Embarking on the 5th year of the Atlantic Action Plan, in the ASPC2017 opening plenary session prominent speakers will outline its achievements and provide an overview of funding instruments deployed by the Atlantic communitystakeholderstofinancetheirprojects.AnAtlanticStrategyveteranwillpresentahistoricalaccount oftheAtlanticActionPlanfromtheIrishperspective.AManagingAuthoritywillinformparticipantsonthe typeofprojectsreceivingfinancing.Thesessionwillclosewiththesharingofgoodpracticesfromthe BalticSeabasin.

Thetwo-floordedicatedexhibition,networkingandmatch-makingareawillhost20exhibitors.Exhibitionstands will be allocated to Atlantic stakeholders of a varying spectrum of activities ranging from private organisations,universitiesandresearchcentrestoorganisationsprovidingfinancialsupportforthe implementationofAtlanticactionsandprojects.Networkingandmatchmakingactivitiesamong interestedparticipantswillbefacilitatedbytheSupportTeam.Inaddition,amatchmakingtoolwillbe deployed through which participants will be invited to register prior to the conference so as to simplifytheprocessofprofiling,matching,meetingrequests,agendasetting,andlocationreservation.

Summary: The ATLAS project is tasked with providing essential new knowledge of deep ocean ecosystems andpopulationsintheNorthAtlantic.Containingreservoirsofbiodiversityandgeneticmaterialthesedeep-sea habitats have economic potential that in turn presents social challenges as Atlantic communities seek to capitaliseonBlueGrowth.ATLASintendstodevelopscenario-ledstrategiesthatstimulateBlueGrowth.Thecontextofthisworkistoexaminecasestudiesunderfuturescenariosofclimatechangeandhumanuse.Social challenges relate toeconomicopportunities influencedbyenvironmental change. In thisworkshop, weexemplifydifferentaspectsassociatedwiththreecasestudiesdrawnfromthewest,midandeastNorth Atlantic.ATLAScasestudiesarefocalecosystemslocatedneartobluegrowthactivitiesaswellasrepresenting areas where environmental data is available and where offshore cruises are likely to add information during thelifeoftheproject.Theyareatascalewherebiogeographic,regulatoryandsocio-economicinformationcanbeproperlyintegrated.SharinggoodpracticesisanessentialelementoftheATLASprojectasweseekto improve our capacity to monitor, model and predict shifts in deep-water ecosystems and link that understanding intoeffectiveoceangovernance.

CULTURAL HERITAGE OF THE ATLANTIC AREA: FROM THE CITIES’ MARITIME MILITARY AND INDUSTRIAL HERITAGE VALORISATION TO THE DEVELOPMENT OF NEW NAUTICAL TOURISM ACTIVITIES, PRODUCTS AND INNOVATION

Summary: One of the main objectives sought by the Interreg Atlantic Area programme is an improved cooperationinviewofabetterexploitationandpreservationoftheAtlanticnaturalandculturalassets,leading to an enhanced attractiveness of the Area by allowing the region to attract new visitors and to generate newproductsandservices.TheProgrammeaimsat contributing todevelopeconomicactivities, createnewlocaljobs,fixandattractpeopleandcreatesynergies,contributingtotheimprovementofthesocialwell-beingofpopulations. Thenew InterregAtlanticAreaprogramme(2014-2020)hasalreadyadopted 42newprojects.Twoamongarewithinthetopicoftheproposedworkshop:

• The new project MMIAH which will be presented in this workshop aims at developing a joint working methodology to ensure the recovery of the cities’ historical memory around these heritage sites, theprovisionofnewusesthroughtheirsocialappropriationandthejointpromotionofculturaltourism.

• The objective of the project CAPITEN is to create an industry cluster in the nautical industry to promote the emergence of innovative products and services, bolstering the attractiveness of the destination resortsandwell-beingofthelocalresidents,aswellasattractinganewtouristclientele.

