Provide a brief description of thc area traversed by the proposed transmission line. Include a

description of the general land uses in the arca and the type of terrain crossed by the proposed line.

The study area is located \vithin the Interior Coastal Plains sub-province of thc Gulf Coastal

Plains Physiographic Region of Texas. The Coastal Prairies Region and is chaiacterized by pine

and hardwood forest and numerous perrnanent strearns. The dominant vegetative cover types

within the study area include disturbance or tame grassland; pine forest or pine plantation. upland

hardwood forest mixed, riparian forest and herbaceous vegetation located along creeks, streams

arid drainages. Elevations in the study area range from approximately 285 feet to 475 feet above

rnean sea level The study arca is located between Longview and Hallsville; partially within the

Hallsville city limits, including Hallsville in a semi-rural/suburban residential setting. Land use

within the study area is predorninantly residential with some cornrnercial development I he

majority of the study area is impacted by land improvements associated with agriculture,

residential and commercial structures, roadways, and various utility corridors.

Substations or Switching Stations:

List the name of all existing HVDC converter stations, substations or switching stations that will be

associated with the proposed new transmission line. Provide documentation showing that the

owner(s) of the existing IIVDC converter stations, substations and/or switching stations have agreed

to the installation of thc required project facilities.

The URECC flallsville substation is an existing station on the north end of the project and Ihe URECC

(iurn Springs sill:station is a th:w substation on the south end of the project that will be completed and

energized by At gust 2019. Both stations affected by the project are or will be owned and operated by

14. Need for the Proposed Project:

For a standard application, describe the need for the construction and state how thc proposed

project will address the need. Describe the existing transmission system and conditions addressed by

this application. For projects that are planned to accommodate load growth, provide historical load

data and load projections for at least five years. For projects to accommodate load growth or to

address reliability issues, provide a description of the steady state load fiow analysis that justifies the

project. For interconnection projects, provide any documentation from a transmission service

customer, generator, transmission service provider, or other entity to establish that the proposed

facilities are needed. For projects related to a Competitive Renewable Energy Zone, the foregoing

requirements are not necessary; the applicant need only provide a specific reference to the pertinent

portion(s) of an appropriate commission order specifying that the facilities are needed. For all

projects, provide any documentation of the review and recommendation of a PURA §39.151

organization.

Upshur Rural Electric Cooperative Corporation ("URECC") is proposing construction of certain

transmission facilities to provide looped 138 kV transmission service to members of the cooperative

from the looped facilities as :he 69 kV system. The Study shows that there arc :imitations to how much

load can be transferred on the 69 kV network. showing overload and voltage issues on loss of the Diana

Metering Point and uansferring all of Diana Metering Point's load to other points of delivery along :he 69

kV network. A recent example of how the looped facilities would have benefitted the mernbeis is wheat; a

stoirn damaged a structure between Diana Auto Station and Noonday Substation This event caused the

breakei at Diana Metering Point to open, which affected all 9 substations. The damage was isolated and

power restated to the Diana Auto Station, but Noonday and Hallsville substations were without power until

a temporary solution was put in place. If the closed loop facilities had been in place for this event, URECC

would have isolated the fault between Diana Auto Station and Noonday substation. then restored power

from the Gum Springs substation connection on the southern end of the proposed loop fhis would have

significantly reduced the outage time for members who are served by the Noonday and Hallsville

substations.

Lastly, a study was completed to deterrnine if there were any effects ot the proposed closed loop

transmission project on the adjacent (or surrounding) transrnission networks. This study concluded that

"the proposed transmission interconnection will cause no adverse conditions or reliability issues to the

transmission system." A copy of this study is in Attachment 6.

IS. Alternatives to Proposed Project:

For a standard application, describe alternatives to the construction of this project (not routing

options). Include an analysis of distribution alternatives, upgrading voltage or bundling of

conductors of existing facilities, adding transformers, and for utilities that have not unbundled,

distributed generation as alternatives to the project. Explain how the protect overcomes the

insufficiencies ot the other options that were considered.

Point of Dehveiy This alternative does not pi ovide closed loop transmission facilities to the existing

radially served substations.

