1.IntroductionThisguideprovidespoliciesandproceduresforcareermanagementoftheDefenseAcquisitionWorkforcewithinthe4thEstatecommunity.ThiscommunityiscomprisedoftheCivilianworkforcemembersemployedbytheDoDAgencies/ComponentsoutsidetheMilitaryDepartments(hereinafter,the"DefenseAgencies"orthe"Agencies").
ThisguideincludescentralizedprocessesandprocedurestoeffectivelymanagetheDefenseAcquisitionWorkforcecareermanagementfunctionsacrossthe4thEstateCommunity.Ourprioritiesaretoincreasestandardization,leverageresourcesandoptimizeacquisitionworkforcecareerdevelopmentopportunities.ThisguidealsodescribestheroleoftheDefenseAcquisitionTalentManagementSystem(DATMS)andothercareermanagementresponsibilitiesandfunctionsincludingcertification,trackingcontinuouslearningpoints,requestingDefenseAcquisitionCorpsmembership,andcareerdevelopment.DATMSalsolinkstoapredecessorsystemusedtoregisterforDAUtrainingcalledtheAcquisitionTrainingApplicationSystem(ACQTAS).ManagementofDefenseAcquisitionUniversity(DAU)trainingquotasandtravelfundingtoattendrequiredtrainingcoursesmustbecloselymonitoredtomaximizetrainingandtraveldollars.Componentsareencouragedtodevelopinternalprocessesandproceduresthatcomplimentandpromoteadherencetothe4thEstateDACMOperatingGuideforeffectiveimplementation.
TrackingoforganizationalprogressinrelationtokeymetricsshallbemaintainedbyeachComponentandmadeavailableto4thEstateDACMrepresentativesasdeemednecessary.SeniorLeaderswithintheDepartmentoftentimesrequestinformationwithshortsuspensedatesinpreparationformakingDepartment‐widedecisions,CongressionalinquiriesandSECDEFmetricsreporting.Asaresultmaintainingdatareadinessisimperative.

2.QuickReferenceGuidefortheAcquisitionWorkforceAsamemberoftheDefenseAcquisitionWorkforce,i.e.,anemployeeassignedtoanacquisitiondesignatedposition,youareresponsibleformeetingtheDAWIArequirementsofyourpositionandmaintainingcurrencyinyourcareerfield.
Yoursupervisorisresponsibleforcreatinganenvironmentthatprovidesopportunitiesforyoutodevelopandreachyourfullpotential.Thisincludesplayinganactiveroleinassistingandadvisingyouoncareerdevelopmentdecisions,ensuringyoureducation,training,andexperienceneedsareincludedinyourIndividualDevelopmentPlan,providingforadequatetimetopursuecareerdevelopmentactivities,andencouragingcross‐functionaltrainingandassignments.
Basictipsformanagingyouracquisitioncareerarecoveredbelow.1.ReviewYourPosition. Forcivilians,acquisitionpositioninformationisfoundinyourPositionDescription(PD).Formilitary,acquisitionpositioninformationisidentifiedinyourorders.Questionsshouldbedirectedtoyoursupervisor. 2.KnowYourCareerFieldandCertificationLevel. Everyacquisitionpositioninthe4thEstatemusthaveapositioncategory/careerfieldandlevelspecified.Thesetwofieldsarethemostessentialforyourknowledge,astheywilldriveyourcertificationrequirements,yourdevelopmentplan,yourprioritizationforDAUtraining,andyourcontinuouslearningrequirements.Forcivilians,theacquisitionpositioncategory/careerfieldandcertificationlevelshouldbeindicatedontheCivilianAcquisitionAssignmentCodingSheetattachedtothePositionDescription(PD)andcodedintheDefenseCivilianPersonnelDataSystem(DCPDS). 3.ReviewYourCertificationRequirements. Theacquisitioncareerfieldandlevelidentifiedforyourpositionformthebasisfordeterminingyourcertificationrequirements(education,training,andexperience).FormostAWFmemberstheserequirementsmustbemetwithin24monthsofassignmentorawaiverextendingthattimeframemustbegrantedtoremainintheposition.AWFmembersassignedtoKeyLeadershipPositions(KLPs)mustbecertifiedattimeofassignment.CertificationrequirementsareperiodicallyupdatedandcanbefoundintheDefenseAcquisitionUniversity(DAU)iCatalog.Reviewthemwithyoursupervisortodeterminewhateducation,training,andexperienceyouneed. 4.CreateanIndividualDevelopmentPlan(IDP). YouarerequiredtohaveanapprovedIDP.TheIDPisaplanningtoolthatallowsyouandyoursupervisortoidentifyandtrackyourcareerobjectives,includingeducation,trainingorspecialexperienceneededtomeetthecertificationrequirementsofyourposition.YouandyoursupervisorshouldensurethatyourIDPiskeptuptodate. 5.ApplyforDAUTraining. ToapplyforDAUtraining,logonto DATMS,selectManageCareer/Training/SearchforDAUTraining.AlternativemethodsformeetingDAUtrainingrequirementsmaybeaccomplishedthroughcompletingDAU‐certifiedequivalentcoursesorapplyingforcoursefulfillment. 6.ApplyforCertification. Onceyoumeettraining,education,andexperiencerequirements,youmayapplyforcertificationbyloggingonto DATMS/ManageCareer/Certification/Manage

