1. INTRODUCTION

1.1 GENERAL

This rally will be run in compliance with the FIA International Sporting Code (ISC) and its appendices, the

2017 FIA Regional Rally Sporting Regulations (FIA-RRSR), the National Sporting Regulations which comply

with the FIA regulations and these Supplementary Regulations.

Any modifications, amendments and/or changes to these Supplementary Regulations will be announced

only by numbered and dated Bulletins (issued by the Organiser or the Stewards).

Additional information will be published in the Rally Guide, issued on 10.04.2017.

The FIA 2017 Regional Rally Sporting Regulations can be found at www.fia.com.

During the rally, for any dispute concerning the interpretation of the regulations, only the English text will be

binding.

During the event the Stewards will decide on any dispute.

Special stages 1, 2, 5, 6, 7, 10, 11 and 12 will run of tarmac surface;

Special stages 3, 4, 8 and 9 will run of tarmac surface with small (3km) gravel section.

4. ENTRIES

4.1 CLOSING DATE FOR ENTRIES

Closing date for entries: Wednesday, May 3.2017 , 18:00.

4.2 ENTRY PROCEDURE

The competitors wishing to take part in a rally must send the due entry fee and the completed entry form to

the rally secretariat before the closing date. If this application is sent by fax or email, its original must be

delivered to the Organiser at the latest 5 days after the closing date for entries. Competitors are obliged to

attach the copy of the competitor’s and entrant’s licenses. Details concerning the co-drivers can be

specified at the administrative check of the crew. E-mail for sending the entry forms is

[email protected]

Entries are only accepted if accompanied by the total amount of entry fee.

By signing the entry a participant allows to publish the information mentioned in this entry application in

media.

Foreign competitors, drivers and co-drivers, must present an authorization according to Art.3.9.4 of the ISC.

4.3 NUMBER OF COMPETITORS ACCEPTED AND CLASSES

4.3.1 Number of entrants

The number of entrants is limited to 50 cars. If more than 50 entries are received, the Organiser reserves

the sole right to decide which entries among the non-priority drivers will be accepted.

4.3.2 Participation of rally cars

For participation of rally cars the Art. 4 of FIA Regional Rally Sporting regulations will be followed.

Drivers and Teams may take part in BRT (ERT) rallies with the following cars:

- Group A cars with corrected cylinder capacity of up to 2000cc conforming to the 2017 Appendix J, Art.

255.

- Group A Kit cars with a corrected cylinder capacity of less than 1600cc on condition that the homoliogation

is accepted by the FIA as eligible for the Championship concerned.

- Group RGT cars conforming to the 2017 Appendix J, Art.256.

- Group R cars (R1/R2/R3/R3T/R3C/R3D) conforming to the 2016 Appendix J, Art.260 and 260D.

- Group R4 cars conforming to the 2017 Appendix J, Art.260 (not eligible in Europe).

- Group R5 cars conforming to the 2017 FIA Appendix J, Art. 261.

- Group N cars conforming to the 2017 FIA Appendix J, Art. 254.

- Super 2000 cars (conforming to the 2013 Appendix J, Art. 254A).

- Super 2000-Rally cars (conforming to the 2013 Appendix J, Art. 255A) fitted with a restrictor complying

with Art.255A-5.1.1-b except for the following points:

a) the maximum internal diameter of the restrictor is 28 mm.

b) the external diameter of the restrictor at its narrowest point must be less than 34 mm.

The diameter must be maintained over a distance of 5 mm to each side of the narrowest point.

The diameter of the turbo compressor restrictor may be revised by the FIA at any time without notice.

Regional and National homologated cars may participate in the rallies of the countries where the car is

homologated, without eligibility to score Trophy points.

4.3.4 Additional provisions.

- Cars homologated as Kit cars, where the capacity is between 1400 and 1600cc, may be accepted if they

also comply with Article 255-6.2” Weight” of Appendix J.

- Two-wheel drive cars equipped with a supercharged diesel engine with a nominal cylinder capacity of less

than 2000cc are accepted in Group A and N.

- For drivers entered with a Super 2000-Rally car complying with 2013 Appendix J, Art. 255A, it will be

possible to use lapsed errata without any penalty.

