Executive Summary

Since my report to you in March, life as we know it, both personally and professionally has changed significantly thanks to the COVID-19 pandemic. Like you, my working model has moved to one of staying at home and on the rare occasion I have ventured out it has been to attend campus for meetings via video conference. We all know things will eventually return to some sort of normality but in the meantime, I thank you all for your continued understanding of the restrictions we’re under and your input at our virtual meetings. I never thought I would miss getting on regular flights to Sydney, however I find myself looking forward to the next trip more and more each day. Since our March meeting, in addition to my weekly meetings with the VC and the CLGO, I have attended the following meetings: 19 March and also 7 May 2020 - UCC Sub Committee teleconferences, where we discussed COVID-19; international students; contact with the Minister; working with Universities Australia; and generally about putting a more positive spin on what universities do for people who live and work in university-based communities. 20 March 2020 – Meeting with Nous Group and Professor Rod McClure who updated me on the New England Virtual Health Network project. Of course, this has now been expedited to assist in the COVID-19 pandemic. We are lucky to have such a depth of experience and talent in our School of Rural Medicine and I look forward to welcoming Prof McClure to update you all at a future Council meeting. 31 March 2020 – With the University officially moving to the working from home model the day before, I wandered around campus to visit the staff considered essential to remain on campus. It was an eerie feeling, knowing it was a weekday but it felt like the middle of the Christmas break. I was able to offer thanks to those I saw in the Library, in ITD and in Student Success for their continued hard work enabling us to stay online and for being at

the end of a phone line for students who are facing very large changes to their mode of study. I also want to thank the catering, FMS, WH&S and Security teams for their ongoing work in these challenging times. 24 April 2020 – It was unfortunate that my planned attendance at the South Australian Chapter of UNE Alumni (SACUNE) annual dinner, where I was invited as guest speaker, was cancelled. Instead, I recorded a video message for inclusion in their latest newsletter and I hope to attend an event with them in the future. 27 April 2020 – I joined an informal meeting of NSW Chancellors from Sydney Uni, UNSW, Western Sydney, Wollongong, UTS, Macquarie, Newcastle, and Southern Cross where we discussed how we might work more cohesively and also about how we approach our governments at different levels about various issues. I am again on the judging panel for the UNE SRI AgTech Pitch2Grow event where the founders of innovative agricultural companies in the New England and north-west region compete to receive a $7,000 grant to grow their business. There are some very interesting concepts submitted again this year. You are welcome to view the submissions here until 31 May 2020. I take this opportunity to farewell our Chief Legal and Governance Officer, Brendan Peet, who is moving on from UNE at the end of May. Brendan has provided loyal and insightful counsel and company secretary service to all areas of the University for 10 years and he will be missed. On behalf of the Council, I extend my sincere thanks to Brendan for his outstanding contribution over the last 10 years and wish him and his family the very best for their move to New Zealand and their future endeavours.

Purpose

To satisfy legislative requirement to advise the Council regarding key academic governance matters approved or considered by the Academic Board since the last Council meeting, including:

• strategic academic matters (such as new academic developments, priorities and policyrelated issues) and any recommendations;

• the quality and delivery of academic programs, including teaching and learning andresearch, including risks or significant issues, major developments and key changes;

• progress against academic quality initiatives, including performance against agreedacademic quality measures; assurance regarding compliance with Higher EducationStandards Framework (HESF) and Education Services for Overseas Students (ESOS)regulatory frameworks; and details of any risks or significant issues identified and theirproposed treatments;

• updates re key academic partnerships;• details of Academic Board’s use of the authorities delegated to it by the Council, such

as some academic policy approvals; and• other significant academic matters impacting the sector or University relevant to the

functions of the Council.

Executive Summary

In addition to business as usual, much additional activity has taken place in response to the COVID-19 pandemic. Business as usual includes the activities of the Board’s committees (Research, Teaching and Learning, Curriculum), whereas pandemic response governance has been mostly actioned by the weekly meetings of the Academic Board Standing Committee. All meetings have been virtual.

Key Information

1. Academic Board

The second Academic Board meeting for 2020 was held 27th April. This meeting was the first virtual meeting of the full Board ever to be held, and was heavily influenced by the ongoing COVID-19 pandemic. There were around 45 people ‘at’ the meeting, and being online created a different but still collaborative atmosphere in the environment of the meeting. The Board received reports from the Vice-Chancellor, who acknowledged the extra effort that everyone has put in to help with our handling of the current COVID-19 crisis, in particular

Academic Quality, Audit and Risk, and Governance, the COVID-19 Special Incident Group (SIG), COVID-19 Academic Response Team (CART), COVID-19 Research Response Team (RRT), the Senior Executive Team (SET), and the Academic Board Standing Committee ABSC. This has required a great deal of input from all our stakeholders, including students and their representatives.