CertificationRequests.Afteryou’veachievedthecertificationrequiredforyourposition,youareencouragedtopursuehigherlevelcertificationsinyourcareerfieldandcertificationsinothercareerfields. 7.MeetContinuousLearning(CL)Requirements. Tomaintaincurrencyinacquisitionandleadershipskills,youarerequiredtoobtain80CLpointseverytwoyears.CompletionofcertificationtrainingcountstowardCLpoints,alongwithotheracquisition‐relatedactivities.Logonto DATMS,selectContinuousLearningtorequestCLpoints. 8.BecomeaMemberoftheAcquisitionCorps. Ifyourcareergoalsincludeacquisitionmanagementandleadership,AcquisitionCorpsmembershipisimportantbecauseitisneededatthetimeofassignmenttoCriticalAcquisitionPositionsandKeyLeadershipPositions.Ifyouareacivilian,youmayapplyforAcquisitionCorpsmembershipwhenyouareattheGS‐13(orequivalent)gradeorhigherandmeetAcquisitionCorpseligibilityrequirements.Logonto DATMS, selectManageAcquisitionCorpsRequests. 9.KnowWhereToSeekAssistance. 3.RegistrationforDAUTraining3.1 DATMS/ACQTASfor4thEstateStudentRegistrationTheAcquisitionTrainingApplicationsSystem(ACQTAS)shallconstitutethesolemeansbywhich4thEstatecivilianDefenseAcquisitionWorkforcemembersregisterforDAUtrainingcourses,trackContinuousLearningPoints(CLPs)andapplyforcertificationonline.
3.1.1 MeetingCoursePrerequisitesAllstudentsmustmeetcourseprerequisiterequirementspriortocourseattendance.DAU,inconjunctionwiththeFunctionalLeadersatOSD,hasestablishedcourseprerequisitesandprogramcore(acquisitioncareerfieldcertification)requirementsformanytrainingcoursesthatmustbemetinordertoregisterforacourse.Studentsarerequiredtomeetcourseprerequisitesandensuretheypossessthecapabilitiesacquiredthroughprevioustraining,educationand/orexperiencetoprovidethemwiththeknowledge,skillsandabilitiesessentialforsuccessfulparticipationinahigher‐levelcourse.TheseprerequisitesarelistedintheDAUiCatalog(http://icatalog.dau.mil/)inthe‘CourseInformation’section.Prerequisitesaremetinoneofthefollowingways:
PrerequisiteCourseCompletion:CompletingthedesignatedDAUcourse.
Equivalency:Completinganapprovedequivalentcourse(acceptableequivalentcoursesarelistedonlineintheDAUiCatalog),TheemployeemaycompleteaDAU‐certifiedequivalentcourseofferedbyan accreditedacademicinstitutions,otherDoDschools,privatesectorcourseprovidersorprofessionalorganizations.AlistingofapprovedequivalentsisavailableattheDAUiCatalog.PleasenotethattherearesomecoursesthathaveanapprovalperiodlistedintheiCatalog.Pleasereviewthedatecarefullytoconfirmthegraduationtookplacewithinthattimeframe.Fordetailedproceduresonrequestingequivalency,pleaseseeSection5.1.
Fulfillment:TheFulfillmentProgramprovidesDefenseAcquisitionworkforcememberstheopportunitytocompleteDAUcourseprerequisitesandprogramcore(acquisitioncareerfieldcertification)requirementsthroughmeansotherthancourseattendance.Thisprogrampermitstheassessmentofaworkforcemember’sdemonstratedcompetencies(capabilitiesacquiredthroughprevioustraining,educationand/orexperience)againstthelearningoutcomes/objectivesofselectDAUcourses.InformationregardingfulfillmentisavailableattheDAUiCatalog.WorkforcemembersdesiringtofulfillDAUcoursesmustfirstmeetthepre‐requisitesforthatcourseinaccordancewith2.1.1abovepriortoapplyingforfulfillment.Fordetailedproceduresonrequestingequivalency,pleaseseeSection5.2.
Waiver:IncertaincircumstancestheDACMofficewillconsiderwaivingprerequisiterequirementsforcoursesuptothe300‐level.Ingeneral,lowerlevelcoursesshouldbetakenforCL

