Democrats from the 34thstate Senate District unani-mously endorsed formerNorth Haven state Rep. SteveFontana in a convention atGouveia Vineyards inWallingford last Mondaynight.

Fontana, 48, will be thefirst Democ-rat to runagainst Re-p u b l i c a nSen. LeonardFasano, alsoof NorthHaven, sinceFasano wonthe seat in2003. The district coversWallingford, East Haven andparts of North Haven andDurham.

Fontana accepted thenomination, positioning

himself as the candidate forthe middle class.

“This election to me is adefining election. The futureof the middle class is at stakein my opinion,” Fontanasaid. “We decide who is goingto go and rebuild the middleclass, and who is going to bestanding up for the middleclass in Hartford.”

If elected, Fontana saidin an interview, he would fo-cus on four areas to help themiddle class, including low-ering the cost of higher edu-cation, creating career-trackjobs, bringing down electrici-ty and healthcare costs, andhelping seniors by reducingtheir property taxes and con-trolling prescription drugcosts.

North Haven High School’svarsity baseball team fin-ished its 2012 regular seasonwith mixed results, slidinginto the state playoffs with a10-10 record.

Regardless, consideringthe track record of successfor NHHS baseball and varsi-

ty head coach Bob DeMayo,few playoff teams likely wantto draw the .500 Indians. “I’vebeen in enough tournamentsto know that if you can gethot and get on a run, you canstay on that run,” said De-Mayo, finishing up his 54thseason running NHHS base-ball.

Last week, the Indiansplayed their final threegames, two against oppo-nents ranked in the top 10 inthe state.

On May 14, the Indianslost for the second time in2012 to Notre Dame, by thescore of 6-1, to fall back to .500at 9-9. Junior Mike Acamporastarted on the hill and wentfive innings, allowing five

Voter turnout was no-tably low – 6.2 percent - butNorth Haven’s 2012-13 budg-et passed at referendumTuesday by a wide margin.

Only 935 of 15,102 regis-tered voters visited polls onMay 22, according to NorthHaven’s Registrar’s Office.Of those who voted, 755 (81percent) did so in favor ofthe $85.05 million budget,versus just 180 who wereagainst it.

“I think that the turnoutusually is low when peopleare satisfied with the budg-et,” said First SelectmanMichael Freda on May 23.“In this case, the budget’szero-percent tax increasecreated that satisfaction.The mindset of the publicwas, ‘this budget is going topass.’ Also, the weather wasrainy.”

The financial plan is a1.1-percent increase, or$959,702, over the currentbudget, but will not raisetaxes, because town offi-cials used surplus fundsfrom last fiscal year to cov-er the difference. Thus, themill rate will remain at26.54.

“I was really motivatedthis year to deliver no taxincrease,” Freda said, “be-cause our residents are be-ing taxed on so many levelsthese days — gas is hover-ing around four dollars pergallon, food prices are go-ing up.”

“I think this is a finebudget,” he added.

Moreover, the educationside of the budget approvedat referendum represents a3-percent increase for localschools, at a time whenmany surrounding munici-palities are forced by ongo-ing economic troubles to

cut education districts.“I have been very consis-

tent with respect to mywork with the superinten-dent and the board of Edu-cation in saying to them,‘tell me what you need’,”Freda said. “I have not cutback their request in threeyears. By the same token,they know that I don’t wantto play games. I don’t wantthem to send me an inflatedbudget thinking that I’mgoing to cutback.”

“I want an environmentwhere they will say, ‘Mr.Freda, this is what weneed’,” he continued. “Totheir credit, they said thisyear that they did not needany more than three per-cent.”

A North Haven man ac-cused of stealing nearly$100,000 from condominiumassociations in Meriden andWest Haven was sentenced tothree years’ probation lastweek.

Steven Cacioli, 65, of 7 Liv-ingston Drive, was arrestedby North Haven police ontwo warrants Nov. 29 and

faced a first-degree larcenycharge in each case.

According to arrest war-rants, Cacioli, the owner ofA&S Property Managementof North Haven, stole about$22,000 from the bank ac-counts of the Sterling Vil-lage Condo Association inMeriden and about $77,000from those of the Savin Har-bor Condo Association inWest Haven.

Cacioli pleaded no contest

in Meriden Superior Court,according to the state Judi-cial Branch website. He wassentenced to five years inprison, suspended, in addi-tion to the probation.

A no-contest plea allowsthe defendant to be convictedwithout admitting guilt.

