CITY COUNCIL PROCEEDINGS JAMAICA CITY COUNCIL Regular Session AUGUST 17, 2020 The public hearing of the Jamai- ca City Council was called to order at 7:00 pm on August 17, 2020 by Mayor Tim McDermott with council- members Karen Onken, Frankey Kister-Hein, Randy Perkins, and HD Meinecke. Jenn Meinecke was absent. McDermott took a quick moment to thank everyone who helped in the clean-up effort the previous week, especially Randy Kennedy, who cleared the streets. Dana Tews had submitted his res- ignation as compliance officer. How- ever, he has decided to withdraw his resignation. Gliem had submitted her resig- nation as city clerk. Perkins made a motion to put in ad in the newspaper to post for clerk vacancy. Onken sec- onded the motion. All in favor. Motion by Perkins, second by Kis- ter-Hein, made to approve the bills. Onken, Perkins, and Kister-Hein are in favor to approve the bills. HD Mei- necke opposed approving the bills. Motion passed. Motion by Onken, second by Kis- ter-Hein, made to approve previous minutes. All in favor. Alan provided an updated on the library. He stated that that a local resident is taking on the project of repainting the mural on the north side of library. The council asked who will pay for it. The hope is to raise enough money to cover the expense. Kister-Hein mentioned that the wall is crumbling and is afraid that this may make the wall crumble even more. McDermott stated that the city’s pri- ority for repair is getting a new roof on the community building. Mike Fagen addressed the council regarding a building permit to build a new shed/garage. He plans on us- ing existing footings and cement that is already there from the previous building. He informed the council that he can’t find the property line mark- ers. McDermott stated that Fagen needs to find the markers and iden- tify where the property lines are first. Council tabled the matter until next council meeting. Carla updated the council regard- ing the progress of the new equip- ment for the city park. She stated that more donations are still com- ing in. She also said that more wood chips are needed around the play- ground equipment. She also informed the council that a Fall Festival will be held and that it will be a social distant event. She advised the council that the planned mural at the city park will be paid for by donations. Kister- Hein made a motion, seconded by HD Meinecke, to close Main Street from the library to the bike path for the Fall festival. All in favor. The water engineer updated the council regarding DNR and the prog- ress on the water plant. He stated that he was able to get the city deemed as a disadvantaged com- munity which will lower the interest rate on the loans that the city will get. He also stated that the water tower has been deemed as needing to be replaced immediately. He has changed the project to include the in- stallation of a new water tower, which also needs a change in the contract that the city has signed. HD Meinecke made a motion, seconded by Kister- Hein, to approve the additional costs to the original contract. All in favor. The water engineer provided sam- ples of logos for the new water tower. Before the water tower project be- gins, a logo needs to be picked. The water engineer also suggested that KLM be used for the water tower con- struction. Kister-Hein made a motion, seconded by Onken, to use KLM as the welder for the water tower. All in favor. Alex updated the council that the new water gallon reader has been purchased. It just needs to be in- stalled now. He discussed the sink hole at Second and Railroad. The council stated that it needed to be fixed. Perkins talked about the debris from the storm. The fire department will handle burning it. Onken updated the list of street signs that needed to be fixed. McDermott asked why the water billings are showing the current/prior readings being labeled wrong. Gliem informed him that that isn’t some- thing that she has access to change and the system has had those fields labeled wrong since it was installed. McDermott presented a resolution to be read and approved at next month’s meeting regarding COVID. He also asked the council if VanNest street, on the south side of the community building should be closed when the community building is rented so kids can easily cross over the street to the playground. Kister-Hein made a mo- tion, seconded by Perkins, to close VanNest Street along the south side of the building when the community building is rented. All in favor. McDermott informed the council that the roof leaks around the chim- ney of the heating unit, and that the city should think about getting a dif- ferent unit that can both heat and cool city hall. The public hearing of the Jamai-ca City Council was called to order at 7:00 pm on August 17, 2020 by Mayor Tim McDermott with council-members Karen Onken, Frankey Kister-Hein, Randy Perkins, and HD Meinecke. Jenn Meinecke was absent.McDermott took a quick moment to thank everyone who helped in the clean-up effort the previous week, especially Randy Kennedy, who cleared the streets. Dana Tews had submitted his res-ignation as compliance officer. How-ever, he has decided to withdraw his resignation. Gliem had submitted her resig-nation as city clerk. Perkins made a motion to put in ad in the newspaper to post for clerk vacancy. Onken sec-onded the motion. All in favor. Motion by Perkins, second by Kis-ter-Hein, made to approve the bills. Onken, Perkins, and Kister-Hein are in favor to approve the bills. HD Mei-necke opposed approving the bills. Motion passed. Motion by Onken, second by Kis-ter-Hein, made to approve previous minutes. All in favor. Alan provided an updated on the library. He stated that that a local resident is taking on the project of repainting the mural on the north side of library. The council asked who will pay for it. The hope is to raise enough money to cover the expense. Kister-Hein mentioned that the wall is crumbling and is afraid that this may make the wall crumble even more. McDermott stated that the city’s pri-ority for repair is getting a new roof on the community building. Mike Fagen addressed the council regarding a building permit to build a new shed/garage. He plans on us-ing existing footings and cement that is already there from the previous building. He informed the council that he can’t find the property line mark-ers. McDermott stated that Fagen needs to find the markers and iden-tify where the property lines are first. Council tabled the matter until next council meeting. Carla updated the council regard-ing the progress of the new equip-ment for the city park. She stated

that more donations are still com-ing in. She also said that more wood chips are needed around the play-ground equipment. She also informed the council that a Fall Festival will be held and that it will be a social distant event. She advised the council that the planned mural at the city park will be paid for by donations. Kister-Hein made a motion, seconded by HD Meinecke, to close Main Street from the library to the bike path for the Fall festival. All in favor. The water engineer updated the council regarding DNR and the prog-ress on the water plant. He stated that he was able to get the city deemed as a disadvantaged com-munity which will lower the interest rate on the loans that the city will get. He also stated that the water tower has been deemed as needing to be replaced immediately. He has changed the project to include the in-stallation of a new water tower, which also needs a change in the contract that the city has signed. HD Meinecke made a motion, seconded by Kister-Hein, to approve the additional costs to the original contract. All in favor. The water engineer provided sam-ples of logos for the new water tower. Before the water tower project be-gins, a logo needs to be picked. The water engineer also suggested that KLM be used for the water tower con-struction. Kister-Hein made a motion, seconded by Onken, to use KLM as the welder for the water tower. All in favor. Alex updated the council that the new water gallon reader has been purchased. It just needs to be in-stalled now. He discussed the sink hole at Second and Railroad. The council stated that it needed to be fixed. Perkins talked about the debris from the storm. The fire department will handle burning it. Onken updated the list of street signs that needed to be fixed. McDermott asked why the water billings are showing the current/prior readings being labeled wrong. Gliem informed him that that isn’t some-thing that she has access to change and the system has had those fields labeled wrong since it was installed. McDermott presented a resolution to be read and approved at next month’s meeting regarding COVID. He also asked the council if VanNest street, on the south side of the community building should be closed when the community building is rented so kids can easily cross over the street to the playground. Kister-Hein made a mo-tion, seconded by Perkins, to close VanNest Street along the south side of the building when the community building is rented. All in favor. McDermott informed the council that the roof leaks around the chim-ney of the heating unit, and that the city should think about getting a dif-ferent unit that can both heat and cool city hall.