Adding Transformers: The addition of transformeis at the existinEt substations does not address specific

reliability concerns as this alternative does not improve the reliability of the transmission line. A loss of

Diana Point of Delivery would still result in a system outaze, as the addition of transfonnets does not

piovide closed loop transmission facilities to the existing radially served substations

Distributed Generation: Distributed generation is not an applicable alteinative because the reliabil;ty

concerns are related to the transmission network and not the generation facilities. Distrbu!ed generation

would not allow for closed loop operation of the transmission facilities.

In all cases described above, the proposed Hallsrille to Gum Springs transmission '1ne addresses the

reliability concerns by providing closed loop transmission facilities to substations that are currently being

served by radial transmission facilities.

16. Schematic or Diagram:

For a standard application, provide a schematic or diagram of the applicant's transmission system in

the proximate area of the project. Show the location and voltage of existing transmission lines and

substations, and the location of the construction. Locate any taps, ties, meter points, or other

facilities involving other utilities on the system schematic.

17. Routing Study:

Provide a brief summary of the routing study that includes a description of the process of selecting

the study area, identifying routing constraints, selecting potential line segments, and the selection of

the routes. Provide a copy of the complete routing study conducted by the Wit) or consultant.

State which route the applicant believes best addresses the requirements of PURA and P.U.C.

meeting comments (if applicable) were also incorporated into the alternative route development process.

Modifications, additions, or deletions of preliminiry alternative segments or links) ware considered in

regard to resource sensitivities, governmental agency guidance and publ:c input and conirnents. Feasible

and geographically differentiated alternative routes were tht n selected for analysis and comparison using

evaluation criteria to determine potentia: impacts to ex:sting .and use and environmenta: resources. The EA

development process culminated with the ranking of the primary alternative routes by POWER from an

environmental and land use perspective. Wi:h this recommendation from POWER. URECC also

considered engineering and construction constraints, ieliability issues. and estimated costs to identify one

alternative route that they believe best addiesses the requirements of PURA and PUC Substantive Rules.

This alternative route, as well as other alternative routes that provide geographic diversity and sufficient

routing options, are beinQ submitted to the PUC as part of:his CCN application.

SELECTING THE STUDY AREA

The first step in the process was to delineate a study area. Th.s area reeded to encompass the Project

termination points and include a large enough area within which an adequate number of geographically

differentiated alternative routes could be located Tha delineation of the study area was dictated largely by

the locations of the proposed end points. The study area for the Project, as shown on Figure 2-1 of the EA,

is oriented in a southwest-northeast direction that ranges front approximately ? 8 miles to 4.5 miles west to

east. 0 6 mile to 3.0 miles north to south, and encompasses approxiniately 12 I square miles in Harrison

County. Texas.

Information gathered during ground reconnaissance of Ihe stuly area ar.d computer-based evaluations of

digital aerial imageiy were utilized for both refinement and ,valuation of the prelirninaly altei native route

segments. The data collection effort, aithough conceAtratad in the early stages of the Project, was an

ongoing process and continued thiough the point off-ding the CCN application.

URECC and POWER reviewed the preliminary alternative route segments, taking into consideration the

additional factors of engineering. construction. and cost constraints, and made minor revisions by

rnodifying, adding. or eliminating individual segments. URECC ar.d POWER ultimately identified 42

preliminary alternative i-oute segments. These preliminary alternative route segments, which are shown on

Figure 2-2 of the EA, were then presented to the public at an open-houe ineeting held on October 26,

2017. URECC and POWF,R continually reviewed the pre:iminary routes throughout development and the

preliminary routes were refined as rnore information became available.

MODIFICATIONS TO THE PRELIMINARY ROUTE SEGMENTS

Following the public meeting. URECC and POWER perfoimed an analysis of the input, comments. and

information received at and following the public meetings and iollow up communication with landowners.

The purpose of the analys:s was to identify issues warranting modification to the preliminary segments

including whether new segments should he deve:oped that were not presented at the meetings. POWR and

land use features on photographic base in Appendix D of the EA.