The Quinnipiac Chamberof Commerce highlighted lo-cal business achievements atits 70th annual meeting andluncheon, which includedguest speakers GovernorDannel Malloy and LoganByrnes of Fox 61 MorningNews.

At the May 17 event, held atWashington Avenue’s Fanta-sia, Malloy spoke about ef-forts placed into effect duringhis term as governor to com-bat unemployment. “We cre-ated 14,000 additional jobssince I’ve been governor, andthat’s not enough,” Malloysaid. “We will see additionaljob growth in the third andfourth quarter.”

Malloy also focused hisspeech on education reform,which he believes to be the“biggest long term chal-lenge” Connecticut faces atpresent day. To remedy thisproblem, he said, legislatorsrecently put together a pack-age that “will change publiceducation for Connecticut’snext generation.”

Byrnes spoke about his de-

cision to change careersfrom a practicing lawyer to abroadcast journalist, callingit “scary.” Byrnes hasworked with Inside Edition,and covered red carpetevents before settling intohis position as a news anchorat Fox 61. He shared his pas-sion for his career and advo-cated taking risks.

“You don’t want to not takea chance and regret it,”Byrnes said.

North Haven High Schoolsingers continue to winawards at national competi-tions.

In April, chrous memberstraveled to the “Festival ofMusic,” a national competi-tion held in Philadelphia,Pennsylvania, where high-school bands and orchestrascompeted against one anoth-er. NHHS sent four choruses,all of which earned superiorratings at the event, the high-est event-ranking that can beachieved.

Students achieved thissweep by working with Ash-

leigh Hahn, Choral Directorat NHHS, who dedicates hertime to her students and isequally passionate abouttheir accomplishments.

“We’ve been doing this fora couple of years now,” shesaid. “and this is the firsttime we’ve done so well.”

Students worked hard tocomplete this triumph, andparticipated in many activi-ties that would help them ontheir way to success, all aid-ed by Hahn and the NHHSmusic department.

“They really rose to the oc-casion,” Hahn said. “Theyperformed the best that theypossibly could and at thatpoint, I didn’t even care what

the judges had to say, be-cause I was just so proud ofthe quality of work that theycreated, and the focus thatthey brought to the perform-ance, that they were superiorin my book before they evenwere given the trophies.”

NHHS received Best Over-all Mixed Choir, as well asBest Overall Choral Ensem-ble. The award of BestSoloist at the competition gotawarded to senior Gabi Car-rubba.

Students involved in thefour ensembles were ecstaticwith their big win.

“I’ve been in choir all fouryears and finally we got it, itwas amazing,” said Michelle

Tewksbury, a senior at NHHSand member of the choir. “Ifelt relieved when we won —we worked so hard formonths and it was like aweight lifted off our shoul-ders.”

For some students, being apart of the choir was alsoabout bonding with theirteacher, Hahn.

“She is one of my favoriteteachers,” said NHHS stu-dent Dominique Lafond.“She

has brought us so far andhaving this accomplishmentof superior just proves howawesome she is.”

Hahn’s passion for her joband her students is indicatedby her excitement for themall earning superior-ratingstatus.

“I am so proud of them,”Hahn said. “I was jumpingup and down with them. Weare definitely enjoying ourvictory.”

“We worked on local issues

well together — we collabo-rated well together and had agood relationship,” Fasanosaid. “I believe he believes inbigger government and moretaxing — I don’t.”

As for the middle class,Fasano said his lack of sup-port for taxes on energy billsand sales taxes was helpfulfor the middle class.

“I think that hurts every-one — particularly low andmiddle income people. Ithink that my votes and myactions demonstrate mycommitment to middle in-come and low income peo-ple,” Fasano said.

Veteran state Rep. MaryMushinsky (D-85th District),who is also up for reelectionthis year, was the first tonominate Fontana. She toldthe crowd that House Democ-rats were planning to makehim majority leader the yearhe lost his election bid. Shealso invoked his years as

House chairman of the Gen-eral Assembly’s Energy andTechnology Committee andthe Insurance and Real Es-tate Committee, saying thatwith rising energy costs, hisexperience was important.

“He’s one of the few publicofficials with a deep under-standing of this importantissue,” Mushinsky said.

Wallingford Democratswere impressed by theamount of time Fontanahad spent at their meetingssince he began campaigningfive months ago.

