Malik termed the clashes as a “conspiracy” against the BJP be- cause Phagwara was repre- sented by a BJP MLA. “It is a big conspiracy. This has been done deliberately. Why has it hap- pened only in Phagwara? If someone is pained, we are with them,” he said. When asked about the stand of SAD on the clashes for which they have blamed Shiv Sena workers for the violence against Dalit youths, the BJP chief re- fused to make any comments. “We cannot speak for Shiv Sena. You ask these questions to them,” he said. Speaking to mediapersons after submitting a memoran- dum to Governor V P Singh Badnore, on the Phagwara clashes, the state BJP chief was caught off-guard when he was questioned over the silence of his party as well as himself a week after the clashes. He claimed that he had been issu- ing statements asking all groups to maintain peace and said that BJP workers on the ground too had been making efforts to ease the situation. Interestingly, even the mem- orandum submitted to the Governor by the party leaders Thursday does not make any mention of Dalits but only refers to ‘clashes between different sections of the society’. It also takes credit for the violence to have abated stating that it was due to the efforts of the BJP along with social and religious organ- isations that the clashes have stopped. Justice Rajiv Narian Raina, while staying the suspension order of MDU’s Ashwani Kumar Dhingra, said the court would consider sad- dling the university with exemplary costs for violating Dhingra’s free- dom of expression. “This case is a disturbing exam- ple of intolerance of the authorities in the University to smother debate on Facebook between the peti- tioner and persons in the social group. A cursory glance ofthe posts on Facebook, it is argued, prima fa- cie, do not constitute misconduct to invite suspension and chargesheet. The issue is offreedom of speech which the University should represent, and not to stifle bona fide comment on matters concerning the University,” the or- der passed by the bench on Tuesday reads. The court has also restrained the university from issuing any chargesheet to Dhingra without its permission and issued a notice to the state government, MDU Vice Chancellor Professor Bijender Kumar Punia and the Registrar of the University for a written state- ment on the action. HC raps Rohtak varsity for ‘intolerance’, stays professor’s suspension over Facebook post Ludhiana: Congress MP from Jalandhar, Chaudhary Santokh Singh, on Thursday visited Dayanand Medical College and Hospital (DMCH) here and en- quired about the health of 18- year-old Dalit boy Yashwant “Bobby” who sustained a bullet injury in the head during the vi- olence at Phagwara town on April 13 night. Bobby continues to be criti- cal as the bullet is still lodged in- side his head. Chaudhary said he had come on behalf of CM Captain Amarinder Singh. “If the family is not satisfied with the treat- ment being offered at the DMCH, he (the boy) can be air- lifted to any other prominent hospital in the country as well. However, family members have expressed satisfaction over the treatment,” he said. The Punjab government is bearing the cost of treatment, he said. Rajni Rani, mother of Yashwant, said she was satisfied with the treatment provided at the DMCH. ENS Chandigarh: Punjab has proposed to give Himachal Pradesh its 7.19 per cent share ofpower from elec- tricity projects of Bhakra Beas Management Board (BBMB) in phased manner as part of the set- tlement of an inter-state dispute over share in power projects, a senior official said on Thursday. “Punjab has proposed that it will give Himachal its 7.19 per cent share ofelectricity in BBMB power projects within a period of 15 years,” official said here. However, he said that Punjab had not agreed to pay any finan- cial liability as part of the arrears worked out by Himachal govern- ment. On Wednesday, Himachal Chief Minister Jai Ram Thakur in Chandigarh had said his govern- ment would raise the issue of its 7.19 per cent share in electricity generated in power projects of BBMB. Himachal Pradesh has been demanding its share in electricity generated from BBMB power projects for long. In 2011, the Supreme Court had upheld the state’s claim of 7.19 per cent share in BBMB power projects located in Himachal Pradesh’s territory un- der the Punjab Reorganisation Act, 1966. The state had worked out over Rs 4,000 crore ofarrears as per 7.19 per cent share which was to be paid by Punjab, Haryana and Rajasthan. PTI Punjab offers HP 7.19% share of power in BBMB projects EXPRESS NEWS SERVICE NEW DELHI, APRIL 19 PUNJAB CHIEF Minister Amarinder Singh on Thursday urged Union Home Minister Rajnath Singh to prepare a com- prehensive strategy to deal with the “re-emergence of extrem- ism” in the state, amid reports that Sikh youths were being trained at ISI facilities in