UPDATE ON THE VILLAGE HIGH SPEED BROADBAND PROJECT By Chris Gray, Village Broadband Coordinator

The Parish Council has now signed the Partnership Agreement Contract with County Broadband and the project to install a Wireless Broadband network in the Village has now commenced. A meeting and exhibition was held in the Village Hall on Sat 3rd December which was attended by over 50 Villagers. County Broadband gave a live demonstration of the Wireless network by placing a temporary aerial on the Village Hall roof and linking up to the West Bergholt network. The download and upload speeds were very impressive!. A question and answer session took place and at the end of the meeting 35 Villagers completed a survey form expressing a interest in signing up to the new network. On January 31st a meeting took place in the Cricketers attended by those Villagers who expressed their willingness to conduct the Doorstep survey at the Dec 3rd meeting and County Broadband also attended. Our thanks go out to the volunteers who agreed to help and by the time you read this article, the Doorstep survey should have been completed. We have already had promising results from one area which has been surveyed, and the total number of potential subscribers has risen to over 100 !. Based on the early results we expect to have over 150 households using the new network when it launches. As a reward for their efforts, the Doorstep survey volunteers will each receive 2 months of free broadband should they decide to subscribe to the network ! Once the Doorstep survey has been completed and the results analysed. County Broadband will undertake a topographical survey of the Village to determine the most appropriate sites to locate the Access Points, install the equipment, and test the network infrastructure.. This should be completed by the end of March. At the same time, County Broadband will be writing to everyone who

has expressed an interest, to confirm whether or not they wish to sign a contract and to identify the specific speed package they wish to sign up for. Once you have signed a contract with County Broadband, you will be notified of an installation date. It is expected that installations will commence in April (depending on weather conditions!) It is advisable that you do not cancel your existing contract until your new service has been installed. As mentioned, your contract will be with County Broadband and not the Parish Council. However, the Parish Council will hold quarterly Quality of Service meetings with County Broadband to ensure that there are no unresolved issues/complaints and to measure the performance of the network in terms of its reliability. The contract provides for the provision of a free broadband package of approximately half a megabyte access speed which will be suitable for low speed applications such as email. This free service will still attract a one-off installation fee of £99. Regular updates on the progress of the project will be published on the Village website so please visit the site from time to time. VILLAGE INTERNET CLUB ?

The Village Hall will be designated as a “Community Wireless Hotspot”, providing free Internet access for all people using the hall. Our initial survey results reveal that many villagers do not yet access the Internet, so the Parish Council would like to explore the idea of setting up a Village “Internet Club”.

This Club could meet on a regular basis and provide some training on using computers and accessing the Internet. If you would be interested in joining this club, or you have computer skills and would like to volunteer to set this club up, then please contact Parish Councillor Christine Willetts on Tel: 240314.

EIGHT ASH GREEN PARISH COUNCIL Chairman: Councillor Chris Gray.

Chairman’s Report In the November issue of the Newsletter, I mentioned that the Revenue Grant Funding from Colchester Borough Council, which was cut by 50% in 2009, was again under review with a view to completely scrapping this grant by 2013. A Working Party consisting of representatives from several Parish Councils and CBC have held several meetings and I regret to report that the Revenue Grant will cease completely from 2013 despite the objections raised by the Parish Councils. Prior to 2009 we received £6,500 pa from CBC and for this financial year we will receive £3,250. However, once the new Fast Broadband Network is established in the Village, the Parish Council should receive sufficient revenue from the provider (County Broadband) to largely offset the loss of the Revenue Grant. This revenue is generated through the Partnership contract signed by the Council last December (see separate article on Broadband on pages 4 & 5). Thankfully we have not had to deal with any infringement of the bye-laws by travellers setting up camp on the Heath or Greens. However, we will be maintaining the Neighbourhood Alert function on our Website so you can report any infringements or concerns. As previously mentioned, any incident reported will result in the automatic generation of an email to all of the Parish Councillors. On the subject of our Village Website (www.eightashgreen.com) , we have been making several changes to tidy up the information and to add more features. But what we really need is input from you ! Surely there is something you would like to see reported or you may be willing to contribute a regular article? Please let us have your thoughts using the “contact us” section on the Home page. Finally, I have decided to step down as Chairman, and as a Councillor after the March meeting. I joined the PC in September 2008 and after 3 and ½ years on the PC I would now like to focus on my retirement!. I have thoroughly enjoyed the experience and getting to know so many people in the Village. I will however, remain involved in the Broadband Project by working through the Parish Plan Group to ensure that the service provided lives up to expectation. The replacement Chairman will be confirmed at the AGM to be held in May If you have any problems with Village services, please come along to our meetings at 7.30pm on the second Wednesday of the month in the Village Hall.

