What happens if the transfer is protested? Depending on the number of protests and the protest grounds, a public hearing will be held in Helena or the community closest to the proposed location. All valid protestors will be notified of the hearing’s time, date and location. Hearings typically are scheduled within 90 days. A protester’s hearing testimony is limited to the grounds in the protester’s letter. Following the hearing, the Department of Revenue will notify the public whether the license transfer is approved or denied.

We’re very pleased to provide you with the annual Water Quality Report. We want to keep you informed about the excellent water and services we have delivered to you over the past year. Our goal is and always has been, to provide to you a safe and dependable supply of drinking water. Our water source is surface water from the Missouri River.

We’re pleased to report that our drinking water is safe and meets federal and state requirements.

If you have any questions about this report or concerning your water, please contact Rob-ert Kompel, Director of Public Works. He can be reached at 228-2476. If you want to learn more about our water, please attend any of our regularly scheduled meetings. They are

held on the first and third Mondays of the month at 5:30 pm.

Glasgow routinely monitors for constitu-ents in your drinking water according to Federal and State laws. The attached report and this one show the results of any detects in the monitoring for the period of January 1st to December 31st, 2018. For constituents that are not monitored yearly, we have reviewed our records back to the last time the constituent was monitored.

We have monitored for lead and copper, and all of our samples have been in compliance with the Lead and Copper Rule. If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primar-

ily from materials and components associated with service lines and home plumbing. Glas-gow is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.

In the tables above and below you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms we’ve provided the following definitions:

Parts per billion (ppb) or Micrograms per liter (ug/l) - one part per billion corresponds to one minute in 2000 years or a single penny in $10,000,000.

Parts per million (ppm) or Milligrams per liter (mg/l) - one part per million corresponds to one minute in two years or a single penny in $10,000.

Action Level - the concentration of a contaminant which, if exceeded, triggers treatment or other requirements which a water system must follow.

Treatment Technique (TT) - (mandatory language) A treatment technique is a required process intended to reduce the level of a contaminant in drinking water.

Maximum Contaminant Level - (mandatory language) The “Maximum Allowed” (MCL) is the highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best

available treatment technology.Maximum Contaminant Level Goal - (man-

datory language) The “Goal”(MCLG) is the level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety.

Nephelometric Turbidity Unit (NTU) -neph-elometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person.

Picocuries per liter (pCi/L) - picocuries per liter is a measure of the radioactivity in water.

Our system had one violation for tardy submission to the State of Montana. However, we’re proud that your drinking water meets or exceeds all Federal and State testing requirements. We have learned through our monitoring and testing that some constituents have been detected. The EPA has determined that your water IS SAFE at these levels.

All sources of drinking water are subject to potential contamination by constituents that are naturally occurring or are manmade. Those constituents can be microbes, or-ganic or inorganic chemicals, or radioactive materials.

All drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not neces-

sarily indicate that the water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline at 1-800-426-4791.

MCL’s are set at very stringent levels. To understand the possible health effects described for many regulated constituents, a person would have to drink 2 liters of water every day at the MCL level for a lifetime to have a one-in-a-million chance of having the described health effect.

Some people may be more vulnerable to contaminants in drinking water than the general population. Immunocompromised per-sons such as persons with cancer undergoing chemotherapy, persons who have undergone

organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infec-tions. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by cryptosporidium and other microbiological contaminants are available from the Safe Drinking Water Hotline (800-426-4791).

We ask that all our customers help us protect our water sources, which are the heart of our community, our way of life and our children’s future.

This annual Drinking Water Report will NOT BE MAILED out to individual water customers. A copy of this report can be picked up at the City Hall.

Tuesday, June 11, 20190150 – A female at work

heard some noises and requested an officer come check it out. He checked the building and advised it did not appear that anybody was inside.

1337 – A RC deputy reported a vehicle driving at a high rate of speed on Highway 2 headed westbound. He said they just passed Frazer near mile marker 570. He reported the vehicle to be a green Dodge pickup, extended cab. It is jacked up and has Washington plates. The vehicle was going so fast he couldn’t get a plate number. He said he was doing 75 mph and they passed him like he was standing still. He is willing to write out a statement if an officer needs it. A Valley County deputy was able to locate the vehicle and perform a stop. The driver was issued one citation and one verbal warning.

