This year 5 people 1st semester, 4 for 2nd semester (Elana Adell here) – Abe Chiswick on tzevet tsafon. An important step for ma’apilim in their process of Hagshama. Will do a session with Abe about HaboU in the next few days. Ken resource book. In close contact with eizorim with Rashei Eizor. Ma’apilim seminar in Montreal. Database of ma’apilim, Habo College guide to pre-madatzim. Camping association – payscale increase at all machanot this summer.

Yona Prital, central Shlicha – this is 5th winter seminar, from Ma’aleh Chamisha. Feels like Peter Pan. Youth movements – being a part of it is the most amazkin gthing. How can a movement that is 70 years old and still be a youth movement. There’s something in the genes – this is an anti-aging movement. T.B. Report – Abe ChiswickReads letter from Silvio – the world Mazkir. As a rep from Israel, can’t add much to what we’re doing in Israel than what has already been said by the Mazkirut Artzit. What I can say is that we are waiting for more of you to come and join us. I hope we can look at Debbie Cohen as an example of what is to come in the future.

Bet – Danny Fisher (Poop) – B’Tnua. It is a movement quaterly magazine. We need your articles! You can write about anything that is related to the movement. We like photos and crosswords.

No Rakaz Gimmel – they work on the website. The website could use a facelift…

Eizor Reports….Gesher – Carly Shenfeld, Leah Silverberg, Avital Oretsky, Danny Fisher, Omer Eshel – Danny Fisher just appointed Rosh Eizor Montreal. We have a ma’apilim ken with weekly habo breakfast and weekly peulot. Starting up a chanich ken. We have high hopes that this time the chanich ken will work. Toronto – trying to incorporate a lot of

chinuch into our kenim. We’ve done monthly or bi-monthly peulot. We had to the science center and fall seminar. In april we’ll have tikkun olam month. 2 kvutsot at a time will have a specific tikkun olam project. We look forward to having a good year. We’ve also been trying to recruit kids from smaller communities.

Miriam – Adam Levi, Joel Daniel Newman Bluman, Naomi KasselVictoria – had 4 events, uncluding a thanksgiving dinner. Shabbat dinner, peula on the new kibbutz movement. Had fall seminar with the Vancouver ken. Trying to get younger kids involved. It’s pretty fun.Vancouver – had 17 kids at our channukah partty, which is a huge deal for us. We haven’t had an active ken in a very very long time, so all of this is very exciting! We’re in the beginning of creating the new kenim and strangethening the ones that exist. Next February, we’re doing a seminar with Gilboa. Hopefully we’re starting a tradition of a West coast seminar. This year it’s in Vancouver.

Gilboa – Isaac Oderberg, Zach Greenwald, Tohmer Soltes, Ro’ee Peled.LA – aspire to have at least 2 peulot a month. We’ve been doing pretty well. No tikkun olam yet, but it’s planned. We have a building in the LA area where we meet. LA is going to have a big reunion in February – with everyone from gilboa. Anywhere between 10 and 25 kids for each peula. Bay area – peulot twice a month. Down to Irvine – 12 kids – 1 peula there. We need more girls at Gilboa. Hadracha seminar – be there! Gilboa will have 30 people at that seminar.The fact that we have 2 rashei eizor this year. Our goal is to have 40 new kids this summer.

Tavor – Moran Lencer, Yelena Adelman, Jamie Messinger, Dafna Eisbruch, Sam KaplanAnn Arbor – our ken is sweet. We have like 40 kids. Had 30 kids at our sukkot dinner, on sukkot. Started having separate peulot for chotrim and down and bonim and up. Also have tikkun olam planned. And a sleepover with Detroit. A lot of exciting stuff planned.Ma’apilim in ann Arbor – a lot of people, but not so active. Gonna try to implement montreal style breakfast.Chicago – Kupa supper with 70 people at it. One ken peula that was bonim and up – focused on Israel peulot. A lot of people in oak park, but not much activity. A Lot of ma’apilim in chiacago, but most over 30. going to have Shabbat dinner at Joe’s house.Detroit – really active this year. Had a few peulot. Going to have a winter Olympics soon with Detroit and ann arbor. Bringing a Michigan Shabbat-on and a Chicago one. Last year set goal of 490 new chanichim and got 54. everyone is working hard to recruit new kids to the ken and to machaneh. Set a goal of 40, hope we reach over 50. Going to have a 50th anniversary party at the beginning of this summer.

Na’aleh – Carmel Beham, Aaron Kokotek, Laura Merrill, Jake Hill, Rachael SevillaNJ – one event a month. Fall seminar, channukah party, about to start rehearsals for dance troupe. And about to start our second neshef.

Talking about changing over to running peulot by chavot instead of regions. Maybe starting that in the next few months. We have va’adot that are in charge of activities. Our rashei ken go to camp committee meetings. Started a listserve of ma’apilim – trying to get them involved.Recruitment – trying to get 100 kids for this summer. We are about to attend 2 camp fairs in New Jersey. In terms of chinuch topis – American political system, habo activism in the communities. Our big news is that we’re buying a machaneh this summer.

Galil – Eyal Eshed, Evan chinoy, Ben Profeta, Shira Laurence, Brian Cohen3 rashei eizor, soon to be 2. 1 shaliach. Many tzevet,. 180 kids. Eizor Galil has recently restructured. Now there is one entire eizor activity a month and one kvutsa peula each month. Each kvutsa has a tzevet that runs their peulot for them each month. In total there are 20 madrichim, which rules. Evan’s 2nd year as rosh eizor. Some of the events we’ve had – had our own sort of merkaz at machaneh. We had peulot about leadership and discussed our eizor goals for the year. Fall Seminar – 115-120 kids and 25 madrichim. Very successful. Had a carnival as a recruitment event. Had a channukah sleepover, 80 kids at that. MLK day of service in January. In February, mosh, na’aleh, and galil will have 2nd annual winter mifgash at Pearlstone! Trying to recruit younger kids…goal is 100 new ones for this upcoming summer.

Moshava – Jamie Beran, Ben Sager, Ben Meiselman, Aimee Mayer, Yonah Meiselman, Zach Arnson-SerottaStructured sim ilar to galil, in that it’s schichvah peulot. 4 successful eizor peulot this year. DC9 – kvutsa building and commercialism.Ma’apilim Ken. Jamie lives in a baytit. Had a lot of peulot for maapilim recently. In January showing walmart mopvie and having a sicha about it. Very successful ken season so far. There are 15 active post-madatz.

Whereas the constitution of Habonim Dror North America serves as the by-laws of our not-for-profit corporation;Whereas Habonim Dror must be in compliance with all New York State laws of incorporation, which requires certain bodies to be clearly articulated (i.e. Board of Directors, Officers, Membership)Whereas it is vital for Habonim Dror to maintain its unique structure of leadership as a youth movement;

Therefore let it be resolved that the following document be adopted as the revised Constitution of Habonim Dror North America.

