Laser product classification

Standards compliance

The product complies with both IEC standards and the Food and Drug Administration’s

Center for Devices and Radiological Health (FDA/ CDRH) regulations.

FDA/CDRH regulations

Laser products are classified in accordance with the FDA/CDRH - 21 CFR 1010 and

1040. The classification scheme is based on the ability of the laser emission to cause

injury to eye or skin during normal operating conditions.

In the United States, lasers and laser systems in the infrared wavelength range (greater

than 700 nm) are assigned to one of the following classes:

• Class I

• Class IIIb

• Class IV

Laser classification is dependent upon operating wavelength, output power and fiber

mode field diameter (core diameter).

IEC requirements

The International Electro-Technical Commission (IEC) establishes standards for the

electrical and electronic industries. IEC-60825 has been established for the worldwide

safety of laser products.

According to the IEC classification, lasers and laser systems in the infrared wavelength

range (greater than 700 nm) are assigned to one of the following classes:

• Class 1

• Class 3A

• Class 3B

• Class 4

There are some major differences between the FDA/CDRH regulations and IEC:

1. The Accessible Emission Limits (AEL) are different.

2. Class 3A applies to all wavelengths.

3. Class 3B requires strict engineering controls.

4. Classification is under single fault conditions.

Laser classes

The maximum output power of laser radiation depends on the type of laser diode used.

The international standards IEC-60825 or DIN/EN 60825 define the maximum output

power of laser radiation for each laser class in accordance with the wavelength.

Hazard level assignment

Hazard level refers to the potential hazard from laser emission at any location in an

end-to- end optical fiber communication system that may be accessible during service or

in the event of a failure. The assignment of hazard level uses the AELs for the classes.

Hazard levels for optical transmission equipment are assigned in either of the following

two ways:

• Actual output power from the connector or fiber cut.

• If automatic power reduction is used, output power at the connector or fiber cut at one

second after automatic power reduction takes place provided that maximum output

and restart conditions are met.

Classification of optical telecommunication equipment

Optical telecommunication equipment is generally classified as IEC Class 1 or

FDA/CDRH Class I, because under normal operating conditions, the transmitter ports

terminate on optical fiber connectors.

Laser safety

System design

The Alcatel-Lucent system complies with FDA/CDRH 21 CFR 1040.10 and 1040.11 as a

Class I and with IEC 60825-1 as a Class 1 Optical Fiber Telecommunication laser

product. The system has been designed to ensure that the operating personnel is not

endangered by laser radiation during normal system operation. The safety measures

specified in the Food and Drug Administration’s Center for Devices and Radiological

Health (FDA/CDRH) regulations and the international standards IEC-60825 or DIN/EN

60825 are met. Please also refer to “Laser product classification” (p. 1-4).

Potential sources of danger

Beware of the following potential sources of danger which will remain despite all safety

measures taken:

• Laser radiation can cause damage to the skin and eyes.

• Laser radiation from optical transmission systems is in a wavelength range that is

invisible to the human eye.

Laser warning labels

The laser warning labels indicate either only the laser class or both the laser class and the

maximum output power of laser radiation. The following figure shows different types of

laser warning labels and their characteristics.

Observe the following instructions to avoid exposing yourself and others to risk.

• Read the relevant descriptions in the manuals before taking equipment into operation

or carrying out any installation and maintenance work on the optical port units, and

follow the instructions. Ignoring the instructions can result in exposure to dangerous

radiation.

• Do not view directly into the laser beam with optical instruments such as a fiber

microscope, because viewing of laser emission in excess of Class 1 limits

significantly increases the risk of eye damage.

• Never look into the end of an exposed fiber or an open connector as long as the

optical source is still switched on.

• Ensure that the optical source is switched off before disconnecting optical fiber

connectors.

• Once a fiber is disconnected, check that the optical source is switched off by

measuring with an optical power meter.

• When connecting fiber loops between the IN and OUT ports on optical circuit packs,

always connect to the IN port first and then the OUT port. This will prevent any

optical radiation from being present at the fiber end.

ESD hazard

Industry experience has shown that all integrated circuit packs can be damaged by static

electricity that builds up on work surfaces and personnel. The static charges are produced

by various charging effects of movement and contact with other objects. Dry air allows

greater static charges to accumulate. Higher potentials are measured in areas with low

relative humidity, but potentials high enough to cause damage can occur anywhere.

