HISTORY OF THE FATHERHOOD

COALITION OF TARRANT COUNTY

The vision for a fatherhood initiative in Tarrant County

began largely in the context of an increased focus by state

and national organizations on the role of fathers in the

positive development and overall well-being of children.

Social scientists and public policy makers were emphasizing

negative behaviors in some children—academic failures,

delinquency, and poor self-esteem—that could be correlated

with father absence. In response, efforts were emerging to

develop more resources to aggressively address factors that

may contribute to father absence and lack of father

involvement with their children—unemployment, low

educational achievement, and skill deficiencies. In addition,

welfare reform began broadening its outlook to consider

strategies that might better address the adverse impacts of

absent fathers on the emotional, social, and financial health

of children.

In October 2000, the Tarrant County Workforce

Development Board, now known as Workforce Solutions for

Tarrant County (WSTC), began planning efforts to develop a

county-wide initiative to promote responsible fatherhood and

strengthen the role of fathers in the lives of children. WSTC

invited community-based and social service organizations in

Tarrant County to a series of public forums and discussions

focusing on fathers and their children.

Unexplained bruises and welts, burns, fractures,

and lacerations or abrasions

Wary of adult contact

Apprehensive when other children cry

Behavior extremes: aggressiveness or withdrawal,

frightened of parents or other significant persons,

afraid to go home

Reports injury by parents or by caregiver

Indicators of Emotional Abuse

Speech disorders

Lags in physical development

Habit disorders (sucking, biting, rocking, etc.)

Conduct disorders (anti-social, destructive, etc.)

Neurotic traits (sleep disorders, inhibition of play)

In November 2000, sixty Tarrant County service

organizations attended an informational meeting hosted by

Workforce Board staff and community leaders at Tarrant

County College - South Campus. Committees were formed to

develop strategies to address specific needs of four target

populations of fathers—teen fathers, incarcerated fathers,

fathers with the Office of the Attorney General child support

orders, and “at-risk” fathers. An at-risk father was described

as any father subject to being disconnected from his children,

either physically, emotionally, and/or by lack of financial

support.

In January 2001, a Fatherhood Advisory Task Force

(FATF) was established to guide and develop a

comprehensive fatherhood initiative.

In March 2001, TATF joined forces with a

community-based effort under the leadership of Charles

Scoma, then Mayor of North Richland Hills. This partnership

led to hosting a community forum in conjunction with the

Texas Fatherhood Initiative to engage additional partners.

The community forum established the Fatherhood Coalition

of Tarrant County (FCTC).

In June 2001, FCTC held the first annual “Celebrate

Fatherhood” event and since then, has continued to promote

responsible fatherhood every year.
