Governmental decisionsGovernmental decisions

In 2006 the Government decided to embark on a nuclear program based on the creation of a sustainable national infrastructure that would provide governmental, legal, regulatory, technological, human and industrial support for the nuclear program throughout its implementation. 

The Presidential Decree № 433 of September 2007 approves of the concept for energy security and strengthening of the energy independence of the Republic of Belarus. The decree implies developing the construction of a nuclear power plant. 

The major issues concerning the organization of preparatory works for NPP construction in the Republic of Belarus and implementation of nuclear and radiation safety are regulated by the Presidential Decree № 565 “About some measures related to NPP construction” of November 2007. 

In intention of development of nuclear power in the Republic of Belarus the Security Council of the Republic of Belarus decrees realizes the construction of the nuclear power plant in the Republic of Belarus. Two units AES-2006 will be constructed with commissioning before 2020 (at the moment discussed figures are for the 1st NPP unit in 2017, for the 2nd – not before 2018).

tthe Ministry for Emergency Situationshe Ministry for Emergency Situations is the state body responsible for regulatory and licensing activities in the area of nuclear and radiation safety.GospromnadzorGospromnadzor functions as an executive technical body of the Ministry of Emergencies for system and component inspections in the field of pressure vessels, for supervision of mechanical, chemical, electrical and other equipment.

Department of fire protection Department of fire protection is responsible for fire protection regulation and supervision.

Emergency preparedness and civil defense division Emergency preparedness and civil defense division is responsible for emergency preparedness and planning, including inspection and supervisory activities.

The Department on Nuclear The Department on Nuclear and Radiation Safety and Radiation Safety (Gosatomnadzor)(Gosatomnadzor)Gosatomnadzor within the Ministry for Emergency Situations was established to carry out most of the regulatory functions in the area of nuclear and radiation safety. Gosatomnadzor participates in the licensing and conducts supervision over all types of nuclear facilities and radiation sources including their treatment, storage and disposal.In practice Gosatomnadzor functions as an executive technical body of the Ministry of Emergency Situations, in particular for supervision of nuclear and radiation safety of facilities (including the registration of sources, the preparation of regulations for technical safety, the licensing and inspection of facilities).

participates in issuing of special authorizations (licences) for activities and services with ionizing radiation sources, nuclear materials, radiation protection and technological equipment for nuclear materials and ionizing radiation sources;determines requirements for safety reports of nuclear facility, radiation source, storage facility and activities;organizes realizing of expertise of safety of nuclear facilities, radiation sources, storage facilities and activities with possibility to engage independent experts, implements the expertise of project and documentation;

insuring of physical protection of nuclear materials and facilities, radioactive sources, storage facilities;

planning of radiation protection activities in case of nuclear and radiation accidents to ensure the safety of operating personnel and the population;

The international experience makes clear, that the structure of Gosatomnadzor should be further improved taking into account the challenges to fulfil all necessary regulatory tasks and functions in frame of siting and construction of the first Belarusian NPP.

The Strategy describes how to fulfil expectations of the Belarusian government and general public concerning radiation and nuclear safety at time to build first NPP. The Strategy identifies the applicable managerial, technical and administrative issues that are in compliance with the main challenges of Gosatomnadzor. The document also gives clear orientation for staff development in the period 2012-2016 and further to 2020. The Strategy defines the goals in order to meet the challenges and is closely connected with the action plans where more detailed actions are specified for each year.

The main challenges in the future are as follows: The main challenges in the future are as follows: Licensing process (siting, construction, commissioning and operation) of new NPP units;oversight of siting, construction, commissioning and operation of BNPP;preparation of requirements related to management of radioactive waste and to management of spent fuel; efficient response to a possible radiological emergency situation;recruitment of new personnel and capacity building and development of internal processes and working practices for the new duties.

Human Resources Enhancement Human Resources Enhancement

Enhancement of the Gosatomnadzor is needed through:

Increase of staff members from 39 to 80 (preliminary estimation);provision of additional human resources; improvement of the personnel development system based on analysis of knowledge and skills for regulatory purposes;improvement of safety culture and responsibilities of state inspectors at the Gosatomnadzor headquarters (HQ) and territorial inspectors;enhancement of inspectors’ social protection through fair wages and safe working conditions

Staff training of the Gosatomnadzor focuses on Legislation, Licensing, NPP safety assessment, regulatory inspection and control.

Main Directions of Human Resources Development of Gosatomnadzor are: Retraining of inspectors, Training at NPP and in regulatory bodies.

Development of legal and financial provision for education, training, retraining and improvement of professional skills of the specialists for nuclear programme;Preparation and realization of programme on the development of personnel competence with stakeholders, academies, scientific institutions of NAS, international and foreign education and training organizations;Material and technical basis modernization (lab equipment) in academies and scientific institutions, determine sources and amount of financing.

the National Academy of Science with there different research institutions.The "Joint Institute for Power and Nuclear Research“ is the main technical support organization of both the operator and the regulatory body now.
