure traceablity between the product and the documentation - a photocopy of the original authenticated by authorised signatories or as or true verified copy of the original is permitted provided that traceability procedures are operated. - an intermediary shall only pass on either an original or a copy of the inspection documents provided by the manufacturer without any alteration. - the original document should be available on request - when producing copies it is permissible to replace the information on the original delivered quantity by the actual delivered partial quantity. - the inspection document shall be validated by the responsible person(s) (name and position) - All Documents shall be in English Language unless otherwise specified on the purchase order. - The retention and transmission of certification documents shall be either in non-editable electronic data or hard copy paper form. 2.3 SUPPLIER DOCUMENTATION PACKS 2.3.1 Suppliers providing consolidated certification packs to reflect overall quality Q Clause requirements as

    stipulated on the purchase order shall identify overall certification provided on Purchase Order Annexure For unique types of products, other than complete assemblies, supplied as one, relevant certification shall be supplied for each component product type and this must not be consolidated into one certificate. Siemens SQA shall identify and transfer the requirements of this section to all Purchase Orders raised for the Materials/Items covered in this section via SAP.

    2.3.2 All Materials and equipment received shall be initially bonded until the required Certification is has been

    received, at which time the delivery will be considered complete. To ensure that the BOND inventory is kept to a minimum, Purchase Department shall request the Certification is supplied no later than the delivery of the ordered material. Other items listed for SIEMENS approval i.e. Weld Procedures etc. must be submitted and approved prior to manufacture. Pertinent Approved documentation may be held in a controlled library environment to satisfy contractual or product safety requirements.

    2.3.4 In exceptional circumstances however, material awaiting Certification may be released from BOND, providing

    approval is first obtained through the Siemens Product Verification department. 2.3.5 Section 2.4 details the standard clause codes to cover each Purchase Order as an annexure.

    2.3.6 Suppliers specifically approved by Siemens may provide certification as electronic media from source. Suppliers

    may alternatively hold certification at source. Arrangements for Siemens to electronically retrieve certification from source may be agreed with the supplier. It is however recognised that appropriate access rights and data security safeguards will be need to be established.

    2.4 QUALITY ASSURANCE STANDARD CLAUSE CODES FOR CERTIFICATION CODE Q01: DECLARATION OF COMPLIANCE (BS EN 10204 Type 2.1) An ORIGINAL DECLARATION OF COMPLIANCE shall accompany each consignment of goods supplied against this Purchase Order, conforming to BS EN 10204 Type 2.1 and detailing the following MINIMUM requirements: - 1) SIEMENS Purchase Order Number and Item Number(s). 2) SIEMENS Part Number/Specification Number and Description of Goods. 3) Component Code/Unique Serial Numbers. 4) Number off covered by the Certificate. 5) Material Cast Code Number (if applicable). 6) Test Pressure (if applicable). 7) Non-destructive Test carried out (if applicable) quoting relevant standards/specifications. 8) Heat Treatment condition (if applicable) quoting relevant standards/specifications. 9) Hazardous Area Certificate/Licence Number (where applicable). 10) Weld procedures and welder qualifications used for manufacture of items (where applicable). 11) Statement to the effect that the items covered by the Certificate have been designed, manufactured and tested/

    inspected in accordance with, and meets the requirements of the SIEMENS Purchase Specification/Drawing and Purchase Order.

    12) Details of any deviation from specified requirements agreed by SIEMENS through a formal concession quoting SIEMENS concession number.

    CODE Q02: PRESSURE TEST INSPECTION CERTIFICATE (BS EN 10204 Type 3.1) Each consignment of goods supplied against this Purchase Order shall be accompanied by a PRESSURE TEST INSPECTION CERTIFICATE, conforming to BS EN 10204 Type 3.1 and detailing the following MINIMUM requirements: - 1) Design Code (Pressure vessels). 2) Test Pressure, test medium and temperature. 3) Test Duration and Acceptance Standard. 4) A statement to the effect that the tests detailed have been carried out satisfactorily in all respects. NB: Sample testing of each order item batch will only be allowed after approval by SIEMENS Quality Engineering

    Department. CODE Q03 : DYNAMIC BALANCE INSPECTION CERTIFICATE (BS EN 10204 Type 3.1) A DYNAMIC BALANCE INSPECTION CERTIFICATE shall accompany each consignment of goods supplied against this Purchase Order, conforming to BS EN 10204 Type 3.1 and detailing the following MINIMUM requirements: - 1) Concentricity/Swash Run Outs (as applicable). 2) Dynamic Balance Values required by the SIEMENS Specification/Drawing. 3) Dynamic Balance Values achieved (actual values) in each plane. CODE Q04: MATERIAL INSPECTION CERTIFICATE (BS EN 10204 Type 3.1) An original MATERIAL CERTIFICATE shall accompany each consignment of goods supplied against this Purchase Order, conforming to BS EN 10204 Type 3.1 and detailing the following MINIMUM requirements: - 1) Heat Treatment Condition. 2) Results of Chemical Analysis. 3) Results of Mechanical Tests applicable to Material Specification (including impact/hardness tests where

    applicable). 4) Non-destructive Test Procedure details and results. 5) Manufacturers Name and Cast Number (traceability requirements). 6) Relevant Material Specification. 7) Results of Pressure Test (if applicable). 8) Statements to the effect that the materials supplied comply fully with the requirements of the