credit,orbroadeningtheknowledgebase.Distancelearningclasseswillnotbewaived;andwaiverswillonlybeconsideredforcoursesintheperson’sprimarycareerfield.Waiverswillnotbegrantedinpursuitofsecondaryortertiarycertifications.Waiversareanexceptiontopolicyandshouldonlybesubmittedinexigentsituations.Requeststowaiveprerequisitecoursesmustbesubmittedtothe4thEstateDACMOffice.Thewaiverrequestmustincludeadetailedjustification,acurrentresumeandsupervisorapproval.TheDACMofficewillreviewtherequestandrenderadecision.
DACMApprovedCoursePredecessors:TheDACMofficehasmadeafewspecialexceptionstohelpindividualsreceivecreditforpreviouscourseworkcompletedunderpreviouslyapprovedcurriculumwithtransitioningtotakingcurrentcourseworkthatrequirenewcoursesforprerequisites.Theseexceptionsarelistedbelow:

WaiverapprovalisdelegatedtoagencyComponentAcquisitionExecutives(CAEs)forsituationswhereaworkforcememberiscertifiedatLevelIIIinhis/hercareerfieldanddesirestotakealowerlevelcourse.Inthissituation,anycoursethatiscurrentlyrequiredforcontractingcertificationcanbewaivedtoallowtheLevelIIIcertifiedworkforcemembertotakethelowerleveltraining(e.g.CON243requiresCON216asaprerequisite,butthiswouldnotapplytoworkforcememberscertifiedatLevelIIIinContracting).
3.1.2 PrerequisiteChecksDuringRegistrationProcess
Duringtheregistrationprocess,DATMS/ACQTASwillremindtheapplicantoftheprerequisiterequirement.
Iftheserequirementswillnotbemetpriortocourseattendancetheemployee
shouldnotsubmittheirapplication. Iftheserequirementswillbemetpriortothecoursestartdate,thentheapplicantcan
stillsubmittheirapplication,butshouldincludecommentsintheapplicationifanyofthoserequirementsarenotreflectedontheirDAUtranscript.
Studentsapprovedtotakeafollow‐onresidentclasswithoutsuccessfulcompletionoftheonlineprerequisitecourse,mustsuccessfullycompletetheprerequisitecourseat

least30calendardayspriortothescheduledresidentcourse.Failuretocompletetheprerequisitecoursewillresultintheirremovalfromthefollow‐ontraining.
3.1.3 RegistrationReasonCode:ComponentQuotaManagersmustensurethatprerequisitesaremetpriortocourseattendance. DATMS/ACQTASwillautomaticallyrunaprerequisitecheckatthetimeofapproval.Ifprerequisitesarenotmet,thentheQuotaManagercandisapprovetheapplicationorselectfromthefollowingreasoncodes:
2.1.1 PrerequisitesMustBeMetforEachCourseattheTimeofApplicationApproval
Ifnoneoftheaboveconditionsaboveapply,theindividualcannotbeallowedtotaketheprerequisitecourse.Courseprerequisitesbuildupononeanother,andtherearenoautomaticexemptionsforworkforcemembersbasedontheirpositioncoding.Forexample,beingcodedtoaLevelIIIcodedContractingpositiondoesnotresultinautomaticwaiverofthe

2.1.2 FailedPrerequisitesIndividualsmaynotattendacourseifthey’vefailedaprerequisite.Allprerequisitesmustbegraduatedpriortoattendingthenextcourse.Ifanindividualdoesnothavetimetoretakeafailedprerequisite,theagencymustfindasuitablereplacementtotaketheindividual’sseat.
3.2RegistrationofEmployeesoutsideofthe4thEstateAllocatedquotas,studenttravelandperdieminDATMS/ACQTASshallnotbeusedtotrainMilitarymembersorcontractorsassignedtoDoDComponents.
Militarymembersarerequiredtocoordinatewiththeirlocalorganization’sacquisitiontrainingofficialsandwiththeappropriatepointofcontactatthemember'sMilitaryDepartmenttoobtaintrainingquotasandtravelfunding.
LinkstoDAUcourseregistrationsystemsandcareermanagementPOCsformilitarymembers,contractorsandfederalemployeescanbefoundontheApplyforaCoursepageontheDAUwebsite.
3.3DATMS/ACQTASUserSupportAvarietyofusefulresourcesareavailableonthelefthandsideofthescreenonceauserisloggedintoDATMSorACQTASincludingFrequentlyAskedQuestions,Tutorials,andUserGuides.4thEstateDefenseAcquisitionWorkforcemembersmayalsocontacttheDATMS/ACQTASHelpDeskbyemailorphoneforassistancewithanyfunctionswithintheDATMS/ACQTAS.
AllemailinquiriessenttotheHelpDeskwillbeansweredwithinonebusinessday.Issuesthatrequireelevation,orthatarecomplexinnature,mayrequiremoretime.Intheseinstancesa

