The present document specifies the lin" layer used for sinallin on the ?bis interface between 0!1 and 0T!. The use

and eneral aspects of the ?bis interface are described in 3GPP T! 8A.+:, and the interface aspects in 3GPP T!8A.+:*.

The 5in" ccess Procedure on the 9?channel (5P9) specification used on the ?bis interface in the G!M P5M& is asubset of the 2& 3++ ,*: which in turn has less options than the 11%TT /ecommendation .C*,.

This description contains first the protocol definitions and second the services provided by the layer * to the layer 3.

The same unit will normally have more than one functional entity. The loical lin"s between different functional

entities are identified by functional addresses- the !ervice ccess Points %dentifier (!P%).

The T2% manaement needs procedures to chec" the used T2% values and procedures for reaction in situation wheremore than one T/@ eDuipment uses the same T2% value. %n addition to the fi'ed values it shall be possible to use

additional T2% value to the same T/@ eDuipment and thus increase the sinallin capacity.

The T2% assinment procedure used on the ?bis interface has some additions to the automatic T2% assinment procedure specified in 2& 3++ ,*:- part *.

To facilitate the confiuration control in the 0!1 each T/@ will have a fi'ed T2% and possibly et access to one ormore additional T2%s assinin physical channels>layer * lin"s.

The layer * lin"s may all be turned on and off accordin to the normal automatic T2% assinment scheme but the T/@may only reDuest identified T2% values which is (semi?) permanently prorammed or prorammed by operation and

maintenance messaes.

%n G!M the reference number /i is not used. %t is only misoperation situations resultin from double failures that could

 be prevented>solved faster by this parameter. The marinal advantae is not supposed to motivate the application of arandom enerator and the chec"in procedure.
