THE DIVISION
The Human Capital Division within the Department of City Planning is seeking a Recruitment Pipeline and
Professional Development Program Manager to be part of a service-oriented Human Capital team
responsible for the full scope of Human Capital policy, strategies and initiatives to support the employees
of this fast-paced agency. We are a diverse, results-driven and tight-knit team looking for someone who

THE ROLE
Part of a dynamic and growing team, the role of the Recruitment Pipeline and Professional Development Program Manager is to lead the coordination, implementation and tracking of the agency’s efforts to grow diversity across underrepresented demographics and broaden DCP’s external recruitment presence in the marketplace resulting in a stronger pipeline and professional development support strategy. The ideal candidate is a natural multi-tasker, a critical thinker and effective with time management and
leveraging and creating where needed, tracking for up-to-date reporting metrics on outcomes to leadership (surveys, outcomes, utilization, etc.). Working with DCP differs from most NYC agencies due to our size (~300) – you will have access to the full scope of navigating Human Capital initiatives across the entire scope of the Human Resources continuum for a NYC agency. Recruitment pipeline workstreams – drive the creation and submission of proposals to New York State to expand scope of recruitment within Civil Service guidelines; drive recruitment advertising by way of the development of compelling job postings across recruitment channels (i.e. Medium, LinkedIn, other social media, etc.); coordinate internal and external recruitment networking initiatives with DCAS pipeline programs, High School, college, university and industry partners to both increase awareness of the planning profession and DCP’s pipeline of diverse candidates among under-represented groups across the agency.
Recruitment Pipeline workstreams include but not limited to the following responsibilities:
• Drive and manage the implementation of quarterly and annual recruitment pipeline initiatives • Lead the development and execution of compelling recruitment advertising alongside relevant division
leadership and key internal stakeholders • Identify and manage recruitment event planning and logistics to attract prospective candidates to
include interview days, networking events, agency tours, etc. • Coordinate and track recruitment marketing and advertising, leveraging social media, college and
university partnership and other external recruitment channels. • Lead recruitment and coordination of annual internship programs including credit-bearing Spring and
paid Summer internship cycles • Partner with EEO team to identify and drive strategic partnerships with DCAS and industry recruitment
partners, high schools, colleges and universities to increase Diversity recruitment outcomes
• Coordinate and identify internal partners to attend networking events, universities and other relevant
opportunities to increase awareness of DCP as an employer of choice and diversify candidate pool
• Special projects as needed
Professional Development workstreams – drive the coordination of non-EEO mandated professional development activities as well as tracking of professional development request and approvals. This role also supports the logistics coordination of employee led professional development sessions as well as all-agency awards recognition and annual meeting events.
Professional Development workstreams include but not limited to the following responsibilities:
• Drive the scheduling, coordination and delivery of New Hire Orientations across divisions and internal
HC stakeholders
• Support coordination of Learning and Development for new hires and existing staff alongside relevant
staff
• Lead and work alongside identified stakeholders to drive annual agency-wide events to include site
selection, technology, speaker preparation, agenda, day of coordination and satisfaction surveys
• Provides technical information and assistance to staff on Civil Service regulations and issues, including
clarifying policies and procedures governing Civil Service exams
• Support HC Operations with documenting SOPs across the recruitment continuum, including advertising, candidate cultivation, recruitment, selection and onboarding
• Serve as the department's HC liaison around training coordination and related tracking • Serve as the coordinator of tracking fiscal year training budget allocations across divisions.
• Lead the logistics and coordination of DCP-developed training sessions such as employee-led lunch and learns and Continuing Education sessions
• Support the deployment and tracking of NYC compliance training to meet agency-wide compliance participation mandates
• Provide support as needed to employees in various HC related topics such as performance management tracking and issues to inform DCP as a best-in-class city agency employer
• Special projects as needed
THE AGENCY
The Department of City Planning (DCP) is a Mayoral Agency with approximately 300 employees across all five boroughs. DCP plans for the strategic growth and development of the City through ground-up planning with communities, the development of land use policies and zoning regulations applicable citywide and by sharing its perspectives on growth and community needs with sister agencies in collaboration with the Office of Management and Budget (OMB).
Central to its mission, DCP supports the City Planning Commission in its annual review of approximately 450 land use applications. The Department also works closely with OMB in developing the Ten-Year Capital Strategy, and helping administer the $1 billion Neighborhood Development Fund, geared toward ensuring growing neighborhoods undergoing rezoning have accompanying infrastructure investments.

PREFERRED SKILLS:
• 2-4 years proven experience being accountable for the full life-cycle coordination of key
recruitment and training coordination initiatives to include strategy, communications,
implementation, survey creation and reporting out of outcomes
• Natural attention to detail with strong proofreading skills
• Strong written and verbal communication skills with the ability to organize and synthesize content to a
variety of audiences (leadership, employees, external stakeholders, etc.)
• Demonstrated professionalism, discretion and passion for working in fields of human resources, talent
management and Public Service
• History of being a team player and generating creative ideas and initiatives towards promoting positive
and celebratory culture within your team and across the organization
• Ability to learn quickly and historical success in learning and supporting recruitment and training efforts
in new industries
• Self-starter with experience working as part of a Human Capital or Human Resources team in the areas of
recruitment or training at scale, with the goal of attracting and retaining high-quality and diverse talent
• Experience coordinating and leveraging social media and marketing channels towards recruitment efforts
• Natural acumen and genuine passion for multi-tasking with the ability to successfully manage multiple
priorities and related tasks (scheduling, follow ups, tracking, logistics coordination)
• Experience working within a startup-type culture with the ability to navigate from ideation to execution
• Successful history of working in a high-performance and self-driven culture navigating the appropriate
sense of urgency, attention to detail and expectation of meeting set deadlines
• Experience with managing senior-level and multi-generational stakeholder relationships internally and
external to the organization
• Historical feedback of being a critical thinker and solutions-oriented with the ability to work
independently and collaboratively to drive results across peer groups when needed
• Experience creating compelling data reports and PowerPoint presentations using advanced Excel
functions and tools including queries, Pivots, VLOOKUP and index matches
• Outstanding knowledge of MS Office applications (Excel, Outlook, MS Teams, OneDrive, PowerPoint)
• Advanced knowledge of NYC Agency HC systems (NYCAPS, PRISE, CHRMS)
• Highly qualified candidates will possess a SHRM Certified Professional (SHRM-CP) or SHRM Senior
Certified Professional (SHRM-SCP) credential.
MINIMUM REQUIREMENTS:
1. A master's degree from an accredited college in economics, finance, accounting, business or public
administration, human resources management, management science, operations research,
organizational behavior, industrial psychology, statistics, personnel administration, labor relations,
psychology, sociology, human resources development, political science, urban studies or a closely
related field, and two years of satisfactory full-time professional experience in one or a
combination of the following: working with the budget of a large public or private concern in
budget administration, accounting, economic or financial administration, or fiscal or economic
research; in management or methods analysis, operations research, organizational research or
program evaluation; in personnel or public administration, recruitment, position classification,
personnel relations, employee benefits, staff development, employment program
planning/administration, labor market research, economic planning, social services program
planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must
have been in an executive, managerial, administrative or supervisory capacity. Supervision must
have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the
areas described in "1" above, including the 18 months of executive, managerial, administrative or
supervisory experience, as described in "1" above.