1355 – A female, who wished to remain anonymous, reported two ATVs going at a high rate of speed down Ash Street in St. Marie. She said there is one male on a red three-wheeler that is go-ing about 40 mph and one green four wheeler with four little kids who aren’t wearing helmets that is also going fast. She said the driver of the three-wheeler lives in the house on the corner

of Ash Street, but she isn’t sure about the other one. An officer located the subjects and spoke to all of them.

1449 – A female caller, who wished to remain anonymous, reported there is a woman who is passing out at the drive-thru window at Taco Shack. She said she is in a white four-door Im-pala and is the only person in the vehicle. A driver, who is behind the woman, also called in and reported that she had to get out of her vehicle and wake the woman up so she would pull forward. An officer located the vehicle and put the driver through field sobriety tests, which she passed. She told the officer that she hasn’t been sleeping so she took a prescription pill and she was falling asleep. She said when she is awake, she is alert. The officer waited on scene for the woman’s mother to come get her.

1841 – A caller wanted direc-tions to the jail so she could visit her granddaughter.

2243 – A caller reported a teenage girl in a black, four-door 2006 Pontiac cut him off by CASE and US Highway 2. The vehicle went through the underpass. He did not want to sign a complaint.

2253 – A caller reported that there are approx. 10 people rid-ing bicycles between Fort Peck and the Lakeridge. They are in the driving lane and are all over the road. They have no reflec-tive gear.

0109 - During a traffic stop, a PBT of .290 was logged for a female and an arrest was made.

0747 – A weedy lot was reported. It also has three aban-doned vehicles on the property.

1447 – A male reported the UPS driver headed south down Cut Across Road is driving at a high rate of speed. The truck passed a sprayer and when it met the caller it went so far over it almost rolled.

1516 – A male and a female reported that an older white four-door car hit their vehicle (a silver Ford Taurus). The suspect driver, who was an older woman, went into Albertsons. At 1547, a female called and wanted to talk with an officer. She said she just realized that the male and female must have hit her because the vehicle was not there when she pulled in.

1540 – A caller reported a German Shepherd in a blue Ford pickup that is parked by the ER entrance. The windows are cracked, but it’s not enough. An officer advised that the vehicle occupants were there when he arrived. The window was down enough and the dog wasn’t panting.

1914 – A caller reported that someone parked a silver Chevy Colorado in front of his house on Saturday or Sunday. The vehicle hasn’t moved since and nobody knows who the vehicle belongs to.

1923 – A caller reported that whoever is supposed to be tak-ing care of the dog in quarantine

at the fairgrounds isn’t doing it. She said the dog has really been howling. They looked and the dog is almost out of water and has no food. There’s also a lot of stool in the pen. The police department and sheriff’s depart-ment were advised. An officer advised that they will check into it tomorrow. The dog will be fine until then.

2145 – A male reported that his son is sleeping. His fiance called and is threatening to come out there, wake him up and take him home. The caller said he asked her not to step foot on his property, but she said she is coming out there.

Thursday, June 13, 20190144 – A female reported

that a tree branch came down next to her patrol unit and is laying in the sidewalk. An of-ficer requested that the day shift notify the street department. The street department was given the information. They said this isn’t really their issue, but took the address.

1150 – A female reported a woman parked her pickup and horse trailer right in the driving lane by Fahrley’s on US High-way 2. She said she thinks the woman went to go buy flowers. She said it is backing up traffic and has been sitting there for about 10 minutes. An officer is out with the vehicle and he is having the driver move the vehicle now.

1606 – A male said he is the executor of an estate and a 2001-2005 white or grey-ish Ford Ranger with a topper is missing.

1751 – A female in Frazer said they received a complaint about a subject in a red Jeep Cherokee with unknown Utah plates. The subject is taking pictures of the kids at the playground. When a parent knocked on his window, the subject pulled away and parked on the street. When the parent left, he drove back up and is taking pictures of the kids again. An officer was unable to locate the vehicle.

Friday, June 14, 20190911 – A male advised that

there is a train that has been blocking the RR crossing in Nashua for three-and-a-half hours now. He said kids are crawling under the train to get to the playground. BNSF was notified and they advised that they had an engine go down. They said they have a replace-ment engine en route, but it will

be a couple of hours until it gets there. Once the engine is there and hooked up, the crew will walk both sides of the train to ensure everything is safe for them to move the train.