Furthermore, let it be resolved that Regulations and Procedures for the Implementation of the Constitution be adopted as a separate document not part of the constitution.

CONSTITUTION OF HABONIM DROR NORTH AMERICA

The Labor Zionist Youth Movement

Preamble

Habonim Dror North America, The Labor Zionist Youth Movement, strives to upbuild a new social order throughout the world, based on the principles of social justice, cooperative economics and political democracy embodied in the vision of the Prophets and exemplified in the achievements of the Chalutzim. The renaissance of the Jewish People is directly connected with the evolution of a just world, as is the self-determination of all peoples.

Aliyah to communal frameworks actively working in pursuit of our ideological aims is an effective path to the actualization of our movement goals. We constantly seek alternative social forms based on the concepts of collectivism, which are deeply rooted in our Jewish heritage. Developing a positive Jewish identity is fundamental to the fulfillment of our ideology. We reject those institutions of modern society that repress and exploit the individual and that mechanize and degrade human relationships. Furthermore, only active concern and personal involvement can alleviate the ills of society and bring about this just world.

To these ends, we celebrate the creation of one united Labor Zionist Youth Movement based on the merger of Ichud Habonim Labor Zionist Youth and Dror Zionist Youth and adopt this Constitution as a foundation for our continued activism. Moreover, we call upon all who hold a progressive vision of Israel, the Jewish community, and society at large to join in the implementation of these ideals.

Article I: Name

Habonim Dror North America is an independent, autonomous entity organized as a New York not-for-profit corporation and incorporated under the name “Habonim Labor Zionist Youth, Inc.” and the organization shall also be known as Habonim Dror North America. In Hebrew, the name is “Habonim Dror b’Tsafon America.” Henceforth the organization will be referred to as Habonim Dror or the Movement.

Article II: Aims

As an autonomous Labor Zionist youth movement whose members strive for the concrete expression of its ideals in their own lives and society, Habonim Dror has the following aims:

To upbuild the State of Israel as a progressive, egalitarian, cooperative society, at peace with its neighbors; actively involved in a Peace Process with the Palestinian people with the common goal of a just and lasting peace; and as the physical and spiritual center of the Jewish people. To this end, Habonim Dror calls first and foremost for Aliya to communal and collective frameworks that actively work to achieve the aforementioned goal. In addition, Habonim Dror also calls for active involvement in progressive Zionist and Jewish issues in Diaspora communities.

To strengthen the relationship between North American Jewish youth and Judaism through their involvement in progressive Jewish communities with the purposes of enlisting their participation in the

upbuilding of a renewed Jewish culture, including pluralistic religious expression. This will be accomplished by the development of individual Jewish identities by means of promoting the exploration of Jewish spirituality, the full expression of the Hebrew language, an understanding of Jewish history and a personal relationship with Israel.

To participate in the creation of a new social order throughout the world, based on the principles of self-determination, individual freedom, political democracy, and cooperative economics, the equality of all people and the equality of human value.

To participate in constructive activities in the North American Jewish community while advocating change where necessary to foster Jewish continuity and creativity and the democratization of the community.

To develop within its members the will to realize their own capabilities and to develop a collectivist attitude to actualize the movements goals through cooperative frameworks (kvutzah).

Article III: Membership

Section 1. Membership in Habonim Dror is open to all youth in the United States and Canada who recognize, accept and adhere to the principles of the Movement.

Section 2. Membership in Habonim Dror shall be divided into three groups with the following designations:

CHANICHIM—Grades 2-10

HADRACHA—Graduates of the Hadracha programs (MBI and Madatz) and/or chaverim/ot of the equivalent ages.

MA’APILIM—Members and graduates of the Workshop program and/or chaverim/ot of the equivalent ages and all chaverim/ot of the pre-Workshop kvutza who work at a Habonim Dror machaneh.

Section 3. Hadracha and Ma’apilim members shall have the right to be represented and to vote at meetings of members, provided they have paid the prevailing Mas. Each such member shall be entitled to one vote. Chanichim shall not have the right to vote.

Article IV: Meetings

Section 4. Winter Seminar: Habonim Dror shall hold an annual meeting of the voting members, at a time and place determined by the Mazkirut Artzit, which shall be known as Winter Seminar.

Section 5. Veida: Habonim Dror shall hold a biennial meeting of the membership, which shall be known as Veida. The Veida shall be held at a time and place determined by the Mazkirut Artzit, to set policy and direction for Habonim Dror. Veida decisions can be amended or set aside only by the Veida. Decisions are made in this forum that relate to ideology, programming, movement projects and movement programs. Any member eligible to vote may bring a proposal to the Veida. The Veida also elects the Mazkir/a. If the election or re-election of the Mazkir/a occurs during a year when there is no Veida, the Mazkir/a shall be elected at Winter Seminar.

Section 6. Quorum for any meeting of members shall be set at the lesser of one hundred votes or one-tenth of the members eligible to vote.

Section 7. Chanichim: A member in good-standing of the Chanichim shall pay the prevailing Mas, attend peulot regularly and indicate interest and good faith in being in the movement. Such a member may then participate in movement programs, vote in local decision-making forums and receive movement publications. Chanichim recognize the principles of Habonim Dror.

Section 8. Hadracha: A member in good-standing of the Hadracha shall pay the prevailing Mas, attend peulot regularly and be willing to assume positions and tasks of responsibility within his/her kvutza, ken and/or eizor. Such a member may then participate in movement programs, vote in local decision-making forums, participate in a Veida and receive movement publications. Hadracha recognize and accept the principles of Habonim Dror.

Section 9. Ma’apilim: A member in good-standing of the Ma’apilim shall pay the prevailing Mas and assume positions and tasks of responsibility and leadership in an eizor, or machaneh of Habonim Dror, or be an active participant in a Ken Ma’apilim, or in some other form of Zionist work, such as the Union of Progressive Zionists. Ma’apilim should take an active role in the ken unless there is a valid reason for one not to participate. Ma’apilim recognize, accept, and adhere to the principles of Habonim Dror.

To be a Ma’apil/a in good-standing requires striving for the following goals:

1) Becoming knowledgeable in the Hebrew language, Jewish History, a pluralist Jewish Culture, Jewish Traditions and Jewish Sources.

2) Being an activist and a leader in the Jewish Community.

3) Being an activist and leader in the struggle for Social Justice in the world.

4) Creating a personal relationship with the Jewish Homeland by returning to Israel on a long term basis within 6 years of Workshop or high school graduation.

