    responsibility for furnishing equipment of proper design, construction and scope of supply, fully suitable for all specified conditions.

    C. All exceptions, comments and clarifications to this specification

    and API 681 shall be addressed in the proposal, by specific reference to the applicable API paragraph or Job Specification article.

    II. SPECIFICATIONS Compressors and associated equipment shall be in accordance with API

    STANDARD 681, FIRST EDITION (February, 1996), but with the changes noted below for each item, using the following definitions:

    Delete: Corresponding API 681 paragraph is not considered. Substitute: Corresponding API 681 paragraph is totally replaced. Add: Corresponding API 681 paragraph is considered

    applicable with additional clarifications and requirements.

    Decision: A particular choice is effective. New New paragraph not mentioned in API 681 standard is

    added. Modify: Part of the corresponding API 681 paragraph is

    changed as stated in the Job Specification article, with the rest of the API 681 paragraph remaining applicable as originally worded.

    - All paragraphs of this specification correspond directly with

    those of API 681. - Those paragraphs of API 681, first edition, which are not

    referenced herein remain fully applicable. Overall Modify All references to AAppendix A@ and to

    Adata sheet@ are changed to APurchaser=s Material Requisition@.

    All references to the following API

    standards are changed to the corresponding JOB SPEC as follows:

    position and bearing temperature monitoring system

    1.1 Add The equipment shall be complete within the scope of

    supply boundaries specified, including all components, systems and features required for the specified service(s) and for the characteristics of the Vendor=s design, whether or not such items are individually cited in the technical specification or Purchase order and whether or not the terms Astandard@ or AVendor=s standard@ are used.

    1.2 Substitute The experience list included in the proposal for

    the equipment shall include at least two (2) examples of each of the types/models proposed, equal-to or greater than the proposed equipment as regards the principal operational parameters (e.g. flow rate, speed)and manufactured at the same factory as applies to the equipment proposed. Both of such units shall have accumulated a minimum of two years of successful field operation. No new design or unproven (per the above criteria) equipment components shall be provided, except as a proposal-stated exception to the specification with subsequent acceptance of such exception by the Purchaser in the Purchase Order. Alternative designs may be quoted to utilize Vendor-standard equipment and assist in meeting this experience requirement, subject to the same exception and approval process.

    1.3 Substitute Should conflicts exist between other documents

    and this specification the following order of precedence shall govern, shown in declining order of authority:

    a - Purchase Order b - Material Requisition (including Data Sheets)

    c - This Job Specification and other Job Specifications stated in the Material Requisition or Purchase Order documents

    d - Venezuelan standards (including by this term codes, regulations, decrees and the like) referenced in the above documents

    e - API 681 Standard

    f - IEC and other industrial and non-Venezuelan national standards referenced in the above documents

    g - Vendor=s proposal

    The Vendor shall promptly give written notice to the Purchaser of all apparent such contradictions at the time of their discovery, and material purchasing and manufacturing action shall subsequently not proceed until the Purchaser=s decision has been received. The more-stringent requirement shall apply in the event of conflicts between equal-grade documents. Silence on the part of superior documents shall not affect the applicability of subordinate documents.

    1.4 Add All pressures and temperatures stated by the

    Purchaser are static values in the Purchaser=s system, immediately upstream or downstream of the Vendor=s most-peripheral component supplied, i.e. not including the effects of any Vendor-supplied block valves, check valves, strainers, or the like.

    1.4.5 Add Liquid ring vacuum pumps/compressors are referred -to

    in this Job Specification as just Acompressors@. 1.4.25 Substitute Unit responsibility refers to technical

    responsibility for all characteristics and components of the equipment, whether considered individually or in terms of interactions (e.g. driver and driven equipment arrangement, power requirements, speed, direction of rotation, rotodynamics), including finishes, testing, preparation for shipment and documentation, irrespective of whether or not the Vendor is the manufacturer of the covered components. The Vendor shall have unit responsibility, unless stated otherwise in the Material Requisition.

    1.4.27 New Purchaser: person or entity that purchases the

    compressor. The Purchaser may be the final Client, the Engineering Company or the General Contractor.