egregious and a nose for nonsense. Some of the things that can annoy us are not actually the responsibility of any Authority, Local, Parish or Borough. Here’s your chance to let off steam about the things that irritate YOU in our village. If you’d like to have a moan – in the strictest confidence – just email Len Luff at [email protected] , and we’ll print your comments!

I am pleased to see that the water leak at the junction of Huxtable Lane and the Brick and Tile footpath has been (hopefully) mended for good this time. At least walkers won’t be slipping over in the ice there this winter!

Indeed; well done, whichever authority carried out the repairs ! Further to recent ideas for celebrating the forthcoming Diamond Jubilee, has anyone considered a formal tree-planting in commemoration of the event? I can remember a lot of this happening at the coronation!

A good idea; not sure who’s responsible for such events, but perhaps someone could pass this suggestion on the right quarters ? This would provide a lasting memento of the occasion. Eight Ash trees, perhaps ?! Now that the snow is with us again (at the time of writing) the lack of a gritter bin at the junction of Heathfields and Spring Lane is very evident. Searle Way has a bin – but if you can’t get into Heathfields, you certainly won’t be getting into Searle Way!

Another good point; mind you, we had enough trouble getting bins the last time, but this is a junction that needs something – it is like an ice rink when the snow freezes over. Parish Council, please take on board ? Once again, the recent snow-falls produced a large number of residents not only clearing the front of their own houses, but also those of elderly or infirm neighbours. Such things demonstrate that, despite our difficulties, we still have great little village here!

Oh, well said ! Those who like to carp about our problems should remember this!

Parish Plan & Village Design Statement Group Quarterly Report. By John Allcock, Chairman. The Village Design Statement Group has been working really hard since our last report on November 2011.

First of all, we had a very successful time on 2nd December where we had a stand at the EAG village school open evening. (Thank you to Heather Hann for letting us join in) A number of parents expressed a great deal of interest in what is happening and the children enjoyed trying to identify the pictures of the village that will appear in the final VDS.

An important part of the VDS will be a description of the character of the village and we have decided to do this is in 13 segments or “Defined Settlement Areas”, In no particular order, they are Searle Way/Heathfields/the Rise/the Walk – The Heath – Halstead Road Central – the old Halstead Road – Abbots Lane – Seven Star Green – Wood lane and the roads off – Porters Lane/Porters Close – Fiddlers Folly – Halstead Road West – Foxes Corner – Daisy Green – Moat Farm (Commercial). If you think you can describe the character of any of these areas, please let us know. Over the winter months, we have been drafting a questionnaire which will be sent out to every household in early spring. It will pose a number of questions asking you to say what you think if any development take place in the village, both in respect of the building of one or two houses and/or extensions, or the building of an estate or more than just a couple of houses. The questionnaire will also ask a number of questions about the environment. Both Colchester Borough Council and the Rural Community Council of Essex have commented on the questionnaire and we are now piloting it to ensure it all makes sense and it is easy to complete.