“A lot of the time candi-dates come and say theirpeace and leave,” said DebiReynolds, committee vicechair. “He wanted to reallyknow about our town andour group — he wasn’t a one-trick pony.”

posals for building multi-family housing projects inR-40 Zones are anything butaffordable. They are pricedat $250,000 to $300,000. In ad-dition to mortgage fees, tax-es, insurance, there will be amonthly condo fee averag-ing, perhaps, $300 to $350.

Young families — payingdown college debts, lookingfor jobs — are not in thismarket. With this economy, Ido not know who is. Howev-er, we have a surplus inNorth Haven of single-fami-ly homes starting below$200,000 to $300,000. Thereare many lovely homes inthis category. The developer

would have you believe wehave shacks for sale all overtown and need his housingproject.

If that were the case, whywould our town be so desir-able to live in? That was stat-ed many times, ironically, bythe pro-development crew atthe last public hearing onHOZ and AHOZ. Actually,the reason North Haven isso desirable is because ofour strict zoning regula-tions.

Historically, these types ofprojects haven’t worked.Many were built in the 50’sand 60’s. Two examples areFather Panik Village inBridgeport, which in myopinion was one of the mostdangerous places to live, andQuinnipiac Terrace in New

Haven. I believe that they be-came crime and slum areas,and had to be torn down.Many still exist — unfortu-nately for the residents! It isnothing but greed and sheernegligence for developers tobuild this type of housingtoday, knowing what it willbecome, and the effect it willhave on surrounding neigh-borhoods. It is a slipperyslope. We do not want to riskgoing there. At least the Malloy admin-istration’s rankest cynicismyet has come with a sense ofhumor.

The administration’s con-cessions agreement with thestate employee unions a yearago called for all sorts oflargely speculative savings,none more speculative thanthe $180 million that was tobe saved over two years be-cause of efficiency sugges-tions from state employeesthemselves.

While the number seemedplucked out of the ether, boththe administration andunion leaders insisted that itwas achievable. So theamount was built into thestate budget and forgottenuntil the other day, when, asthe budget sunk into a bigdeficit, the Journal Inquir-er’s state Capitol reporter, EdJacovino, asked budget di-rector Benjamin Barnesabout what had been calledthe “suggestion box” portionof the concessions agree-ment. As it turned out,Barnes acknowledged, theMalloy administration neverkept track of any such sug-gestions, could not identify

any that had been receivedand implemented, and in ef-fect had shut down the “sug-gestion box.” That wasn’t tosay that the administrationdidn’t adjust the budget any-way after it was enacted —just that the budget chiefand state agency heads didthe cutting on their own.

“I’ve never implied that‘employee savings’ can’t befrom management,” Barnesexplained, noting that he is astate employee too: “I receivea paycheck every twoweeks.”

Pretty funny — exceptthat a year ago it was explic-it that the ideas for the $180million in savings were tocome from the employeesrepresented by the State Em-ployees Bargaining AgentCoalition, even as some ob-servers suspected that thefigure was just a fudge factorfor the administration —cover for postponing budgetdecisions. The “suggestionbox” helped mislead peopleinto thinking that the gover-nor’s theme of “shared sacri-fice” was sincere.

as they endured a small re-duction in the rate of in-crease in their compensa-tion. There were no net re-ductions in that compensa-tion, nor in the state budgetitself, which rose substantial-ly. The only real reductionswere in services to the public.And while state “aid to educa-tion” is increasing again,parents throughout the stateare protesting to their munic-ipal school boards about re-ductions in programs fortheir children. These also arecalled “budget cuts,” but onthe municipal level too thereare no “cuts,” just liquida-tions of services and the con-version of the resources intoemployee compensation.

At least in most municipal-ities, public employees stillcan be laid off. But not at thestate level — not until July

2015, since the governorpromised the state employeeunions not to take anyone’sjob away before then in re-turn for their generous ac-ceptance of a smaller rate ofincrease in compensation.

It may take a few more ofyears of budget directorBarnes’ drollness beforeenough Connecticut votersrealize that the foremost ob-jective of state governmentis only the care and feedingof its own employees andthat the one coherent publicpolicy in the state long hasbeen only to remove the com-pensation of governmentemployees from ordinarypolitics and democracy.

But the public’s realiza-tion might be hastened ifConnecticut’s ineffectual po-litical minority, the Republi-cans, developed their ownsense of humor and back-bone, understood that theycan never outbid the majori-ty Democrats for special in-

terests (the Democrats al-ways being able to pay cashup front), and resolved to ex-ploit state government’s in-numerable ironies and inani-ties — like the suggestionbox that, while empty, was,for the state employeeunions, far more valuablethan one stuffed with goldcoins.