    1.4.28 New General Contractor: person or entity that is

    responsible for the design and construction of a complex plant in accordance with contractual clauses and local regulations.

    responsible for the study, the definition and the follow-up of the compressor supply. The Engineering Company may be the final Client or the General Contractor.

    1.5.1 Add Other referenced Job Specifications stated in the

    Material Requisition or in the Purchase Order may complement or modify the publications mentioned in this paragraph. The most recent edition of the referenced standard that has been published at the time of purchase order execution shall apply in all cases.

    1.5.3 Decision This specification requires compliance with

    Venezuelan codes, standards and regulations which may be applicable. This includes the Venezuelan "Safety and Health Law for Work Environment" of July 1986, as well as the "Industrial Safety and Health Programs, COVENIN 2260-88" of 1988. Regarding COVENIN 200, see article 2.1.8 below.

    1.5.5 New All components classifiable as pressure vessels under

    Section VIII of the ASME Boiler and Pressure Vessel Code shall bear an ASME stamp certifying compliance with this code or a stamp certifying compliance with a Purchaser-approved foreign code.

    2.1.3 Add The Vendor shall use the specified values of gas

    analysis and weight flow to verify the specified molecular weight, specific heat ratio, inlet cubic meters per hour and compressibility factors. Where discrepancies occur, the Vendor shall resolve these with the Purchaser prior to the issuing of a Purchase Order.

    Compressors shall be capable of developing the

    specified rated output flow and pressure at the worst-case combination of inlet and sealant conditions specified. However, compressor efficiency shall be optimized and will be evaluated on the basis of the specified normal operating condition(s).

    2.1.5 Modify A temperature rise for coolers of as low as 5.5EC

    is acceptable, if required to maintain 1.5 - 2.5 m/s tube velocity or to provide proper performance for compressors handling condensable vapors. Velocity on the shell side of a shell and tube cooler may be less than 1.5 - 2.5 m/s.

    2.1.7 Modify Creation of preliminary on-skid component arrangements is solely the Vendor=s responsibility, but subject to the Purchaser=s review and approval. All components shall be confined within the skid=s limits. The Purchaser will, where applicable, also participate in defining the placement of Vendor=s skids relative to each other and in the selecting from among standard-alternative interconnect orientations available.

    2.1.8 Substitute Motors, electrical components and electrical

    systems shall be in compliance with Covenin 200, which is the national electric code of Venezuela. This standard is largely the same as the 1990 edition of standard 70 of the National Fire Prevention Association (NFPA) at the time of this writing, including recognizing only Division-based hazardous area classifications. It is anticipated however that, at the time of equipment purchase, Covenin 200 will have been revised to also recognize the Zone-based hazardous atmosphere classifications of the International Electrotechnical Commission (IEC) in accordance with the 1996 edition of NFPA 70. The Zone-based approach used for all hazardous atmosphere classifications specified in Material Requisitions shall therefore not be interpreted as superseding Covenin 200 in any way. That is, the equipment shall retain compliance with Covenin 200 while, when a hazardous area classification is specified in the Material Requisition, also being suitable, tested and approved for the IEC-based designation used.

    All electrical appurtenances (e.g. heaters, switches, transmitters, pushbuttons) and motors shall be approved for the specified area classification by an internationally recognized testing laboratory, and such approval documents shall be among the contract data provided to the Purchaser. Such items shall also have a permanently-attached nameplate, identifying the classification and temperature category specified as well as bearing a mark signifying approval by the aforementioned internationally recognized testing authority.

    Electric motors shall be in compliance with Job Specification 4478-38A13 for induction motors, and with 4478-38A13 as supplemented by 4478-38A12 for synchronous motors. All electrical equipment, whether associated with a motor or

    not, shall also be as specified in Job Spec 4478-38A13 regarding utilization voltages (ref. article IV.C.3), enclosures= degree of protection (ref. articles V.B.1-3) and supplemental hazardous atmosphere compliance requirements (ref. Part 2). Note that this last item includes the requirement (ref. article XIII.C 2 of Job Spec 4478-38A13) that all electrical instrumentation located in a hazardous-classified area be intrinsically safe with the use of barriers or have the alternative means of protection specified.

    2.1.13 Decision The compressor, driver and auxiliaries shall be

    suitable for outdoor installation in a coastal salt spray environments with frequent heavy rains, unless the Material Requisition specifies a protected environment for the control panel. No roof is provided. Ambient conditions ranges are stated in the Material Requisition.