Revd John Parker has been appointed Rector of the Parish of Eight Ash Green & Fordham. He will be installed by the Bishop of Chelmsford at a service at Fordham on 14th

March. John, along with his wife and 3 daughters will move to Fordham Hall. Associate Minister Aella Gage and his family continue to live in the village at the Rectory in Wood Lane. Many villagers will also have received a recent visit from village pastor Revd Harry Boreham, who is often out-and-about in Eight Ash Green.

Susan Greenwold reports that an inaugural meeting of the Fordham Heath Neighbourhood Watch was held on February 16th, with a very good turn-out of concerned local residents. The final details of the scheme are now being agreed, and it will

be up and running within two weeks. Neighbourhood Watch Signs will be placed in the relevant areas. Details can be found on the village website “www.eightashgreen.com”. The Editor’s Column It has been an eventful few months in the village. We had a spate of Burglaries (or attempts) followed by the setting up of a Neighbourhood Watch in Fordham Heath. Is anyone going to volunteer to set up a Watch on the other side of the Heath? Colchester Skip Hire have appealed against the decision of the County Council to refuse their expansion plans. Well-done all those villagers who objected to the prospect of even more lorries destroying our village. The new CBC Street Services team took over the waste and recycling collection without a hitch, other than the change of collection day. The snow came and went without bringing the village to its knees. Finally, the editor thanks the advertisers and Parish Council who fund the newsletter, and the willing band of deliverers who distribute it through every front door in the Village. We could not do it without you all ! Next edition will be in July.

1St Eight Ash Green Brownies Here at Brownies we have been busy celebrating. We ended last year with a big Christmas party at the

Houston Donut Shop in Colchester. Everyone had a great time, the donuts were very yummy! Since the new year we have been looking at a different holiday from around the world each week. We began with Martin Luther King jr Day on January 16th. This day is celebrated in the USA, and was a good chance to talk about how the things which make us different also make us special and unique. To illustrate this each of the girls made a collage using just black and white paper on a colourful background. Every picture was made using the same materials but each one was as special as the girl who made it. Next, we celebrated the start of the Chinese New Year on 23rd January. It is the year of the Dragon, we started by finding out everybodies Chinese Animal. Then in groups we tried some Chinese food and made our own rice bowl swaps out of milk bottle tops. Our next celebration was the start of spring, the celtic holiday of Imbolc. We also talked about Groundhog day and the feast of St Brigid. All of these festivals happen in the first week of February. To celebrate and learn a little more about them we made Brigid Crosses to protect our homes from fire and evil. We solved riddles like they used to in Wales during their celebration of St Bridgit and we planted some seeds to show the start of spring and the return of life to the land. Regrettably, the snow meant we had to miss a week but after half term we have lots to look forwards to including Thinking Day, Shrove Tuesday, a trip to Bewilderwood and Commonwealth Day. We do currently have a few spaces available, so if all of the above sounds like fun please do get in touch!

THE PAN CLAN By Roy Youngs The Honda Pan-European Motorcycle Owners Club is known as The Pan Clan.

Since that last village news letter, the Pan European Owners club has continued to meet at The Cricketers

on the third Tuesday of the month. In September a group of eight spent a long weekend if St Omer, France. One of those days we visited Bruges, Belgium and an absolute must is the chocolate shop.

The weather was extremely hot and on returning to St Omer a meal and a few beers were a good way to finish the day. October saw 40 of us riding to Halesworth for a meal at The White hart. Very good food if ever anyone visits the town. After the meal it was on to one of the members farm for cake and drinks. Not an ideal day for dieters.

The December meeting was a Christmas meal at The Cricketers by 34 members. On 14th January this year was our annual dinner/dance at The Marks Tey Hotel. The January meeting discussed activities to be arranged for the coming year and are in the process of being arranged.

The Brick & Tile - From Pub to Dentist Manorial and land registry records trace a continuous line of owners of a Public House on the site of the Brick & Tile from 1674.

In Court records of June 1754, Weights and Measures caught the landlord of the Brick & Tile red-handedly cheating his customers. The Official, incognito, ordered 3 half quarts of ale and was served short measures in 3 quart mugs. Whether the licensee lost his license, was hanged, fined, or just reprimanded is unknown.