3.4CancelingDefenseAcquisitionUniversity(DAU)Trainingandthe4thEstateNo‐ShowPolicy
Withincreasedtrainingrequirementsandlimitedtrainingfunds,itisimperativethatstudentsproperlyattendtheDAUtrainingthattheyhaveregisteredfor.Failuretoattendtrainingortocancelareservationinatimelymanneriscostlyandgenerallyresultsina“seat”notbeingfilledandalosttrainingopportunityforanotherstudent.Thefollowingproceduresmustbefollowedtomaximizetrainingopportunitiesacrossthe4thEstateCommunity:
Cancellations
IfastudentisunabletoattendaDAUclassforwhichtheyhaveareservation,theymustsubmitacancellationrequestusingtheDATMS/ACQTASsystematleast10workingdayspriortothereservationcutoffdate.Thisistheminimumtimerequiredtocancelatrainingregistrationandidentifyandregisterapotentialsubstitute.
NoShows
NoShowsarerecordedifastudenthasareservationinaclass,isunabletoattendthetraininganddoesnotcanceltheregistrationwithinthe10daycancellationrequirement.
Anotificationissenttothestudentandsupervisorrequestingajustificationfor“No‐Shows”.Justificationsmustbereceivedwithin14daysofthenotification.Onlyunderextenuatingcircumstanceswilla“NoShow”justificationbeapproved.Alistof“NoShows”isprovidedtothe4thEstateDACMOfficeandtrainingofficialsonamonthlybasis.
NOTE:Cancellationsmadeafterthe10dayrequirement,willbedocumented,reviewedandappropriateactiontaken.
NOTE:“NoShows”willbedeniedregistrationinfutureofferingsofallcoursesforaperiodof180days.

3.5 Walk‐inPolicyStudentsareencouragedtotrytoattendDAUtrainingonawalk‐inbasisiftheclassislocaltothem.
Walk‐instudents(thosestudentsnotontheclassroster)willberequiredtoprovidedocumentationcitingsuccessfulcompletionofprerequisiteDAUcourse(s).
Walk‐instudentswhodonotprovidedocumentationwillnotbeadmittedtothecourseunlessthesupportingDAURegion,ortheDACMofficecanverifyprerequisitecompletionsthroughasystemscheck.
Waitlistedstudentsaregivenpriorityinattendingcoursesasawalk‐inoverstudentsthatarenotonthewaitlist.
Workforcemembersshallnottraveltoattendcoursesasawalk‐inbasiso DAUwalk‐inpolicygivespreferencetolocalstudents

4.CivilianStudentTravelPolicy
4.1 IntroductionFundingofofficialtravel,whetherlocalortemporaryduty,isoneofthemajorcostcategoriesinthe4thEstateDACMbudgetforwhichthereissomediscretiononhowfundsarespent.Thevisibilityandpotentialforabuseoftravelfundsmandatesclosescrutinyofalltravelrequests.Managementisresponsibleforensuringthatalltravelisjustifiedintermsofcosts,priorities,andtheircontributiontomissionrequirements.Agoalofthisinstructionistofindasmartbalancebetweentheburdenonthetravelerandbeingmindfulthatthepreeminentpurposeoftravelistofulfilltheagency’smission.

4.3 UseofCentralizedFundingtoAttendDAUTrainingDAUcentralizedtravelfundingisavailableforallowablecostsassociatedwithattendingDAUTrainingunderthefollowingcriteria:
AlltravelwillbeconductedinaccordancewiththeprovisionsoftheDoDJointTravelRegulationsandDACMDirectives.NothinginthisOperatingGuidewillbeconstruedasnegatingorsupersedinghigherlevelpolicies.
Alltravelersareexpectedtoexercisethesamecareaswouldaprudentpersontravelingonpersonalbusiness.Excesscosts,circuitousroutes,unnecessarydelaysinroute,orluxuryaccommodationsnotrequiredfortheperformanceofthemissionarenot

consideredprudentuseofgovernmentfunds.Whenarrangingtravel,workforcemembersshouldaskthemselves:“IfIwerepayingforthismyself,isthiswhatIwoulddo?”Additionalexpensesincurredtosatisfypersonalpreferencesorconveniencewillnotbereimbursed.