    2.1.16 Decision Vertical jackscrews shall be provided. Tapered

    dowel pins shall be used and shall be at least partially installed at the factory, so that no more than reaming is required for final doweling onsite. Reamers for such operations shall be included among the special tools.

    2.1.17 Decision Compressors will be run-in on air during plant

    commissioning unless specified differently in the Material Requisition. The Vendor shall provide operating guidelines and any additional features required for this run-in.

    (3) 2.1.18 New In order to comply with Venezuelan requirements

    concerning exposure of plant personnel to noise, individual noise sources shall be limited, where possible, to the following sound pressure levels:

    1. 85 dBA at 1 meter from the source of the

    noise, unless approved by Owner. The Vendor shall achieve this condition as a contractual requirement for the equipment in its basic state (i.e. with no special sound treatment provisions). If meeting this criteria will result in excessive costs, then the Vendor is requested to do both of the following:

    - State in the proposal an exception to the

    specification in this respect. - Quote an option for the achieving of this

    condition, based on descending cost

    associated with noise levels identified in Item 2, below.

    2. It should be noted that A8 hr. time weighed

    average@ exposure to sound pressure levels in excess of 85 dBA may require audiometric testing or personnel use of individual Ahearing protective devices@. Therefore, in-plant noise shall be limited to 85 dBA, unless approved by the Owner. [Note that noise levels of up to 88 and 91 dBA are considered acceptable where exposure levels are less than 4 and 2 hours, respectively per Covenin 1565:1995].

    The equipment will thereafter be acceptable only with the Purchaser=s approval in its basic state or (as decided by the Purchaser) with purchase of the noise abatement option quoted. All noise abatement measures involving lagging or enclosures shall be in conformance with Job Specification 4478-39A11.

    The maximum free-field noise level shall also in no case exceed 120 dB(A), for the measurement locations cited above, for noise from infrequently encountered and emergency events such as the opening of relief, vent and blowoff valves. Noise abatement measures shall, in all cases, be included in the base bid if and when needed to comply with this criterion.

    The Vendor shall be responsible for designing and implementing any modifications required to reduce the noise to a level authorized by local regulations at the place of use if the above-described 85 dB(A) basic-state commitment is made in the proposal but not achieved onsite, or if the quoted option is purchased but fails to produce the required effect, or if the aforementioned 120 dB(A) requirement is not achieved onsite.

    2.1.19 New The corrosion allowance of compressor casings and of

    items that are classifiable as pressure vessels under the ASME code shall be not less than 3.2mm, and it shall not be less than 1.6mm for other pressurized components (such as piping), unless more is required for the service life specified or unless stated differently in the Material Requisition.

    connections, when direct attachment onto the casing is involved. Studs are required in such cases.

    2.2.7 Decision Jackscrews with relieving of faces shall be

    provided. 2.2.8 Decision Spotfacing shall be performed for hold-down bolt

    holes. 2.3.2 Decision Main process connection orientations shall be

    established by the Vendor, unless specific requirements are stated in the Material Requisition.

    2.3.3 Decision Threaded openings in the compressor casing are

    not permitted, except when necessitated by the use of cast iron casing material or where they constitute the Vendor=s standard attachment method for small-bore (max 1.5 inches diameter) pipework and bushings. The Vendor shall provide for such circumstances, other than for instrument connections, a pipe nipple and pipework, penetrating the baseplate and terminating in a Purchaser-connection flange.

    2.3.8.2 Substitute Raised face steel flanges shall be used for all steel connections. See also the flange requirements of Job Specification 4478-39A3.

    2.3.12 Add Each casing drain point shall be provided with piping

    and a shutoff valve; and downstream of these points they shall be manifolded for each compressor to a single, flanged, Purchaser-interface connection anchored to the baseplate.

    2.4 Add The Vendor shall state in the proposal its external

    forces and moments limits for process gas connections. The Vendor shall identify or quote as an option in the proposal any higher tolerance available for externally-applied forces and moments, whenever an UBC seismic zone rating of 1 or higher is stated in the Material Requisition.

