ANALYTICAL RESULTS

The following is a summary of the analytical results for the fourresidences sampled in relation to the Elizabethtown Landfill Site. SThis information was prepared by VAL Associates Laboratory, Inc.and the U.S. EPA Region III Central Regional Laboratory (CRL).

VAL conducted BNA for Bis(2-chloroethyl)ether analysis with nolevels detected in any of the samples. Copies of the results areincluded for your review.

CRL conducted analysis for volatile organics (VOA) and metals. Alllevels detected for each sample are well below NIOSH recommendedexposure limits. Copies of the results are included for yourreview.

INTRODUCTION

On Tuesday, April 25, 1995, members of the Roy F. WestonTechnical Assistance Team (TAT), Kevin McGarry and JacquelineHorn, were directed by the U.S. Environmental Protection Agency(EPA) On-Scene Coordinator (OSC) Gerald Heston and RemedialProject Manager (RPM) Sherry Gallagher to collect residentialwell samples from four homes near the Elizabethtown Landfill.The purpose of this sampling effort is to investigate thepresence of contamination in these wells.

BACKGROUND

The Elizabethtown Landfill Site occupies 15 acres on West Ridge• Road in West Donegal Township, Lancaster County, approximatelyone mile southwest of Elizabethtown, Pennsylvania (refer to SiteLocation Map). The area encompassing the site is predominantlyagricultural and rural residential. The site is an unlinedsandstone quarry that operated without a permit as a landfillfrom 1958 to 1973. During this time,, an unknown quantity ofindustrial and municipal waste was accepted from surroundingcommunities.

Originally, the site was operated as a sanitary landfill underseveral different owners. In the late 1960s, the site was

purchased by Macke Vending Co., which continued operations untilthe early 1970s. The site was then purchased by SCA Services,Inc. A consent decree filed by the Commonwealth of Pennsylvaniaordered landfill operations to cease by July 31, 1973.

In 1985, the U.S. EPA detected chlorobenzene, benzene, 1,1-dichloroethane and manganese in off-site, downgradient monitoringwells and in on-site leachate. Lead levels were also detected inthe leachate. Recent sampling events have identified othervolatile organics, semi-volatile organics and metals contaminantsinclude vinyl chloride, bis-2-chloroethyl ether, thallium, bariumand arsenic.

An estimated 13,200 people obtain drinking water from public andprivate wells within three miles of the site. EPA also observedleachate seeping into Conoy Creek, which is 800 feet downgradientof the site. The creek is used for recreational activities.

In October 1984, Waste Management, Inc. (WMI) acquired the sitewhen it acquired SCA Services, Inc. In 1986, WMI covered thesite with two feet of clay and six inches of topsoil, installedvents to control the migration of methane, installed a system tocollect leachate and constructed a sedimentation basin whichincluded a drainage system to channel run-off.

As of November 1988, EPA is conducting a search to identifyparties potentially responsible for wastes associated with thesite and will then negotiate with them to conduct a remedialinvestigation/feasibility study to determine the extent ofcontamination and identify alternatives for remedial action. EPAplans to issue a proposal for this site in the near future.

ACTIONS TAKEN

On Tuesday, April 25, 1995, TAT met Colder Associatesrepresentative to collect residential samples together. ColderAssociates sampling parameters were volatile organics (VOA),semi-volatiles (BNA), pesticides/polychlorinated biphenyls,metals and cyanides. TAT sampling parameters included VOA, BNAfor bis-2-chloroethyl ether only and metals.

At each house, the well was purged for approximately 15 minutes.New gloves were donned during each sampling location. TATcollected three 40-ml VOA vials, two 32-ounce amber bottle andone one-liter poly bottle. Preservatives were added to the VOAvials and poly bottles (for the metals) prior to samplecollection. VOAs were preserved with hydrochloric acid; metals,with nitric acid.

Samples were collected from the kitchen faucet except for theEspenshade residence. The sample was collected from thebasement, at an outlet prior to the holding tank. The waterlinewas purged for approximately 15 minutes and then samples werecollected.

VOA and metal samples were shipped to U.S. EPA Central RegionalLaboratory. The BNA samples were shipped to a privatelaboratory.

FUTURE ACTIONS

EPA to await analytical results and to present proposal forElizabethtown Landfill Site.