1025 – A weedy lot was reported.

1055 – A male advised they just had a gas drive-off of $37.10 in Hinsdale. It was a white pickup pulling a big trailer with a green aquatic vehicle on the trailer. They headed toward Malta. The manager of the gas station is following the vehicle. An officer from Phillips County located the vehicle. They will have the driver either pay the officer, go back to Hinsdale to pay or go to the office and pay the manager who is on her way.

1137 – A St. Marie male reported that he has an alarm going off. He is not sure where it is coming from. He said his neighbor even called him to see what it was. At 1148, the male called back and advised that he discovered the source of the alarm was his hearing aide on the counter.

1243 – A male stated he is westbound on US Highway 2 by Oswego. He had a red Jeep-like vehicle pass him where the turn-ing lane is, using the turning lane as a passing lane. He gave the tag number and said he is willing to sign a complaint. An officer lo-cated the vehicle in Nashua and executed a traffic stop.

1449 – A male reported a lot has weeds and grass as tall as the fence. An officer said he will talk to the city about it as it is an ongoing problem.

1535 – A female called in stating there is a broken-down pickup pulling a fully-loaded trailer that is in the roadway. No one is in the vehicle, but she can see someone walking across the field towards St. Marie. A wrecker was called.

1557 – A male called to say he locked himself out of his apart-ment. He called back later to say he found a spare key.

Saturday, June 15, 20190851 – A male reported that

he is having trouble getting another male to give him a notarized bill of sale for a 2007 Impala he bought in May. He states he bought the car for his grandson who is attending col-lege in Polson. He did get the signed title from the other male, but his grandson is being told he has to have a notarized bill of sale also. The caller was advised that a signed title should be all

he needs to register the vehicle, but the college may be requiring him to have the bill of sale. The caller will try to have the vehicle registered in Roosevelt County.

1647 – A female called and requested a welfare check on her mother, whom she hasn’t talked to since this morning. Contact was made with the mother, who was outside talking to her neighbor.

1654 – A female called and reported that her 13-year-old daughter ran into the garage in St. Marie with a Ford Edge SUV. The mother said it is not her vehicle and has no further infor-mation on the vehicle. There are no injuries. A responding deputy advised there is quite a bit of damage and notified MHP.

1723 – A female said some-one came into the store, went up-stairs and turned off the camera system. She said there are only a few employees there and they are women. She now cannot get into the camera system.

1923 – A male reported he is trying to get his stuff from a female and she is either drunk or just not wanting to give his stuff back. (This is in regards to the MVA that involved the 13- year-old daughter that ran into the garage.) The female reported that the male caller is texting her and wants his things. She sounded intoxicated with her slurred words and intonation.

2104 – A caller reported a silver truck with a topper run-ning around driving recklessly in the trailer park. She can hear an altercation. She said they are going to run someone over if they don’t slow down. An officer responded. The caller was not willing to sign a complaint. She just wanted them talked to about their driving behavior. There was no answer at the subject’s residence and they had a video camera taped to the front door.

2207 – A female reported a semi passed her in a no-passing zone and was driving really fast and out-of-control. She reported they are going down the hill past Valley Builders. An officer stopped the vehicle and wrote a citation for speed.

Sunday, June 16, 20190716 – A caller reported there

is a female who was dropped off before 0600 hours this morning. She is intoxicated and laying in the street screaming. The caller said she has complained about all the drinking going on over at her neighbor’s place before and nothing is getting done about it. Roosevelt County was contacted, but their officers were on scene of a structure fire. The caller originally called them, got mad because they didn’t have an officer available to respond and hung up. She got mad at Valley County dispatch for asking questions and hung up as well. A deputy responded. When he arrived the female was found laying in a puddle. He did a sternum rub to try and wake her up. She came to, but she is unintelligible in her speaking. He suspects alcohol and possibly something else. He spoke with the reporting party, who said she has video of the incident and said that this kind of thing goes on every week. They got the other female back into the house.

1029 – A male reported that they heard a very loud bang that sounded like at first it may have been a gunshot or a transformer blowing. They looked around the neighborhood as well as the next court over and cannot see smoke or anything. However, his neigh-bor does not have power.