    2.5.4 Modify All shafts shall be of forged steel material.

    2.6.1 Decision Cartridge-type seals shall be provided and shall be in accordance with Job Specification 4478-39A10.

    shall comply with Appendix H of API 610 Eighth Edition, including the five-character classification system.

    2.6.9 Decision The Vendor shall furnish entirely the flush and

    (if applicable) quench system(s) specified in the Material Requisition. The Vendor shall furnish any seal flush coolers or other means of seal cooling required to maintain acceptable temperatures in the seal chamber.

    2.6.10 Decision Throttle bushings are required with mechanical

    seals where an external seal flushing system is used. Seal plates in flammable or toxic services shall be furnished with nonsparking throttle bushings with quench and drain connections, to minimize leakage upon complete seal failure. Throttle bushings shall be furnished in end plates of tandem/double seals for flammable and toxic services.

    2.7.1.5 Add Undesirable speeds as identified in this paragraph

    shall not infringe on unit start-ability or on any point within the specified range(s) of compressor operation.

    2.7.1.6 Add The operating speed range for separation margin and purposes of constant-speed compressors equipped with 2.7.1.10 drivers capable of variable-speed operation shall

    be taken as being the rated speed +/- 5%. 2.7.1.7 Decision A lateral critical speed analysis and a torsional and vibration analysis shall be performed if the 2.7.1.2 Vendor=s experience for installed units

    successfully operating does not include any mechanically identical to the unit proposed as regards features affecting rofordynamic behavior.

    2.8.1.1 Add The cages of all antifriction bearings shall be made

    of metal. 2.8.2.5 Decision The housings of oil-lubricated bearings shall be

    fitted with non-sparking, labyrinth-type end seals and deflectors. Oil shall not be pulled into the process fluid stream at any time, nor shall the process gas or ring liquid have opportunity to contaminate or degrade the oil.

    2.8.2.7 Add Such temperature sensors, when specified in the

    Material Requisition, shall consist for journal bearings of two lower-half sensors; and thrust

    bearing pads shall have a temperature sensor embedded in each of two alternate pads, on both the active and inactive sides. Metal temperatures for bearings so-equipped shall not exceed 93EC for journal bearings and 100EC for thrust bearings under any and all specified operating conditions.

    2.8.3.4 Decision Pumps with nonpressurized oil-lubricated bearings

    shall be arranged for pure oil mist lubrication for antifriction bearings and purge oil mist for ring-lubricated bearings, when the use of oil mist lubrication is specified in the Material Requisition. Oil mist lubricated systems shall be in accordance with Section VIII of Job Specification 4478-39A1.

    2.9.1.1 Add Materials not in accordance with Appendix F shall

    be stated in the proposal as a deviation from the specifications. Explanations for the deviations and description of successful experiences with the proposed materials in the service quoted shall be included in the proposal. Cast iron shall not be used for compressors handling, toxic or flammable gas or sealant

    2.9.1.3 Add When the Vendor=s quoted material specifications

    are DIN, JIS, or other foreign standard, the proposal shall indicate the nearest American specification equivalent, along with exact and specific deviations (chemical properties, physical properties, tests, etc.).

    2.9.1.6 Add The presence of any corrosive, reactive and

    hazardous agents in the process gas, ring liquid and environment is identified, but their maximum amount is sometimes unknown. The Vendor shall advise in the proposal concentration limitations for such agents specified.

    The Vendor shall assume for all non-demineralized

    water that the chlorides concentration is high enough to preclude the use of materials subject to chloride stress corrosion cracking.

    Copper and copper-bearing alloys shall not be

    used, except where required in electrical systems. The equipment, including such systems and with particular consideration given to control panels and the like, shall however have the design life specified when exposed to the jobsite=s atmospheric H2S levels (estimated at 20 micrograms/m3) as well as the humid, salty and

    rainy environment cited earlier in this specification. The H2S level is especially high in the sulfur recovery and sulfur-forming areas, and equipment in the coking area shall also be suitable for exposure to the conductive or corrosive dusts found in the atmosphere there.

    2.9.1.9 Add Free machining steels shall also not be used for

    a sour environment, defined as steels which contain any of the following elements in the quantities shown:

    - In excess of 0.06% phosphorous - In excess of 0.06% sulfur - Intentional lead additions in excess of

    0.05% - Intentional selenium additions in excess

    of 0.05%

    2.9.1.14 New Use of asbestos, asbestos compounds and polychlorinated byphenyls (PCBs) is not acceptable. All equipment and component materials shall be new and unused.