SUSTAINABLE AND INCLUSIVE DEVELOPMENT

Summary: The workshop is inspired by the Atlantic Social Lab - Atlantic cooperation for the promotion ofsocial innovation(EAPA_246/2016)projectandaimstoanalysethepotentialofsocial innovationto function as an effective mechanism for the sustainable, inclusive and smart development of the AtlanticArea.Thisworkshopwillfocus,ontheonehand,onthediscussionandreflectiononthewidediscrepancies in the level of community engagement in social innovation initiatives across the Atlantic region, from a micro perspective; and on the other hand, in the articulation between smart specialisation strategies (RIS3) of the Atlantic Area regions and the incorporation of the social innovation dimension of these strategies, in amacro perspective.The discussion of these themes aims to contribute tomultidimensional reflectiononsocial innovation,asaconceptandasapoliticalprocess,promotingthe debate about the social needs that the Atlantic Area faces and allowing the knowledge transfer betweenstakeholders.Italsointendstopromotethesharingofgoodpracticesinordertobuildacommon strategicvisionandtodefineconcretelinesofactiontocreatethesociallyinclusiveandsustainablemodelofregionaldevelopmentintheAtlanticArea.

Summary: With a view to fostering a successful implementation of the Atlantic Action Plan, itisnecessarytodevelopagreateropennessofthepopulationstomaritimeissues.Theworkshop aims to emphasize the current and potential contribution of maritime education, culture and leisuretotheachievementofaninclusivestrategy.Itwillhighlightsomegoodpracticesaimingtodeveloptheinterestofthelocalpopulationsinmaritimeissues:maritimeandnauticaleducationandculture for young people, especially at school, “maritime communication” towards all publics, for example,througheventslinkedtomaritimeheritageandculture,jobsandeconomy,environment, watersports, etc. Speakers from 4 countries will present their vision and showcase several successfulexperiences.

Summary: People involved in Integrated Maritime Policy often know their own area of interest very well butarelesssureofhowthesefitinwithotheractivitiesinthewidermarinerealmandwhatisneededfor thenextstages intheEUIMP/BlueGrowthagenda.Toovercomethis,MSPcolleagues intheNL Government invented a game that brings together people representing IMP areas such as Blue Growth and Clean Energy with those looking at Governance issues, Skills Development and possible Joint Actions.Inshort,sharpinteractions,upto50playersexplaintheirpointsofviewondifferentsubjectstoeachotherandexplorepossiblelinkagesbetweensubjectareas.Theythenmovearoundtheroomanddoitalloveragainwithadifferentsubjectandadifferentgroupofpeople.It’slikeSpeedDatingforIMP!Within the space of around an hour, with a little facilitation, everyone should have a chance to speak to everyoneelseaboutawiderangeoftopics.It’sfast,funandanotherinnovativeapproachtounderstanding the many different, but related, aspects of IMP. It’s also perfect for demonstrating transboundary cooperationalong,oracross,aRegionalSea!

OPPORTUNITIES FOR FISHERIES COMMUNITIES AND COOPERATION

Summary: This workshop aims to share with delegates how Community-Led Local Development (CLLD)ishelpingtodeliverrealoutcomesforfisheriescommunitiesacrossthe20MemberStatesthatimplementitundertheEuropeanMaritimeFisheriesFund(EMFF).ItwillprovideabackgroundandexplaintherolesofFisheriesLocalActionGroups(FLAGs)indesigninganddeliveringtheareabasedLocalDevelopmentStrategies.WewillshareexamplesofgoodpracticeofprojectsfundedbyFLAGsrelatingtokeythemesofPriority4of theAtlanticStrategyandhighlightingthepossible cooperation opportunities that could be developed between key stakeholders and fisheries communities.A key objective of theworkshop is to develop links that can be generated betweenFLAGs and other stakeholders in coastal communities and identifying how the work of FLAGs and the AtlanticStrategycanbetiedtogether.