The current building dates back to the early 19th century. It contains evidence of a much older building, but this may have been re-use of old beams from elsewhere. The photo from Graham Huxtable’s collection was taken in 1930.

It was during Tom Boyden’s tenancy in the late 1970s that the major redesign took place, doing away with the village shop on the west side of the building, and including the mock-tudor half timbering.

The new owners, Mr and Mrs Mann, are currently undertaking a complete renovat ion o f the dilapidated building, giving it a new lease of life as a dental surgery.

Report from Holy Trinity School From Heather Hann, Headteacher At Holy Trinity C E Primary School, we are enjoying another busy term. Having launched our new curriculum in September 2011 the children and staff are really enjoying this term’s themes of Groovy Greeks for Key Stage 2 and Castles, Dragons and Princesses for Key Stage 1. After half term Classes 3, 4 and 5 are having a Greek day complete with themed lunch and have been busy making clay pots and plates, telling Greek myths and learning Greek dancing! Class 1 and 2 have been learning about castles and dragons and are visiting Colchester Castle after half term. The classroom and toilet refurbishment is now complete and last term the new staffroom was completed. Now the focus moves to developing the outside area.

Over half term the posts for the new shaded area were put in and the sail itself is due to be put up in the next couple of weeks. This project is being led by the School Council with funding from the PTA and will provide a much needed area of shade when the summer finally comes!

As you can see from the photographs, here at Holy Trinity, we enjoy the outside area whatever the weather and really enjoyed the recent snow. The Governing Body, Holy Trinity School “Governor” is a very grand-sounding title, but unlike prison governors or the colonial governors of the British Empire, the governors of our village school do not control and rule over other people. Rather, they support the head teacher, Mrs Heather Hann, and help her manage the school. The governors at Holy Trinity are parents and other local individuals, who represent the local community which the school serves and which, through the local authority, finances the school. They set the school’s strategy, approve its budget, agree its curriculum, and determine its policies. Collectively they act as a “critical friend” of the head teacher, and try to help her and the other staff make being a student there a happy and rewarding experience. If you would like to know more about the governors please speak to one of them, or to Mrs Hann.

Police Sergeant 2817 Graham Taylor Neighbourhood Policing Team

I am your neighbourhood Sgt until 1st March when I will move on to another department as part of the Essex Police Blueprint. I've spoken with our burglary team who stated that the front door to a house in Wood Lane was forced and items were stolen. Glove marks were found at the scene and further investigations are being conducted by our forensic team. There were 3 other attempts but no forensics have been recovered from the scene. Occupants are asked to be vigilant and to keep doors and windows secure when not at home. Also please remove any items of value from inside vehicles when parked.

WOMEN’S INSTITUTE We finished the year with the committee providing the refreshments, and Alison Bradshaw showing members how to make Christmas wreaths & table decorations. January started well with a very informative talk on the work of Open Road, given by Sarah Wright. Despite the very cold weather that met us on our February meeting, many members turned up to listen to Dr Jane Pearson. The fascinating history of Colchester hospitals, especially the Essex County provided a lot of facts and details, originally it would only treat men who would recover and be able to continue working. We will learn about Iris Folding in March, and how we will be able to keep a straight face in April when Terry Taber will regale us with life in ladies underwear! We have a full and varied programme for 2012 and you are more than welcome to come along and find out more. We meet the first Tuesday of every month in Fordham village hall at 7.30pm.

The Christadelphians, Bible Believing People As our name might suggest we are a Christian based organisation. The word Christadelphian means brethren and sisters in Christ. The community was established just over 150 years ago, and now has members in most countries.

Quite simply we try to follow the teaching of the Bible and apply it in everyday living, taking the example as near as we can of the life of Jesus Christ and his original followers. Daily Bible reading we believe helps us in the understanding of that God inspired word, and especially helps in today's sad world events. These happenings were prophesied, but thankfully a better time shortly to come is spoken of when true justice and peace are promised to follow at the return of Jesus to the earth.