    2.9.2.2 Add Chaplets in casings other than cast iron not

    completely fused into pressure casings or other defects shall be replaced by weld metal equivalent to the casing composition. No other repair method is permitted.

    2.9.2.1 Add Steel castings shall comply with ASTM A488.

    2.9.2.5 Decision Modular iron castings shall be produced in

    accordance with ASTM A395.

    2.9.3.2 Add Weld procedures for all major repair welding on pressure-containing parts shall be submitted to the Purchaser, for approval prior to commencement of the repair work.

    The criteria for defining a Amajor@ repair shall be as specified in ASTM A-744, Paragraph 9, regardless of the metallurgy or manufacturing method of the part.

    2.9.3.6 Add The Vendor shall submit to the Purchaser its

    welding procedures (for review only) and its non-destructive test (NDT) list (for approval) prior to commencement of welding for pressure-containing components. Additional NDT activities may be required by the Purchaser if the Vendor=s standard such operations are not deemed to be adequate for the service.

    same skid as the compressor, as a factory-completed assembly, including interconnecting piping and wiring between these two elements.

    3.1.1.6 Add The ring liquid system shall be fully described in

    the proposal.

    3.1.1.7 Decision Items within the scope of Section VIII, Division I of the ASME Code shall conform to the code, and they shall be stamped per article 1.5.5 above.

    3.1.2.1 Decision A separator shall be included, unless stated

    otherwise in the Material Specification, equipped with a reflex-type liquid level indicator.

    3.1.2.2 Decision The guaranteed maximum and the normal expected

    carryover rates shall be stated in the proposal. 3.1.3.5 Decision Heat exchangers shall meet TEMA R standards when

    toxic or flammable liquids are involved. Otherwise TEMA C will suffice, unless specified differently in the Material Requisition.

    3.1.4.2 Decision Ring liquid filtration shall be provided. 3.1.4.3 Decision Filters shall be of the duplex type and shall be

    replaceable on-line. 3.1.6.2 Decision Automatic and manual ring liquid make-up and

    drain provisions shall exist, including manual supply of initial priming to the compressor.

    3.1.7.1 Decision An inlet check valve or, if so specified in the

    Material Requisition, vacuum-controlled quick-isolating valve shall be provided by the Vendor.

    3.2.1.3 Substitute The system(s) for control of the compression

    process, ring liquid supply, separator level and any other features requiring regulation for automatic operation shall be designed and provided by the Vendor.

    3.2.2.2 Decision Controlled recycle, when required or specified,

    shall be accomplished by a Vendor-supplied valve, to be mounted by the Purchaser in the Purchaser=s piping.

    3.2.3.1 Decision The package shall be all-inclusive and self-

    contained as regards control, sequencing, protective (including start permissive) and monitoring systems, except for the following:

    - Specified Purchaser-input signals to the Vendor=s control system (e.g. start permissives from interconnected items).

    - Motor control center, batteries and other aspects of power supply (unless specified differently in the Material Requisition), except that the Vendor shall provide batteries and a charger for any DC power requirement at voltages different from the plant power figure stated in the Material Requisition.

    - Control systems specified in the Material Requisitions to not be Vendor-supplied.

    - Manual pre-start operations identified in the Vendor=s proposal.

    That is, the Vendor=s control system shall monitor, sequence, control and protect all equipment that the Vendor supplies, unless direct instructions to the contrary appear in the Material Requisition.

    3.2.3.3 New Transmitters for automatic control purposes shall be

    provided separate from such items for protection and monitoring purposes, except that a process-controlling transmitter may also be used to provide one of the alarm and trip votes of the arrangement described in article 3.2.5.3.6 below.

    3.2.3.4 New Solid-state controls are preferred, for units with

    extensive automatic control or sequencing functions. All signals in such system shall be accessible by the Purchaser=s distributed control system, via an RS232 or RS422 link. Discrete I/O provisions shall also exist, as specified in the Material Requisition (or, if no figures are stated in the Material Requisition, a minimum of 8 binary and 2 analog inputs, and the same number of outputs). Such systems shall be password-protected against unauthorized changes. Control panel readouts and operator interface provisions for such systems consist of a video display unit (VDU) and keypad (or keyboard). VDUs and keypads/keyboards shall be backed-up by redundant and discrete readouts and command provisions, where essential for proper and safe operation in the event of VDU/keypad/keyboard failure.