    Specification/Drawing and Purchase Order. 9) Declaration of Conformity with 97/23/EC (as appropriate see Note 2)

    NOTE 1: In the case of SIEMENS purchases material, direct from stockists (e.g. bar, tube, plate, sheet etc.), where no

    rework/testing has been carried out by the stockist, this certificate shall be an original manufacturers certificate or a verified true copy of the original. The verification stamp and signature is to be in coloured ink (not black) and is to be that of a person whose signature is registered to the Stockists/Manufacturers Certification Verification Register. Copies of the Register will be held by Stockist/Manufacturer and shall be audited by Siemens Supplier Quality Assurance as part of the Quality Audit and Assessment Programme. Suppliers of machined or fabricated items (other than free issue material) shall also supply original or verified true copies of material certification (where the SIEMENS Drawing/Specification, Quality Plan or Purchase Order requests material certificates). The certification generated by the supplier should state the level of release e.g. BS EN 10204 Type 3.1.

    NOTE 2: For equipment complying with Pressure Equipment Directive 97/23/EC. The manufacturer must provide a

    statement relating to compliance with required material properties and characteristics contained within the directive. In support of the statement the manufacturer shall have an appropriate quality assurance system, certified by a competent body established within the Community and having undergone a specific assessment for materials.

    The manufacturer must also take appropriate measures to ensure that the material conforms to required specifications and, that essential health and safety requirements stipulated in the Pressure Equipment Directive 97/23/EC are met.

    CODE Q05: SUPPLIERS WORKS TEST INSPECTION CERTIFICATE (BS EN 10204 Type 3.1) A SUPPLIERS WORKS TEST INSPECTION CERTIFICATE shall accompany each consignment of goods supplied against this Purchase Order, conforming to BS EN 10204 Type 3.1 and detailing the following MINIMUM requirements: - 1) Details of Tests carried out as applicable to Specification/ Part Number. 2) Statement that all Tests have been carried out and that the results satisfy fully the requirements of the

    specification. CODE Q06: ELECTRIC MOTOR INSPECTION TYPE CERTIFICATE [ELECTRIC MOTORS] (BS EN 10204 Type 2.2) Each consignment of goods supplied against this Purchase Order shall be accompanied by a TYPE TEST REPORT detailing the following MINIMUM requirements: - 1) Description of items including: - a) Frame Size b) Power Rating c) R.P.M. d) Voltage e) Amperage f) Phase g) Enclosure h) Insulation Class i) Connection i.e. Delta or other j) Hz k) Serial Numbers 2) Test results for Type Tests as required by the relevant Standard i.e. BS or other. CODE Q07: ROUTINE INSPECTION CERTIFICATE [ELECTRIC MOTORS] (BS EN 10204 Type 2.2) Each consignment of goods supplied against this Purchase Order shall be accompanied by a ROUTINE TEST REPORT, conforming to BS EN 10204 Type 2.2 and detailing the following MINIMUM requirements: - 1) Relevant Standards i.e. BS or others. 2) Indication of results of nonspecific inspection performed. 3) Statement to the effect that the items have been assembled and tested and fully meet the requirements of the

    relevant SIEMENS Specification/Standard. Note: The Test report should specify the predicted performance deterioration figure for the motor subject to temperature rise.

    CODE Q08: SUPPLIERS WORKS TEST INSPECTION CERTIFICATE (BS EN 10204 Type 3.1) Each consignment of goods supplied against this Purchase Order shall be accompanied against a SUPPLIERS WORKS TEST REPORT, conforming to BS EN 10204 Type 3.1 and detailing the following MINIMUM requirements: - 1) Details and results of tests carried out including actual recorded values. 2) Relevant Test Specification. 3) Statements to the effect that the items supplied have been manufactured and tested to and fully meet the

    requirements of the SIEMENS Purchase Specification including any relevant International Standards. Note: The Test report should specify the performance deterioration figure for the motor subject to temperature rise. CODE Q09: DOCUMENTATION FOR ELECTRICAL AND NON-ELECTRICAL EQUIPMENT FOR USE IN POTENTIALLY EXPLOSIVE ATMOSPHERES (EU ATEX DIRECTIVE 94/9/EC) Each consignment of goods supplied against this Purchase Order, shall be supported by the following documents:-