Space does not allow for a detailed explanation of all our beliefs but there is a website and central address to write to below where more information can be found.

We meet locally in the Eight Ash Green Village Hall most Sundays. We give a Bible based talk in the hall to which all are welcome on the 1st, 3rd Sundays (and on the 5th where a five week month).

Bus Report The Monday SB32 Shoppers’ service continues to be popular with villagers, with an average of 10 or 11 passengers. Only once have we had to make 2 return journeys when we had 15 passengers for a 14 seater bus!! But the service timing allows for a second run if necessary, so no one will be left behind, holding an empty Sainsbury shopping bag! The Community Transport Office decided it was too snowy to run the bus on Monday 6th February, but we were all together again the following Monday. Because everyone has finished their shopping by 12noon, we have asked the County Council for the bus to be re-timetabled to return to the village at that earlier time instead of its ‘official’ leaving time of 12.15. We now make a call at Brick Kiln Farm on our return journey, so we can buy our fresh eggs. I phone the order through to Debbie on the way to Sainsbury’s, and we pick them up on the way back. We have to park at the bottom of the drive as it’s too difficult for the driver to get the mini bus up the farm track. So Debbie delivers them to us on the bus. Personal service or what? After the recent success of the outing to the Tiptree jam factory and Perrywoods garden centre, another outing has been arranged for Friday 20th April. This will be to Heybridge Basin for a breath of fresh air and a

visit to the tea rooms, (also run by Tiptree Jams), and once again returning via Perrywoods. Pick up points will be as normal and the price (transport only) will be £6. We may have some spare seats for this trip, so phone 01206 240314 if interested.

News from the Desk Of Cllr Marcus Harrington Roads in Eight Ash Green: Roads are the responsibility of the County Council which, in turn delegates the setting of local priorities to a Highways Panel consisting of Borough and Parish Councillors. I raised two matters at the Panel on 9th January. The whole village is concerned about the traffic on the A1124, not just the speed but also the sheer volume of it. Along with

Anthony Robin, and my fellow Councillor Dennis Willetts, I have set up a Speedwatch Campaign in Eight Ash Green to help create a culture of speed awareness. Supported by the evidence of our speed measurements, I have requested a Vehicle Activated Sign for the village to be situated on the A1124 coming into the main part of the village from Ford Street. The Highways Department has promised to conduct its own survey to see if criteria to install a VAS are met. I will keep you informed on their findings. We need a footpath along Heath Road, especially for families walking between Holy Trinity School and Huxtables Lane. Highways Department report that the construction of a footpath would require the purchase of an additional strip of land along the entire length of Heath Road. They are doubtful whether it would be used by enough pedestrians to make it cost effective. We shall keep trying. Waiting Restrictions Just when it seemed the Highways Department has no money left, suddenly a pot appeared in the form of North Essex Parking Partnership who invited bids for waiting restrictions. At the request of the Parish Council, I proposed the spur road off the roundabout by the Holiday Inn Hotel where cars-for-sale and parked vehicles often obstruct the drives of residents. Officers promised to compile a report to present for a decision. However, some remedies already exist. If cars-for-sale cause an obstruction, the Colchester Borough Council Zone Manager, Chris Hall, can take action against the sellers. He seems a very obliging individual who is keen to prove his worth. Dennis Willetts or I would be pleased to put you in touch with him. If your privately owned drive is obstructed anywhere this constitutes a highways contravention and enforcement can be taken by phoning 01206 282316. Iron Latch Woods: The Public Consultation drew 123 people to the exhibition on the proposed development of the former railway sidings off Halstead Road, Stanway. About 1/3 of the residents supported the scheme, 2/3 raising some form of objection. For Eight Ash Green, the two main issues are extra traffic at the Holiday Inn roundabout, and the long-term plan for Iron Latch Woods. The Wood is to the north of the railway line in our Parish, while the housing development would be on the other side in Stanway. Negotiations have already begun on the future of the Woods and your Councillors will be keeping a very close eye on developments. It is important that the Woods are maintained in perpetuity as a natural area and a public amenity. Hopkins Homes expects to lodge its Planning Application at the end of March.