    All solid-state controls programming shall be field-adjustable. That is, PROM chips are not acceptable, unless they can be erased and

    reprogrammed at the jobsite; and, if they are used, the Vendor shall provide the device(s) and instructions needed for such work.

    The programmable logic controller (PLC) make and model shall be identified in the proposal and subject to the Purchaser=s approval when solid state controls are used, to limit the proliferation of PLC types at the jobsite.

    3.2.3.5 New The Vendor shall identify in the proposal start

    command-to-full load operations, inclusive of all sequencing of auxiliary components and all manual operations required. Gradual opening (i.e. ramp up) means shall be included and automatically regulated by the Vendor=s control system, where required for taking the unit on or off-line.

    3.2.4.5 Decision Pressure gauges shall be of the liquid-filled

    type for locations subject to vibration.

    3.2.5.2 Decision A first-out annunciation feature shall be

    provided. An alarm and trip history log for up to 32 events is preferred, for PLC-based control panels. Spare points requirements may be met by program expansion capability for PLC-based control panels, but the I/O channels needed shall nonetheless exist as discrete items as-shipped.

    3.2.5.3.6 New Where transmitters are used for pressure and

    temperature trips they shall be redundant and "and"-voted. Signal-OK limits shall be checked at the control panel for such transmitters, with a not-OK situation constituting a trip vote. Alarms for such transmitters shall be annunciated on an "or" basis.

    3.2.5.4 Modify Shutdown-sensing devices shall be capable of

    being isolated and removed while the system is in operation only when multiple such items exist for controls redundancy.

    3.2.5.6 New An emergency shutdown pull-switch (or pushbutton

    shielded against inadvertent activation) shall be provided at the unit control panel and at the rotating equipment=s gauge board.

    3.2.5.7 New The equipment shall be fail-safe; i.e. automatically

    proceeding to the stopped, de-energized and depressurized condition in response to a shutdown

    command. Stored energy devices shall be included, such that fail-safety is not conditional upon the Purchaser=s supply of electric power, compressed air, other utility services or operation intervention.

    3.2.6.6 Decision Electrical materials shall be selected and

    treated for a tropical environment.

    3.2.6.7 Add All wiring for baseplate-mounted equipment shall be routed to an interconnect marshalling box or boxes, as opposed to requiring Purchaser interconnects to individual on-skid instrumentation items and terminal heads. Analog control, binary control and power electrical wiring shall be segregated in conduit runs and junction boxes, as required to prevent inductive interference problems.

    3.3.3 Add Add at the end of the second sentence, Aby a minimum

    of twenty percent@. Add at the end of this paragraph, AHogging and similar operations to be performed shall be described in the proposal, including any limitations for the operating period allowable at suction pressures higher than the highest figure specified for normal operation.@

    3.3.5 Decision Motors shall be in compliance with Job

    Specification and 4478-38A13, Low Voltage and Medium Voltage Electric 3.3.6 Motors. Motors shall have a minimum service factor of 1.15.

    3.4.2 Decision Only dry, diaphragm-type couplings shall be used.

    3.4.4 Add The coupling=s service factor shall be a minimum of 1.5 at the highest load pertaining to the operating conditions specified. Couplings and junctions shall also sustain without damage any fault torques that can be produced, including for motors a two-phase short circuit and (when applicable) reacceleration following a momentary power interruption.

    3.4.5 Add Hydraulically-fitted hubs are also acceptable, for

    which equipment for installation and removal shall be included in the special tools.

    3.4.10 Add Coupling guard external surface temperatures shall

    not exceed 75EC, nor shall they drip oil or emit oil smoke or mist. This doe snot preclude using

    properly-designed breathers, ventilation provisions or drain lines.

    3.4.11 New Guards shall be of the non-sparking type, where a hazardous atmosphere is specified.

    3.4.12 New The Vendor shall ensure that couplings can be

    disassembled and reassembled or replaced in the field, with no special measures taken other than to line-up match marks without causing the unbalance or vibration criteria specified to be exceeded.