4.4 OtherTravelPoliciesAlltravelordersmustbepreparedinaccordancewiththeJointTravelRegulations(JTR).ThreespecificpoliciesthatpertaintoDAUtravelfundinginclude:
4.4.1TemporaryDuty
Temporaryduty(TDY)travelisofficialtravelawayfromthepermanentdutystation(PDS)foraperiodoftime(JTR).TravelordersareissuedforTDY.
4.4.2LocalVicinity
DAUTraining‐CentralizedfundsarenotusedforlocaltravelcostsassociatedwithattendingDAUtraining.Employeesmustrequestthisfundingthroughtheiragency.ThelocalareahasbeendefinedbytheDACMtoincludeallthesurroundingsuburbanareasandcommunitieswithina50‐mileradiusofdutystation.LocalTraveland4thEstateSponsoredTraining‐Trainingthatisofferedbythe4thEstateDACM,asindicatedbyschoolcode501H,isfunded100%forallAcquisitionWorkforceMembersnomatterthetravelvicinity.Agenciesaretoprocessallapplicationsforschoolcode501Hasapriority1withfunding.The4thEstateTravelmanagerwillprovidefundingtolocalstudentsandTDYstudentsalike.
4.4.3CostEffectiveLocationPolicy
TheCost‐EffectiveLocation(CEL)moduleinDATMS/ACQTASisusedthroughouttheDefenseAcquisitionWorkforcetomaximizestudentthroughputbysavingTDYcosts.Thismodelworksbyprojectingtravelcostsbasedoninformationinthestudentprofileandothersystemstosuggesttrainingopportunitieswiththelowesttravelcosts.
Atthetimeofregistration,thesystemwillsuggesttrainingatthelocation(s)withthelowestassociatedtravelcosts.
Ifstudentsselectanyofthecosteffectivelocationsrecommendedbythesystem,thestudent’sapplicationgoesthroughthenormalapprovalprocess.Ifanoncosteffectivelocationisselected,thenthestudentisrequiredtosubmitjustificationfortakingthetrainingatthealternatelocation.
Ininstanceswheretheadditionalcostoftravelislessthan$250overtheCELcost,quotamanagersareauthorizedtoreviewthejustification,andifappropriate,approvetheapplicationasareservation.

Ininstanceswheretheadditionalcostexceeds$250,travelmanagershavetwooptions:
o Approvetheapplicationusingagencyfundingforanimmediatereservation,or
o ApprovetheapplicationusingDAUfunding,whichrequiresanadditionalapprovalbythe4thEstateTravelTechnicianbeforeareservationismade.

StudentsarenotmandatedtostayintheBOQ.However,inanattempttocontrolfunds,itisinthegovernment’sbestinterestfinanciallyifthestudentchooseslodgingattheBOQ.
Thetravelmanagerisalsoresponsibleforlodgingsharedrentalcarstudentsatthesamelocationorwithin10milesofeachother.
4.4.6RentalCarsandPublicTransportation
(JTR,par.4060B6)PerJTR,theAuthorizingOfficermayauthorizetherentalcarusewhenitisthemostcosteffectiveorefficientwaytocompletetheoverallmission.Thegeneralpolicyistominimizethesizeandnumberofrentalcarsconsistentwithmaintainingareasonablequalityoflifewhileonofficialtravel.
Personneltravelingtothesamelocationwillmakeeveryefforttoarrangecompatibletravelandbilletingarrangementsinordertominimizenumberofrentalcars.

Agencytravelmanagersshouldarrangeforstudentstosharerentalcarstothemaximumextentpracticable.Whentwoormorepeopleareattendingtrainingfromthesameagency,thensharedrentalcarsshouldbeusedwithnomorethanthreepeoplepercar.
TraveltoandfromtheTDYlocationmaybeaccomplishedwitharentalcaronlyifthetravelrequirestheuseofarentalcarattheTDYlocation.Ifarentalcarisused,thetotalcostoftraveltoandfromtheTDYstationisstilllimitedtotheconstructivecostofcommoncarriertransportationandrelatedperdiemasdeterminedintheJTR.
WhensubmittingtravelordersforapprovalanypersonnelrequestingarentalcarforconveyancetoandfromtheTDYlocationwillsubmitacostcomparisonshowingasavingstotheGovernment.
Thecompactcarsizeshouldbeauthorizedunlessalargerrentalcarisjustified(JTR,par.3330‐C1).
Arentalcarisauthorizedforstudentswithmedicalprofilesthatjustifytheneed.Medicalprofilemustbedatedwithinoneyearofthetraveldate.
RentalcarsarehighlydiscouragedforattendingDAUclassesinSanDiego,California.SeveraleatingestablishmentsarelocatedwithincloseproximitytothetraininginstallationandthereareseveralhotelswithinwalkingdistanceiftheBOQisunavailableorthestudentchoosestostayatahotel.
4.4.7PersonallyOwnedConveyance(POC)TDYTravel
(JTR,4030E)AnemployeemaynotbeprohibitedfromusingaPOConofficialtravel.IfanemployeeelectstouseaPOCinsteadoftheauthorizedtransportationmode(i.e.themodedeemedtobemostadvantageoustothegovernment)thefollowingconditionsapply:
MileagereimbursementandperdiemislimitedtotheconstructivecostofcommoncarriertransportationandrelatedperdiemasdeterminedintheJointTravelRegulation(JTR).
WhensubmittingtravelordersforapprovalpersonnelthatrequesttravelingbyPOCmustsubmitaConstructedTravelCostComparisonWorksheet(CTW)showingasavingstotheGovernmentunlessthelocationhasalreadybeenpre‐approvedbymanagementasamorecosteffectivemodeoftravel.
1.6.2.TheDACMofficestronglysupportsandencouragescarpoolingwhenpersonneltravelbyPOC.