The Chair of the Academic Board noted that the Standing Committee had approved the recommendation to transition on campus students to mixed mode of enrolment for T1, and the provision for this to be extended for T2 and T3 2020 on 31st March, 2020. This was to make provision for those students enrolled as on-campus to be able to engage in their units online. The Chair reminded members to read the minutes of the Standing Committee’s weekly meetings.

The PDVC provided the Board with an overview of mapping our responses to Domain 1 of HESF as part of the now regular Academic Quality Progress Report, as well as noting that TEQSA has indicated that it will seek information on our responses to the pandemic. He also delivered a Third-Party Arrangements Report, the first of a series of audits by the AQD for assuring governance oversight and quality assurance as part of our run up to reregistration. The PVCAI gave the Strategic Taskforce Update: Retention and Progression, saying SET agreed on three urgent areas of focus required to shift the retention and progression rates in 2020, those being: 1) provision of support and advice to students, 2) rapid implementation of learner analytics for students, and 3) development of exit pathways. The PVCAI also provided a review of the pillars of academic transformation.

In addition to our usual business of oversight of Research, Curriculum, Teaching and Learning Committees, as well as reports from the Student Representatives we had a new item, a report from the Professional Staff Representatives. I reported to the Board on my participation in a variety of COVID-19 response teams including: COVID-19 Academic Response Team (along with the Chairs of the Teaching and Learning, and Curriculum Committees), Research Response Team, Special Incident Group (observer), Academic Board Standing Committee weekly response meetings, and Senior Executive Team to address academic and Standing Committee matters. The Academic Board Standing Committee in particular, with its weekly meetings to ensure that we can keep up with the pace of change in responses by UNE to meet these challenging circumstances, has been very active.

The Board appointed Professor Thomas Fudge as the Academic Board representative on the Honorary Degrees, Titles and Tributes Committee of Council for a period of two years. The Board also endorsed to Council Principal Dates for 2022.

Board discussions brought a number of issues and ideas to the fore, in particular:

• The need for clear and consistent communications;• Our handling of withdrawals and attrition;• The new Curriculum Management System (CourseLoop);• The need for regular updates to our stakeholders as to management of

disruptions;

• AQF recognized certificates to serve the ‘National Interest’ of meeting demandand upskilling/re-skilling the work force of Australia; and,

• General agreement that post COVID-19, a comprehensive and systematicanalysis should be undertaken to assess the effectiveness and efficiency of theUniversity in utilising the academic calendar, digital services and operations,and discuss forward planning best practice.

2. Academic Board Standing Committee

Since 24th March the Academic Board Standing Committee (ABSC) has met weekly for one to one and a half hours to assess and assure itself that the academic decisions that have been made have been implemented appropriately and are having the desired effect. The ABSC had requested that in addition to the membership that Deans (or representative) of the Faculties should attend in order to give Faculty updates on their specific COVID-19 responses, and the Director of Quality attend where possible. It has been reinforced several times that the role of the ABSC and Board in maintaining oversight of compliance and good governance, especially during times of crisis or disaster, is critical. The Chair reminded members that the University must ensure that is keeps accurate records of decisions and actions, and that are made through the appropriate procedures and at the correct level of delegation of authority and responsibility. In addition to the nine ABSC weekly meetings special meetings have been scheduled (12th May, to discuss online exams) and a working group to develop a dynamic document to map policies to actions taken under the COVID-19 crisis.

Any policy that has been affected under our responses is headed on the policies site by the following:

“Please note: The UNE policy-based response to Government directions associated with the COVID-19 pandemic was approved by the Academic Board Standing Committee on 31 March 2020. A link to the response is provided at clauses impacted by the current extraordinary circumstances, and provides additional information to support the application of this policy instrument.”

One of the issues that has surfaced in our move to providing online exams for all students on an opt-out rather than the opt-in basis, which we have been using for the last two years, is our compliance with privacy legislation and also ensuring that our students are fully informed. Universities use of online exams has been excoriated in the press, and there have been many suggestions around the privacy and data protection issues, some untrue, that arise when a foreign entity is engaged in a process that collects personal information as part of its function. We had an extra Academic Board Standing Committee meeting on 12th May to give oversight to the Privacy Collection notice presented to students, and discussion around our privacy notice requirements, and how to handle opt-out scenarios for students. There is an issue for coordinators who may have to set not just one final exam, but four versions to satisfy the current conditions. This document has been provided as #20100 Attachment 1 to this report.