Article VI: Board of Directors

Section 10. Habonim Dror shall be managed by its Board of Directors, which shall be known as the Mazkirut Artzit, and shall consist of not less than three individuals. The Mazkirut Artzit shall include, but not be limited to, the Mazkir/a, Gizbar/it, the Merakez/et Tochniot, and Shaliach/a Merkaz/it. All candidates for the positions within the Mazkirut Artzit, except for the Shaliach/a Merkazit, shall be Ma’apilim who are members in good standing of HDNA . (Josh Rofrano)

The Mazkir/a shall be elected to the Mazkirut Artzit for a two-year term by the eligible voting membership at the Veida or at Winter Seminar if the election occurs during a year when there is no Veida. The remaining members shall be appointed by the current Mazkirut Artzit in consultation with the incoming Mazkir/a. The members of the Mazkirut Artzit appointed shall serve for a term of two years, unless determined otherwise by the Mazkirut Artzit, and until their successors are appointed and qualified, or until their earlier resignation, removal or death.

Section 11. Meetings of the Mazkirut Artzit may be held at any place within or without the State of New York as may be fixed by the Mazkirut Artzit from time to time. The Mazkirut Artzit may fix times and places for regular meetings of the Mazkirut Artzit and no notice of such meetings need be given. Special meetings of the Mazkirut Artzit may be called at any time by the Mazkir/a, or by any two or more members of the Mazkirut Artzit.

Section 12. Notice of a meeting need not be given to any member of the Mazkirut Artzit who submits a signed waiver of notice whether before or after the meeting, or who attends the meeting without protesting, prior thereto or at its commencement, the lack of notice. A notice or waiver of notice need not specify the purpose of any regular or special meeting of the Mazkirut Artzit.

Section 13. Quorum for all meetings of the Mazkirut Artzit shall be set at one-half of the entire Mazkirut Artzit. Except as otherwise provided by law or by this Constitution, the vote of a majority of the members of the Mazkirut Artzit present at a meeting at the time of the vote, if a quorum is present at such time, shall be the act of the Mazkirut Artzit.

Section 14. Any action required or permitted to be taken by the Mazkirut Artzit or any committee thereof may be taken without a meeting if all members of the Mazkirut Artzit or such committee consent in writing to the adoption of a resolution authorizing such action. Each resolution so adopted and the written consents thereto by members of the Mazkirut Artzit or such committee shall be filed with the minutes of the proceedings of the Mazkirut Artzit or such committee.

Section 15. Any one or more members of the Mazkirut Artzit or of any committee may participate in a meeting by telephone, webcast or similar equipment allowing all persons participating in the meeting to hear each other at the same time. Participation by such means shall constitute presence in person at a meeting.

Section 16. The Mazkirut Artzit, by resolution adopted by a majority of the entire Mazkirut Artzit, may designate from among its members an Executive Committee and other standing committees, each consisting of three or more members of the Mazkirut Artzit, and each of which, to the extent provided in the resolution, shall have all the authority of the Mazkirut Artzit.

Article VII: Officers

Section 17. The day-to-day affairs of Habonim Dror shall be managed by the officers of Habonim Dror, which shall be the Mazkir/a, Merakez/et Tochinot and Gizbar/it, and such other officers as may be deemed necessary by the Mazkirut Artzit.

Section 18. The Mazkir/a shall serve as the president and chief officer of Habonim Dror and preside at all meetings of the Mazkirut Artzit. The Mazkir/a shall perform all duties customary to that office and shall oversee all of the affairs of Habonim Dror in accordance with policies and directives approved by the Mazkirut Artzit. The Mazkir/a shall be the official spokesperson of the movement.

Section 19. The Merakaz/et Tochinot shall serve as the secretary of Habonim Dror and shall be responsible for the keeping of an accurate record of the proceedings of all meetings of the Mazkirut Artzit, shall give or cause to be given all notices in accordance with this Constitution or as required by law, and, in general, shall perform all duties customary to that office. The Merakaz/et Tochinot shall have custody of the corporate seal of Habonim Dror, if any; and shall have authority to affix the same to any instrument requiring it; and, when so affixed, it may be attested by his/her signature.

Section 20. The Gizbar/it shall serve as the treasurer of Habonim Dror and shall have the custody of, and be responsible for, all funds and securities of Habonim Dror; shall keep or cause to be kept complete and accurate accounts of receipts and disbursements; and shall deposit all monies and other valuable property in the name and to the credit of Habonim Dror in such banks or depositories as the Mazkirut Artzit may designate. Whenever required by the Mazkirut Artzit, the Gizbar/it shall render a statement of accounts. The Gizbar/it shall at all reasonable times exhibit the books and accounts to any officer of Habonim Dror or member of the Mazkirut Artzit and shall perform all duties incident to the office of Gizbar/it, subject to the supervision of the Mazkirut Artzit, and such other duties as shall from time to time be assigned by the Mazkirut Artzit. The Gizbar/it shall present a financial and budget report each year. In a Veida year, this will take place at the Veida so that a vote of confidence may be taken. In odd years, the budget will be presented at the Winter Seminar.

Article VIII: Advisory Committees

Section 21. Habonim Dror shall have the following committees to provide advice and recommendations to the members of Habonim Dror. These committees shall be advisory only and actions, recommendations and opinions of individuals, either individually or collectively, while serving on such committees shall not bind Habonim Dror, by agency, or otherwise, unless ratified in writing by the Mazkirut Artzit.

(a) A committee which shall be known as the Mercaz shall consist of the Rashei Eizor, Rashei Ken, Shlichim and the Mazkirut Artzit. All decisions made by the Mercaz shall be in accordance with the decisions of the Veida. The Mercaz shall meet at least annually.

(b) A committee which shall be known as the Camping Association shall be comprised of the Mazkirut Artzit and representatives from each Habonim Dror camp, including MBI. The Mazkirut Artzit shall represent MBI as one of the camps of Habonim Dror. Each camp shall have three votes in the Camping Association, as does (shall) the Mazkirut Artzit. The Camping Association is a forum for Habonim Dror and representatives from each camp to discuss movement policies in respect to camping that ensure the well-being of Habonim Dror. It shall meet annually.

(c) Committees which shall be known as Camp Committees may be involved in recommendations for the educational programming at Habonim Dror camps. Ultimate decisions concerning programming shall be made by members of Habonim Dror.

(d) A committee which shall be known as the Moetzet Chinuch consists of the Rosh Machaneh and Merakez/et Chinuch of all the machanot, Shlichim and the Mazkirut Artzit. All decisions made by the Moetzet Chinuch shall be in accordance with the decisions of the Veida. The Moetzet Chinuch shall meet annually in March.

(e) A committee which shall be known as the Moetzet Machanot consists of the Rosh Machaneh, Merakez/et Chinuch, Merakez/et Techni, and Madrichei Madatz of all the machanot, Shlichim and the Mazkirut Artzit. All decisions made by the Moetzet Machanot shall be in accordance with the decisions of the Veida. The Moetzet Machanot shall meet annually each May.