    a) EC Declaration of Conformity / Written Attestation of Conformity for Components. b) Instructions for safe use (Essential Health and Safety Requirements (EHSRs)). c) EC-type examination certificate* issued by a recognised Notified Body, according to the provisions of the

    relevant conformity assessment procedure. In addition to declaring the conformity of the components with the provisions of the ATEX directive, the written attestation of conformity has to state the characteristics of the components and how the components are to be incorporated into equipment or protective systems to ensure that the finished equipment or protective systems meets the applicable Essential Health and Safety Requirements of the ATEX Directive 94/9/EC. In accordance with the ATEX directive the EC declaration of conformity / the written attestation of conformity and instructions for safe use (EHSRs) must accompany the information given with each single product, or each batch of identical products. As a general rule, the EC declaration of conformity must contain the following elements:-

    i) The name or identification mark and the address of the manufacturer or his authorised representative established in the EU.

    ii) A description of the equipment, protective system, or device etc. iii) All relevant provisions fulfilled by the equipment, protective systems or device etc. (i.e. the marking to be

    included on the equipment, protective systems or device). iv) Where appropriate, the name, identification number and address of the notified body and the number of

    the EC-type examination certificate. v) Where appropriate, reference to the harmonised standards. vi) Where appropriate, the standards and technical specifications which have been used. vii) Where appropriate, references to other Community Directives which have been applied. viii) Identification of the signatory who has been empowered to enter into commitments on behalf of the

    manufacturer or his authorised representative established in the EU. All equipment and protective systems must be marked legibly and indelibly with the following minimum particulars:-

    a) Name and address of the manufacturer. b) CE marking. c) Designation of series or type. d) Serial number, if any. e) Year of construction.

    f) The specific marking of explosion protection followed by the symbol of the equipment group and category.

    g) For equipment-group II, the letter G (concerning explosive atmospheres caused by gases, vapours or mists); and / or the letter D (concerning explosive atmospheres caused by dust).

    Furthermore, where necessary, the equipment must also be marked with all information essential to safe use. Electrical and non-electrical equipment for use in potentially explosive atmospheres sourced in the USA or Canada for service in these countries shall be compliant with relevant legislation pertaining to that country; typically UL and CSA rules apply. * This document need not accompany the product. CODE Q10: ASME U FORMS INSPECTION CERTIFICATE (BS EN 10204 Type 3.2) Each consignment of goods supplied against this purchase Order Number shall be accompanied by the relevant version of the ASME FORM i.e. U1, U1A etc, fully completed and cleared by the signature of the ASME approved Inspection Authority. These forms must refer to the SIEMENS Purchase Order Number and quote the SIEMENS Specification/Drawing Number. CODE Q11: FABRICATION INSPECTION CERTITIFCATE (BS EN 10204 Type 3.1) All Weld Procedures and Welder Qualifications used for this Purchase Order shall have prior approval of SIEMENS Quality Engineering Department and in addition a Certificate of Conformance quoting the following minimum details shall accompany each consignment of the goods supplied against this order 1) Weld Procedures used for Manufacture of Items. 2) Welder Qualifications used for Manufacture of Traceable Items, and where appropriate, details and results of

    associated non-destructive tests. 3) A Statement to the effect that the items have been manufactured to fully meet the requirements of the SIEMENS

    Purchase Specification. 4) NDT procedures used or applied NB: Where Radiographs are required, they shall be identifiable to the welds they represent. Material Certification may also be required for Weld Consumables on certain contract items, if specified on the

    Purchase Order. CODE Q12: NON-DESTRUCTIVE TEST INSPECTION CERTIFICATE (N.D.T.) BS EN 10204 Type 3.1) A CERTIFICATE OF NON-DESTRUCTIVE TEST shall accompany each consignment of goods supplied against this Purchase Order, conforming to BS EN 10204 Type 3.1 and detailing the following MINIMUM requirements: - 1) Non-Destructive Procedure/Test Codes, e.g. ASME, BS EN 1435 etc. 2) Acceptance Specification. 3) SIEMENS approved Non-Destructive Test Data/Technique Sheet. 4) Inspection/Operator Identification and Qualification e.g. Level II Minimum. 5) Results of Non-Destructive Test Examinations, clearly stating the number of items that meet the requirements of

    the Acceptance Specification. 6) Signature of qualified Operator/Inspector. 7) Date of Non-Destructive Test Examination. 8) Any deviation from approved Non-Destructive Test Data/Technique Sheet or any concessions granted by

    SIEMENS. 9) Any other relevant information. 10) Unless otherwise agreed with the SIEMENS Quality Department, X-ray films must be supplied. CODE Q13 MANUFACTURERS IDENTIFICATION/PART NUMBER All goods supplied against this Purchase Order shall be marked in such a manner as to provide adequate identification and traceability as described in the categories below: - 1.0 NON-TRACEABLE GOODS 1.1 Identification All goods supplied against this order shall carry the manufacturers identity and part number and the SIEMENS

    Part Drawing/Purchase Specification number. 1.2 Method The identification shall be permanently marked on the component in accordance with the requirements of the

    Drawing/Specification i.e. etching or stamping etc. 1.3 In the event of 1.1 not being applicable i.e. proprietary items SIEMENS requirements will be covered by ensuring:

    i) Container/Package consignment is clearly labelled with items specific Identification with SIEMENS Part Drawing/Purchase Specification number.

    ii) Relevant documents including Advice Notes and Invoices correctly record the assigned identification requirements i.e. Part Numbers, Quantity and Description.

