The California wildlife, Coastal., and Park Land Conservation Act of 1~88 has been placed on the Ju~e 7, 1988 ballot ·b~ the California voters. This Initiatiue ~ould authorize th~ sale of $776 million in State b9nds for the purpose of acquiring, developing, rehabilitating, or restoring real propert~~ The real property would be used for parks, coastal :beaches, wetlands, wildlife and riparian h'bitat, natural lands, recra~tion, or preservation of historical resource,~-·

The commissii?n' s interest in sup-porting this Init·ia\:.ive is twQ fold. F~rst, it has jurisdiction and authority ovwr approximately 4-1/2 million acres of sovereign lana~. These lands are subj.ect to the public trus't for mariti'lne-related com~etce, naviga~ion, fisheries, recreation, ~~d open spa~e. They include ·the three-mile coast~l band and tlie beds of rivers, l~kes, streams and· bays. In carry_ing out its _public trust responsibilities, the commission is cha~g~d with preserving and enhancing' ~he wildlife, recreational, ecological, ~nd we~land values of these waterways.

The Commission is currently irivolved in proj~cts to presarve publ·ic access, wildlife and ripar1.an h?bitai:. values ~n and' along portions of the American, Sacramento, and San Joaquin R~vers. The beds of these rivers, as they last naturally existed, are sovereign lands ~wned by the State, subject to the public trust. Acquisition of wilalife habitat currently under private ownership whicp adjoin portinns of these sove,reign lands is proposed in this Initiative. State owner~hiP of such valua~~e riparian sites would contribute significantly toward the· p~otection and enhancement of the resources in the publ~c trust lands themselves.

. Second, the Commission administers the Kapiloff Lan<;I Bank Fund. Monies from title settlements with private ~arties involving public t~ust lands ar~ deposited in this Fund. The Commission uses these mor.ies to acquire other lands which are useful or sµi~~~tible of use for public trust purpoa,s. This is one <;>f the f·ew· state funds directed toward acquir·ing land.s which have w~tland and wildlife hab~~at values.

Since its creation in· 1982, the demands placed on these monies for land acquisitions statewide contin~e to incre~.s~·. au·t the monies available are extremely lim~ted. This ~~nd: measure would provide another funding soµ~ce for thes~ tipe~ of land