Councillor Eva Bolander has been a Councillor with Glasgow City Council since 2015andbecomeLordProvoston18May2017.ShehasstudiedArtsandSocialSciences from the University of Stockholm an HND in Multi-media Production and Design and a HNCinElectronicPublishingforPrintMediafromCollegeofBuildingandPrinting.ShehasworkedasanofficerinICTandMarketing,workingwithon-lineservices,includingwebsitesand intranet,andhasproducedcorporate trainingmaterials.ShealsohasabackgroundineducationalworkinMuseums.CouncillorBolanderisactiveinherlocalcommunitywith ResidentsAssociations,CommunityCouncilandGlasgowNorthEastLearningPartnerships.Hermanyvariedinterestsincludepiping,sailingandlighthouses.

Fergus EwingistheCabinetSecretaryfortheRuralEconomyandConnectivity.Priortothat, he was the Minister for Community Safety and then the Minister for Business, Energy andTourism.HeisMSPforInvernessandNairn,andwasfirstelectedin1999,havingbeenre-electedonfouroccasions.HeistheeldersonofWinnieEwing,andhissisterAnnabelleisalsoaMinister in theScottishGovernment.EducatedatLorettoSchool,Edinburgh,he graduated in Law from Glasgow University before serving his apprenticeship and then running his own legal practice.After decades of baggingMunros, completingmarathonsand serving as a member of Lomond Mountain Rescue Team, he now engages in more sedentarypursuitssuchasthepiano,listeningtojazzanddoingcrosswords.

Karmenu Vella is the European Commissioner for Environment, Fisheries and Maritime Affairs.Hewasborn inMaltaonJune1950.MrVellagraduated inArchitectureandCivilEngineering, and later obtained a Master of Science in Tourism Management from University ofSheffield.Hewasfirstelected toParliament in1976andcontinued tobere-elected intheelectionsthatfollowednineconsecutivetimes.DuringhispoliticalcareerhehasbeenappointedMinister forPublicWorks,Minister for Industry andMinister forTourism twice. MrVellahadalsoheldvariousseniorpostsintheprivatesector.

Karl Stevens has recently taken the helm of the ambitious new Hebridean Whale Trail project, which aims to develop a network of whale-watching and whale heritage sites across thewestcoast.GenerouslyfundedbyCoastalCommunities,theprojectwillfurtherpromoteScotlandasoneofEurope’sbestwhalewatchdestinations.Karl ispassionateaboutthe natural world and has developed wildlife engagement and tourism projects across the UK and beyond through previous roles with RSPB Scotland, Royal Botanic Garden Edinburgh and National Museums Scotland. This has included visitor master-planning for nature reserves, botanic gardens and visitor centres across Scotland and China, as well as the developmentofanature-basedtourismstrategyforUKOverseasTerritoriesintheCaribbean. Carron Tobin is theDirector of ruralDimensions. She practiced as a professionallandscape architect and planner in the public and private sectors before devoting 15 years of hercareertosupportingtheestablishmentandearlydevelopmentofScotland’sfirstNationalPark.Carronchampionedthesocio-economicagendafortheParkuntil2009,packaginganddeliveringanexcitingrangeofinnovativeprojectsandinitiativesand,insodoingdevelopingan outstanding track record in securing partnership funding, working closely with stakeholders andmakingarealdifferenceontheground.InAugust2009CarronestablishedruralDimensions, fulfilling a long-held dream to run her own business. Some of her successes include facilitatingtheestablishmentofScotland’sfirst tourismcooperative inArgyll,anddevisingthetemplateforlocalresponsestothenationaltourismstrategyTS2020.Carronisarecentgraduate of both the Scottish Rural Leadership Programme run by Scottish Enterprise and theNapierUniversityExecutiveCertificateforDestinationLeaders.

Giancarlo Fedeli is Research Associate at the Moffat Centre and is undertaking a PhD onITandmediacommunicationandmarketing.He isanEconometricianbytrainingwithMastersandundergraduatedegrees in thisarea.Hehasworkedon theanalysisof localeconomic and employment impacts of tourism which the Moffat Centre undertakes across Scotland.He isparticularlyskilledatcommunicatingcomplexdata through languageandillustration via electronicmedia.