In order to prevent damage by electrostatic discharge the following precautions should be

observed when handling circuit packs:

• Assume all circuit packs contain solid state electronic components that can be

damaged by ESD.

• When handling circuit packs (storing, inserting, removing, etc.) or when working on

the backplane, always wear a grounded wrist strap such as the one shown in Figure

1-2, “Static control wrist strap” (p. 1-10) or wear a heel strap and stand on a

grounded, static dissipating floor mat. If a static dissipating floor mat is used, be sure

that it is clean to ensure a good discharge path.

• Handle all circuit packs by the faceplate or latch and by the top and bottom outermost

edges. Never touch the components, conductors, or connector pins.

• Observe warning labels on bags and cartons. Whenever possible, do not remove

circuit packs from antistatic packaging until ready to insert them into slots.

• Always open all circuit packs at a static safe work position, using properly grounded

wrist straps and static dissipating table mats. If a static dissipating floor mat is used,

be sure that it is clean to ensure a good discharge path.

• Always store and transport circuit packs in static safe packaging. Shielding is not

required unless specified.

• Keep all static generating materials such as food wrappers, plastics, and styrofoam

containers away from all circuit packs. Upon removal from bay, immediately put

circuit packs into static safe packages.

• Whenever possible, maintain relative humidity above 20 percent.

To reduce the possibility of ESD damage, assemblies are equipped with grounding jacks

to enable personnel to ground themselves using wrist straps [Figure 1-2, “Static control

wrist strap” (p. 1-10)] while handling circuit packs or working on an assembly. The jacks

for connection of wrist straps are located at the lower right-hand corner of each assembly

and are labeled. When grounding jacks are not provided, an alligator clip adapter enables

connection to ground.

18 Some of the hardware modules contain FDA/CDRH Class I/IEC Class 1

single-mode laser products that are enclosed lightwave transmission systems.

Under normal operating conditions, lightwave transmission systems are

completely enclosed; nonetheless, the following precautions must be observed

because of the potential for eye damage:

1. Do not disconnect any lightwave cable or splice and stare into the optical

connectors terminating the cables.

2. Lightwave/lightguide operations should not be performed by a technician who

has not satisfactorily completed an approved training course.

3. Do not use optical instruments such as an eye loupe to view a fiber or

unterminated connector.

20 For a unit intended to be powered from 100-120/200-240 V ac voltage sources,

read and understand the following:

• Unplug this product from the wall outlet before cleaning. Do not use liquid

cleaners or aerosol cleaners. Use a damp cloth for cleaning.

• Do not staple or otherwise attach the power supply cord to the building

surfaces.

• Do not overload wall outlets and extension cords as this can result in the risk

of fire or electric shock.

• The socket outlet shall be installed near the equipment and shall be readily

accessible.

• This product is equipped with a three-wire grounding type plug, a plug having

a third (grounding) pin. This plug is intended to fit only into a grounding type

power outlet. This is a safety feature. If you are unable to insert the plug into

the outlet, contact your electrician to replace your obsolete outlet. Do not

defeat the safety purpose of the grounding type plug. Do not use a

Method of procedure

Description

The person responsible for the installation, in cooperation with the TAC team and Central

Office (CO) supervisor, should collect all essential information to prepare a Method of

Procedure (MOP). When the MOP is complete, it should be submitted to CO management

for approval. Any work on common equipment may need to be performed during

nonstandard working hours. This should be a joint decision between the CO management,

the TAC team, and the installation personnel.

As a minimum requirement, the following items should be addressed, mutually

understood, and agreed upon to establish a MOP before installation:

• Service-affecting hazards involved and associated risks imposed

• Installation methods and tools

• Experienced personnel assigned to job

• Protection requirements for equipment and tools

• Time during which various steps of work will be performed, and a list of equipment

that is affected

• Identified steps of work that require notification of TAC team before work starts

• Procedures to follow and tests to complete before connecting additional or modified

equipment to any working equipment

• Steps installer must take to disconnect any alarms associated with the work.

• Procedures to ensure that designation and fuse records are checked against proper

drawings before any fuse is removed

• Time that equipment removed from service is restored

• Additional measures to take to ensure that equipment is restored to service on time in

case of delays

• Identified steps of work that require presence of CO personnel

• Tests applicable for wiring operations

• Space requirements (for example, storage and administration)

• When applicable, a restoration plan that will be a joint effort between CO personnel,

TAC team, and installation personnel

• Steps required to ensure that all work is done during hours specified in the MOP

• MOP approval by TAC team and CO personnel before installation

• An approved copy of the MOP available and posted for review at job site at all times

Note: After the MOP is adopted and approved, it cannot be deviated from without

approval of the TAC team and the CO personnel.