At least Connecticut’s ownMark Twain got it: “Power,money, persuasion, supplica-tion, persecution — thesecan lift at a colossal humbug,push it a little, weaken it a lit-tle, century by century — butonly laughter can blow it torags and atoms at a blast.Against the assault of laugh-ter nothing can stand.”

Maybe not even public em-ployee unions.

To combat high nationalunemployment rates forteens, legislators must craftmore initiatives which helpinduce creation of summerand part-time work oppor-tunities.

According to the U.S. Bu-reau of Labor Statistics,America’s unemploymentrate in 2011 for job-aspi-rants 16 to 19 years old was24.4 percent, which does notinclude those who do not ap-ply for openings. Since theBureau began compilingsuch data in the late 1940s,last year’s number was thesecond highest ever record-ed. Worst of all time was 25.9percent, in 2010. More mustbe done to address this issue.

Entire families can sufferwhen wages are not avail-able for older kids. Manyteenagers, fortunate enoughto have work, contributeportions of paychecks tohouseholds’ overall budgets.With fewer chances for ado-lescents to secure employ-ment, steady sources of do-mestic income disappear.Moreover, when jobs are

scarce, even youths whosimply want discretionarymoney must instead requestfinances from mom, dad orguardians, which placesadded levels of stress uponthe family.

One factor behind in-creased teen joblessness isthat youths will often comeup against experiencedadults willing to work part-time for stable pay. Whileanyone’s successful ascen-sion out of unemployment-status in this sluggish econo-my is positive, too much po-sition-filling at newer gener-ations’ expense is detrimen-tal long-term.

For at part-time jobs iswhere most members of to-morrow’s labor force willfirst learn valuable work-place skills. Delaying ordenying this experience, cru-cial to one’s ongoing profes-sional development, will en-gender negative economicimplications in futuredecades. People who missout on employment earlymay not reach full potential.Already, businesses nation-wide report deficiencies inquantities of candidates who

can fill positions which re-quire advanced capabilities.

Teenagers’ employmentstatistics have worsened alsobecause of automated ma-chines’ replacement of per-sonnel at low-level tasks —for example, grocery stores’self-scan aisles — and con-tinued closures of business-es which utilize large staffs,like Friendly’s in NorthHaven. Commendably, theWhite House and U.S. De-partment of Labor have be-gun a campaign to generate250,000 private-sector jobs,with at least 100,000 beingpaid spots. While this is astart, even more govern-ment-backed employmentstimulus is necessary. Other-wise, a generation whose fu-ture is already threatened bythe Great Recession’s after-math could fall even furtherbehind — an unacceptable,dangerous prospect.

Wildlife awakensPart 2: ticks

The weather this springhas been crazy! Warm, hot,then cold, then warm, thenhot. It may be confusing tous humans to know how todress. But to the insect pop-ulation, a couple of warmdays means “rise andshine.” No doubt, many ofyou have already experi-enced the “joy” of mosqui-toes, ticks and ants.

The Quinnipiac ValleyHealth District (QVHD) of-fice gets many phone callsabout ticks. A popularquestion asked by con-stituents is “should I getthis tick tested?” A secondquestion often asked is“how do I go about gettingit tested?” The answer tothe first question is harderthan the answer to the sec-ond question.

Some ticks (deer ticks)can be infected with thegerm that causes Lyme dis-ease. Others cannot. If youfind a deer tick attached toyou, it does not mean that ithad the opportunity totransmit the germ intoyour body, even if a tick isinfected. Generally a tickmust be: A) infected withthe germ B) attached to aperson for at least 24 hoursand C) consume a bloodmeal in order for the germto be passed into your body.

So, with those facts inmind, is the presence of adeer tick on your body (oran actual bite) cause forpanic and alarm? The an-swer is no. But it may merita call to your doctor. Somehealth practitioners arenow treating preventivelyfollowing a tick bite, givingsome antibiotics prior tothe onset of disease. How-ever, many health practi-tioners are not doing this.Discuss this with your doc-tor. Certainly, if you are nottreated preventively, it isvery important to watchfor symptoms and seekprompt medical care,should any occur.

Ticks can be tested forthe presence of the germ.However, this will not tellyou if the germ passed intoyour body. The turnaroundtime to get the testing re-sults can take up to threeweeks. When a physicianfeels that a tick should betested, you can get it doneat no cost at the CT Agri-cultural Station, but youmust first get a referralform from QVHD, and youmust transport it to theAgricultural Station.