(f) A committee which shall be known as the Rakazei T’nua shall consist of one or more Ma’apilim in Good-Standing who fill volunteer positions as needed by the Mazkirut Artzit. In addition to their specific roles, the Rakazei T’nua shall be included in the running of movement seminars.

Article IX: Mas (Dues)

Section 22. A central mas shall be fixed by the Mazkirut Artzit and shall be collected annually by the machanot, including MBI, along with tuition. This mas will apply to all members of the Movement, except Ma’apilim.

Section 23. A membership mas for Ma’apilim shall be fixed by the Mazkirut Artzit and collected annually. Mas shall be automatically deducted each year from the salaries of Ma’apilim who work at machaneh. For Ma’apilim who do not work at machaneh, mas shall be included in the payment of the first national program attended that year.

Section 24. Mas collected at the Machanot shall be sent to the Mazkirut Artzit by the respective Camp Committees and is non-negotiable.

Section 25. If a Ma’apil/a is unable to pay mas they are encouraged to utilize the kupa system. If after exploring this option they still find themselves unable to pay, they can appeal directly to the Mazkirut Artzit for a refund and they shall be reimbursed. Requests must be received by September 30th after the summer or one month after the attended seminar.

Article X: Implementation of the Constitution

Section 26. Regulations for the implementation of the Constitution shall be adopted by the Veida.

Section 27. The regulations for the implementation of the Constitution shall be amendable by the normal decision-making procedure at a Veida.

Article XI: Referendum

Section 28. Upon the initiative of a three-quarters majority of the Mazkirut Artzit, the Mazkirut Artzit shall conduct a referendum among all the members in good-standing of the Hadracha and Ma’apilim of the Movement to determine the sentiment of Habonim Dror on any question. Decisions supported by a majority of those voting shall have the effect of a Veida decision, provided that 75% of the eligible ballots are returned.

Section 29. At Veidot, a motion to refer any question to a referendum, if supported by a majority (50% +1) “yes” votes, shall require the Mazkirut Artzit to conduct a referendum according to the procedure described above.

Article XII: Amendments

This Constitution, or any part of it, may be amended by a Veida decision according to the Regulations and Procedures for the Implementation of the Consitution. The day before the start of Veida will be devoted to discussion of constitutional amendments. Amendments must be submitted prior to the beginning of the day of discussion.

REGULATIONS AND PROCEDURES FOR THE IMPLEMENTATION OF THE CONSTITUTION, AS ADOPTED BY THE VEIDA

Article I: Veida Procedure Generally

Section 30. The Mazkirut Artzit shall inform the Veida at its outset the schedule of the plenary sessions and of any other decisions on the agenda, such as the consideration of a Gar’in or the election of a Mazkir.

Section 31. Veida procedures carry from one Veida to the next. Changes to Veida procedure may be proposed and passed with a majority vote. Then the remainder of Veida procedure should be re-approved. The changes to Veida procedure will only be in effect for the Veida in which they pass.

Section 32. The Veida shall open with reports from each member of the Mazkirut Artzit, including the Rakazei T’nua, then reports from each eizor.

Section 33. The Yoshev/et Rosh is the chair of the Veida. They oversee the process of introduction and voting on proposals. All questions from the floor must be directed at them. Only they may

recognize chaverim from the floor. It is their role to make sure that the person who has the floor is not interrupted by anyone else. The Yoshev/et Rosh has the final decision in any point of procedure.

Section 34. A Chaver/a who has the floor can only be interrupted in the following cases: 1) when there is a point of personal privilege or 2) when there is a point of order.

Section 35. Any chaver/a can submit a proposal which must be seconded. At least one of the proposers must be present to introduce the proposal. In the case of proposals written by Workshoppers and studentim in Israel, these proposals shall be presented on their behalf by the Mazkirut Artzit.

Section 36. Once a proposal is presented, it must be seconded by a member of the Veida. That member’s name should be noted.

Section 37. When a proposal is brought forward and another chaver/a objects to having the Veida consider it, because they feel it would harm the Veida to discuss it, they can motion to object to the consideration of the question. This can only happen when there has been no debate on a proposal. This motion is debatable. It is then put to a vote by the Yoshev/et Rosh: “Will the Veida consider this proposal?” If 2/3 vote no, then the proposal is no longer discussed.

Section 38. Substantive proposals must be presented in writing to the Mazkirut Artzit before the opening ceremonies of the Veida.

Section 39. Additional substantive proposals will not be encouraged during the Veida, but may be accepted by the Mazkirut Artzit before the beginning of the appropriate session.

Section 40. Two proposals may not both be presented if the passing of one and rejection of the other requires contradictory actions to be taken. These proposals can be combined or one can be withdrawn. A contradictory proposal can be presented through a motion to amend the proposal which it contradicts.

Section 41. Before the Rosh states that it is open to debate, the presenters are allowed a chance to modify their proposal or to withdraw it. After that, it cannot be withdrawn.

Section 42. After a proposal has been presented, the Yoshev/et Rosh should ask if there are questions of clarification for the proposers. Questions of clarification are questions about the nature of the proposal and not opinion.

Section 43. A tor will be created for debate. The Yoshev/et Rosh will call each person in turn. If a chaver/a wishes to speak, they should stand up and ask the question to the Yoshev/et Rosh.

Section 44. The role of Shlichim in Veida procedure is one of an advisor. Their opinions shall be taken with equal weight; however, they cannot make privileged motions. The results of their votes will be reported to the Veida but will not be calculated into the total and their presence will not affect the quorum.

Article II: Privileged Points

Section 45. A point of personal privilege can be raised if a pressing situation is affecting a right or privilege of the Veida or of chaver/a (e.g. noise, inadequate ventilation, feeling disrespected or directly attacked by another chaver/a). This takes precedence over anything else.

Section 46. A point of order is a point regarding proper Veida procedure. This takes precedence over anything else, except personal privilege.

Article III: Privileged Motions

Section 47. A motion to appeal the Yoshev/et Rosh’s decision is a motion a chaver/a can immediately make if they believe that the Yoshev/et Rosh has made a decision that is out of order. This motion must be seconded and requires a 2/3 yes vote. This motion is debatable. This motion takes precedence over all other motions. A member of the Mazkirut Artzit shall preside over the appeal process.

Section 48. A motion to temporarily suspend the rules is a motion to permit accomplishment of a desired purpose that would be in violation of a parliamentary rule. This motion can be made when there is not a proposal on the floor, or if there is a proposal on the floor, it must pertain to the proposal at hand. This motion must be seconded and requires a 2/3 yes vote. The duration must be specified and shall not exceed the current Veida.