SELECTION OF THE ROU FE APPLICANT BELIEVES BEST ADDRESSES THE

REQUIREMENTS OF PURA AND P.U.C. SUBSTANTIVE RULES

To specify an alterndtive route that URECC believes best address the requirements of PURA and the PUC

Substantive Rules, URECC initially reviewed POWER's environmental evaluation, followed by an

individual review of the primary alternative routes. URECC concluded, after reviewing the results of

POWER's routing study and a wide range of factors that Route 8 is the route that best addresses the

requirements of PURA and PUC Substantive Rules.

Based on this review. URECC determined that each of the alternative routes are feasible from an

environmentalland use and engineering perspective. URECC's seiection of Route 8 as the route that best

addresses the requirements of PURA and PUC Substantive Rules is based on the following advantages:

Each individual in attendance was asked te sign their name on the sign-in sheet and received a

questionnaire to complete. The questionnaire solicited comments on the proposed Project and an evaluation

of the information presented at the public meeting. Individuals were asked to fill out the questionnaire after

visiting the information stations and speaking with POWER and URECC personnel. Copies of the public

notice letter. notice map, and questionnaire are located in Appendix B of the EA.

URECC inailed 300 open house invitation letters to landowners. A total of 15 individuals attended tne

public meeting according, to the sign-in sheet with one submitting questionnaire responses at the meeting

and 30 questionnaire responses received by mail after the public meeting. Questionnaires received at the

meeting represent approximately 6.7 percent of the individuals that signed in at the open house. Results

from the questionnaires weie reviewed and analyzed. Table 2-1 in the EA summarizes general response

information from questionnaires.

Additional discussion concerning the public rneeting and discussion summarizino the questionnaire

responses may be found in Section 2.5 of the EA.

Prior to filing this application, POWER reviewed county tax rolls for any new directly affected landowners

since the public ineeting or open house. These landowners were provided written notice of the project and

are included on the notification list of this application.

19. Routing Maps:

Base maps should be a full scale (one inch = not more than one mile) highway map of the county or

counties involved. or other maps of comparable scale denoting sufficient cultural and natural

features to permit location of all routes in the field. Provide a map (or maps) showing the study Ar ea,

routing constraints. and all routes or line segments that were considered prior to the selection of the

routes. Identify the routes and an:% existing facilities to be interconnected or coordinated with the

project. Identify any taps, ties, meter points, or other facilities involving other utilities on the routing

map. Show all existing transmission facilities located in the study area. Include the locations of radio

transmitters and other electronic installations. airstrips, irrigated pasture or cropland, parks and

recreational areas. historical and archeological sites (subject to the instructions in Question 27), and

hospitals, nursing homes, schools, or other structures normally inhabited by bnnian or intended to

be inhabited by humans on a daily or regular basis within 300 feet of the centerline if the proposed

project will be constructed for operation at 23OkV or less, or within 500 feet of the centerline if the

proposed project will be constructed for operation at greater than 230kV. Provide a general

description of each habitable structure and its distance from the centerline of the route. In cities,

towns or rural subdivisions, houses can be identified in groups. Provide the number of habitable

structures in each group and list the distance from the centerline of the route to the closest and the

farthest habitable structure in the group. Locate all listed habitable structures or groups of

structures on the routing map.

Habitable structures within 300 feet of the ROW centerline are addressed in Section 4 7.1 of the EA and are

listed and described with the direction and approximate distance frorn the ROW centerline in Tables 5-2

through 5-14 of the EA, and are shown on the Habitable Structures and Other Land Use Features in "Fhe

more than 3,200 feet in length that are located within 20,000 feet of the center line of any route. For

each such airport, indicate whether arty transmission structures will exceed a 100:1 horizontal slope

one foot in height for each 100 feet in distance) from the closest point of the closest runway. List all

listed airports registered with the FAA having no runway more than 3,200 feet in length that are

located within 10,000 feet of the center line of any route. For each such airport, indicate whether any

The Texas Historical Comrnission ("MC"). working in conjunction with the Texas Archeological

Research Laboratory ("TARL"), maintains records of previously recorded cultural resources and previous

ficki investigations in Texas. 071 June I. 2017, GIS shapefiles were acquired front TARL to ident:fy and

map the locations of previously recorded archeoloaical sites within the study area. Information on

archeological sites and surveys was obtained from the Texas Archeological Sites Atlas in June 2017. The

locations of and information pertaining to State Antiquities Landmarks, National Register uf Historic