- For Super 1600 homologated cars, it will be possible to use lapsed errata without any penalty.

- An FIA technical passport is mandatory for S2000, R5, Super 1600 cars.

- RGT cars must have a valid FIA RGT technical passport, in compliance with 2017 Appendix J, Art.256.

4.3.5 Additional requirements.

4.3.5.1 For Cars to participate in the FIA ERT

- Group R5 cars conforming to the 2017 FIA Appendix J, Art. 261.

- Super 2000 cars (conforming to the 2013 Appendix J, Art. 254A).

4.3.5.1 For Cars to participate in the FIA ERT2

All cars must comply with the 2017 Appendix J regulations for:

- Group N cars conforming to the 2017 FIA Appendix J, Art. 254.

4.3.5.1 For Cars to participate in the FIA ERT3

All cars must comply with the 2017 Appendix J regulations for:

- 2WD Group R cars (complying with Art.260 and Art.269 D)

- Super 1600 cars

- Group A Kit cars with a corrected cylinder capacity of less than 1600 cc

- 2WD Group A cars up to 2000 cc

- 2WD Group N cars up to 2000 cc

4.4 ENTRY FEES

Legal and Private entrants Entry fees

With the optional advertising by the Organizer 300 EUR

Without the optional advertising by the Organizer 600 EUR

ERT Junior entrants

With the optional advertising by the Organizer 200 EUR

Without the optional advertising by the Organizer 400 EUR

The Organizer requires from competitors to carry optional advertising, if competitor declines the optional

advertising it must notify it on his entry form.

4.5 PAYMENT DETAILS

The entry fee must be paid to the following Bank account:

4.6 REFUNDS

Entry fees will be refunded:

- To candidates whose entries have not been accepted – 100% refund

- In the case of the rally not taking place due to force majeure – 75% refund

The Organiser may partially refund 50% of the entry fee to those entrants who, for reasons of „force

majeure” (duly certified by their ASN), were unable to start in the rally and excused themselves before the

start of the Administrative Check. The crews who do not excuse themselves will be reported to ASN and the

entry fee will not be reimbursed.

5. INSURANCE

5.1 The Organizer has concluded an insurance contract with TBA, contract No

5.2 The entry fee include the insurance premium liability to covering damage caused to a third party during

the competition up to 300 000 EUR in aggregate.

5.3 Insurance cover start effective at the Shakedown running and the start of the rally (TC0) and include

only special stages. It will case at the end of the event or the moment of retirement, exclusion or

disqualification. In case of withdrawal, the time taken into account will be the closing time of the following

TC.

Cars having retired and re-started the next Day shall not be considered to have permanently retired.

5.4. Vehicles with Service and Auxiliary plates and/or other special plate issued by the Organizer are not

covered by event policy.

Vehicles used by the crews during reconnaissance, even if have the event’s specific stickers, must be

insured by their owners.

5.5 In case of accident during the rally, competitor or his representative must immediately notify in to the

Clerk of Course.

5.6 Car third party liability insurance - all crews at Administrative Check have to hand in a valid motor third

party liability insurance policy International Green Card for their car. Without this card, the crew won’t be

permitted to start.

6. ADVERTISING AND IDENTIFICATION

6.1 ADVERTISING

Placement of advertisings proposed by the Organiser is given in Appendix 4 of these Supplementary

Regulations. Starting numbers, the rally plate and the Organiser’s advertising should be affixed on given

spots on rally car according to the Appendix 4 before pre-start scrutineering.

6.2 LOSS OR REMOVAL OF ADVERTISING

A crew will be penalized with prohibition to start in the rally if article 6.1 of this SR will have been violated. If

there is ascertained at any point during the rally that an advertising plate (or any other type of

advertisement) supplied by the Organiser is missing from a car then the crew shall be penalised with a fine

of 500 EUR for each missing advertisement or if the advertisement is modified or not placed according to

the Appendix 4 of this SR.

The participant’s identification on the car must be placed according to regulations

6.3 COMPETITION NUMBERS, NAMES AND RALLY PLATES

Competition numbers, names and rally plates according to the Article 18-19 of FIA RRSR supplied by the

Organiser must appear on both front doors of the car during of the rally.