Article IV: Motions Pertaining to the Proposal

Section 49. A motion to acclaim is a motion to unanimously accept the proposal and takes precedence over any other motion in relation to the proposal. It must be seconded. This motion is not debatable. If there is any objection, it does not pass and the discussion on the proposal continues.

Section 50. A motion to caucus is a motion to have a chance to discuss the proposal within smaller groups, after which the heads of the caucuses will report back what was the nature of the discussion and if there were any proposed amendments. It must be seconded. This motion is not debatable. This takes precedence over a motion to vote and a motion to debate. The Yoshev/et Rosh shall place a time limit on caucusing.

Section 51. A motion to divide the question is a motion to the divide the proposal into separate proposals that can stand alone. It must be seconded. This motion is debatable and amendable. This motion requires a majority yes vote.

Section 52. A motion to table is a motion to lay aside the pending proposal such that it will be considered at the following Veida. It must be seconded. This motion is debatable and requires a majority yes vote.

Section 53. A motion to amend is a motion to change something in the proposal. If it is accepted by the proposers, it becomes a friendly amendment and is added to the text of the proposal. If it is not accepted, it must be voted on immediately by the Veida and if passed, becomes an unfriendly amendment to the proposal. A motion to amend must be seconded. A motion to amend can be called at any time except when the proposal is about to be voted on. This motion is debatable and amendable. If an unfriendly amendment is passed and the original presenters no longer want to present the proposal, the proposal goes under the name(s) of the individual(s) who presented the unfriendly amendment. An amendment is out of order if the outcome of the amendment is equivalent to voting no or if the amendment is not in any way related to the amendment of the proposal.

Section 54. A point of misinformation is made when a member believes that what the previous speaker has said is in factual error. This takes precedence over further discussion.

Section 55. A motion to debate is a motion to open up the floor to debate on a proposal. It is not debatable and it takes precedence over a motion to vote.

Section 56. A motion to close debate is a motion on whether or not the Veida should take a vote immediately on the proposal presented and this precedes any other motion in relation to the proposal except for a motion to acclaim and a motion to amend. This also must be seconded. If a 2/3 majority are in

favor of voting on the proposal at the time, then a vote shall be taken on the proposal, otherwise the debate shall continue.

Section 57. A motion to vote is a motion to vote on the proposal on the floor. This must be seconded. If it is challenged by a motion to debate or a motion to caucus, those take precedence. The Yoshev/et Rosh should ask for a speaker for and against and give them a time limit to say their piece. If someone objects to voting at that time, the debate must continue. But, as stated above, a 2/3 majority yes to close debate means a vote can be taken.

Article V: Voting

Section 58. In order for a vote to be counted, one must be sitting at a caucus table.

Section 59. When votes are taken, it must be asked in the following order: “for”, “against”, “abstentions.” Voting is according to one person, one vote. In order for a proposal to pass, it must receive anything over 50% of the yes-no votes. Abstentions count towards quorum but not towards calculating the majority necessary to pass or defeat a motion or proposal.

Section 60. The votes will be taken within caucus groups and then the caucus heads will report back their results.

Section 61. All proposals and amendments, both accepted and not accepted, will be recorded by a member of the Mazkirut Artzit as well as discussion points. All accepted proposals and amendments must be handed to that member of the Mazkirut Artzit in full clear writing.

Section 62. The Mazkirut Artzit will be the guide for the Yoshvei Rosh in issues of Veida procedure.

Article VI: Local Organization

Section 63. Any area with a kvutza of individuals who meet the requirement of membership in good-standing and attend movement peulot on a regular basis shall constitute a ken of Habonim Dror.

Section 64. Each ken shall determine its own system of democratic self-government.

Section 65. The Mazkirut Artzit shall determine the subdivision of the United States and Canada into eizorim.

Article VII: Garinim and Aliya Frameworks

The Veida, after a presentation by potential members of a Garin or Aliyah Framework, shall decide if it is acceptable as a Garin or Framework of Habonim Dror North America.

Article VIII: Procedure of Election of the Mazkir/a

Section 66. Nominations for Mazkir/a shall be closed 24 hours prior to elections.

Section 67. All participants of the Veida shall be notified at that time as to who the candidates are.

The election shall be conducted by written ballot.

Whereas Judaism should be an integral part of our ideology from which our other aims flow and by which they are informed, rather than something divorced from our ideals.

Some concern that this will make it more vague. Some people really like the proposal. Maybe a good idea to leave pluralism in, cause it’s something we aim for. Therefore, let it be resolved that Workshop and Habo U be allowed to participate in and vote at Veida through video-conferencing technology or alternative available communication (Mazkirut Artzit).

Furthermore, let it be resolved that Workshop and Habo U be allowed to cast their vote for Mazkir/a Tnua through absentee voting. This is not contingent upon video-conferencing technology or upon participation in any other aspect of Veida.

If passed, this will go into effect immediately, and absentee votes collected will be counted in the current Mazkir/a elections.

Additionally, Veida shall be webcast if possible on the HDNA website for all movement members who would like to follow the proceedings.

If we’re letting them vote for mazkir tnua, why can’t they vote on other things? Why not – it’s a cool idea. Logistical concerns. Their status in relation to quorum. Is the thing about quorum meant to also go in the consitution? Some concerns. Started talking feasibility. People sit in veida and don’t pay attention and vote in veida all the time…if the workshoppers really want to make it happen – that rules. b) A reputation of drug use harms the reputation of all of Habonim Dror.  We are all representatives of Habonim Dror and therefore must present ourselves in a positive light.  When even one madrich uses drugs at a Habonim Dror function they are risking the continued prosperity of the movement, and in the end, the existence of the movement itself.

And whereas, by the current rules, as a blanket policy, any issue that involves alcohol or drugs warrants an immediate one year suspension. It is an open and shut case with no chance for apology or amends.  

We Propose:

In cases of post-MBI-nikim chnaichim post MBI age and up (Paul) caught in violation of the current Drug and Alcohol policy, they should be given the opportunity to amend the damages caused by their actions and appeal to the Mazkirut Artzit after a minimum of 3 6 (Noey Neumark and Julie Zucker) months to reopen or not reopen the case.

We Propose:

Habonim Dror North America takes an official stance against drug use at any and all Habonim-Dror sponsored events. If any member of Habonim-Dror who is of MBI age and up is found to have definitely possessed or been under the influence of either illegal drugs or alcohol at any Habonim-Dror function, they will be asked not to participate in subsequent Habonim-Dror activities for a 12-month period. After 6 months, in special circumstances involving previous members in good standing who have shown both interest and commitment to amend the damages caused by their actions, the offending

Questions: Gil.- Is that everyone Post-MBI and older. They mean everyone over the MBI age – that includes Ma’apilim.What activities could be reviewed in the 3 month probation period? It’s a time period for the individual to work things out with the MA. A public apology, a peulah, letting people know why what they did was wrong – and that can lead into whether or not the case should be re-opened after 3 months.

