    1 Introduction

    1.1 Background

    481 Yonge Developments Inc. [the Developer] is proposing a residential development located on a site municipally known as 481 Yonge Street, located at the southeast corner of the intersection of Yonge Street / Macmillan Crescent in the City of Barrie [City]. The proposed development will consist of a 67 unit residential condominium building. The proposed development will include one full-movement access driveway onto Macmillan Crescent [Site Access]. The Developer has retained JD Engineering Inc. [JD Engineering] to prepare this traffic brief in support of the proposed development.

    1.2 Study Area

    Figure 1 illustrates the location of the subject site and study area intersections, in relation to the surrounding area. The site plan provided by the Client is included in Appendix A. The subject site is bound by Yonge Street to the west, Macmillan Crescent to the north, an existing restaurant to the south and residential lands to the east.

    1.3 Analysis Periods

    The weekday morning [AM] and weekday afternoon [PM] peak hours have been selected as the analysis periods for this study.

    2 Information Gathering

    2.1 Street and Intersection Characteristics

    Yonge Street is a five-lane arterial road with an urban cross-section and sidewalks along both sides of the road. Yonge Street has a posted speed limit of 50km/h. Yonge Street is under jurisdiction of the City. Macmillan Crescent is a two-lane local road with an urban cross-section and a sidewalk on the south side. Macmillan Crescent has an unposted (assumed) speed limit of 50km/h. Macmillan Crescent is under jurisdiction of the City. The existing lane configuration within the study area is illustrated in Figure 2.

    2.2 Local Transportation Infrastructure Improvements

    Construction of the Big Bay Point Road / Harvie Road overpass (five-lane crossing with buffered bike lanes and sidewalk) is currently under construction, with an anticipated completion in the fall of 2020. Based on the City’s Draft Transportation Master Plan (April 2019) [City Draft TMP] the following improvement is anticipated to be completed by 2021:

    • Yonge Street1 o Addition of cycle tracks.

    2.3 Transit Access

    The subject site is serviced by Barrie Transit. The 8A South (RVH / Yonge) and 8B North (Crosstown / Essa) bus route provides connections from the south limits to the north limits of the City on Yonge Street, within the study area. The 8A South bus route operates between 04:55 – 22:15 with weekday daytime service every 30 minutes, between 06:55 – 22:15 on Saturday with daytime service every 30 minutes and between 08:50 – 20:50 on Sunday with service every hour. The 8B North bus route operates between 05:00 – 24:00 with weekday daytime service every 30 minutes, between 07:30 – 24:00 on Saturday with daytime service every 30 minutes and between 08:55 – 20:15 on Sunday with service every hour. The closest 8A South bus stop is located on the west side of Yonge Street 150 metres north of the Yonge Street / Macmillan Crescent intersection. The closest 8B North bus stop is located on the east corner of the Yonge Street / Macmillan Crescent intersection.

    2.4 Other Developments within Study Area

    Based on a review of the City’s website the Yonge Street and Little Avenue development and 505 Yonge Street development are the only other development that will impact the traffic in the study area. A residential development is proposed on the southeast corner of the Yonge Street / Little Avenue located northwest of the proposed development [Yonge Street and Little Avenue development]. The site is municipally known as 343 Little Avenue and 410 Yonge Street. C.F. Crozier & Associates Inc. prepared a traffic impact study, dated July 2018 [Crozier TIS]. The Yonge Street and Little Avenue development will include 153 townhouse units. The Yonge Street and Little Avenue development is anticipated to be built-out by 2023. A redevelopment of a site municipally known as 505 Yonge Street is proposed, located on the northeast side of Yonge Street, opposite D’Ambrosio Drive [505 Yonge Street redevelopment]. Specifics regarding the proposed development of the 505 Yonge Street redevelopment are not known at this time, however, redevelopment is anticipated to include medium density residential and a small commercial component.

    1 The City Draft TMP recommends converting a lane in each direction along Young Street to a High-Occupancy Vehicle [HOV] lane by 2041. Since this improvement is planned in the 2041 horizon year, no adjustments regarding this improvement have been made.

    2.5 Background Traffic Growth

    In general, there is a significant amount of anticipated development planned within the annexed lands at the south end of the City, as well as intensification developments along the City’s major corridors. Through our correspondence with the City Traffic Department, background traffic volumes generated by other developments outside the study area, have been estimated using the EMME travel demand model from the City’s Multi-Modal Active Transportation Master Plan (January 2014) [MMATMP]2. A 3.0% per annum background traffic growth rate has been applied on Yonge Street, which is the same rate used in the Crozier TIS and is based on confirmation with the City (excerpts provided in Appendix B). A -0.1% per annum background traffic growth rate has been calculated on Macmillan Crescent, based on a comparison between 2011 and 2031 EMME traffic volume projections, as provided in the EMME model output; consequently, we have assumed no background growth rate on Macmillan Crescent.