Places ("NRHP") properties, cerneteries. llistoric Texas Cemeteries, and Official Texas Historical Markers

("OTHMs") within the study area were obtained from the Texas Histotic Sites Atlas in June 2017

T\DOT's online historic bridges database was reviewed fur bridges mat are listed or determined eligible

approximately 107 feet from the centerlines of Altemative Routes 3, 8, IC, 12. and 13, and 328 feet from

the centeilines of Alternative Routes 2. 5. 6. and 7. The boundaries ofthe historic cemetery, associated with

nearby Fort Crawford, are not fully known.

The Cain Cemetery, THC cemetery nurnber 11S-00-14, is approximately 268 feet from the centerline of

Alternative Route I.

EXECUTIVE SUMMARY This transmission planning study analyzes the Upshur Rural Electric Cooperative (URECC) transrnission system at two loadipg levels in Lirder to provide URECC a plan for maintaining a transmission system of adequate capacity and reliability to rneet future projected load levels. The load levels analyzed in this study are:

A 38% increase in total load is equivalent to ten years of growth at 3.3% average annual growth rate, 2.2% average annual growth rate for 15 years, or 1.64% average annual growth rate for 20 years.

The mitieations recommended in this report are just one way to resolve overloads and voltage violations. There may be othei solutions which achieve the same result.

System Loading Coincidental loads of URECC's four Points of Delivery (PODs) were obtained from MV-90 meter data recorded July - December, 2016. The 2016 system peak of 253 MW occurred on December 19 while the summei peak of 194 MW occurred on August 10.

It is important to note that 38 miles of the Option 2 42-mile line conversion work would need to be reconductored in the 69 kV oMion anyway. The cost savings of not reconductoring offsets the cost of 138 kV conversion. Most of the 69 kV-option line addition and capacitor addition recommendations are driven by 69 kV voltage collapse mitigation under alternate feed scenarios. All 81 MVAR recommended capacitor additions for the 138 kV option are required to support the remaining 69 kV system. not the 138 kV syslem. De most difficult futute-system alternate feed scenarios to accomplish were the loss of either of the two heaviest-loaded PODs (Perdue at 127 MW and Diana at 146 MW). Attempts to backfeed 127-146 MW of load across a 69 kV system was extremely problematic, and in some cases was not possible -- voltage collapse still occurred even after extensive reconductoring and extensive reactive power compensation additions.

Future System, System-Intact Scenario Tables 6 and 7 summarize the loading and voltage violations noted in the future-system system-intact (N-0) analyses. Nine transformers were loaded beyond their base MVA ratings. one 69 kV transmission line was loaded beyond 80% of its norma rating and 14 transmission buses experienced voltages below 0.95 p.u.

Executive Summary and Introduction Upshur-Rural Electric Cooperative Corporation ("UREC"), a member of Northeast Texas Electric

Cooperative, Inc. ("NTEC") and East Texas Electric Cooperative ("ETEC"), plans to convert certain radial

138 kV facilities to looped operation as a 70na1 reliability project under NTEC's Local Planning Criteria.

The looped facilities will create a new interconnection between UREC and American Electric Power

Company ("AEP"). UREC plans to construct a new transmission line from existing UREC facilities to a

new station ("Gum Springs") to be located on the AEP Whitney to Pirkey 138 kV line. The planned in-

service date is spring 2020.

AEP was identified as an affected party Notice of the review was provided to other potentially affected

parties and GridLiance SCMCN requested to participate in the study. Steady-state, short circuit, and

dynamics studies were performed to assess the impact of closed loop operation.

The interconnection review concludes that the proposed transmission interconnection will cause no

adverse conditions or reliability issues to the transmission system.