Live ticks are testedmore rapidly and accurate-ly. To keep it alive, put it ina sealed container withsome leaves. (Dead tickscan also be tested.) If thetick is not engorged (filledwith blood) the Agricultur-al Station will usually onlyidentify the type of tick.

It is extremely wise to beobservant for symptomsfollowing a tick bite. Whilenot everyone will get clas-sic or all of these symp-toms, most people get someindication of symptoms orillness.

Watch for:— A rash, which starts

as a small spot at the site ofthe bite, than expands tocover a good size area. Itmay have a bulls-eye ap-pearance. The key is that itexpands gradually over afew days. (It is not the redspot at the sight of thebite.) There may be morethan one of these rash ar-eas. A Lyme disease rashmay look like a giant sorewith elevated areas, or itmay be flat and look like aslap. It differs from a heatrash or a rash like chickenpox in that it is not a small,spotted rash.

On Wednesday, NorthHaven traveled to Guilfordfor a rematch with a teamthey had beaten earlier in theseason. This matchup provedsimilar to the first — whichhad featured numerouswalks issued by Guilfordpitchers — as Indians re-ceived three walks in the firstinning, including one withthe bases loaded to take a 1-0lead.

Guilford tied the game inthe bottom of the first — alsoon a bases-loaded walk — andthen took the lead 2-1 on abase hit.

“This was not our best per-formance,” DeMayo said.“We had difficulty keepingAmity off of the score-board.”

“We had an opportunity inthe bottom of the fifth, withtwo on and nobody out, butthey picked off one of ourrunners, and that reallykilled any rally that we hadgoing,” he added.

The loss dropped NorthHaven back to .500 as theycompleted the regular seasonwith a 10-10 record. An-drewsen suffered the loss. In-dian batters only managedone hit while striking out 10times and making six errorsin the field.

North Haven has this weekoff, because they missed outon the SCC Tournament, butwill prepare for the Class LState Tournament, whichstarts for them with an awaygame on Tuesday, May 29.

“Right now, we’re just try-ing to get some scrimmagesin before the state tourna-ment, trying to keep the kidsin shape,” DeMayo said.

A boost to the bats would

surely help North Haven inthe playoffs. “For whateverreason, we’ve had difficultyall year with hitting whenthere are men on base,” De-Mayo said. “We’ve hadstretches where we playedwell. But, as of late, ourpitching, hitting and defensehave kind of taken a nose-dive.”

“But the people who didvote had their voices heardand they passed the budget,”he added. “I think the Democ-rats on the Board of Finance— Michael Hallahan and Pa-tricia Brown — did a greatjob of making sure that ourgoals were met. I know thatthey worked behind thescenes to make sure that thebudget was good for every-one. I’m proud of the workthat my Democrats did on theBoard of Finance and theBoard of Education in pre-senting a budget that is goodfor town.”

Such a low turnout, Spaderbelieved, is not a sign thatNorth Haven should abandonreferendums. “I am in favorof referendums,” he said.“Having elections is impor-tant even if there is a one-per-cent turnout. Governmentexists for the people and hastto be accountable to the peo-ple.”

“I do not want to let the fewcontrol the many,” he added.“I could never support anymeasures that abridge any-one’s right to a private voteon the budget.”

Freda agreed. “I am a firmproponent of the referendumprocess,” he said.

Notice is hereby given that, pursuant to the Charter of the Townof North Haven, Connecticut and Connecticut General Statutes,the Town of North Haven May 14, 2012 Town Meeting voted toamend the Town of North Haven Blight Prevention Ordinance atChapter 84 of the Ordinances of the Town of North Haven.Specifically, the Town Meeting voted to increase the number ofmembers of the Blight Prevention Appeals Board from three (3)members with no alternates to five (5) members with one (1)alternate and to amend the Blight Prevention Ordinance accord-ingly.

Section 84-4.D. of the Blight Prevention Ordinance as originallyadopted provided the following:

As permitted by the hearing procedure for citations setforth in Connecticut General Statutes § 7-152c, which the Townof North Haven specifically adopts herein, the First Selectmanshall appoint, with the approval of the Board of Selectmen, three(3) residents of the Town of North Haven to serve on the BlightPrevention Appeals Board. No appointed member shall be apolice officer, employee of the Town of North Haven, or a personwho issues citations. All members of the Blight PreventionAppeals Board shall be appointed for terms not to exceed two(2) years and shall take office on the first business day in Janu-ary following a general town election.
