5. COMMITTEE SECTION (GOVT. ASSURANCES) 5.1 Main Functions: - This Section provides secretarial support and assistance to the Committee on Government Assurances in ensuring accountability of the Executive to the Parliament in respect of assurances given on the floor of the Rajya Sabha. The Section in co-ordination with the Ministry of Parliamentary Affairs culls out assurances given on the floor of the Rajya Sabha; processes requests for extension of time for fulfilment of assurances received from various Ministries; prepares memoranda containing request for dropping of assurances for consideration of the Committee; scrutinises Implementation Statements furnished by Ministries/Departments to ensure that the issues involved in the assurances are fulfilled fully and satisfactorily; makes arrangements for oral evidence of the representatives of the Ministries/Departments as per the direction of the Committee; drafts report on various subjects of vital importance as per the directions of the Committee; reviews the progress of implementation of the pending assurances so as to expedite fulfilment thereof; issues notices for the meetings of the Committee; liaises with various organisations to facilitate on-the-spot-study tours by the Committee in connection with the pending assurances; prepares minutes of the meetings of the Committee and maintains data on pending assurances. 5.2 Culling of Assurances: - During 2015, 516 assurances were culled out from the proceedings of the Rajya Sabha and the Ministries/Departments concerned were asked to fulfill them expeditiously. As on 31.12.2015, 1672 assurances were pending. Culling of 237th Session will be added after being received from Ministry of Parliamentary Affairs. Ministry-wise details are given in Annexure 5.1. 5.3 Meetings of the Committee and Dropping of Assurances:- During the year under report, the Committee held 8 meetings as given below:-

The Committee considered 81 requests for dropping of assurances, some of the
requests containing more than one assurance, generally similar ones, received from various Ministries/Departments and taking into account the genuine difficulties of the Ministries in fulfilling them, accepted 39 requests, actually amounting to 87 assurances being dropped. The section prepared the memoranda on the requests of the Ministries/Departments for dropping of the assurances for consideration by the Committee and circulated them to the Members of the Committee. A Statement showing examination of assurances during the year 2015 is placed at Annexure-5.2. 5.4 Implementation of Assurances:- The section scrutinised 778 Implementation Statements laid on the Table of the Rajya Sabha during the period. Assurances which were

not found to have been fully or satisfactorily fulfilled or where replies did not contain precise information asked for in the question, were appropriately referred back to the concerned Ministries/Departments. 5.5 Preparation of the Reports:- During the period, one Report was prepared for consideration and adoption by the Committee which was also presented to the Rajya Sabha. 5.7 The Select Committees on Bills- During the year under review, two Bills namely; the Payment and Settlement Systems (Amendment) Bill, 2014 and the Real Estate (Regulation and Development) Bill, 2013 were referred to two different Select Committees on motions adopted in the House on 23.12.2014 and 6.5.2015 respectively.
The Select Committee on the Payment and Settlement Systems (Amendment) Bill, 2014 consisted of 16 Members, the report which was to be presented by Shri V.P. Singh Badnore, Chairman of the Committee on the Payment and Settlement Systems (Amendment) Bill, 2014 whereas the Select Committee on the Real Estate (Regulation and Development) Bill, 2013 consisted of 21 Members with instructions to report to the Rajya Sabha by Shri Anil Madhav Dave, Chairman of Committee on the Real Estate (Regulation and Development) Bill, 2013. The Secretarial work of both these Committees was assigned to the Committee Section (Government Assurances).
The main work connected to the Select Committees was to issue notices for the meetings of the Select Committee, letters to stakeholders to appear before the Committee, issue Press release/advertisements in leading national and regional print and electronic media to invite memoranda containing views of the individuals/organizations etc. interested in the subject matter of the Bill, make arrangement for study visit of the Select Committees, preparation of Minutes of the meetings of the Select Committee and its Report etc. 5.8 Meetings of the Select Committee on the Payment and Settlement Systems (Amendment) Bill, 2014:- During the year under reviews, the Select Committee held 7 meetings as given below:-

5.13 Presentation of Report of Select Committee on Real Estate (Regulation and Development) Bill, 2013 :- The Report of the Select Committee on the Real Estate (Regulation and Development) Bill, 2013 was prepared for consideration and adoption by the Select Committee. The Report was presented to the Rajya Sabha on 30.7.2015 5.14 Inspection:- The inspection of the section was conducted on 30.7.2015 by Shri Vimal Kumar, Director. 5.15 Goals and Analysis:- A review of assurances pending against various Ministries were undertaken to find out Ministries defaulting in seeking timely extension of time or taking undue long time for fulfilment of assurances. The defaulting Ministries were directed to send Status Note on pending assurances. An internal system has been developed through the Software to save the time consumed by dealing Assistant in processing the request of the Ministry for extension of time and utilize the time so saved in monitoring and analysing the pending assurances. The system developed is being used on pilot basis in the section from January, 2015. 5.16 Computerisation: - The section has successfully completed the target of data entry in respect of all the assurances. Presently, nine computers are in the section which are working satisfactorily.

5.17 Budget Allocation:- The section was sanctioned a budget grant of Rs.1,00,000/- for meeting the expenditure in respect of refreshments etc. for Committee meetings for the financial year 2015-16