3. Principal Dates

At the 27 April meeting of the Academic Board, the Pro Vice-Chancellor (Academic Innovation) prosed the 2022 Principal Dates for endorsement. The Academic Board endorsed these dates to Council for APPROVAL. There are contained within #20100 Attachment 2.

1. To assure the identity of the student undertaking the examination.2. To ensure the security of exam conditions at the student’s location.3. To provide assistance to a student during or following an exam session, if required.

What kind of personal information is collected about a student, and why?

To assure a student’s identity, ProctorU will require the following:

• Student’s name and contact details (to facilitate registration and for use during theexam if assistance is required)

• A clear and unobstructed view of the student’s face via the student’s computercamera or webcam, and the recording of a Government issued Photographic ID cardto verify the student’s identity.

To provide assurance about the security of exam conditions at the student’s location, ProctorU will require the following:

• Access to the student’s computer via remote connection.

• Control of the student’s computer to conduct integrity checks.

• Video access of the room in which the student will undertake the exam.

In addition, ProctorU will also conduct biometric keystroke assessments1 under exam conditions, to validate a student’s identity.

How will ProctorU store the personal information collected from UNE students?

• Personal information collected via ProctorU will be stored in secure cloud-basedservers in the United States for a minimum of two years and maximum of sevenyears.

• Records of documents used to verify student identification will be stored for amaximum of two weeks and then destroyed.

How will student information be used to support the online examination process?

The personal information provided by students engaging with online exams will be treated in the strictest confidence and used by UNE staff (ie. Unit and Course Coordinators, University

Notification of the collection of personal information by ProctorU

In order for UNE students to participate in an online exam delivered or invigilated by ProctorU, or the ‘try it out’ exam, personal information will be collected. The nature of the personal information to be collected and its management by ProctorU, is outlined in the collection notice below.

Collection Notice: ProctorU will collect personal information from UNE students undertaking online examinations, for the following purposes:

• ProctorU is bound by its contractual arrangement with UNE to comply with theUniversity’s Privacy Management Rule.

• Personal Information provided at registration is also subject to the ProctorU’s Termsof Service and its Privacy Policy.

• The collection, use, storage, access, and disclosure of personal information isgoverned by the Privacy and Personal Information Protection Act NSW (PPIPA) asoutlined in UNE’s Privacy Management Rule and on the University’s Privacy webpage.

Can a student choose to ‘opt out’ of the online examination process delivered/invigilated by ProctorU?

Yes. If a student does not consent to provide the personal information required by ProctorU, or cannot access the online examinations due to accessibility challenges, they will be unable to complete a remote invigilated exam. Under those circumstances:

• The student must contact their Unit Coordinator to advise them of theirchoice/situation.

• The Unit Coordinator will provide an alternative assessment to the student,depending upon unit requirements and the requirements of any externalaccrediting bodies.

Students are welcome to discuss their privacy concerns in relation to online examinations or the collection, management and security of their personal information by ProctorU, by contacting the University’s Privacy Officer ([email protected]).

The use of cookies on University webpages:

The University collects information about visitors to our websites via the use of third-party cookies or other automated means including server logs. For information about the University’s use of cookies, or to disallow cookies through your web browser settings visit the cookies and related technologies information page.

Document approval: This document has been approved by the University’s Academic Board Standing Committee at its meeting of 12 May 2020. The document is scheduled for further review by end September 2020 or at the point of a change in the University’s arrangements with ProctorU, whichever is the earliest.

Students needing to correct or update their personal information can do so by contacting UNE’s Online Exams team (via the ‘Contact Us’ tab, or by phone (+612) 6773 2145.

How can students be assured their personal information will be used and managed appropriately?

Purpose To provide Academic Board with the draft Principal Dates for 2022.

Origin of report: Scheduled Item. Related to Academic Board Terms of Reference: 28(a.iv). TEQSA Compliance Ref: 7. Representation, Information and Information Management: 7.2.1 and 7.2.2a (Information for Prospective and Current Students).

Recommendation Professor Jonathan Powles, Pro Vice-Chancellor (Academic Innovation) The Academic Board is asked to ENDORSE to Council the proposed Principal Dates for 2022, report #AB20152.