Danny – Is there a difference – being able to run things for other people? If the case re-opens and the person gets out of the punishemnet, they would be able to be responsible for people.

Miri- Why bring this up again? Motivation for this proposal? My motivation is that we are in a movement that does not necessarily treat things people do with blanket policies. This policy is an exception to that rule – a blanket policy that doesn’t take the individual into consideration. While this is a movement strongly against drug and alcohol use at movement activities, we don’t have a stance on what people do on their own time. It seems hypocrite that we treat this so harshly on why this firm policy but no mention of how we feel about this as something one might do on their own.

Gil – Further explain the appeal process? Something explaining why what they did was wrong. It allows people who really do care about their involvement in the movement to work with the Mazkirut Artzit to determine what will happen. Mazkirut can decide to not re-open the ccase.

Paul- Why did you start with MBI age? There was a policy passed recently that applies to chanichim before Mbi using drugs or alcohol

Reports:- Good to have a flexible policy.; But some people thought our policy was already

pretty Lax xompared to other camps. Second chance is already an option – it’s a year later. No problem putting trust in the Mazkirut to decide.

- Year-long explusion acts as a deterrent. Current policy not enforced always very strongly cause madrichim would rather not enforce that policy on people than kick them out for a year.

- 3 months might be a significant reduction in deterrent,.- MBI’ers are not around other chanichim except for themselves. Wording can be

changed.- There is some risk that the possibility for a shortened sente3nce could lead to

more abuse. But those who don’t give a crap, probably won’t give a crap to appeal after 3 months.

- Very confused. Recognize the positives and appreciate this being brought up. But this can very easily be abused. We think justice can easily not be serv ed – mazkirut not trained in doing this. Threatens our reputation of our Israel programs.

- Even if someone were to redeem themselves, in certain situations that would barely miss any movement program. Is that enough of a punishment?

- Minority opinion – year is a good punishment. Most of the table felt an appeals process should exist but the 3 month waiting period too short. Amendent to make it 6 months instead.

- Some concern of Mazkirut knowing some people better than others – there might be a bias. Debate that 6 months might be more appropriate.

- Concern that the old policy is so cut and dry – this puts a lot of responsibility on the Mazkirut and does not put the full responsibility on the individual.

- Vagueness of the wording is problematic. Maybe have some blanket policies that do not allow for an appeal.

Everyone knows the policy – but it needs to be more concrete. It needs to be standard, across the board and very explicit. Firm.

- People who have been offenders should start small when they come back to the movement, be watched and have limited responsibility.

- People concerned about the obligation to the Mazkirut. The fact that the Mazkirut spends so muc h time in deciding shows that our policy is already at fault.

- We should insert ideology into our punishment.- A Year is arbitrary. The message that there are certain things you do and you are

completely kicked out of our community. There are other things equally damaging to the movement – i.e.. madrich hooking up with a chanich – this is inordinate amount of punishment about something that we can use as an educational opportunity.

- This proposal tries to get at the idea that every situation is different. If we are looking at different people’s intentions – we should do that in everything we do.

- Think the cost and the risk are too great. Habonim values are not consistent with a lot of American values regarding drug use. Complications when we are trying to work within a legal framework within the US.

- Liability is a big issue. But also, the educational side is important. The punishment you should be thinking is that my movement is going to miss out on me for the year.

- Noam – I am currently kicked out of th emovemnt for a year. Caught drinking and I realize that there is so much I can do for the movement for a year. It killed me everyday. I don’t know if other people I got kickede out with would have tried to appeal. I would have done anything I could to get back in the movement. If you don’t like the proposal – and I am sure many of you don’t – but think about changing what it currently is now. Otherwise maybe I wouldn’t be allowed to be here.

- It would be best to deal with this on a case by case basis – Mazkirut is already extremely busy and don’t have time to deal with this. We should establish what the rule is or another way to deal with this.

- Original proposal from ’94 :recently there has been an increase in drug use at HD machanot”…it passed with a huge number of supporters. Why 11 years ago was this proposal passed? We should have some respect for our movement to understand there was a context for this proprosal. And we are fortunate because of this proposal. Not sure if we can understand why the Mazkirut then decided to make such a big deal of this. You can’t imagine what kind of risk you are taking if we adopt a policy of even 6 months. I sit in many places where I hear a lot of mis-trust in our leadership. All the time I am telling parents and cmap committees about the quality of leadership./ Everyday they are judging our movement, responsibility., ability to lead this movement. I can hear th4e echo of people on Camping Association that we don’t approve it – we cannot be responsible for this policy. Camp is the legal authority for these kids. How can a machaneh adopt that drug and alcohol is more acceptable than before. I think you are not aware of the risk we have tomorrow. We sat with our lawyers so as not to put a risk on our youth movement – it seemed lengthy and silly but so important that we make sure to protect HD in any way. Anything that is illegal, we cannot say it is okay for 3 months and then the person can come back. Especially when they are in charge of chanichim. A year says it is not acceptable (Yona).

- The year thing is working – is teaching people their lesson. I ask that in the future the people who are kicked out get told that the movement want them back. Not everyone knows that the movement is welcoming you back for a second chance after a year.

- Someone who gets kicked out would feel rejected – what would they do for the next year? Have a negative omen on them.

- Damage done to the movement and the individual’s potential to be involved later in the year cause they miss out on learning about important things such as how the ken is run – long term detrimental effects.

- Well intentioned in spirit, but it’s implimentation is problematic. The membership as a whole has the ability to submit a proposal. This treds on the rights of members to submit proposals.

Therefore, let it be resolved that Chevrei Tnua shall aim to develop a deeper awareness and intentionality of our Jewish practices, rituals, and traditions, thus allowing our movement to develop a renewed Jewish culture that is both meaningful and progressive. The following points are viable examples of how this aim can be put into practice:

Employ Jewish texts and sources in experiential learning to enrich our Jewish education and knowledge (i.e. Tanach, Talmud, Kabbalah, Prophets, Israeli poetry, contemporary sources, etc.) Use the weekly occurrence of Shabbat to renew the intentionality, meaningfulness, and appreciation of our expression of Shabbat at machaneh and year round. Shabbat is the perfect opportunity to explore our connection to Judaism and its inspiring messages and teachings in which our Progressive Socialist Zionist ideology is deeply rooted. This can be done through song, dance, ritual, performance, meditation, contemplation, Menucha, text study, Parashat Hashavua, Hebrew study, gematria, etc. All Chugim Ritzinim one Shabbos can be Jewish themed. Using the concept of Shabbat as a holy day of rest every week, in which wo/man and beast rest can serve as an empowering allegory in which our relationships with one another, with the environment, and with the world of material and spirit can be reflected upon and connected to socialist, environmentalist, and humanist values. Uncover the meaning and translation of our Hebrew songs and prayers, and bring in new ones, using Shlichim and other Hebrew speakers as resources. Singing and teaching with Kavana(intention) will empower us as educators and enrich our Judaic and Israeli culture year-round, at Machaneh and in the Kenim. Familiarize ourselves with the resolution entitled Spiritual Ropes Course (Veida X, Plenary II, by Zach Teutsch, Ezra Weinberg) and begin to explore the questions posed there within. Be open to bring in Habonim Dror alumni, outside educators, and experienced Jewish practitioners who could enrich our Jewish movement’s practices and educational processes.