“Check” sticker will be affixed over the left side rear window to the car by the scrutineers.

7. TYRES

7.1 COMPLIANCE

The quantity of tyres is free and all tyres that will be used on the rally must comply with Art.60 of the 2017

FIA RRSR and Appendix V – 2016 Sporting regulations – Homologation of tyres.

7.2 TYRES FOR RECONNAISSANCE CARS

Tyres used for recnnaissanse cars shall be Road homologated series production tyres for asphalt.

7.3 CONTROL

Tyres will be marked throughout the rally in accordance with the procedure given by the scrutineers.

8. FUEL

8.1 FUEL REQUIREMENTS

It is mandatory for participants to use Fuel in accordance with Art.59.2 – V1 2017 FIA ERT Regulations.

8.2 REFUELLING

Refuelling will be done in accordance with Art. 58 of the 2017 FIA RRSR.

For safety and environmental reasons, refuelling will be carried out just behind the TC of Service Parks exit

and in the special remote refuelling zones. Competitors may only refuel in the refuelling zones or remote

refuelling zones designated by the Organiser in the Road Book.

Only crew members and support personnel are responsible for compliance with fire safety regulations

during the refuelling. Only team members with the team passes will be allowed to go in to the refuel area.

9. RECONNAISSANCE

9.1 RECONNAISSANCE REGISTRATION AND CARS

Registration of the recce-car is obligatory before the start of reconnaissance. Registration will take place at

the Rally HQ according to the programme. The reconnaissance cars must comply with Art. 25.1 , 25.2 and

25.3 of 2017 FIA RRSR has to be registered in the Rally HQ with the official plate. The crew receives

identification for his car (starting number). Starting number must be affixed on the top of front windscreen

and rear window (look Appendix 2 of this SR) during reconnaissance at all the times. If the crew during the

reconnaissance, for any reason is forced to replace the reconnaissance car, the secretariat must be

informed about the details of the new reconnaissance car.

9.2 RECONNAISSANCE TIME SCHEDULE

9.3 RUNNING OF RECONNAISSANCE

9.3.1 Passages

Crews are authorized to drive a maximum of 2 times through each special stage in accordance to the

schedules given in Appendix 2 (special stages run twice are considered to be one special stage).

9.3.2 Reconnaissance procedure

During the reconnaissance crews have to stop at the start and the finish of each special stage allow the

marshals to record their passage.

9.3.3 Speed limit (Art. 25.4.4 of 2017 FIA RRSR)

All reconnaissance of the special stages has to be done at reasonable speed in accordance with Traffic

laws of Bulgaria. The maximum speed set for the reconnaissance of the SS is 70 km/h, except for those

areas in which there are speed limit signs or in built-up areas (50 km/h or 30 km/h) or other limitations

marked in the road book. Breaking the rules and mainly exceeding the speed limits on public roads will be

also controlled and fined by the Traffic Police accordingly to traffic laws of Bulgaria.

9.3.4 Direction

Each crew may drive the special stages only in the direction of the rally. The crews must always enter and

leave the special stages through the start and stop controls.

The reconnaissance of the SS1 and SS2 will happen in the following order:

From 9:00 – 10:00 will get to reconnaissance of SS1, crews are collected at the final of the SS1 in Kozichino

and await the beginning of the reconnaissance of SS2 (the same road but in the opposite direction).

From 10:15 – 11:15 will get to reconnaissance of SS2, crews are collected at the final of the SS2 in Dyulino

and await the beginning of the reconnaissance of SS1, second passages for reconnaissance follow the

same order.

9.3.5 Restriction of reconnaissance

As from the publication of the rally Supplementary regulations, any driver, or his co-driver, or any other team

member who has entered or intends to enter the rally and who wishes to drive on any road which is or might

be used as a special stage in that rally, may only do so after he has obtained the Organiser’s written

permission. This shall not apply when the person is known to live along the specific road. Failure to respect

this rule shall result in the driver being reported to the Stewards.

9.3.6 Number of persons on board

During each passage through a special stage, a maximum of 2 persons are permitted in the car.