Executive Summary The development of the 2022 Principal Dates has been in accordance with the Principal Date Guidelines, aligned with the approved changes to the Academic Calendar from 2020 onward. The 2022 Principal Dates are submitted to Academic Board for endorsement and recommendation to Council for approval.

Key Information The 2022 Principal Dates (Attachment 1) have been developed to align with the academic calendar changes approved by Council. The draft 2022 Principal Dates were circulated as specified in the Principal Dates Guidelines, clause 15, on 2 March 2020, with the feedback period open until COB 31 March 2020. The draft 2022 Principal Dates were also circulated to the University Teaching and Learning Committee for feedback during this consultation period. The feedback (Attachment 2) received has been considered and where appropriate incorporated into the principal dates for your endorsement and recommendation (Attachment 3).

Key Assumptions/Constraints Clause (51) of the UNE General Rule states that ‘The University publishes an official Principal Dates calendar, which is approved by Council on the recommendation of Academic Board and published on the University’s web site.’

Budget/Financial Implications Census dates determine in which period the finances are recognised. This is important to note due to Census day for Flexible Period F occurring in January 2023. As such the funding for this period would be recognised in 2023.

Response 1

This is essentially the same suggestion I made in 2018, in respect to the proposed 2020 calendar. So in that respect I feel somewhat repetitive. In 2018 I received no feedback at all on this suggestion, which I feel would go some way towards improving our attrition and progression rates, yet these continue to deteriorate. I’m hoping that someone at least considers this idea in 2020.

I understand that UNE has its highest attrition in T3, over the Christmas/New Year period. I would like to suggest that all three Trimesters fall within the one calendar year (similar to other universities, such as UNSW). Only the 6th eight week Block (if one is desired) would fall across the Christmas/New Year period. Trimester features include:

• All trimesters would have an 11 week standard teaching period (note that this could be increasedto 12 weeks for T1 and T2, or reduced to 10 weeks for T3).

• Followed by 3 weeks for additional teaching and/or assessment for T1 and T2; T3 only has a 2 weekpost-teaching period.

• T1 and T2 would include a mid-trimester break of 2 weeks for intensive schools; T3 would not havea mid-trimester break.

T3 plays a slightly different role to the more traditional T1 and T2. It varies from T1 and T2 with (i) no mid-trimester break, and (ii) one less week at the end. This is reflective of the fact that T3 is used more often for online-only teaching, including repeat offerings of core units. In which case mid-trimester breaks are not required for intensive schools and final assessments would generally be online. For this reasons it might also be viable to give T3 only 10 dedicated teaching weeks, and finish it one week earlier than what is prescribed below.

Suggested actual dates are provided below. Note that some fine-tuning might still be required, but the over-riding principle of three trimesters within the one calendar year still applies. That is, if we are to break up a teaching period over Christmas/New Year, it is better that we do that to an 8 week block rather than a longer trimester. Currently it is the Block teaching which tends to dominate our current calendar, with the sacrifice of T3. Yet, arguably trimesters are more reflective of university teaching/learning while the blocks are more reflective of vocational teaching/learning; as this is a university the trimesters should be more important than the blocks. The extended and flexible periods are fine.

Also note the use of a Christmas through January fallow period for those students studying in trimester mode.

In summary, reflecting the fact that we are a university, I feel that learning within disciples requires scaffolding and incremental understanding, best provided by trimester-length teaching periods. These should be primary. It is optimal if all three trimesters fall within the one calendar year. I can see how this could be achieved, providing we view T3 as a special case with a focus on online teaching through a slightly shorter teaching period and no intensive schools. For administrative, research and workplace cultural reasons there then be a 5 to 6 week fallow period from Christmas to the end of January.

As you can see, 4 of these intensive days fall on public holidays (that occur in the middle of the intensive school period). This means that, in order to accommodate the T1 intensive schools within the proposed schedule, intensive schools will need to either:

a. occur over these public holidays (so that students who are enrolled in units for which concurrentintensives have been scheduled - to avoid them incurring 2x lots of travel to the venue); or

b. students will need to travel to the first intensive, go home and then come back for their nextintensive/s* (post-Easter). *Provided all these intensives can be scheduled within the remainingallocation of days.

Students and/or staff wanting to observe their religious beliefs during the intensive school period are also a possibility. Thought that I would bring this to your attention as it is likely to be an issue for other Schools.