Restoring Madatz to its Rightful ThroneBy Mazkirut Artzit

The movement-wide Madatz tochnit is intended to be used every summer and revised when necessary as determined by the Mazkirut Artzit in consultation with relevant individuals/bodies.

The Mazkirut Artzit will invite interested Ma’apilim, Nachshonim and Shlichim, with an effort to have representation from every machaneh, to participate in the process of restoring and renewing the Madatz Tochnit based upon overall movement aims and current educational priorities. Past successful Madatz Tochniot will be consulted in addition to the latest innovative resources made available.

It is the responsibility of the Mazkirut Artzit, in coordination with the Machanot, to ensure that the Tochnit is implemented every summer. It is expected that the Madatz Madrichim use the tochnit in preparation for the summer and that the Mazkirut of each Machaneh (particularly the Rosh, Chinuch, and Shaliach) take responsibility with the Madatz Madrichim in the successful implementation of the national tochnit.

Whereas HDNA strives to be a dynamic educational youth movement in which the educational experience of the chanich/a builds upon previous learning experiences and leads towards the fulfillment of our aims and the long-term vitality of our movement.

Let it be resolved that a system of movement-wide chinuch (Spiralized Chinuch Guidelines) be established. It will be based upon a set of movement guidelines and basic educational themes across 4 major age groups that progress in depth and breadth as the chanich/a progresses through the movement. The depth and conceptual understanding of the sub-topics will increase through the age groups.

By taking a holistic view of the educational process of the chanich/a, this methodology ensures the continual educational growth and development of the chanich/a according to movement-wide guidelines independent of which machaneh they attend. There will be a significant amount of flexibility within the developed guidelines to account for the particular educational/developmental needs of each kvutzah, tzevet and/or machaneh.

To continue the thrust towards the implementation of the Spiralized Chinuch Guidelines (SCG), Va’adot will need to reform and reconvene. The Va’adot will be comprised of Ma’apilim and Shlichim with one person in each Va’ad designated as Rosh Kesher. to be in direct communication with the Mazkirut Artzit. The Rosh Kesher will be appointed by feruary 2006 by the Mazkirut Artzit and will be responsible for forming the remainder of their va’ad. Each Rosh Kesher must also set up a phone conference at least once a month with a reperesentitive of The Mazkirut Artzit. (Sofie Corporan & Yelena Adelman) The Mazkirut Artzit will coordinate the development of the SCG with all the Va’adot in a sustained fashion until a completed tochnit will be available for use at HDNA machanot.

The goal of the Va’adot in the coming months will be the creation of preliminary SCG. These guidelines will be reviewed and discussed in Moetzet Chinuch and Moetzet Machanot and will be available for implementation at every HDNA machaneh in the summer of 2006. Though we recognize that this is a lofty goal, we do not believe it is outside the means of our members.

The incoming Merakez/et Ma’apilim of the Mazkirut Artzit will take particular responsibility over the implementation of this proposal in the continuing years and coordinate Ma’apilim to take an active involvement in this grand project. It is our hope that as part of Ma’apilim taking responsibility over the movement in the form of messimot (missions) throughout the year, Va’adot will form in local Ma’apilim Eizorim for sustained development of themes within the SCG. All va’adot, or representatives of the va’adot, will meet in person, or via teleconference, in order to ensure integration of va’adot themes in the development in the tochnit. (Eli Wykell)

One The way to begin this is with pen pals communication between machanot and kenim. Each shikva can have a different machaneh to write to, allowing chanichim to contact different machanot throughout their years at machaneh Machanot (i.e., all chotrim at Miriam write to chotrim at Galil, all Bonim at Miriam write to Bonim at Gilboa, etc..). The schedule/rotation should be decided at this years Moetzet The letters should be done with the help of the madrichim through email or faxes so that the chanichim can write to each other on a regular basis throughout the session. Each shichva must write a state of the kvutsa letter at least once per session that would be emailed and read at every machine by the merakez chinuch. Additional communication would be expected throught the session. Forming relationships with other chanichim around North America will help to build a sense of the larger movement in the chanichim and therefore the future ma’apilim.

In the current structure of the movement and its kenim, chanichim tendnot to understand the movement or their role in it until after most oftheir kvutsah have drifted away. Older schavot are able to understandthe purposes and ideology of the movement and capable of passing thatknowledge on to younger chanichim.  Without giving them the tools andresponsibility to actualize their potential, they are left to stagnate, kvutsot with a great deal to learn and nothing to drive them toward the ken or to keep them involved.  Often the Bogrim (Chanichim going into sophmore year) in the machanot are given the responsibility of being leaders in those machanot through dugma, but their opportunityto learn and grow from that responsibility is limited by the minimaloutlet we provide them to focus their abilities.  They therefore driftaway from the movement, becoming bored with the repetitive nature of aprogram which does not allow them to practice based on their educationuntil they are "old enough" to become leaders in the movement.   This occurrence is evident in the rapid decline in the size ofkvutsot post-Bogrim, despite the fact that this period is absolutelycritical to the education and growth of chanichim.  By waiting until

Madatz to begin leadership training, we create gap in which a chanichbecomes a movement member of Hadracha Nachshonim status without having the toolsto actualize that position.  

For this reason, let it be resolved that the Bogrim tochnit at machaneh and the following ken year include a Hadracha program, which will cover such subjects as:

Hadracha and Dugma - Chanichim will learn how to be examples for theyounger chanichim and learn to understand that they are trend setters.They will understand that strong leaders make strong movements and thatit is necessary for those who lead a movement must to constantly questionthe movement's ideology in order to define it.

Kenim - Chanichim will learn how kenim work here and abroad (includingHanoar Haoved).  They will realize that their active involvement in theken will help build and strengthen the movement.  They will learn howto run peulot and be able bodies in the ken, eventually assisting inthe implementation of the tochnit for younger chanichim.  This wouldempower the chanichim while at the same time allowing madrichim to workmore intensively with older chanichim.