    2.6 Traffic Counts

    Detailed turning movements traffic and pedestrian counts were obtained from the City for the Yonge Street / D’Ambrosio Drive intersection, which is located southeast of the Yonge Street / Macmillan Crescent intersection. Table 1 summarizes the traffic count data collection information.

    Detailed traffic count data can be found in Appendix C. The peak hours of traffic generation for the study area intersections generally aligned with the anticipated peak hour of traffic generation by the proposed development. To determine the equivalent existing (2019) traffic volumes, the background traffic growth rate noted in Section 2.5 was applied. The volume of traffic on Yonge Street at Macmillian Crescent has been assumed to be equal to the volume of traffic at the north leg of the Yonge Street / D’Ambrosio Drive intersection. For the purposes of this report we have estimated the traffic east on Macmillan Crescent based on the data provided in the Institute of Transportation Engineers [ITE] Trip Generation Manual (10th Edition) [ITE Trip Generation Manual]. The traffic assignment for the existing units is assumed to follow the same traffic distribution as the proposed development, which is described in Section 3.2.

    2 The City is in the process of updating the MMATMP. The data form the EMME travel demand model in the in the City Draft TMP was not applied in this case, as it has not been finalized.

    Figure 3 illustrates the existing (2019) AM and PM peak hour traffic volumes at the site access development.

    3 Proposed Development Traffic Generation and Assignment

    3.1 Traffic Generation

    The traffic generation for the subject site has been based on the ITE Trip Generation data. The following ITE land uses have been applied to estimate the traffic from the proposed:

    • ITE land use #221 (Multifamily Housing (Mid-Rise)) – General Urban/Suburban The estimated trip generation of the proposed development is illustrated below in Table 2.

    In order to be conservative, no transportation modal split reduction has been applied to the above-noted traffic generation calculation.

    3.2 Traffic Assignment

    For the purposes of this study, it has been assumed that all traffic generated by the proposed development will be new traffic and would not be in the study area if the development was not constructed. Beyond the local area the distribution of traffic from the subject site has been estimated based on the 2016 TTS data for the area (excerpt attached as Appendix E). TTS data provides historical data for home-based trip origins with a destination in the 2006 GTA Zone – 8582. The above-noted methodology provides an estimate of the distribution of ingress trips. We have assumed that the distribution of egress trips will follow the inverse of the ingress traffic distribution. For each of the individual areas identified in the TTS data, we have selected the probable route of travel, assuming that people will select their route primarily based on travel time. Table 3 summarizes the trip distribution for the proposed development.

    4 Intersection Operation with Proposed Development

    4.1 Traffic Impact Analysis

    The proposed development will add approximately 25 AM and 31 PM peak hour trips on Macmillan Crescent. The additional traffic generated by the proposed development will not adversely affect the traffic capacity on Macmillan Crescent and Yonge Street or result in any traffic safety issues with the study area. The existing road network can accommodate the additional traffic generated by the proposed development.

    4.2 Site Access

    The Site Access will operate efficiently as a full-movement access, with one-way stop control for northbound movements. A single northbound and southbound lane for the Site Access will provide the necessary capacity to service the proposed development.

    The proposed spacing between the Site Access and Yonge Street and between the Site Access and Dixon Court is greater than the suggested minimum corner clearance requirements for a driveway (measure edge to edge of driveway) as identified in the Transportation Association of Canada Design Guide for Canadian Roads (2017) [TAC Guidelines] Figure 8.8.2 (Suggested Minimum Corner Clearances to Accesses or Public Lanes at Major Intersections) – 15 metres for unsignalized condition. Consequently, there no issues with the location of the proposed Site Access driveway.

    4.3 Sight Distance Review

    A review of the available sight distance for the proposed Site Access was completed as part of this analysis. The sight distance east of the Site Access on Macmillan Crescent is greater than the minimum stopping sight distance requirements as identified in the TAC Guidelines for a design speed of 60km/h (85 metres). The sight distance west of the Site Access ends at Yonge Street (approximately 80 metres west of the Site Access), which is marginally less than the stopping sight distance requirements identified in the TAC Guidelines for a design speed of 60km/h (85 metres); however, vehicles will be turning onto Macmillan Crescent at much slower speed, consequently there are no issues with the anticipated sightlines. The Tomlin Court & Dixon Court / Macmillan Crescent intersection is located 50 metres east of the Site Access, which is less than the stopping sight distance requirements identified in the TAC Guidelines for a design speed of 60km/h (85 metres); however, vehicles will be turning onto Macmillan Crescent at much slower speed, consequently there are no issues with the anticipated sightlines. There are no issues with the sight distance for the proposed Site Access driveway.