5.DAUCourseQuotaManagement5.1OpenSeatingandCourseCAPs
ResidenttrainingcoursestaughtatDAURegionallocationsaregenerallymanagedthroughanopenseatingprocess.Themajorityofseatsinthesecoursesareassignedas“openseats”thatareavailableforusebyanyDefenseAcquisitionWorkforcemember.TheDefenseAgencies(4thEstate)aregivenatotalallocationcalleda“coursecap”,whichlimitsthenumberofreservationsthattheycanmakeineachDAUCourse.Thereisanopenseatingpolicywithinthe4thEstatewhichallowsagenciestomakereservationsagainstopenseatsasneeded.Sincequotasarenotassignedbyclassnumberandlocation,itistheresponsibilityofeachagencytoprioritizestudentsandmakeprudent,reasonable,andcosteffectiveplacementdecisionswhileconsideringthecalculationsrequiredbytheCostEffectiveLocation(CEL)moduleasdiscussedinChapter3.
5.2AssignedQuotaAllocationsInsomeinstances,quotasinspecificclassofferingsareallocatedtotheDefenseAgencies.Typically,thesequotasareinlocal(onsite)classofferings,pilotclassofferingsfornewDAUcourses,andwebbasedclassesthatarenotrollingadmissionclasses.WhenquotasareallocatedtotheDefenseAgencies,theyare“protected”andcanonlybeusedbyDefenseAgencyemployeesuntiltheclassstartdateiswithin65daysofthestartdate.

5.3WaitListFunctionalityWhenquotamanagersareunabletoapproveastudentasareservationinaclass,studentscanusuallybeapprovedontoawaitinglist.Studentshaveachanceofreceivingareservationinaclassofferingonceitcomeswithin75daysoftheclassstartdate.Whenwaitlistedstudentsreceiveaseatinacourse,itissystemgeneratedandbasedonthewaitlisteddate.
5.4OutofCycleOnsiteTrainingRequests
TooptimizetrainingopportunitiesacrosstheDepartment,outofcycleonsitetrainingrequestsmustbesubmittedtotheDACMofficeaccompaniedwitha"byname"listingofstudentsidentified

toattendsubjecttraining.ThisprocessensuresthattherequestingAgencyhasappropriatelyidentifiedasufficientnumberofstudentstofilltheonsitecourseoffering.
TheDAUSchedulingDepartmentcollectsallonsiterequestsfromtheDACM’sandbuildsa“WishList”.The“WishList”ofcourserequestsareprocessed/scheduledbasedoninstructoravailabilityandreceiptoftrainingrequest.Hence,thereisnoguaranteethatrequestedonsiteswillbeaddedtotheDAUtrainingschedule.Intheeventthatanoutofcycleonsitetrainingrequestisapproved,therequestingagencywillbenotifiedimmediately.
5.5SubstitutionofNon‐Priority1andPriority2StudentsOnamonthlybasis,the4thEstateQuotaManagerwillprovideComponentquotamanagerswithalistingofindividualswhoarescheduledinhighdemandclassesthatarecurrentlyinthesystemasPriority3or4.Thisreportwillbesentout60daysinadvance,andwillincludestudentsscheduledin4thEstate’stop10courses,courseswithCAPMET,courseswithin20%meetingtheestablished4thEstatecourseCAP.
ComponentQuotaManagerswillbeaskedtoverifythatthestudentsinthereportareaccuratelycodedasPriority3or4.Iftheyare,thenagencieswillbegivenanopportunitytosubstituteaPriority1studentintothecourse(alistofalternateP1sfromyourorganizationwillbeprovidedwiththereportforconvenience).Asalways,ifstudentsaremovedbetweenofferings,theComponentQuotaManagershouldensurethatstudentsareattendingtrainingatacosteffectivelocation.IfthequotamanagercannotfillthePriority3or4seatswithanotherstudentthenthe4thEstateDACMOfficereservestherighttofindasubstitutestudentwithahigherprioritylevel.
IfthestudentsidentifiedonthereportareinaccuratelyidentifiedasaPriority3or4students,thenQuotaManagersshouldrespondwithin72businesshoursofreceiptoftheemailduetothehighdemandoftheseclasses.Intheresponse,theQuotaManagershouldprovidejustificationforthere‐codingofthestudent.