Preparation

Description

This section provides physical details and guidelines for installation.

Observe the following guidelines:

• Verify that layouts of mounting rack or wall mount position are as indicated in

applicable drawings and specifications.

• Verify that area dimensions and location of reference points correspond to plan.

• Mark all reference and layout lines.

The chassis will be rack, wall, or desk mounted as described in the following sections.

For all mounting arrangements, adequate ventilation space is required at the top and sides

of each unit. Adjacent equipment should not be stacked or placed in such a way as to

block ventilation panels. Refer to the site engineering specification for site specific

spacing and ventilation requirements.

Overview

Purpose

This chapter includes a list of procedures for installing power and signal transmission

cables on the Alcatel-Lucent 1646 SMC.

The Alcatel-Lucent 1646 SMC can be installed in Network Telecommunications Facilities

or in customer premise locations where the NEC applies. With appropriate options for

environmental (temperature and humidity) hardening, the Alcatel-Lucent 1646 SMC can

be installed in outside plant (OSP) locations.

Install ground and power cables

Purpose

This procedure provides instructions to route and connect station-ground cables to

equipment racks and ground the PDU to the rack.

General

The Alcatel-Lucent 1646 SMC shelf is grounded to the rack through the thread-forming

screws used to install the shelf in a rack and also by a separate ground cable. For both the

AC and DC power options, a ground lug is located on the left side of the chassis.

2 Complete an identification tag for each power cable, then attach the tag to the cable.

3 Install ground and power connections using the procedures “AC-powered” (p. 4-2) and

“DC-powered” (p. 4-3) for the AC-powered or DC-powered equipment type.

1 Attach grounding wire between the UL safety ground screw located in the middle of the

left side chassis and appropriate safety ground. If the safety ground is located on a rack

system, ensure that the rack itself is properly grounded.

surge protected. Reference the site engineering specification for any additional site

3 Connect the AC power cord to the connector and leave the other end disconnected. For

rack-mounted units, the AC cord will be connected to an AC power breakout panel in the

rack. Leave the AC power disconnected until you are ready to perform the procedures in

Chapter 5, “System turn-up and testing”. The Alcatel-Lucent 1646 SMC has four (4)

supported AC power cables based on local power source type and included in the

installation kit.

1 Refer to the site engineering specification to determine if a common grounding (bonding)

arrangement will be used. If common bonding network (CBN) is specified for -48V/-60V

operation, attach a separate grounding wire between the UL safety ground terminals

located in the middle of the power terminal block and the +VA and +VB terminals.

If isolated bonding network (IBN) is specified, make no connections to the center ground

terminals.

Power cable installation

This section provides instructions on installing DC power cabling for the shelf.

Each power feeder (A and B) requires a single power feed from the battery distribution

fuse board (BDFB), or the battery distribution circuit breaker bay (BDCBB) to the shelf.

If the is powered through only one power feed, the system will report a minor alarm. To

suppress the alarm, use two jumpers, one jumper between the -VA and -VB and the

second jumper between +VA and +VB. The gauge of both jumpers should be the same as

the gauge being brought in from the Battery Plant (#12AWG to #16AWG).

Equipment options

Review the ordering information and site engineering specifications to determine

quantities and list the types of the signal transmission cables to be installed.

Note: each equipment option has a different front panel connector layout according to

the interfaces required. Specific quantities and types of cables will correspond to the

equipment type being installed.

For each cable interface type, select the appropriate cable installation procedure from the

following sections. For all cable types, ensure that strain relief and bending radius is

maintained for the type of cable being installed. Refer to the site engineering specification

for any site-specific or customer-specific cabling instructions.

5 While holding the SFP module with the side where the electrical connections are exposed

to the bottom, slide the SFP module into one of the receptacles in the faceplate.

Note: To remove an SFP, first disconnect the fiber optic cable from the pluggable

module. If the SFP module is equipped with a bail latch, open the latch outward to

disengage the module from the receptacle. Open the latch until it is perpendicular to

the face of the module. Use the bail latch to carefully pull the SFP module out of its

cage on the faceplate. Make sure to apply the extraction force in a direction parallel to

the long dimension of the SFP module. If the SFP receptacle will remain empty, insert

a dust cover to prevent contamination of the electrical connector. Place the pluggable

module back into its ESD-protective packaging.

