Study and Work Permits Required for all Coop or Internship Programs

According to Citizenship and Immigration Canada, students who apply for a Coop or Internship Program must apply for and obtain both a Study and Work Permit. This is sometimes referred to as a Student Work Permit. The student will need to pay for the Study Permit but the Work Permit is exempt from an application processing fee. Students who are planning to take a Coop or Internship Program are required to have both a Study and Work Permit regardless of the length of the Coop or Internship Program (e.g. regardless of whether the program is less than six months or more than six months in length).

Support for this requirement can be found in the following Citizenship and Immigration Canada policy and program manuals:

Temporary Foreign Workers Guidelines FW 1 Section 5.38, Program 1 (C30) for foreign students, excluding medical interns and externs and resident physicians.

Temporary Foreign Workers Guidelines FW 1 Section 5.26, Work permits exempt from HRSDC confirmation (confirmation exemption codes), Research, educational or training programs, (C30).

Overseas Processing OP 12 Section 5.22, HRSDC confirmation exemptions, Employment forms an integral part of their course of study (coop / practicum), Exempt (C30).

Overseas Processing OP 12 Section 5.11, Issuing study permits to students attending short-term courses, R188(2)