    2.0 TRACEABLE GOODS 2.1 Identification All goods supplied against this order shall be marked by the method described in Clause 1.2.2 with the SIEMENS

    Drawing, the Cast Code/Unique Serial Number and any other specific requirement of the Drawing, Specification or Purchase Order, and must be maintained throughout each stage of manufacture.

    2.2 Method It is a mandatory requirement that all goods in the category shall be permanently marked in accordance with the

    requirement of the Drawing / specification. NB: In the case of raw material e.g. bar, tube or sheet material, stencilling with approved ink is an alternative method

    of identification. 3.0 SUB-CONTRACT GOODS (TRACEABILITY) Where goods are classified as traceable on the drawing/specification, the cast code/unique serial numbers shall

    be maintained throughout all stages of manufacture, and the accompanying documentation / certification shall make cross-reference to the cast code / unique serial number.

    4.0 PACKAGING OF GOODS Container/packages containing items shall be clearly labelled with items specific identification with SIEMENS Part

    Drawing/Specification number. Consignments of smaller items shall be suitably segregated, packed, bagged and tagged.

    5.0 PACKAGING WASTE DIRECTIVE (94/62/EC) AND THE PRODUCER RESPONSIBILITY OBLIGATIONS

    (PACKAGING WASTE) REGULATIONS 1997 (SI 1997 No. 648) IMPORTED TRANSIT PACKING REQUIREMENT

    To ensure compliance with the above legislation SIEMENS must continuously obtain data on all Packing materials used by none-UK suppliers for the transit of goods destined for direct delivery to SIEMENS. This includes packing materials of any nature used to contain and/or protect the supplied goods for delivery to SIEMENS where the transit packing activity has been carried out outside of the UK.

    Each consignment of goods falling within the above criteria shall be accompanied with a statement giving the

    types and weights of the packing materials used. The statement shall group the packing materials under the four generic categories of: 1. Paper, 2. Plastic, 3. Metal, and 4. Timber. A fifth category Other is to be used for packing materials that do not fall within the four main categories. The weight of packing material used for the consignment shall be given in kg for each category.

    IMPORTANT NOTE: - Where the transit packing activity has been carried out in the UK, this section of the Quality clause does not apply.

    6.0 MARKING FOR SAFE LIFTING

    All equipment which can not be manually handled but which requires lifting by means of mechanical aids, shall be supplied with a suitable means of lifting and shall be clearly marked with the equipment weight and instructions for safe lifting. Where equipment is supplied packed. The packaging shall include clear markings, detailing the complete equipment weight, plus packing weight and the instructions for safe lifting.

    CODE Q14: STATEMENT OF SHELF LIFE Materials supplied against this Purchase Order may have a defined shelf life; where this is the case it is important to clearly identify as appropriate: - a) The period/shelf expiry date (from final cure). b) Batch reference(s). c) The period between checks during storage and the type/method of check to be carried out. d) Recommended storage environment. Note 1: For substances/compounds, the above information shall be clearly identified on the container and consignment

    CODE Q15: PROOF LOAD INSPECTION CERTIFICATE (BS EN 10204 Type 3.1) A CERTIFICATE OF PROOF LOAD TEST detailing the following MINIMUM requirements must accompany each consignment of goods supplied against this Purchase Order: - 1) Description of the Parts tested. 2) Design Load and Proof Test Load. 3) Testing Authority Standards complied with for the purpose of Testing. 4) Certification is to be identifiable with the goods they represent. IMPORTANT NOTES: a) Certification requirements may be elevated to BS EN 10204 Type 3.2 to meet contractual 3rd Party inspection and release criteria for lifting equipment. b) Lifting eye bolts shall be individually tested, serialised and certified CODE Q16: CALIBRATION (TYPE TEST REPORT (BS EN 10204 Type 2.2) Each consignment of goods supplied against this Purchase Order shall be accompanied by a CALIBRATION/TEST REPORT, conforming to BS EN 10204 Type 2.2 and detailing the following MINIMUM requirements: - 1) Hydraulic/Pneumatic Test details (where applicable). 2) Nonspecific calibration Chart/Results, detailing the operating characteristics established by the tests in order to