If the SFP is not equipped with a bail latch, an extraction tool should be used. Using

the tool carefully unlatch the retaining tabs and gently pull the SFP in a direction

parallel to the long dimension of the module.

6 Repeat the above steps for each SFP to be installed.

Gigabit Ethernet (GE) fiber

Note: GE fibers are terminated with LC type connectors which will connect to the

laser and fiber being installed.

Hardware requirements

Using a debug terminal tool, open a connection with

38400 baud rate.

For example, consider HyperTerminal:

– Configure serial port. See Figure 5-15, “Configure

serial port” (p. 5-19).

– Power on the NE. The start-up information is

displayed in the debug terminal. If “[DDM] Beat

Timer Proc Begin!” is displayed, the NE is in BIOS

state. See Figure 5-16, “Start-up information”

(p. 5-20).

• Upload the software to the NE:

– Before uploading, ensure software to be uploaded are

located in the PC. Software include FPGA, external

BIOS, nesoft, and configuration files for NE, adaptor,

and TL1 agent.

– Transfer the software to NE using FTP in IE or file

explorer with ftp://129.9.191.240/ directly (if IP

address of NE is 129.9.191.240). Username and

password are not needed.

– Transfer the tnhisu01.pga file to /ofs1/fpga/ directory

– Transfer the extbios.hwx file to /ofs1/hwx/ directory

– Transfer the nesoft.hwx, *.ini, *.log and *.txt to

/ofs1/hwx/ directory

• Reboot the NE using the “reboot” command in the debug

console or power cycle.

• NE starts up with the uploaded software.

Upgrade NE software using ZIC to align the NE software

version between package description file and the actually

running one.

Lost IP address of NE IP address of the NE can be retrieved using “dwGetSPIP”

command in the debug terminal (return value is in

hexadecimal format).

Fiber optic cleaning

Purpose

This section provides the recommended instructions to clean fiber-optic connectors found

in Alcatel-Lucent equipment.

Prerequisite

Anyone who performs this procedure must be familiar with cleaning fiber-optic

connectors and with the specific system on which the procedure is to be performed.

This procedure must not be performed on traffic-carrying equipment. If a system is in

service, traffic must be removed from equipment to be cleaned.

Fiber cleaning procedure

DANGER

DO NOT LOOK INTO FIBER-OPTIC CONNECTOR

Laser infrared radiation is present when fiber-optic connector is open and optical

interface is installed. Laser infrared radiation is not visible to naked eye or with laser

safety glasses.

Ensure no optical power is connected to fiber being tested. An optical power meter must

be used to ensure all optical power has been removed.

Do not disassemble modules to clean fibers. Disassembling module could cause damage

to optical splices and could void warranty.

To preserve integrity of fiber-optic connectors, observe the following precautions:

• Do not use cleaning swabs more than once.

• Do not use alcohol or any type of liquid to clean fiber-optic connectors.

• Do not use canned air to clean fiber-optic connectors. Canned air propellant leaves

residue that clouds fiber-optic connectors.

• Do not touch polished optical surface of fiber-optic connector. Oil from skin can

degrade performance of fiber-optic connector and attract dust particles.

• Always use protective covers to protect disconnected fiber-optic connectors. When

protective covers are not in use, store them in a clean container. Do not store

protective covers in clothes pocket.

Before you begin

This section describes how to assemble the SMB-75K4C3. The process shown below is

based on a typical E3 coaxial connector. The process in field may be different, if a

different coaxial connector is used.

2 Strip the cable inner conductor, dielectric, drain wire, braid/AL-PET tape and jacket as

per “Recommended cable stripping detail” in the figure. Be careful not to damage the

braid, drain wire and inner conductor. Do not nick braid, drain wire and inner conductor

of cable.

3 Insert the inner conductor into conductor PIN as show. Make sure the inner conductor of

cable is visible inside hole of conductor PIN. Crimp it with the crimp tool. Then slide the

ferrule onto the cable and flair braid to facilitate insertion of body.

post of connector main body between the dielectric and braid (included drain wire and

Install FTP server

Description

File Transfer Protocol (FTP) services should be installed and administered by the local

customer organization responsible for workstation operations. Follow customer

guidelines.

This procedure can be used to determine if FTP service is running, install generic

Microsoft 2000 Professional, Internet Information Services (ISS) and/or configure a

generic FTP service. Customer guidelines can vary. Consult appropriate local

organization before installing any Microsoft products.