9.3.7 Illegal reconnaissance

Illegal reconnaissance performed out of the Time Schedule or performing more passages than permitted will

be reported by the Stewards.

9.3.8 Speeding

Speeding will be penalized according to the Art. 20.2 of 2017 FIA RRSR.

Speeding during reconnaissance will incur a fine applied by the Clerk of the Course as follows: per km per

hour over the speed limit: 25 EUR.

9.3.9 Excessive speed during the rally.

- Speeding during a rally will incur a fine applied by the Clerk of the Course as follow: per km per hour over

the speed limit: 25 EUR. Art. 20.3 of 2017 FIA RRSR

- The amount of the fine will be unaltered by any fine imposed by the police.

- Throughout the rally, both crew members must have a valid driving license and must observe the

Bulgarian traffic laws. Infringements will be referred to the Clerk of the Course.

- In the case of an infringement of the traffic laws committed by a crew participating in the rally, the police

officers or officials having noted the infringement must inform the thereof, in the same way as for normal

road users.

- Should the police or the official decide against stopping the driver in the wrong. They my nevertheless

request the application of any penalties set out in the Supplementary regulations of the rally, subject to the

following:

- that the notification of the infringement is made through official channels and in writing, before the

posting of the provisional final classification

- that the statements are sufficiently detailed for the identity of the offending driver to be established

beyond all doubt, and that the place and time of the offence are precise

- than the facts are not open to various interpretations.

- For the first infringement other than speeding: a penalty may be applied by the Stewards.

- For the second infringement: a minimum of a 5-minute time penalty applied at the discretion or the

Stewards.

- For the third infringement: disqualification applied by the Stewards.

10. ADMINISTRATIVE CHECKS

10.1 DOCUMENTS TO BE PRESENDET:

- Competitor’s license or a copy of the license;

- Driver’s and Co-driver’s competition licenses;

- Driver’s and Co-driver’s valid driving licenses;

- Driver’s and Co-driver’s valid passports or identification cards;

- ASN authorization (mandatory for all foreign competitors);

- Competition of all details on the entry form;

- Car insurance cover certificate;

- Valid personal accident insurance;

- Documents and registration papers for the rally car.

All competitors must comply with certain order for administrative check announced on the ONB and on the

website: www.rallybulgaria.com. The schedule for administrative check will be available after the publication

of the Entry list.

Any delay at administrative check will be penalized by 30 EUR. If the delay exceeds 30 min the crew will be

reported to the Stewards.

The time for scrutineering will be published together with provisional starting order and will be announced in

rally web page and on the ONB.

Any delay at scrutineering will be penalized for the first time 10 minutes by 30 EUR also 30 EUR for each

started 10 minutes delayed. If the delay exceeds 30 min the crew will be reported to the Stewards.

11.1.1 Marking and sealing

All cars in scrutineering must be presented with not mounted sump guards. If the sump guard is mounted it

is not possible to enter in scrutineering area. This matter will be inspected whilst entering to scrutineering

area. This requirement is stated because of keeping the time Schedule.

All priority driver’s cars will be marked and sealed according to the 2017 FIA RRSR:

- All cars must have engine block and chassis marked;

- All cars equipped with turbocharger and their spares must be marked;

11.2 DOCUMENTS TO BE PRESENTED AT SCRUTINEERING

- Vehicle registration document;

- Vehicle original FIA homologation form;

- Vehicle technical passport;

11.3 WINDOWS

The use of silvered or tinted films is authorized on rear side windows and rear window only.

Front side window films must be transparent and clear (in accordance with Appendix J Article 253.11).

11.4 SAFETY EQUIPMENT OF CREWS

Competitors’ helmets (which must comply with the requirements of FIA Appendix L), FHR devices (which

must be an FIA approved model as detailed in Technical List No.29 of Appendix J) and flame resistant

clothing (homologated to the FIA 8856-2000 standard) will be checked at scrutineering. Agreement will be

checked with Chapter III, Appendix L of the FIA ISC.

11.5 NOISE LEVEL

The maximum noise level permitted is 98 dBA. Cars not complying with this rule will not be allowed to start.

The noise will be measured with a sonometer regulated at “A” and “SLOW”, placed at an angle of 45

degrees to and a distance of 50 cm from the exhaust outlet, with the cars engine running at 3 500 rpm.

