mately $124,593,000. Of this amount, $38,973,000 has been expended for iron and steel products, $11,441,000 for cement, $8,863,000 for forest products, and $16,589,000 for machinery.

On The Works Program, material orders placed in the third quarter of 1936 have been in excess of $111,670,000. Previous sections of this report have shown the number of workers employed at the site of construction, projects financed from Federal funds. The direct employment, however, is only a partial picture, as the manufacture of the materials used on the projects also creates a large amount of employment.

It is estimated that in fabricating the materials listed in table 23, approximately 1,006,000 man-months of labor have been, or will be created. This includes only the labor required in the fabrication of material in the form in which it is to be used. No estimate is made of the labor required in producing the raw material or in transport­ing it to the point of manufacture. In manufacturing structural steel, for example, the only labor included is that occurring in the fabricating mills. No estimate is made for the labor created in mining, smelting, and transporting the ore; nor for the labor in the blast furnaces, the open-hearth furnaces, and the blooming mills.

The information concerning man-months of labor created in fabri­cating materials is obtained by sending a questionnaire to each firm receiving an award for materials to be financed from Federal or State funds. The manufacturer is requested to make an estimate of the number of man-hours created in his plant in manufacturing the ma­terials specified in the contract. For materials purchased directly by contractors, the Bureau estimates the man-months of labor created. This estimate is based upon the findings of the Census of Manufac­tures for 1933.

The value of material orders placed on Federal professional, tech­nical, and clerical projects financed by The Works Program, by type of material, for the year 1935, the first quarter of 1936, the second quarter of 1936, and the third quarter of 1936 is shown in table 24.

The information concerning man-months of labor created in fabri-cating materials is obtained by sending a questionnaire to each firmreceiving an award for materials to be financed from Federal or Statefunds. The manufacturer is requested to make an estimate of thenumber of man-hours created in his plant in manufacturing the mate-rials specified in the contract. For materials purchased directly bycontractors the Bureau estimates the man-months of labor created.This estimate is based upon the findings of the Census of Manufac-turers for 1933.

No estimate is madeof the labor required in producing the raw material or in transportingit to the point of manufacture. In manufacturing structural steel,for example, the only labor included is that occurring in the fabricat-ing mills. No estimate is made for the labor created in mining,smelting, and transporting the ore; nor for the labor in the blastfurnaces, the open-hearth furnaces, and the blooming mills.