6.EquivalencyandFulfillment
TheAlternateMeansofObtainingCourseCreditpageintheDAUiCatalogprovidesagoodoverviewofhowtheequivalencyandfulfillmentprogramscanbeusedbyDefenseAcquisitionWorkforcememberstoobtaincreditforDAUtrainingbasedoneducation,trainingandexperiencegainedoutsideofDAU.Theguidancebelowoutlinesproceduresfor4thEstateworkforcemembers(DoDCivilianemployeesthatworkforDefenseAgenciesorotherComponentsoutsideoftheMilitaryDepartments)tousetorequestcreditthroughfulfillmentorequivalency.
6.1DAUEquivalentCourseCompletionDefenseAcquisitionUniversity(DAU)recognizestrainingproviderswhooffercoursesthathavebeencertifiedequivalenttoDAUcurriculumcoursesandcanbeusedtomeettherequirementsoftheDefenseAcquisitionWorkforceImprovementAct(DAWIA).Itisimportanttonotethatthesecoursesmusthavebeencompletedduringthespecifiedeffectivedates.
TheproceduretoapplyforcreditforaDAUEquivalentcourse isasfollows:
1.UpongraduationfromaDAUcoursetaughtbyanapprovedprovider,forwardacopyofyourgraduationcertificatetoyourtrainingsupervisorforreview.
2.YourTrainingSupervisorshouldthenforwardthegraduationcertificatetotheQuotaManagerforyouragency(thepersonthatgivesfinalapprovalinthesystemtoattendDAUtraining).
3.YourQuotaManagerwillverifythatthegraduationisacceptableaccordingtothecriteriafoundonhttp://icatalog.dau.mil/appg.aspx.
4.Uponverification,yourQuotaManagermustforwardthegraduationcertificateviaemailtothe4thEstateDACMOfficeforReviewatDoDDACMQuotas@asmr.com.
5.The4thEstateDACMreviewerwillthenenteryourgraduationintoATRRSasanequivalentgraduation.ThiswillupdatetheDATMS/ACQTASsystemandthegraduationwillthenshowupinyourTrainingHistory.

6.2FulfillmentProcessandRequirements
The4thEstateDACMOfficeprovidesAcquisition,TechnologyandLogistics(AT&L)workforcemembersofthe4thEstatetheopportunitytocompletecourseprerequisitesandfunctionaltrainingrequirementsbyexercisingtheFulfillmentProgram.Thisprogrampermitstheassessmentofaworkforcemember’sdemonstratedcompetencies(capabilitiesacquiredthroughprevioustraining,education,and/orexperience)againstthelearningoutcomes/objectivesofselectDAUcourses.
Fulfillmentisonlyavailableforworkforcemembersservinginacquisitionpositions.Inordertoapplyforfulfillmentworkforcemembersmust:
1.Becertifiedatthelevelbelow(onelevelbelow)orequaltothelevelofthecourseforwhichfulfillmentisdesired
2.Havesuccessfullycompletedallpre‐requisiterequirementsforthecourseforwhichfulfillmentisdesired.
Whilefulfillmentprovidesanoptiontoobtaincreditforcourseworkalreadymastered,the4thEstateDACMfeelsthereisgreatbenefittoboththepersonandtheorganizationandthatfulfillmentshouldonlybeusedinexceptionalcircumstances.Beforepursuingfulfillment,applicantsshouldcheckwithhis/heragencycareermanager(i.e.localtrainingcoordinatorand/orquotamanager)forapplicability.
NoFulfillmentsforOnlineCourses:
Onlinetrainingshouldbecompleted,ratherthanfulfilled,toensurethatworkforcemembersreceivethemostcurrenttrainingavailableatalowcosttothegovernment.