Affected Parties Based on electrical proximity, URFC identified AEP as an affected party. A notice of the interconnection review was sent to the SPP Transmission Working Group ("TWG") exploder as wells as to Entergy and

CLECO to ensure that any other potentially affected party was notified. GridLiance SCMCN requested to

participate in the study

Currently the existing Diana point of interconnection with AE° serves approximately 80,000 kW cf load in peak conditions. During system contingeicies when the source at Diana is lost, there is no alternative to backfeed all of the load from other interconnections to restore service Closed loop operation not only provides a secondary source but also reduces outage times

NTEC's loca planning criteria provides that closed loop operation will be considered when the combination of load and radial distance exceeds 300 MW miles. In the case of Hallsville-Diana, there is approximately 45 MW of load along 19.3 miles of radial transmission line, for a total of 560 MW-miles

For the short circuit analysis, the SPP 2017 series MDWG classical max fault models for 2018 and 2022

were used.

For the stability analysis, the SPP 2016 series MDWG dynamics models for 2021 light load and 2026 summer.

PSS/E idev files to add the tJREC system and proposed project to the power flow models are included in

Appendix 1.

Power How The study evaluated single contingency outages on facilities rated 69 kV and above in area 520 AEPW and on facilities rated 100 kV and above in areas 502 CLECO, 524 OKGE, 351 Entergy, 327 Entergy Arkansas, and 51.5 SWPA. Additionally, TPL planning contingencies in AEP for which the non-consequential load loss is not allowed were also examined. These specific AEP non-consequential load

loss contingencies evaluated were those submitted for use in the 2017 ITPNT.

The study monitored lines 69 kV and above located in areas 520 AEPW, 502 CLECO, 524 OKGE, 351 Entergy, 327 Entergy Arkansas, and 515 SWPA.

The study did not identify any new overloads, new low bus voltage, or new high bus voltages due to the interconnection. Detailed power flow results are available in Appendix 2.

Stability A stability study was performed. The stability study used the 2016 series MDWG 2021 Light Load and

2026 Summer dynamics models. The stability study evaluated three phase faults on nearby 345 kV and 138 kV facilities. A 5 cycle clearing time was used for the 345 kV facilities and a 6 cycle clearing time was used for 138 kV facilities. Bus voltages and rotor angles in AEP, GRDA, CLECO, OGE, and SWPA were monitored. The facilities having the largest deviations were plotted for comparison to assess the impact of the project to system stability.

The stability study evaluated the following system conditions:

• Three phase fault at Pirkey 345 kV resulting in loss of Pirkey-LeBrock 345 kV #1

• Three phase fault at Pirkey 345 kV resulting in loss of Pirkey-Diana 345 kV.

• Three phase fault at Pirkey 138 kV resulting in loss of Whitney-Pirkey 138 kV.

• Three phase fault at Pirkey 138 kV resulting in loss of Pirkey-Gum Springs 138 kV.

• Three phase fault at Diana 345 kV resulting in loss of Diana-SW Shreveport 345 kV

Pirkey was the focus of the stability analysis due to the presence of generation located at that station and its close proximity to the project.

The stability study did not identify any change in system stability performance due to the project. Detail stability results are available in Appendix 4.

Upshur Rural Electric Cooperative of Texas, Corp. (URECC), of Gilmer, Texas, plans to construct a 138 kilovolt (kV) transmission line in Harrison County, Texas. On July 12, 2019, URECC filed an application for an Amendment to Its Certificate of Convenience and Necessity (CCN) with the Public Utility Commission of Texas (Commission) requesting approval of this project. The total estimated cost of this transrnission project is between 55,522,438 and $6,753,460, dependent upon which route the Commission selects. Additional costs associated with the proposed project include upgrading three existing substations for a total cost of 54,960,000. Accordingly, the total cstirnated cost of the proposed project is between $10,482,438 and $11,713,460. The project purpose is to improve the reliability of the electric service to cooperative member,' located in larrison County.lexas. RECC currently serves nine (9) substations from Diana to Hallsville via radia:

transmission faclities. The total peak load in 2018 of the nine (9) substations was 119 MW. Loss of Power to all nine (9) substations are experienced upon loss of URECC's Diana point of deliveiy The proposed projec i'l allow ;:losed loop transmission service to three of the nine substa:ions upon completion of the project. allowing the cooperative to isolate any issues along the transmission ,,ysteir and continue to serve the load without extended service interruption.