For the T1 Orientation Dates can we please just have it all start on Monday 21 February (rather than having ‘International Orientation’ Friday 18 Feb)

For T2 I actually quite like the idea of having a bit of extra time before lectures start to sort out any issues, so would like to propose the following:

On Campus Orientation for tri 2 usually takes place on the Friday prior to teaching, as does International Orientation. We would like to move the on-campus orientation back to the Friday prior in 2022.

• Orientation week in Feb 2022 is scheduled during the Trimester 3 exam period. Both activities assumethe use of Lazenby hall which is mutually exclusive.

Request the following changes

• That all dates named ‘Earliest Day for results release for ….’ be deleted (Results Release Period Start Dates)

This is confusing to students, and in future we intend to create processes where results can be released prior to this date as required.

Summary of Incorporated Changes from Consultation Period

When feedback was received it was duly considered. Of the feedback received the following changes were made to the Principal Dates 2022 before being provided to Academic Board for endorsement:

• International Orientation for T1, Year Long Period 1, Block B and Flexible Period B tocommence at the same time as On campus being Monday 21 February 2022.

• International Orientation for T2, Year Long Period 2, Block D, Extended Period 2 and FlexiblePeriod D to commence Wednesday 22 June 2022.

• On Campus Orientation for T2, Year Long Period 2, Block D, Extended Period 2 and FlexiblePeriod D to be Friday 24 June 2022.

• All dates named “Earliest day for results release for…….” Which relate to the result releaseperiod start dates be deleted to enable flexibility of result release

The rationale for not including the remaining feedback is as follows:

• Further consideration regarding the nomenclature for periods which include assessment &intensive periods regarding the insertion of the word (exams) for each such instance iswarranted. The wording as currently stands is ‘End-Trimester Assessment/Intensive Period’and ‘Block Assessment & Intensive Period’ and ‘Block Assessment & Intensive Period’ forExtended Periods. It has been proposed to rename these to ‘……Assessment & IntensivePeriod (Exams)’. This potentially has unintended consequences where students may considerthat this period will always include an exam. The word assessment may include, but is notlimited to, exams and therefore may be the more appropriate and comprehensivenomenclature of activities held during these periods. It has been proposed that a glossary ofterms may provide greater clarity of these periods to students while viewing the academiccalendar.

• Orientation and Trimester 3 exam period coincide with both activities requiring of Lazenbyhall. This is a space planning issue and both activities are both important to UNE. This issuemay be alleviated by 2022 with the increase in online exams or other assessment methodsbeing able to be implemented by this time. Alternative venues may also need to sought orappropriately timetabled.

• Regarding intensive periods and Easter falling within the period: The academic calendar is builton specific constructs and when one section is moved (i.e. moving intensive periods tofacilitate a trimester) has impacts on blocks for example. While yes Easter will fall within theintensive period, now that the University is moving to facilitate more online intensive schools,this impact may be alleviated in any case.

• The final point relates to the construction of the academic calendar rather than the principaldates as such. It was noted at the Teaching and Learning Committee on 6 April 2020 thecontinued interest in the academic calendar and its formation with a proposal raised for asubcommittee to review the current calendar and its application at UNE.

UNE Policy‐Based Response to Government Directions Associated with the COVID‐19 Pandemic

1.0 All on‐campus students to transition to mixed‐mode delivery

None No current policy‐based provision is available to underpin the blanket transition of students to another mode of unit delivery.

ABSC approved the recommendation to transition on campus students to mixed mode of enrolment for T1, T2 and T3 2020, on 31 March, 2020.

Response ensures continuity of study for students. All units of study to be delivered using online mode.

Treatment of transitioning students as a unique cohort will provide numerical data for reporting purposes associated with the University's response to Government directions around COVID‐19.

Note that 'mixed mode' is not a new admissions code within Callista ‐ students enrolled as 'on campus' in T1 are being retained in the system as 'on campus' and are merely being flagged on Callista as having been transitioned (including for reporting purposes). 

Within the unique cohort, drill down data will allow further reporting on numbers of students who choose to withdraw from a unit of study that has transitioned to online delivery.

2.0 All units to be delivered in online mode, following Government directions re implementation of social distancing strategies to reduce in‐person contact for students and staff.

Unit Approval Procedures No policy changes required to implement this response. Current Rules and Procedures are deemed fit for purpose.

No ABSC action required. This response is for T2 and T3 2020. A Head of School may approve the delivery of units in online mode only if Government restrictions of social gatherings remain.