FAICertificationsandCourseEquivalency
AFAC‐CCertificationdoesnottranslateintoaDAWIACertification,howeversomeofthecoursestakentoachievethiscertificationmaybeequivalenttoDAUcourses.IfanindividualhascompletedaDAUequivalentcourse,pleasesubmitthecertificatetotheDODDACMQuotaManagertohavethe
FulfillmentProcedures:
1. CompleteDDForm2518,“FulfillmentofMandatoryTrainingRequirement”.YouwillalsoneedtoprovidesupportingdocumentationtoyourAgency’sTrainingofficials.Thissupportingdocumentationshouldinclude:
a. Acompletedfulfillmentguideforthecourse(thiscanbefoundontheDAUBlackboard).Thiswillincludeastatementonhowtheemployeehasmeteachcompetencythatiscoveredinthecoursetheyaretryingtofulfill.Tobeapprovedforfulfillment,theemployeeshouldgenerallymeetatleast80percentofthecompetencieswithinthecoursefulfillmentguide.
b. Supportingdocumentation(e.g.resume,transcripts,certificatesofcompletion)shouldbeprovidedforanyeducation,training,orexperiencethatisreferencedwhencompletingthefulfillmentguideinthepreviousstep.
c. Ifthecourselearningobjectivecallsforthecompletionofworkproduct,thatworkproductmustbecompletedandsubmittedaspartofthefulfillmentpackage.
2.YourTrainingSupervisormustreviewthepaperworkandforwardittotheApprovingOfficialforyourAgency.GenerallythisistheCertificationPOC.Ifnecessary,yourTrainingSupervisorcancontacttheDoDQuotaManageratDoDDACMQuotas@asmr.com,todeterminewhothecurrentApprovingOfficialisforyourAgency.
3.TheApprovingOfficialforyourAgencythenreviewsthefulfillmentrequest.
4.Uponapproval,theApprovingOfficialsendsanemailnotificationwithanattachedcopyofDDForm2518andallsupportingdocumentationtothe4thEstateDACMReviewer,[email protected].
5.The4thEstateDACMReviewerwillcoordinatefinalapprovalofthefulfillmentpackageandwilldocumentapprovedfulfillmentpackagesinATRRS.ThiswillupdatetheDATMS/ACQTASsystemandthefulfillmentwillthenbereflectedininyourTrainingHistoryasagraduationfromthefulfilledDAUcourse.
6.WorkforcemembersdesiringtosubmitafulfillmentapplicationforaDAUcoursemustfirstmeetallprerequisitesforthatcourse.Failuretodosowillresultindisapprovalofthefulfillmentrequest.

The4thEstateiscommittedtohelpingDefenseAcquisitionWorkforcemembersstayuptodateinboththeirtechnicaldisciplineandtheiracquisitionprofessionaldevelopment.Toassistinthatendeavor,the4thEstateDirector,AcquisitionCareerManagementhasdevelopedamoduleintheDATMSsystemthatpermitsonlinerequestandtrackingofCLcreditsformembersoftheDefenseAcquisitionWorkforce.
7.1PointsforEquivalencies
Equivalencycoursesdonotautomaticallyaccumulatecontinuouslearningpoints.Studentsmayrequestpointsforthecoursetheycompleted,usingthevendor’scoursetitle,buttheyarerestrictedtorequestingthesamenumberofpointsDAUoffersfortheircourse.
Forexample,thecompletionofCON090throughManagementConceptscanhavepointsrequested,usingthetitle,“FARFundamentals,”andfornomorethan140points.UsingtheDAUcoursenumberwillgenerateanerrorinDATMS.
SupervisorsareresponsibleforapprovingonlythepointvalueofferedbyDAU,aspublishedintheiriCatalog.
7.2PointsforFulfillments
Undernocircumstancesarecontinuouslearningpointstoberequestedforfulfillments.Continuouslearningpointsarespecificallyprovidedforphysicaleventsthatanindividualattendsthatcanbequantified.
7.3PointsforPilotCourses
DAUcoursesthatareinapilotphasedonothavecontinuouslearningpointsassociatedwiththemastheyarestillunderdevelopmentandthepointvaluehasnotbeendetermined.
However,oncethepointsvaluehasbeendeterminedtheindividualmaymanuallyrequestpointsbyusingtheword“Pilot”,intheeventtitleinadditionwiththeDAUcoursetitle.UsingtheDAUcoursenumberwillgenerateanerrorinDATMS.InthecommentssectiontheindividualmustindicatethattheeventisaDAUpilotcoursethatdidnothavepointsawardedatthetimeitwascompleted.

7.4TrainingforContinuousLearningPointsOnly
TheDACMhasapprovedforindividualstotakecoursesforcontinuouslearningpointsonly.Inthiseventtheprerequisitesforthecoursemaybewaivedbytheagency,howeverthefollowingguidelinesmustbefollowed:
Individualsmustincludeintheapplicationcommentsthefollowingstatement:“Thiscourseisforcontinuouslearningpointsonly.”
Applicationsaretobeapprovedasapriority3 Residentcoursesaretobelocal,TDYfundingwillnotbeauthorized.