    3.5.1 Add The use of belt drives requires the Purchaser=s

    approval. 3.5.6 New Belts shall be of the ani-static type for compressors

    handling flammable gas or ring liquid. 3.6.1.1 Decision All equipment shall be baseplate-mounted.

    3.6.1.2.1 Add Vibratory stress-relieving shall be applied prior to baseplate machining if and where required to prevent stress relieving-related distortion in service.

    3.6.1.2.5 Add Vertical corners of the baseplate shall be

    rounded to a 50mm minimum radius to minimize grout cracking.

    3.6.2.1 Modify The baseplate(s) shall be of structural steel

    frame design, with full-depth continuous-weld cross members. Lateral or transverse beams shall be located at all machinery supports, or the supports must attach to the axial rails with sufficient stiffness that deflection-related problems do not occur at the Vendor=s maximum allowed interconnect forces and moments.

    3.6.2.3 Decision Such leveling provisions shall be included. 3.7.1.1 Modify Piping shall conform to API-681 except as

    modified by Job Spec 4478-39A3, Vendor Supplied Piping for Mechanical Equipment.

    3.7.1.14 Add The Vendor shall identify in the proposal any

    characteristics of the Purchaser=s interconnecting piping systems required to achieve the performance quoted. These requirements and any additional characteristics regarding the Purchaser=s scope of supply necessary to achieve rate of response, degree of protection or other specified criteria shall be identified on the Vendor=s General Arrangement

    drawing, whether or not these components are Vendor-supplied.

    3.7.1.15 Decision Such reviews shall be provided. 3.7.2.2 Add Filling vent and low point drain connections at

    piping and appurtenances shall be provided with globe valves having outlet plugs.

    Tube fittings shall be AFerulok@, ASwagelock@ or approved equal compression type. Flare-type fittings are not acceptable.

    3.8.3 New Bearing caps, casings, end covers, gearbox covers and

    other components requiring lifting for maintenance shall have sturdy and secure provisions for the attachment of lifting devices. The attached item, such as an eye bolt, shall be part of the permanent equipment or special tools.

    3.8.4 New Bolting 50mm in diameter and larger shall be

    tightened by controlled stretching. A hydraulic or heater tool for this purpose shall be provided, as part of the Vendor=s special tools, if such tools are used. Other special tools provided shall include those necessary for handling, dismantling, reassembling and adjusting the diaphragms, end covers and other major components as applicable.

    3.8.5 New The special tools shall include any interrogation

    device(s) and/or software needed for full-authority interrogation and troubleshooting, if a solid-state control system is used. Passwords for solid-state control systems shall also be provided as a Aspecial tool@.

    4.1.3 Add A minimum of five working days notice shall be given

    for observed and witnessed tests.

    4.1.4 Add Observation and witness points will be stated in the Material Requisition. The Vendor shall host a pre-inspection meeting after-order, to coordinate the Purchaser=s traveling for witnessing and observing of tests and inspections.

    4.1.6 Add Materials certificates, including heat treatment

    records where required, shall be obtained by the Vendor for major rotating parts, casings and the ASME code-stamped vessels= pressure-containing components. Copies of such certificates shall be provided to the Purchaser=s inspector upon request (or, other than for ASME code-stamped

    vessels, shall be exhibited, if the Vendor considers them to be proprietary).

    4.2.1.1 Modify Add Aand the Vendor=s subvendors@ after

    4.2.1.1 Decision The records of item Ad@ shall be kept. 4.2.1.1 Add h. All repairs made to pressure-retaining castings.

    i. Welder=s qualification certificates.

    j. Weld procedures. 4.2.1.3 Substitute The Vendor is responsible for identification

    a and b and implementation of examinations necessary for assurance of quality for the service(s) specified. The Vendor shall identify in the Proposal its standard, general quality assurance procedures, i.e. the quality plan.

    4.2.1.3.c New See Job Spec 4478-39A3 for pipework NDT

    requirements.

    4.2.3.3 Decision The hardness of welds and heat affected zones shall be verified, with the extent, method and documentation in accordance with the Vendor=s standard quality control procedures (to be identified in the proposal), and such records shall be available for review by the Purchaser=s inspector.