    4.4 Parking Review

    The proposed parking supply for the subject site meets the parking and accessibility parking requirements specified in the City Zoning By-law 2009-141. The proposed parking breakdown is provided in Table 4.

    The proposed development is 22 spaces short of the zoning by-law requirement for resident parking and 2 spaces short of the zoning by-law requirement for accessibility parking, based on the RM2 zoning; however, the parking supply exceeds the parking requirement for the MU2 zoning as per City zoning by-law 2017-022.

    It is recommended 1 residential parking spaces be converted into accessibility parking spaces to meet the zoning by-law requirement for accessibility parking under the MU2 zoning. It is recommended that 12 parking spaces are dedicated as visitor parking and the remaining 67 spaces are designated as resident parking and rented / sold independently from the residential units. The City has plans for a high order transit route and enhanced active transportation infrastructure (buffered bike lanes) along Yonge Street, adjacent to the subject site. Consequently, the subject site provides a good opportunity for reduced car dependence.

    4.5 Construction Parking

    Based on our correspondence with the design team for this project, the Client is committed to the following arrangement for construction parking: The parking of construction vehicles and vehicles owned by staff and subcontractors employed by the Client will be formally directed (in writing where possible) to avoid parking on municipal streets surrounding the subject site and avoid parking within private parking lots surrounding the subject site, without consent from the owner of the parking lots.

    5 Summary

    481 Yonge Developments Inc. retained JD Engineering to prepare this traffic brief in support of the proposed residential development located on a site municipally known as 481 Yonge Street, is located at the southeast corner of the intersection of Yonge Street / Macmillan Crescent in the City of Barrie. The site plan provided by Innovative Planning Solutions is included in Appendix A. This chapter summarizes the conclusions and recommendations from the study.

    1. The proposed development is expected to generate 25 AM and 31 PM peak hour trips in the study area.

    2. Background traffic counts were obtained from the City at the Yonge Street / D’Ambrosio Drive intersection, completed Tuesday, October 17th 2017.

    3. An estimate of the amount of traffic that would be generated by the Subject Site was prepared and assigned to the study area streets and intersection.

    4. The proposed Site Access onto Macmillan Crescent will operate efficiently with one-way stop control for eastbound movements. A single lane for ingress and egress movements will provide the necessary capacity to convey the traffic volume generated by the proposed development.

    5. The sight distance available east and west of the Site Access is acceptable for the intended use.

    6. The proposed parking supply does not meet the City’s Zoning By-law requirement; it is recommended the proposed development zoning be changed from RM2 zoning to MU2 zoning to meet the zoning by-law requirements for resident parking. It is recommended upon changing the proposed development into an MU2 zone, 2 residential parking spaces be converted into accessibility parking spaces to meet the zoning by-law requirement for accessibility parking.

    7. In summary the proposed development will not cause any operational issues and will not add significant delay or congestion to the local roadway network.

    The metrics summarized above indicate that the boundary road network is currently operating at a

    LOS “B” during all time periods with minimal delays and reserve capacity for increases in traffic

    volumes.

    4 FUTURE BACKGROUND CONDITIONS

    4.1 Horizon Years

    Full build-out of the site is expected to occur within the next five years. Accordingly, the horizon years

    of 2023 and 2028 were analysed, as they represent five and ten years from the date of this study.

    4.2 Growth Rate

    Per the agreed upon Terms of Reference with the City of Barrie, a growth rate of three percent

    compounded per annum was used for traffic volumes on Yonge Street, and an industry standard

    growth rate of two percent compounded per annum was applied to Little Avenue and Firman

    Drive.

    4.3 Future Roadway Improvements

    There are no scheduled roadway improvements within the study area.

    4.4 Background Development Trip Generation

    Per correspondence with the City of Barrie, analyses of future background traffic operations should

    include trips generated by the following future developments:

    357 Yonge Street (4-storey, 140 unit senior residence)

    482 Yonge Street (3 storey, 34-unit residential apartment building)

    For conservative analysis purposes, it is assumed that all background developments listed above will

    be fully built out by the first horizon year (2023). Background development information has been

    included in Appendix G for reference.