VERY LAST CHANGES TO DIGITAL TELEVISION In East Anglia the terrestrial Freeview Digital TV change-over is being done in three stages. For the broadcasting planners, it is very much like the colouring puzzles we had as children, where you had to fill-in the patterns with 4 coloured crayons such that no adjacent squares had the same colour. But they are using television channels.

The digital Freeview TV system transmits a multiplex of up to 32 programs in the space that was occupied by each one of the old analogue channels, giving more channels at a better quality. For technical geeks, on 27th June 2012 the multiplex on channels 40, 54 & 63 will be moved to channels 58, 60 & 56 respectively. This will be the final configuration. You do not have to worry about the technical details. Just remember to re-scan you TV on 27th June 2012 to ensure you continue to receive all the Freeview terrestrial programs.

Your Responsibility to Share Footpaths and Bridleways Spring, with a little luck and a following wind, is right around the corner! As families emerge from winter hibernation and dog walkers roam a little further than during the dull, cold winter months, what better time of year to remind ourselves of the Countryside Code? The village is blessed with outstanding footpaths and open space. Footpaths for walkers, and bridleways for walkers, riders and cyclists. Dogs ‘under close control’ are welcome on all Public Rights of Way but the law does not elaborate on this statement. A reasonable person might interpret that ‘close control’ means that a dog off the lead should be at heel, and if in open country should immediately respond to call and will not

behave in a way that will be perceived as a nuisance to other users or livestock. It is worth remembering that when using a Public Right of Way the land either side is private property and just as their owners are, dogs are restricted to the 1-2 metre width of the path. Obviously, if faced with a stroppy bull with calves, for example, a bit of discretion is required and walkers are permitted to leave the right of way to get safely round! Dogs should be kept on a lead near livestock. The majority of responsible dog owners adhere to these simple rules but there are a minority who let their dogs run on farm crops and chase sheep. This is not acceptable. Also, whol ly, unacceptable is the increasing problem with dog fouling. Even on paths where there are no council dog waste bins it is still your responsibility to clear up after your dog and dispose safely of the waste. Especially at this time of year, landowners will be shooting on their land. Good shooting practice

requires that consideration should be given to other users of the countryside at all times. Although it is not a specific offence to shoot across a right of way, it is an offence to disrupt the user of that way and cause a nuisance. Most landowners will call a halt to the shoot whilst people use nearby rights of way and ensure that users have left the area before resuming. The Highway authorities (Essex County Council) are responsible for asserting the rights of the public to use and enjoy rights of way, as well as maintaining them and keeping them free from obstruction. Anything that impedes the existing legal access to a right of way may be an obstruction, and would therefore constitute one form of public nuisance. Incidents should be reported to Essex County Council Highways department. To enjoy the countryside please follow the Countryside Code:

• Be safe-plan ahead, follow signs

• Leave gates and property as you find them

• Protect plants and animals, and take litter home

• Keep dogs under close control

• Consider other people

The landowners in the village are, in the most part, extremely tolerant of the users of Public Rights of Way across their land. Please, treat them and their private land with respect, keep animals under close control and pick up after your best friend. In return, we can feel free to enjoy our beautiful countryside without being hindered in our right to do so.

ATTENTION CENTRAL HEATING OIL USERS.

The village syndicate is now up and running for the bulk purchase of heating oil.

Each member of the syndicate is responsible for deciding how much oil they require, and for paying the supplier directly. The syndicate ensures that the supplier delivers a considerable quantity of oil to a small area, thus sharing in the benefits of the supplier’s reduced transport costs and time.

Several oil supply companies have expressed an interest in serving our village. Some oil companies suggested we order two or three times a year. This would of course depend on the number of members, more members mean more frequent ordering.