    meet the Specification requirements. 3) Certification is to be identifiable with the goods they represent. CODE Q17: CALIBRATION REPORT [POINT-TO-POINT] (BS EN 10204 Type 3.1) Each consignment of the goods supplied against this purchase Order shall be accompanied by a CALIBRATION REPORT, conforming to BS EN 10204 Type 3.1 and detailing the following MINIMUM requirements: - 1) Hydraulic/Pneumatic details (if applicable). 2) Unique point-to-point calibration details, including method used and errors established at each point of calibration

    and, where appropriate, the specified tolerance band. 3) Statement that the tests detailed above have established that the items supplied fully meet the requirements of

    the SIEMENS Specification and any relevant National or International Standards. Certification is to be identifiable with the goods they represent. CODE Q18: CERTIFICATE OF CLEANLINESS (BS EN 10204 Type 2.2) A CERTIFICATE OF CLEANLINESS shall accompany each consignment of goods supplied against this Purchase Order, conforming to BS EN 10204 Type 2.2 and detailing the following MINIMUM requirements: - 1) A Statement to the effect that "Cleanliness checks have been carried out and that all INTERNAL AND

    EXTERNAL surfaces are free from swarf, burrs, surplus sealant and other contaminants". NOTE: Where compliance with cleanliness standards is required, then the statement shall identify the Acceptance

    Standard achieved e.g. flushing to API 614 requirements. Certification shall be identifiable with the goods they represent.

    CODE Q19: HEAT TREATMENT INSPECTION CERTIFICATE (BS EN 10204 Type 3.1) NON-TRACEABLE COMPONENTS Where the heat treatment of non-traceable components is sub-contracted to a SIEMENS approved supplier, a Certificate of Conformance is to be supplied with each consignment of goods, conforming to BS EN 10204 Type 3.1 and detailing the following MINIMUM requirements: - 1) Method(s) of Heat Treatment (e.g. Induction). 2) Quantity Treated and corresponding furnace number(s). 3) Date of Heat Treatment. 4) Heat Treatment Specification(s). 5) Actual Temperature and time recorded. 6) Brinell/D.P.N/HR Numbers for Hardened/Tempered Parts; and where specified on the drawing the material

    Where process Heat Treatment of traceable components is of the relevant Tension Bolts etc., then the detailed requirements of the relevant Drawing or specification shall be satisfied and certified. In addition to the Certificate of Conformance detailed above, the sub suppliers shall also detail the code unique serial numbers of the items tested and include a counter signature of documentation by a Classification Society Surveyor or provide a separate Survey Society Certificate. Components requiring Survey are identified by Code Q20 or Purchase Order. Traceable components identified on drawing/specification. NOTE 1: The certificate shall be signed by suppliers Quality manager, Chief Inspector or nominated representative and

    should reference the Company name, address, telephone and fax numbers. NOTE 2: Where Heat Treatment is to be carried out using more than one type/stage of process, then certification shall be

    supplied for each type and stage of the process; clearly identifying the suppliers employed. Certification is to be identifiable with the goods they represent. CODE Q20: DESIGNATED AUTHORITY INSPECTION CERTIFICATE (BS EN 10204 Type 3.2) An Inspection Certificate shall accompany each consignment of goods supplied against this Purchase Order, conforming to BS EN 10204 Type 3.2 and detailing the following MINIMUM requirements: - 1) Relevant Specification/Classification Code. 2) Component Cast Codes/Unique Serial Numbers. 3) Manufacturers Name and Address. 4) Certificate Number (Inspectorate) and Classification Code. 5) Reference to Manufacturers Test Report. 6) A statement to certify that the product and particulars, which are given above, have been inspected at the