11.6 NATIONAL AND SPECIAL REQUIREMENTS

11.6.1 Cars equipment

Competing cars must be equipped with:

- Two fluorescent jackets (one per person);

- First aid kit;

- One reflective triangle;

- Two seatbelt cutters easily accessible for the driver and co-driver when seated with their

harnesses fastened as prescribed on Art. 253.6.1of Appendix J – FIA

11.6.2 Cars lighting

On the road sections and the special stages, mandatory use the car lighting only through the original fitted

headlamps. Complying with this provision will be checked by judges of fact. Any infringement will be

reported to the Stewards.

11.7 SAFETY TRACKING SYSTEM

All competitors must make provision in their cars for the installation of the Safety Tracking System. All

further details will be published on www.rallybulgaria.com . The GPS units will be installed at Service park

before presentation of the rally car on the scrutineering. Competition cars not equipped with the GPS

monitoring device will not be allowed to start. Any attempt to tamper with, to manipulate or to interfere with

the tracking device fitted to the competition car or any device that fails to record a trace due to external

interference will be reported to the Stewards who may impose a penalty up to exclusion. GPS units and

brackets will be disassembled from the rally cars by the crew after the finish time control (TC12D). In case

of retirement the GPS will be given to the provider GPS unit’s team by 18:00 on Sunday May 21.2017.

12. OTHER PROCEDURES

12.1 START PROCEDURE AND ORDER

12.1.1 Ceremonial start procedure and order

The Ceremonial start is mandatory for all crews and competing cars and will take place on the central

square St. Cyril and Methodius in front of the Cathedral from 20:30 at Friday May 19.2017.

All competing cars will enter a holding area placed on the central square St. Cyril and Methodius in front of

the Cathedral till 20:00.

Ceremonial start will be run following the stat list for Ceremonial start.

After the Ceremonial start competing cars will be at competitor’s disposal.

12.1.2 Start order and intervals

Starting order for Leg 1 shall be as follows:

- Priority drivers according to the position they have in BRT(ERT).

- All the other competitors at the discretion of the Organizers.

Start order for Leg 2:

- The start order for Leg2 shall be based on the classification at the finish of the final special stage of the

Leg 1.

- Start interval for the all drivers’ cars will start at one minute intervals.

12.2 FINISH PROCEDURE

The competition part of the rally ends with check in on Time Control TC12D, located in Varna Seaport on 21 May Sunday. After TC12D, crews will enter a holding area, were they must follow the instructions of the marshals who will reorder them for the finish ceremony.

12.3 PERMITTED EARLY CHECK-IN

Crews are authorized to check in early without incurring a penalty at TC7C and TC7D.

12.4 START PROCEDURE

12.4.1 Start procedure for special stages

Start Procedure for Special Stages will be as follows:

- On the start position the crew stops when instructed by marshals;

- When the start marshal confirms the car is on the right start position – 40 cm before electronic

controlled start line the car must stay immovable till start moment and the team must visual follow the light

signal of light shield;

- On the light shield the time will be shown;

- The Time Card shall be given back to the crew in the minute preceding the start;

- Starting lights RED – 10 seconds – ready to start;

- Starting lights GREEN - Go, the road for start is free;

- If the crew’s car crosses the electronic controlled start line before the red lights go out, false start will

be fixed automatically, penalization for false start accordingly to article 37.6 of 2017 FIA RRSR;

- The start marshal makes the final decision about false start and notes this in the start report;

- In case of start system malfunction; the start will be given by marshal in accordance with article 37.3.

of 2017 FIA RRSR.

12.4.2 Start procedure for super special stages

SSS 6 and SSS11 Varna

All crews will start on the starting order of each Leg.

The stages will be run to use a manual starting procedure. After handing the time card back to the crew, the

start marshal launched start by hand and racing car should start in the next 10 seconds.

If a racing car does not pass the starting line within 20 seconds after the expiration of the previous 10

seconds will be considered as retired and immediately moved to a safe place according Art. 37.4.3 of 2017

FIA RRSR.

12.4.3 Record of times

The arrival time of the special stages will be detected to tenth of a second.