Pakistan, officials said. During the 30-minute meet- ing, the CM apprised the Union minister of the law and order sit- uation in Punjab, including is- sues related to attempts to cre- ate disturbance in the state through targeted killings. “Amarinder Singh stressed the need to prepare an all-encom- passing strategy to counter the emerging extremism,” a home ministry official said. The CM suggested strength- ening of the intelligence appara- tus, besides action against for- eign handlers based in Canada, the UK, the US, Italy, Germany, who are actively engaged in re- vival of terrorism in Punjab. The home minister assured him of all possible central as- sistance as requested by the state government, a spokesperson said. Amarinder Singh said that a number of targeted killings had taken place over the last one and a half years, and ex- pressed concern over such in- cidents. He also underlined the need to counter “activities on social media” aimed at dis- turbing peace and stability in the state. The Home Ministry had re- cently told a parliamentary panel that Sikh youths were being trained at ISI facilities in Pakistan to carry out terror ac- tivities in India. Senior ministry officials also told the Committee on Estimates, headed by senior BJP leader Murli Manohar Joshi, that Sikh youths settled in Europe, the US and Canada were being “misguided and instigated against India with false and malicious propaganda”. The CM appreciated the sup- port being provided by central agencies in probing targeted killings. The NIA is investigating these killings, suspected to be carried out as part of a conspir- acy to disturb communal har- mony in the state, another offi- cial said. Gurmeet Singh PRITAM PAL SINGH NEW DELHI, APRIL 19 THE DELHI High Court Wednesday ordered 12 media houses to pay Rs 10 lakh each for violating norms and revealing identity of the 8-year-old girl gan- graped and murdered in Jammu and Kashmir’s Kathua district. Acting Chief Justice Gita Mittal and Justice C Hari Shankar called the order a measure for the time being. They asked the media houses to deposit the money with the court’s Registrar General. The money would be transferred to Jammu and Kashmir State Legal Service Authority’s Compensation Fund for survivors of sexual violence and their families. The court issued the order af- ter lawyers of the media houses apologised and blamed ignorance for the violation. They maintained that it was done under the as- sumption that it would facilitate speedy prosecution of the ac- cused. The lawyers said their clients would be willing to pay to establish their sincerity. The court asked the media houses to file an affidavit of apol- ogy within three days and to spec- ify the rectification measures. Nine of the media houses, which were issued notices for re- vealing the identity, apologised through their lawyers. The notices were issued to The Times of India, The Hindu, The Statesman, The Pioneer, Navbharat Times, NDTV, Firstpost, The Week, Republic TV, The Deccan Chronicle, India TV and The Indian Express. No lawyer appeared on be- half of The Pioneer, Firstpost and The Deccan Chronicle. The court deleted The Indian Express from the array of parties and substituted it with ‘IE Online Media Services Private Ltd’. This came after The Indian Express Ltd’s lawyer N B Joshi told the court they have been wrongly ar- rayed as a party. He added the correct entity to be impleaded would be IE Online Media Services Private Ltd. Lawyer Sudhir Nandrajog, who appeared for The Times of India and Navbharat Times, told the court that M/S Bennett Coleman and Co Ltd (BCCL) runs the publication. The court mod- ified its order and arrayed BCCL after Nandrajog said it has to be impleaded instead. Earlier, the judges said they would like to see the editors of the media houses. The lawyers apol- ogised and said that they will en- sure publicity to the law that re- quires the privacy of a rape victim to be maintained. The court would hear the matter again on April 25. New Delhi: Members of Jammu and Kathua Bar associations, who were accused of obstruct- ing court proceedings in connec- tion with the Kathua rape-mur- der case on Wednesday met their counterparts in Delhi High Court Bar Association (DHCBA). Confirming this, DHCBA presi- dent Kirti Uppal and senior member Vikas Pahwa said some of the members of the Kathua and Jammu bar associations raised their grievance that their version was not been projected properly here. “We asked them to give documents in connection with their defence. Right now, we cannot hold whether they were wrong or right,” Pahwa said. “An executive body meet- ing of the DHCBA will examine the documents and take a call.” After the Supreme Court took cognizance of the matter on April 13, the Bar Council of India asked the bar associations of Kathua and Jammu to call off their strike.
