Welcome to the 4th Annual South Florida HIMSS Healthcare Trade Faire & Regional Conference.

This is an exciting time in health information technology and I am very excited about today’s event.

We have assembled top leaders from across the nation to update us on the current state of healthcare,

including Representative Gayle Harrell who will talk on the financial impact for Meaningful Use. Janet

Marchibroda is joining us from Washington, DC where she works with Doctors Helping Doctors

Transform Healthcare and will present on population health. We will also receive updates on topics such

as Healthcare, Hurricanes and HIE, IT Security and Mobility, and the upcoming ICD-10 mandate. The

popular CMIO and CIO panels will return as will several vendor sponsored presentations.

Janet Marchibroda Chair - Health Information Technology Initiative, Bipartisan Policy Center & Executive Director Doctors Helping Doctors Transform Health Care / Council on Health and InnovationWashington D.C.

Overview: New delivery system and payment models that promote higher-quality, more cost-effective, patient-centered care are now rapidly emerging, spurred by investments by the federal government, the private sector, and states. These new care models, along with other population health improvement efforts, require a strong information foundation to be successful. The Bipartisan Policy Center (BPC) Health Innovation Initiative conducted research, including interviews with 40 high-performing organizations--representing leaders who are implementing new models of care--to understand the common attributes of high performance in health care and the health IT capabilities needed to achieve those attributes. With guidance by BPC’s Task Force on Delivery System Reform and Health IT, led by former Senate Majority Leaders and BPC Health Project Co-Chairs Tom Daschle (D-SD) and Bill Frist (R-TN) and including several nationally respected experts and leaders from many sectors of health care, BPC developed a set of findings and recommendations for the actions needed to achieve such health IT capabilities on a wide scale. This work was captured in the report, Transforming Health Care: The Role of Health IT, and several gaps identified in the report have been explored in further detail through several collaborative activities conducted by BPC in 2012 and 2013, including the need to accelerate electronic information sharing and engage consumers using electronic tools. Event attendees at this session will hear on the common attributes of high performance in health care, the health IT capabilities needed to achieve high performance and new models of care, the current state of the field as it relates to such capabilities, and the policies and strategies needed to create a strong information foundation for high quality, cost-effective, patient-centered care, based on her work at the Bipartisan Policy Center.

Our 2013 afternoon keynote speaker on 9/26 is a nationally recognized expert on and advocate for using health IT to improve the quality, safety and efficiency of health care. Janet Marchibroda has worked extensively with leaders across two Administrations, leaders in both parties of Congress; and public sector leaders within nearly every state in the U.S., as well as private sector leaders across every sector of health care, many of whom have called upon her to provide neutral, expert advice and guidance for navigating the challenges related to and developing a path forward for improving health care through IT. Janet has testified to several committees of Congress and numerous panels within the Administration and has served on numerous steering groups, advisory panels and boards. Janet has been recognized as one of the Top 25 Women in Healthcare by Modern Healthcare magazine and received the Federal Computer Week Top 100 Award.

Overview: Whether you are an integrated healthcare system, a managed care organization or a solo practitioner understanding “Meaningful Use” is essential to your financial stability in this era of new delivery systems and payment models. This presentation will provide a timely update on Stage 2 of Meaningful Use and the latest from the ONC (Office of the National Coordinator for Health Information Technology) in Washington DC. It will also provide a progress report on implementation of EHR technology and include the latest on Health Information Exchange. Attendees will come away with a very clear picture of where things are at present, as well as what’s around the corner for 2014 (including a sneak preview of Stage 3.) This will be your opportunity to have direct input to the Health Information Technology Policy Committee through Rep. Gayle Harrell. (She is one of twenty members of the Policy Committee who advise the Office of the National Coordinator on HITECH.)

Representative Gayle Harrell also has over 28 years of experience in healthcare. She is President and CEO of Health IT Strategies, LLC and has worked as a Healthcare Administrator, managing the Ob-Gyn. practice of Dr. James E. Harrell and founder of the Breast Imaging Center, a mammography center specializing in preventive care for women. With over 10 years of service in the Florida House of Representatives, Rep. Harrell is a leader in setting policy for the State of Florida. She is currently Chair of Healthy Families Subcommittee, and is a sitting member of the Health & Human Services Committee, Government Operations Appropriations Subcommittee, Patient Protection and Affordable Care Act (PPACA), Joint Legislative Auditing Committee and the Criminal Justice Subcommittee. She has also served as Chair of the Health and Human Services Access Subcommittee, the Healthcare Quality Committee, Healthcare General Committee, and the Healthcare Standards Subcommittee.