General Rules "Head of School (or delegate) may approve changes to the delivery mode after the commencement of the enrolment period of a unit where there are sound academic and/or administrative reasons such as (but not limited to): … unforeseen circumstances…" (Clause 41(d), Unit Approval Procedures)

ABSC noted that Clauses 43‐53 of the Procedures place restrictions around changes to mode of unit delivery where intensive schools are mandatory or non‐mandatory. Head of School retains authority to approve such changes.

This response facilitates the transition of UNE units to online delivery, even though published information available at time of student enrolment may have provided options for alternate delivery modes.

5.1 Courses with practicum or work placements that are required for accreditation or to meet requirements for graduation will likely be impacted by the ability for industry to host students. Where possible, these placements will be deferred and replaced with alternative units to maintain progression. Students will be able to vary their course plan to delay their candidature related to the duration of the impact of COVID‐19 on their course. Approvals will be granted by the Course Coordinator on a case‐by‐case basis, or Office for Professional Learning ‐ as is the case in the School of Education

"The maximum periods for a special extension of time are as follows: (i) for all units (other than compulsory practical experience/practicum/praxis units) the latest date for submission is the last day of the teaching period immediately following the teaching period in which the student was enrolled in the unit; (ii) Where the special extension of time is for completion of compulsory practical experience/practicum/praxis, the latest date for submission is the last day of the third teaching period after the original enrolment (ie. twelve months after the end of the original teaching period). (Clause 24(g) , Assessment Procedures)

ABSC also noted the responsibilities of Unit and Course Coordinators, and of the relevant School, should a placement be terminated for reasons beyond a student's control (see Clause 17, Work Integrated Learning Procedures)

6.1 Students are made aware of provisions for extensions to assessment submissions, Special Extensisons of Time (SET) for assessment items, and the ability to apply for Special Consideration of their assessment items on the basis of COVID‐19 related issues

Assessment Procedures  A University‐wide approach to requests for extensions may impact upon the authority provided at Clause 24 of the Assessment Procedures. Clause 24 provides authority for the Head of School to exercise discretion to offer special assessment options to a student, and to grant a special assessment other than that required by the student. Under Clause 19 (d) the Head of School has authority to make variations to Assessment Task information, including due dates and advice about granting of extensions. || Detailed information about the type of special assessment options available is provided in the Procedures, however detailed requirements for operationalising and actioning is not available in University‐wide documentation. ||  The Procedures provide for Schools to have separate policies regarding extensions contained within discrete and separate 'Late Assessment Policies' (Clause 22(e) of the Procedures). This is in accordance with Clause 2 of the Procedures that "acknowledge that the types and volume of Assessment used throughout the University are diverse and vary according to the academic discipline." 'Late Assessment Policies' are located on individual School websites.  Note that Clause 30(b) also authorises School Boards of Examiners meetings  to authorise Chairs of those meetings to validate late changes to results or special assessment applications.

ABSC (15 April) relied on Clause 56 of the General Rules approved the following until 19 June  •  Extensions automatically provided for 14 calendar days upon application being made upon request to Unit Coordinator (NB discrepancy in implementation?). Changes to supporting documentation required: No formal evidence required with application.  • Maximum period for all other extensions increased to a maximum of 28 calendar days* (unless Faculties alreadyhave longer periods in place i.e. 28 days or the maximum in School policies, whichever is the longer (latter not included in information to students ‐ discrepancy in implementation?). Changes to supporting documentation required: Must be accompanied by a statement explaining how their study has been impacted by COVID‐19.   • Special Consideration is available to all students that supply a statement explaining how their study has been impacted by COVID‐19. To provide a university‐wide consistent approach for the facilitation of grants of extensions and special assssment for students, acknowledging the disruption to students' lives as a result COVID‐19, and a more appropriate process for applications, given that the usual requirements to provide statutory declarations and similar evidence are difficult if not impossible in the circumstances.

Administrative Grades including SET are described at Clause 35 of the Procedures. Grades indicate administrative actions that are separate from academic assessment.

ABSC noted that a University‐wide approach to requests for extensions based on an agreed set of principles is currently being developed. This may impact upon the authority provided at Clause 24 of the Assessment Procedures.

Flagging requests made for special consideration of assessments on the basis of COVID‐19 related issues, allows for cases to be flagged for expedition at the School level, and flagging will also provide the University with de‐identified, numerical data for reporting the ongoing impact of COVID‐19 and its related issues upon the student community.

Authority for the Head of School to exercise discretion to offer special assessment options to a student, and to grant a special assessment other than that required by the student, is provided in detail, at Clause 24 of the Procedures.