    manufacturers works and all documentation validated against Purchase Order requirements. (Certificate to BS EN 10204 Type 3.2) 7) Surveyors Name, Signature and Date. CODE Q21: HANDLING TESTING OR TRANSIT OF ELECTROSTATIC SENSITIVE DEVICES (ESDSs) Components or assemblies supplied against the Purchase Order have been identified as being, or include electrostatic discharge sensitive devices (ESDS's). As such, are subject to damage by electrostatic fields or electrostatic discharge encountered during routine handling, testing or transit. Packages containing ESDS's are to be clearly identified in accordance with EN 61340-5-1 (Electrostatics. Protection of electronic devices from electrostatic phenomena. General requirements), EN 61340-5-2 (Electrostatics. Protection of electronic devices from electrostatic phenomena. User guide), and Company Standard 521601 (Electrostatic discharge sensitive devices (ESDS's) requirements for suppliers), in order that they may be handled in the correct manner, thereby ensuring that the ESDS's are not inadvertently damaged. SIEMENS reserves the right to reject any consignment not conforming to the instruction. CODE Q22: INSPECTION CERTIFICATE SAFETY CLASSIFIED PARTS (BS EN 10204 Type 3.1) SIEMENS product parts are assigned a level of safety classification and it will be necessary for those parts having CRITICAL, CRITICAL ATEX and MAJOR classification to 100% assured by Suppliers/Sub Contractors processing those parts and achieved using SIEMENS SPECIFIED OR SIEMENS APPROVED examination/inspection techniques. This shall include any geometric tolerances related to those features. Inspection/examination results shall be recorded on SIEMENS Inspection Report proforma T1508/006 attached to the purchase order. IMPORTANT NOTE: The degree of classification does not in any way imply that specified limits or requirements on all features do not have to be met during the course of processing and verification of the product. For further details on Interpretation and Quality Assurance of Safety Classified product characteristics, please refer to SIEMENS Standard 412002. Further BLANK copies of proforma T1508/006 are available from SIEMENS Purchase department on request. CODE Q23: INSPECTION CERTIFICATE - FIRST ARTICLE (BS EN 10204 Type 3.1) The definition "FIRST ARTICLE" demands that before processing of an entire order batch of SIEMENS product parts, a "FIRST OFF" part for the initial or prototype batch shall be fully processes to drawing/specification requirements and within the scope of the SIEMENS Purchase Order. Processing shall be undertaken using only those approved process methods, jigs, fixtures, tools, and gauges and associated work instructions to be applied/used for the entire order batch.

    When full processing of the "FIRST ARTICLE" part has been completed, it shall be subject to 100% verification for conformance to drawing/specification requirements. Wherever possible and appropriate, alternative verification methods, techniques and equipment shall be used to prove that the process has produced a "FIRST ARTICLE which has met the design intent. Inspection Report Form T1568/003 and where appropriate, continuation sheet T1568/003A, shall be completed to record physical dimensions, variable data and all other details of product features processed to achieve the "FIRST ARTICLE". Verification methods, techniques, type of equipment used, including their serial numbers shall be clearly described on the report form in the space provided. On completion, the Inspection Report shall be fully checked, signed and dated by the suppliers authorised Quality Representatives. For parts to be covered by Source Substantiation Requirements in accordance with SIEMENS Standard 490001, then it shall be mandatory for SIEMENS to formally approve the "FIRST ARTICLE". IMPORTANT NOTES 1. Inspection status remarks such as "SATISFACTORY" and "OK" are ONLY permissible when corresponding

    actual physical dimensions and other processed features have been checked, recorded and verified acceptable. Reports shall be retained by the supplier/sub-contractor for a minimum period of 10 years and for review by

    SIEMENS Supplier Quality Assurance representatives during the course of periodic audits/visits. 2. For any features or characteristics verified as NOT meeting specified requirements, the supplier/sub-contractor

    shall apply to SIEMENS Quality Control Department for a CONCESSION and submit a copy of the completed inspection report. This shall clearly describe those non-conformancess and/or departures from drawing/specification requirements in the space provided on form T1563/003A.

    3. Irrespective of whether any concession application is approved or rejected by SIEMENS, a repeat "FIRST

    ARTICLE" shall be processed to SIEMENS' satisfaction BEFORE processing the complete order batch. This may be a full or partial "FIRST ARTICLE" dependent on the significance of the original concession and those

    features/characteristics found to be non-conforming on the original "FIRST ARTICLE". For any repeat "FIRST ARTICLE", FORM T1568/003 and T1568/003A (as appropriate) shall be completed and

    submitted to SIEMENS for review and approval. 4. For further details on Interpretation and Quality Assurance of Safety Classified Product Characteristics, please

    refer to SIEMENS Standard 412002. 5. During the course of batch processing, inspection checks of product parts shall be carried out to assure continued

    compliance with design intent. CODE Q24: HAZARDOUS SUBSTANCE INSTRUCTIONS The substances to be supplied against the Purchase Order are classified by regulatory Health and Safety Authorities as HAZARDOUS. To facilitate the correct packing and despatch by SIEMENS to UK and overseas destinations, the supplier shall ensure that the correct marking and labelling is applied to approved substance containers, and, that all relevant documentation demanded for the safe storage, transport and handling of goods is provided with the order consignment. This shall include the provision of EMERGENCY TREATMENT DATA in the event of spillage. CODE Q25: PRESSURE EQUIPMENT DIRECTIVE [EU DIRECTIVE 97/23/EC] (BS EN 10204 Type 3.2) 1) Relevant Specification/Classification Code. 2) Component Cast Codes/Unique Serial Numbers. 3) Manufacturers Name and Address. 4) Notified Body Number 5) Reference to Manufacturers Test Report. 6) A statement to certify that the product and particulars, which are given above, have been inspected at the

    manufacturer works and all documentation validated against Purchase Order requirements. (Certificate to BS EN 10204 Type 3.2)

    7) Notified Bodys Name, Signature and Date, Conformity assessment certification, demonstrating compliance with EUROPEAN UNION DIRECTIVE 97/23/EC.