Helen V. Thompson has worked in the Information Technology (IT) industry for more than two decades. During the past 15 years, Thompson has worked as a Chief Information Officer (CIO) in the health care industry, assisting organizations to leverage technology to improve the delivery of care. Today Helen is the CIO for NCH Healthcare System, Naples FL, leading their technology programs and helping build their Health Information Exchange (HIE) Sunshine Connect.

Edward Martinez is the SVP & Chief Information Officer of Miami Children’s Hospital where he is leading a Digitization Trans-formation intitiative in an effort to enhance and automate the clinical excellence of the organization. Mr. Martinez has been working in the field of Information Technology for almost 25 years about two thirds of those years in healthcare. During this time Mr. Martinez has served in different leadership positions within community medical centers, large stand-alone Integrated Delivery Networks (IDN’s), a comprehensive cancer center, and most recently at a world renowned Chil-dren’s Hospital.

Mimi Taylor is Corporate Vice President of Information Technology and Chief Information Officer (CIO) for Baptist Health South Florida. She is responsible for the information technology strategic planning, system selection and implementation, process re-engineering, telemedicine, broadcasting, computer support and IT financial planning functions for Baptist Health. Prior to Baptist Health, Mimi worked for Ernst & Young and Coopers in Lybrand in various vertical market industries providing technical and business consulting services. She is a graduate of Boston College.

Leslie V. Albright is Vice President of Information Services and Chief Information Officer of Bethesda Health, Inc. She has 26 years of healthcare experience, 21 of which are with Bethesda. Leslie joined Bethesda in March 1992 and was promoted to Vice President and Chief Information Officer in December 2007. Leslie has oversight responsibilities of the Information Services, Communications, Doctors’ Answering Service and mail and courier services, including strategic planning, system selection and contract negotiation for new information and communication/telephony technologies. Bethesda was successful in achieving Meaningful Use Stage 1 in September 2011. Leslie received her MBA and Health Care Management degree in 2006. Ms. Albright is a member of CHIME and HIMSS.

Mary Carroll Ford, Vice President and Chief Information Officer of Lakeland Regional Health System (LRHS) is responsible for strategic planning, implementation and support of all information systems, health information management and telecommunications activities for LRHS. LRHS is an Integrated Delivery System comprised of an 851 bed acute care facility, outpatient clinics for cancer care, a trauma center, orthopedics, behavioral health and neurology and has a linkage with 400 group and independent physicians.

Overview: This session will address the following key issues and areas: To take advantage of the federal funds for meaningful use adoption and to race up the HIMSS EMR Adoption model, healthcare providers are rolling out electronic medical records at the point of care (POC) faster than ever before. With the goal of reducing medical errors, improving staff productivity and ultimately increasing patient safety, hospital systems are focused on getting from paper to electronic formats to track, record, and update patient information in real time. Much of the decision and rollout revolves around the software. But what about the rest of the story…….the hardware, the workflow, the change management, the PR….? In this mission-critical setting, there is more to consider in the success of an EMR rollout beyond the software, and there is little room for error with the complex integration and adoption of these mobility solutions. Overview: Hurricanes in South Florida are reality that everyone plans for. But there is one reality that goes unplanned year after year. When a hurricane strikes and people flee their homes, how do their medical records follow them? The truth is, all too often they don’t. So if an elderly person needs medication, or treatment for chronic conditions or for an injury sustained in the natural disaster, medical personnel have nothing to go on for clinical guidance. This presentation addresses this issue, and calls for planning for health information exchange following a natural disaster like a hurricane. The presentation addresses: What is required as a technical infrastructure and what is available in South Florida? Dr. Nabil El Sanadi is the chief of emergency medicine for Broward Health. He graduated from Ohio State University with honors in Medicine and Public Health. Henderson is the oldest and largest non-profit behavioral healthcare system in South Florida. Chris Collinge has worked in Information Technology for over twenty-one years. He has served the past sixteen years as an IT Professional for the Florida Department of Health.