Kvutsah Building and Aspects of Kvutsah - Chanichim will begin tounderstand the aspects of kvutsah, why strong kvutsah is important tothe movement, and the place of kvutsa in the movement's history. Thiswould help to build group cohesion and encourage participation in kenimand movement programs such as MBI, Veida, and Workshop.

Bogrim would also be expected to begin planning and running peulot andactivities for each other with the guidance of their madrichim.

The aims of this tochnit will be created at moetzet chinuch.  The aims must be clear enough to promote the creation of a unified national tochnit but flexible enough to allow practical implementation at each machaneh and eizor.  The tochnit will be planned as a collaboration between mercazei chinuch, rashei eizor, and rashei ken with guidance from the mazkirut artzit. a part of the new SCG. This proposal will serve as a resource to the kvutsa building va’ad to help inform the development of the chinuch process for the oldest age group.

   As a symbol to help prepare Bogrim to become members of the "hadracha"”Nachshonim” status, they will be presented with chultzot at the completion of thetochnit. Accordingly they must be taught the meaning of the chultzahand its importace as a tool for hadracha. 1. Culturally Jewish education based on modernist interpretations of Jewish texts and practices. 2. The planning and execution of a collective B'nei Mitzvah service designed completely by the chanichim themselves so that they may decide what is meaningful to them as Jews. 3. Communication between the chanichim from all North American machanot to introduce the chanichim to the national movement and to improve the cohesion of the national movement. This could be acheived through letter writing/pen pal process. - Great idea- matched our cultural Judaism proposal that we passed earlier.- This puts a lot of stress on Judaism it seems for the who;e summer. Seems it

would take time away from the “movement”. There may be some families opposed to this.

- If this is not passed it would be nice to have B’nai Mitzvah be addressed for these kids. Maybe the SCP can address this within its recommendations.

- Shlicah – As a Kibbutznick – I know you can do a Bat Mitzvah without it being a religious thing. A task that involves out kvutzah, palestinain Israeli relationship, tikkun olam, etc. This can be part of the Tochnit Chinuch.

- This could help kids feel meaning about their Bar-Mitzvah. For some kids, jewish identity comes from Habo.

- Puts too much pressure on chanichim. A lot of chains are too stressed out already. This may or may not make it less stressful. The summer should be a break. Spend inordinate amount of time on this in the summer – idea is good but implementing it has negative affects. Kid might get conflicting messages from what they get at home. New kid to Habo might have a hard time adjusting to the idea of kvutzah.

- At Gaili parents are always expecting pre Bar/bat mitzvah age to practice during summer and end of summer they complain about not doing enough. This offers possibility of learning more, even outside of just the text.

- Bar Mitzvah has an affect on most of us – most of us do them. It would make b’nei mitzvoth much more meaningful .With regards to stress, I don’t think it that big of a deal for the kids to plan something for themselves throughout the summer and have maybe a project related to it throughout the summer.

- Feel that the argument about added stress does not have bearing – chains do all kinds of thing that involve stress – elarning, working, memorizing. Don’t think the program offered in this proposal would cause any greater degree of stress and it would be a very supportive environment to help them cope with the stress of a bar-mitzvah than it would otherwise.

- Strange that after we passed proposal redefining our Judaism to teach it more at amchaneh that we would worry we are teaching our ideal less in the summer if we pass this. This teaches them to explore their Judaism culturally.

- Surprised by the amount of support for this proposal – Safi. This is a weird proposal for HD. Maybe it’s cause I’m from gesher but pretty sure that only makes me pretty…it’secellent parenbts would be excited but I don’t care what the parents are excited about. I care about the movement. Don’t want machaneh to

- I think cahnichim would be so against this – being forced to have another Bar Mitzvah. Let’s have a Hebrew school first and then deal with this – not emulate the kibbutz Bar-Mitzvah at machaneh.

- This would be so great for kids to be able to draw a more meaningful connection to their Bar –Mitzvah. We teach about society and norms in society.

- This is not another Bar-Mitzvah…this is a bar-Mitzvah done right (Danny Fisher). I never meant a parent who did not like the concept of a bar-mitzvah. HD has recently – today – defined itself as Cultrually jewish movement, Why not embrace that and do as much as we can with this? In order to fufill our aims we have to think practically – so in theory the emphasis on Bar-Mitzvha is a good marketing tool. It will sell.

- Parents don’t want or expect a summer camp to give their kid a Bar-Mitzvah. They want water skiing – they send their kids to Hebrew school for that. We don’t have the time to do this right to make it meaningful to everyone. Redundant for some kids and confusing for others. To do a peulah with kids this age in Judaism is difficult – they are still becoming familiar with our aims. They are still a little young – kids might not go home and say I had fun. Parents then not pleased. We encourage kids not force kids. Bar Mitzvahs are often forced and that’s why they cause stress. We need to make these kids happy while opening them up to camp ideals (tamar levi)

Pro – It’s a collective action – the kvutzah does together.Con – Not fair to say that not pasing this is a stigma against cultural Judaism. Language of the proposal is vague. Much more of a starting point for something that could be turned nto something more clarified later. Amount of micromanaging is inappropriate for veida. There is a place for B’nei Mitzvot at machaneh but it has to be voluntary. That’s against our stance on religion at machaneh. They should choose to have religious expression – not have it cause their madrichim tell them to.Con- The wording of this is so weird and there are parts I don’t understand. I would like to know what they are thinking. Don’t think the proper way to deal with these questions is unfriendly amendment after unfriendly amendment. If we become one of the few if only non-observant religious camp to have a madatory culturally religious mandatory bar mitzvah tochint – could be bad for marketing. Also, when will tzevet have time at machaneh to plan this? There is never enough time to plan peulot at machaneh. These aren’t the most mature kids – I would not put this in their own hands. They are going through puberty and cannot have this project be put in their hands and be successful.

Therefore, let it be resolved that the Mazkirut Artzit provide the Rashei Eizorim with relevant information on recommended themes, similar to the information sent to machanot every summer, and

Let it be resolved that the Rashei Eizorim pass this information on to ken leaders.

Whereas many resolutions are passed at each Veida, but not all are actualized,

Whereas the Rashei Eizorim are the heads of the Eizorim,

Whereas there is a push across North America to strengthen the ken,

Whereas it has been resolved at past Veidot that the Mazkirut Artzit must inform the Mazkiruyot Machanot and the Rashei Eizorim of the changes made at the previous Veidot,

Whereas it has been resolved that the tzevet machaneh be informed of the changes made during the previous Veida at Construction, and actualize the ideological changes through the chinuch aspect of that summer,

Therefore, let it be resolved that the tzevet ken be made aware of the changes made at the previous veida by the Rosh Eizor. The tzevet ken would then actualize those changes through ken events held throughout the year.