    4.3.3.3.2 Decision The requirements of this API paragraph shall

    apply; and, if a performance test is specified, shall apply for the performance test as well as for the mechanical running test.

    4.3.3.4 Decision The requirements of API paragraph 4.3.3.4.1

    through 4.3.3.4.3 shall apply to the extent that the equipment is fitted for the permanent vibration monitoring. The requirements of API paragraph 4.3.3.4.4 shall apply otherwise. The contract coupling shall be used. Paragraphs 4.3.3.4.6 and 4.3.3.4.7 shall apply in all cases.

    4.3.3.4.3 Add Equipment shall be tested attached to a shop

    floor surface or to a bedplate of mass and rigidity sufficient to render the factory test vibration results applicable to the machinery=s field-installed condition. Correction factors shall not be applied or necessary to correlate factory test vibration measurements to equivalent

    field figures, nor shall resilient support elements or other special apparatus be applied for this purpose during factory testing.

    4.3.6.1 Decision The Vendor shall identify in the proposal any

    components that it proposes to not be part of the mechanical running and, if specified, performance tests. Otherwise all equipment shall be included in such tests.

    4.4.1 Add Supplemental preparation for shipment requirements

    are presented in Job Specification 4478-97A1. The storage period requirements of API 681 apply only if no such period is stated in the 4478-97A1 Job Specification or in the Material Requisition.

    4.4.2 Add Any disassembly after test shall be limited to the

    minimum necessary to ensure damage-free and specified dimensional/weight limit-conforming transportability. Shipment of equipment in a piece-part, uncompleted or discrepant sate is prohibited. Compressors shall be shipped with the rotor installed in the casing and the bearings suitably blocked to prevent rotor movement. Compressor casings shall not require field assembly or disassembly for inspection.

    4.4.2.1 Substitute Painting shall be in accordance with Job

    Specification 4478-83A1, with the following additional requirements and clarifications:

    - Painting shall be warranted for five years

    from the date of shipment of the equipment as regards chipping, peeling, blistering and other forms of failure to protect the surfaces covered.

    - Machined surfaces, such as mounting pads for

    the feet of rotating equipment, shall be included among the surfaces not painted.

    - Article III.D.8 of Job Spec 4478-83A1 shall

    not be interpreted as allowing a variation of colors and painting systems between components manufactured by the Vendor and those obtained from subvendors. The vendor having unit responsibility shall for all equipment packages ensure that they are uniformly painted, and the painting system to be used shall be identified in the proposal.

    - The references to field painting in article

    III.M and elsewhere in Job Spec 4478-83A1 do

    not apply to mechanical equipment. All painting of such equipment shall be performed by the Vendor prior to shipment per article III.F, including any piping or other components shipped loose.

    4.4.7 New The Vendor is responsible, regardless of the shipping

    terms specified, whenever shipments to site originate from the Vendor=s factory or from subvendor=s factories, for the technical task of ensuring at the factory(ies) that the equipment is secured to the means of transportation and braced so as to not have it be damaged in transport by humping of railcars, the movement of ships at sea, being rolled off a truck and the like as applicable.

    4.4.8 New The Purchaser=s approval of test and other pertinent

    specified data is required for authorization to ship the equipment. Equipment acceptance by the Purchaser at the Vendor=s factory or onsite shall not constitute a waiver or modification of any specified requirements.

    5.2.1 Add This paragraph applies to this standard as well as to

    other Job Specifications stated in the Material Requisition Purchase Order.

    5.3.1.1 Add Drawings and documents shall comply with Job Spec

    4478-39B9, General Notes and Vendor Documents for Mechanical Equipment, including as regards units of measurement and languages.

    5.3.2 Add The as-manufactured accuracy criteria for drawing

    dimensions pertaining to Purchaser interfaces shall be 13mm for major fluid connections, 25mm for other fluid and electrical connections and 6mm for anchor bolt locations.

    5.3.6.1 Add As soon as possible after the order, but not later

    than midway between order and delivery, a commissioning planning guide shall be submitted to the Purchaser for review.

    5.3.6.3 Decision Strict compliance with this paragraph is

    mandatory. Any deviation may entail liquidated damages for documentation lateness, if and as specified in the Purchase Order.
