State:– MEPA Process – ENF with Appendices submitted April 30, 2008

• Included Studies on Air Quality, Noise, Traffic, Visual, Stormwater Management, Need and Alternatives, Mitigation

• After Scoping meeting and Comment Period, the MEPA Certificate issued June 6, 2008

– Major Comprehensive Air Plan Approval Application filed on November 20, 2008 with Mass DEP

• Notice of Administrative Completeness received December 5. 2008

– Beneficial Use Determination (BUD) Application to be filed

Whither Wood??• Landfill ban in MA• NE C&D wood is ending up in OH landfills

– We are building 2 Renewable Energy plants sited on landfills in OH that will process this wood from C&D

• MA needs the power and economic development from these fuels so …

Characterization of C&D wood – Sampling and Analysis Program for Fuel Specification:

– Protocol to Mass DEP in March, 2007– Protocol approved April, 2007 – Sampling conducted in April and May, 2007

• 20 operating days • New England Recycling in Taunton, MA

– 6-8 samples per day • Positive pick

– Including all types of wood » A&B» CCA treated» Painted

• Wood grinder – All samples composited into a daily sample for a total of 20

samples. One grab sample randomly collected every other day for total of 10 samples

Characterization for Fuel Spec:

– Data from sampling program combined with literature data, had 20-80 data points for each parameter

– The fuel specification uses highest end of range for some parameters, and where lower than the high is supported by the sampling program.

– PRE should be able to take A and B wood including most of the CCA wood found on a routine basis.

– Based on this protocol PRE will evaluate every delivery from a positive-pick (or equivalent) C&D supplier against the fuel specification and DEP will also spot check.

Biomass to Power & Liquid Fuel Projects in MA• Clear Benefit – Fuel from MA communities

– PRE will take all biomass in Springfield• Wood to PRE power plant• Other biomass to liquid fuel plant in planning stage

– PRE will offer same solution to other cities/towns

• Needed Regulatory Support– Wood from C&D that meets agreed fuel spec must

continue to be defined as renewable fuel– Combination of Advanced and BACT technologies

with renewable fuel must qualify for RECs

equivalent to removing 50,000 autos/year from roads

– All with the best demonstrated environmental controls