Timing will be recorded at the finish line, using electronic beams, and be backed up stopwatches.

12.5 RESTART AFTER RETIREMENT/ RALLY 2

12.5.1 General

Any crew which has failed to complete a Leg1 can re-start the rally from the start of the next Leg only if they

confirm their intention in writing to the Clerk of the Course one hour prior to the publication of the start list of

the Leg2. The competitor must advise the Organiser in writing of the reason for retirement (e.g. accident,

technical problems, etc.) and the intention to have the car re-scrutineered.

This shall apply to any car which has been not classified on the grounds of exceeding the time limit or has

failed to report to a time control, but shall not apply where car has been excluded for breach of eligibility

requirements, traffic infringements by a decision of the Stewards.

The car must report to the overnight Parc Fermé prior to the next Leg no later than 1 hour before the

scheduled start of next Leg. New time for scrutineering will be 1 hour before the start of Leg 2.

The car must retain its original body shell and engine block as marked at pre-rally scrutineering. The

competitor must be represented during the re-scrutineering at a time to be advised by the organizers.

12.5.2 Penalties

For all crew which re-start a time penalty will be applied. This time penalty will be as follows:

- For every stage or super special stage missed: 7 minutes

- However, should the first special stage or super special stage that is missed be:

- the last stage before overnight regroup, the penalty will be 10 minutes. This 10-minute penalty can be

applied only once in a rally.

- This time penalty will be added to the fastest time of the driver’s group for each missed stage,

which shall include the special stage or super special stage on which the crew has retired.

- Should retirement occur after the last SS before an overnight regroup, the crew will nonetheless

be deemed to have missed that last special stage.

12.6 OFFICIAL TIME USED DURING THE RALLY

Official time used during the rally will be GMT+2:00 h.

12.8 SERVICE PROCEDURES

A limitation for servicing, refuelling and changes of mechanical parts is introduced in 2017 FIA RRSR.

Services can be entered only with Service car (SERVICE).

Auxiliary vehicles are not allowed to enter the Service Park. Further details concerning the entrance of

service and auxiliary vehicles are given in the Service Road Book.

12.8.2 Speed limit Art. 49.4 of 2017 FIA RRSR

Maximum speed in the Service Park may not exceed 30 km/h. Speeding will be penalized by the Clerk of

Course as follows: 25 EUR per kilometer per hour over the speed limit.

12.8.3 Catering within Service Park

Catering in the service park is forbidden except a written agreement with the Organiser has been reached.

Catering service for drivers and service crew is allowed. Use of LPG is prohibited within the whole service

park. Selling of food and beverages is strictly prohibited within the service park. In case of infringements 500

EUR will be charged.

12.8.4 Behaviour within the service park

Only competition vehicles and service vehicles with affixed service plates „SERVICE” (issued by the

Organiser) are allowed to enter into the service area. Damages of the surface of the Service Park has to be

avoided. Nails, screws and other fittings for fixing anything on the surface of Service Park is not allowed. For

damages at the service area assigned to the crew, the crew is liable.

Crews are obliged to put a sufficiently large plastic ground sheet under the competition vehicle as long as

service works are carried out. No sustainable and in avoidable damages shall be caused by service works.

Refuelling is allowed only at the foreseen refuelling zone and in accordance with art. 58 of FIA 2017 RRSR.

One fire extinguisher minimum 6kg must be present at each service place. After the rally the service park

has to be handed over in tidy condition. Crews are responsible for the removal of their waste and sewage.

15. FINAL CHECKS AND PROTESTS

15.1 FINAL SCRUTINEERING OF DEFINED VEHICLES

Final checks will take place at ALIANSAUTO service – 262 Vladislav Varnenchik blv. on Sunday May 21. at

17:15h.

Cars subject to final checks (decision by the stewards and announced to the concerned competitor at the

finish TC12D) must have one representative of the entrant as well as mechanics (in case of dismantling)

present at the final check.

15.2 AMOUNT OF THE PROTEST

The protest deposit is 1000 EUR (2017 FIA RRSR Article 55.2).