    8) Community regime requirements 8.1) Under the community regime, pressure equipment and assemblies within and above specified pressure/volume

    thresholds must: -

    a) be safe; b) meet essential safety requirements covering design, manufacture and testing; c) satisfy appropriate conformity assessment procedures, d) carry the CE mark and other relevant information e.g. Notified Body Certificate Number.

    8.2) Under the community regime assemblies below specified pressure/volume must: -

    a) be safe, b) be designed and manufactured to sound engineering practice, c) bear specified marking (but not the CE Marking).

    The same rules will apply everywhere in the community so that pressure equipment complying with the community regime may be placed on the market in any member state. 9) Other directives

    Pressure equipment and other assemblies that are subject to the Directive may also have to comply with some other directives. In such cases, the CE marking indicates that the equipment or assembly also fulfils the requirements of those other directives.

    Q26: EU CONFORMITY ASSESSMENT (EU Directives relating to Product Safety and CE Marking) (BS EN 10204 Type 3.2) All goods within the scope of this Purchase Order shall satisfy the Essential Health and Safety Requirements (EHSRs) contained within applicable EU Directives relating to Product Safety and CE Marking. Accordingly: - 1. On delivery of goods, the supplier shall provide SIEMENS with a "Declaration of Conformity" or "Declaration of

    Incorporation" as required by those directives, depending upon the function of those goods. 2. Where the goods are themselves the subject of such a declaration or, where they constitute components destined

    for incorporation into machinery which, will in turn be subject to a declaration by SIEMENS, the supplier shall compile and maintain a technical file containing such information as is necessary to demonstrate the suppliers assessment of risk and conformity with appropriate directive(s) and Essential Safety Requirements contained within the directive(s).

    3. SIEMENS reserves the right to verify technical files at any time during and after the contracted period of supply. In the event of any investigation and/or claim by a third party relating to safety of the goods or machinery into

    which they were incorporated, the supplier shall upon request, co-operate with SIEMENS by providing all such information requested for the purposes of investigation and/or the defence of the claim. Any information provided will be treated as confidential and will not be used or applied for any other purpose than indicated above.

    4. The supplier shall retain a technical construction file for at least 10 years from the date of production of the last unit of goods of that type supplied.

    CODE Q27: PRODUCT CONDITION INSPECTION CERTIFICATE (BS EN 10204 Type 3.1) All goods supplied against this order shall be accompanied by an "As Received Condition Report" conforming to BS EN 10204 Type 3.1 and detailing the following MINIMUM requirements: - a) SIEMENS Purchase Order Number. b) SIEMENS Part/Specification Number. c) Items Serial Number (if applicable). d) Simple Statement on the As Received Condition of the Part Concerned. e) Parts Actions Required to Repair the Part. f) Signature of Operator and Date of Assessment.

    CODE Q28: SITE REPORT Where the Purchase Order requires service/inspection activities of product at site, a detailed report shall be provided within two weeks of completion and detailing the following MINIMUM requirements: - a) SIEMENS Purchase Order Number. b) Site. c) Equipment Module and Build Standard. d) Engineer. e) Description of Findings/Service. f) Action Taken. g) Assessment or Test Results. h) Any Remarks. Q29: WEIGHT CERTIFICATE (BS EN 10204 Type 3.1)

    All items of equipment within scope of supply shall be individually* weighed and certified to meet SIEMENS contractual requirements. Measuring equipment used for weighing equipment shall be fully calibrated and a copy of the measuring equipment calibration records, valid at the time of weighing shall be provided with the weight certificates, conforming to BS EN 10204 Type 3.1 and detailing the following MINIMUM requirements:

    1) SIEMENS Purchase Order Number. 2) SIEMENS Part/Specification Number and Description. 3) Number of items* covered by the Certificate. 4) Specific Results* from weighing 5) Relevant Specification/Commodity Code. 6) Equipment Unique Serial Number. 7) Manufacturers Name and Address. * Volume items such as fasteners may be weighed and certified as a complete batch, specifying the quantity of the

    batch on the weight certificate.

    Q30: SOURCE SUBSTANTIATION DOCUMENT PACK To ensure that components manufactured by approved suppliers to a specified process and drawing requirements meet the design intent. Where this clause is printed on the purchase order, the drawing and/or specification requires mandatory source substantiation. The supplier shall prepare and submit to SIEMENS the required documentation packs in accordance with SIEMENS Standard 490001. This standard requires manufacturing methods to be declared and, associated processes to be approved by SIEMENS prior to shipment of the first production unit. The documentation packs generally comprise but are not limited to - Step by step Process Plannings, Process Test procedures, and NDT Technique sheets, Operator Qualifications. This pack shall be normally be supported by an Inspection Certificate - First Article as defined by clause Q23 requirements.