15.3 ADDITIONAL DEPOSIT

If the protest requires the dismantling and re-assembly of a clearly defined part of the car (engine,

transmission, steering, braking system, electrical installation, body work, etc.), the claimant must pay an

additional deposit of guarantee equal to the supposed value of the work at the date and the place where

they are carried out, as defined by the stewards, upon a proposal of the Chief Scrutineer. This additional

deposit must be paid in cash within one hour to the Organizer, otherwise the protest will be deemed

inadmissible.

15.4 APPEAL DEPOSIT

National appeal deposit (to ASN) 500 EUR.

International appeal deposit (to FIA) 6000 EUR.

Appendix 5

EXTRACT FROM FIA APPENDIX L RELATING TO OVERALLS, HELMETS AND

OTHER SAFETY REQUIREMENTS

1. HELMETS

Helmets meet one of standards listen in Technical List No25 of Appendix J of the FIA ISC.

2. FRONTAL HEAD RESTRAINT (FHR)

The wearing of international event of any device intended to project the head or neck and attached to the

helmet is prohibited, unless the device has been homologated by the FIA and listed in FIA Technical List

No36.

When the device used in the FHR (HANS), it must be worn only with a compatible helmet appearing in

Technical List No29. Competitors are strongly recommended to use helmets with tether-anchorages, fitted

by the manufacturer as original equipment. These helmets are identified by a glossy silver holographic FIA

label. It is also strongly recommended to use homologated tethers which are identified by an FIA 8858-2002

label sewn on them.

3. SAFETY BELTS

Drivers and co-drivers must be properly restrained in their seats by safety belts in conformity with the

specification of Appendix J of the FIA ISC for the vehicle concerned, at all times during an event on a

special stage.

4. FLAME RESISTANT CLOTHING

On special stages of the rally all driver and co-drivers must wear overalls as well gloves (optional for co-

drivers), long underwear, a balaclava, socks and shoes homologated to the FIA 8856-2000 standard.

Embroidery sewn directly onto the overalls shall be stitched onto the outermost layer only, for better heat

insulation. Backing material of badges and thread used for affixing them to the overalls must be flameproof.

Appendix 6

COMPETITOR SAFETY

SOS / OK SIGNS

1. Each competing car shall carry a red “SOS” sign and on the reverse a green “OK” sign measuring

at least 42 cm x 29.7 cm (A3).

2. In the case of an accident where urgent medical attention is required, when possible the red “SOS”

sign should be immediately displayed to the following cars and to any helicopter attempting to

assist.

3. Any crew which has the red “SOS” sign displayed to them, or which has suffered a major accident

where both crew members are seen inside the car but are not displaying the red “SOS” sign, shall

immediately and without exception stop to render assistance. All following cars shall also stop. The

second car at the scene shall proceed to inform the next radio point. Subsequent cars shall leave a

clear route for emergency vehicles.

4. In the case of accident where immediate medical intervention is not required, the “OK” sign must be

clearly shown by a crew member to the following vehicles and to any helicopter attempting at assist.

5. If the crew leaves the vehicle, the “OK” sign must be displayed so that it is clearly visible to other

crews.

6. Any crew which is able but fails to comply with the above rules will be reported to the Clerk of

Course.

7. Any crew retiring from the rally must report such retirement to the organizers as soon as possible,

save in case of force majeure. Any crew failing to comply will be subject to a penalty at the

stewards’ discretion.

USE OF THE RED FLAGS

1. On passing a displayed RED flag, the driver must immediately reduce speed maintain this reduced

speed until the end of special stage, and follow the instruction of the marshals or intervention car

drivers. Flag will be displayed at all radio points preceding the accident. Failure to comply with this

rule will entail a penalty at the discretion of the Stewards.

2. A crew which has been shown the RED flag will be allocated a time according to Art.39 2017 FIA

RRSR.

3. The RED flag will be displayed to the crews only on the instruction of the Clerk of Course. The flag

may only be displayed by a marshals wearing a distinctive tabard preferably of the recommended

color stipulated in Appendix III and on which is marked the radio point symbol. The time of

deployment of the flag will be recorded and notified to the stewards by the Clerk of Course.

4. No flag other the red may be deployed at any point of special stage.

5. A RED flag will be available at each stage radio point marked in the road book.