    2.7 ELECTRICAL AND NON-ELECTRICAL EQUIPMENT FOR USE IN POTENTIALLY EXPLOSIVE

    ATMOSPHERES ATEX DIRECTIVE 94/9/EC Where equipment and protective systems are designed for USE IN POTENTIALLY EXPLOSIVE ATMOSPHERES and is so specified by the Siemens Drawing / Specification, the following documents are to be supplied as part of the Purchase Order requirements:-

    a) EC Declaration of Conformity / Written Attestation of Conformity for Components. b) Instructions for safe use (Essential Safety Requirements (EHSRs).

    In addition to declaring the conformity of the components with the provisions of the ATEX directive, the written attestation of conformity has to state the characteristics of the components and how the components are to be incorporated into equipment or protective systems to ensure that the finished equipment or protective systems meets the applicable Essential Health and Safety Requirements (EHSRs) of the ATEX directive 94/9/EC. In accordance with the ATEX directive, the EC declaration of conformity / the written attestation of conformity and instructions for safe use (EHSRs) must accompany the information given with each single product, or each batch of identical products. As a general rule, the EC declaration of conformity must contain the following elements:-

    i) The name or identification mark and the address of the manufacturer or his authorised representative established in the EU.

    ii) A description of the equipment, protective system, or device etc. iii) All relevant provisions fulfilled by the equipment, protective systems or device etc. (i.e. the marking to be

    included on the equipment, protective systems or device). iv) Where appropriate, the name, identification number and address of the notified body and the number of

    the EC-type examination certificate. v) Where appropriate, reference to the harmonised standards. vi) Where appropriate, the standards and technical specifications which have been used. vii) Where appropriate, references to other Community Directives which have been applied. viii) Identification of the signatory who has been empowered to enter into commitments on behalf of the

    manufacturer or his authorised representative established in the EU. All equipment and protective systems must be marked legibly and indelibly with the following minimum particulars:-

    a) Name and address of the manufacturer. b) CE marking. c) Designation of series or type. d) Serial number, if any. e) Year of construction.

    f) The specific marking of explosion protection followed by the symbol of the equipment group and category.

    g) For equipment-group II, the letter G (concerning explosive atmospheres caused by gases, vapours or mists); and / or the letter D (concerning explosive atmospheres caused by dust).

    Furthermore, where necessary, they must also be marked with all information essential to their safe use.

    2.8 SUB CONTRACT SERVICES 2.8.1 Heat Treatment

    Traceable Components Where in process Heat Treatment of Traceable Components is required e.g. Tension Bolts etc., then the detailed requirements of the relevant drawing or Specification shall be satisfied and certified. In addition to the Declaration of Compliance (Q01), 2.9 above, the sub suppliers shall also detail the Code/Unique Serial Numbers of the items tested and include a counter signature of documentation by a Classification Society Surveyor or provide a Survey Society Certificate. Components requiring Survey are listed in Section Three of this Standard. Traceable Component types are listed in Section One of this Standard. Non Traceable Components Where the Heat Treatment of Non Traceable Components is sub contracted to a Siemens approved sub supplier, a Certificate of Conformance is to be supplied with each consignment of goods detailing the following MINIMUM details: - a) Siemens Purchase Order Number b) Furnace Used c) Quantity Treated d) Siemens Drawing/Part Numbers e) Date of Heat Treatment f) Heat Treatment Specification g) Material Specification h) Actual Temperature and Time Recorded i) Brinell/V.P.N./HR Numbers for Hardened/Tempered Parts Certification shall be identifiable with the goods they represent.

    2.8.2 Testing

    Pressure Testing Where pressure testing is specified on Drawing or Specifications a Certificate of Pressure Test in accordance with Standard Clause Code Q02 shall be provided by the supplier.

    Electrical Tests (High Voltage Testing)

    Where High Voltage Pressure Testing is carried out by a sub-supplier this testing is to be performed in accordance with Siemens Standard 526801. The sub-supplier-qualified engineers shall complete and sign the record sheet defined in Appendix B of the Standard. Copies of completed record sheets are to be forwarded to Quality Engineering Department for collation in the Contract Data Book.

    Electrical Tests (Primary and Secondary Injection)

    Where the above tests are carried out by a sub-supplier, the tests shall be performed in accordance with SIEMENS Standard 526802. The sub-supplier-qualified engineers shall complete and sign the record sheet defined in Appendix B on the Standard. Copies of completed record sheets shall be forwarded to Siemens Quality Engineering Department for collation in the Contract Data Book.

    2.8.3 Fabrication

    For Fabricated products, including Pipe Fabrications and Sheet Metal Fabrications, Clause Q11 refers. 2.8.4 C.S.R./Further Engineered Items

    The documentation and Certification for fabricated items shall be defined by specific Supplier Quality Plans, issued by SIEMENS Quality Engineering Department.
