The World Congress on Long Term Care in Chinese Communities was
held every year since 2002. It is a major event to highlight the advances
of development in Long Term Care in different Chinese Communities
in the world. The conference was held in Hong Kong in 2002, Taipei in
2004, Shanghai in 2005, Macao in 2006, Beijing in 2007, Taipei in 2009
and Shanghai in 2010. The conference was attended by academics, policy
makers, practitioners from various fields related to Long Term Care and
each year more than 500 participants from various countries participated in
this important event on Long Term Care in Chinese Communities.
In 2011, the Hong Kong Association of Gerontology, in collaboration with
the Association of Long Term Care in Chinese Communities, is hosting
the 8th World Congress on Long Term Care in Chinese Communities and
Asian Ageing Development Conference in Hong Kong, from November 24-26. It also incorporates the
celebration of the 25th anniversary of the Hong Kong Association of Gerontology. The conference theme
is “3As in Aged Care – Advocacy, Advancement and Achievement”. It integrates the different aspects of
aged care and long term care in Chinese Communities and Asian countries.
This conference draws together a diverse range of researchers, practitioners, service providers, policy and
planning representatives, educators and others working in all areas of long term care. Invited keynote and
plenary speakers from various countries in the region and other countries, as well as symposiums, papers,
and posters of the latest advances will be presented, along with pre and post conference workshops on
specific issues. In addition, we have arranged for interesting organization visits covering hospital geriatrics
services, community care and institutional care facilities.
We look forward to meeting you in Hong Kong at the Conference.

Prof. Kenneth ROCKWOOD, Dalhousie University, Halifax, Canada
Kenneth Rockwood, MD, FRCPC, FRCP, Professor of Medicine (Geriatric Medicine &
Neurology) Dalhousie University, Halifax, Nova Scotia Canada
Topic: Frailty in Relation to the Accumulation of Deficits: Clinical and Scientific Implications
Prof. Kenneth Rockwood has had a longstanding interest in clinical and epidemiological
aspects of frailty, dementia and delirium. He has focused his investigations on the
complexity of frailty, and on what can be termed ‘clinico-mathematical correlation’. Prof. Rockwood has
published more than 300 peer-reviewed scientific publications and seven books, including the seventh
edition of the Brocklehurst’s Textbook of Geriatric Medicine & Gerontology. He is the Kathryn Allen
Weldon Professor of Alzheimer research at Dalhousie University, and a staff internist and geriatrician
at the Capital District Health Authority in Halifax. He holds several CIHR grants, including as Principal
Investigator of the Canada China Collaboration on Aging and Longevity and the Canadian Dementia
Knowledge Translation Network. The latter is a national, multicentre project to provide better care for
people with dementia by facilitating and carrying out translational research and knowledge translation.
A native of Newfoundland, he became a Doctor of Medicine at Memorial University in 1985, completed
internal medicine training at the University of Alberta and geriatric medicine at Dalhousie University,
where he has been on staff since 1991.

Topics: The Impact of Filial Piety on Long-Term Care Policies for Older People in East and
Southeast Asian societies
Prof. Nelson Chow is Chair Professor at the Department of Social Work and Social
Administration of the University of Hong Kong, also currently holding the Henry G. Leong Endowed
Professorship in Social Work and Social Administration. He is a member of the Commission on Strategic
Development and the Community Care Fund of the Hong Kong SAR Government. Prof. Chow has published
widely in issues related to ageing, filial piety, poverty and social security. He has been President of Hong
Kong Association of Gerontology.

Prof. Debbie TOLSON, Professor of Gerontological Nursing,
Glasgow Caledonian University, UK
Topic: Improving Nursing Home Practice with Older People: A Global Agenda
Prof. Debbie Tolson is currently Professor of Gerontological Nursing in the School of
Health and Life Sciences, Director of the Scottish Centre of Evidence-Based Care of Older
People, and Later Life Research Group Leader within the Institute for Applied Health Research at Glasgow
Caledonian University, UK. Prof. Tolson gained a first class BSc (Hons) Nursing Studies from South Bank
Polytechnic/Guys Hospital, MSc Nursing from University of London, and PhD from Glasgow Caledonian
University. She is a nurse leader with an international reputation for advancing evidence based care with
older people and the use of communities of practice to improve interdisciplinary practice within nursing
homes, hospitals and community settings.
In 2010 her contribution to research with older people was recognised by St Louis University (USA) Medical
School through the award of the Jim Flood Memorial Alzheimer Disease Distinguished Lectureship. She
is a Fellow of the Royal College of Nursing UK, and an Honorary Fellow of the Queens Nursing Institute:
Scotland. She was the recipient of the Sigma Theta Tau International, 2007 award for the Best of
Worldviews on Evidence Based Nursing. She has published over 100 peer reviewed research papers, other
outputs include national care guidance for nurses and patients, edited books and book chapters, radio
broadcasts and popular press.
Dr. Russell Donald CLARK, Senior Lecturer, University of New South Wales,
Australia
Topic: Better Bones and Brains in Ageing Australians
Dr. Russell Clark is currently a part-time senior lecturer in the Faculty of Medicine at University of New
South Wales, Australia and St Vincent’s Hospital, and at the Notre Dame Medical School. Russell retired
from clinical practice as a geriatrician, on returning from missionary service to Tanzania, where he served
with his wife, Kay, from 2002-2008, attached to the Kilimanjaro Christian Medical Centre and the Tumaini
University.
Russell is a specialist physician, having trained at the Royal Prince Alfred Hospital, Sydney, and Kings
College Hospital, London. Russell was the founding Head of the Department of Medicine and Geriatric
Medicine at the United Christian Hospital, Hong Kong from 1974-84 and was the founding Head of the
Department of Geriatric Medicine at St Vincent’s Hospital from 1984.

Topic: Current Trends in Long-Term Care Building Design with a Focus on Dementia
As one of Australia’s best known architectural specialists in the Elderly Care industry, Mr. David Lane has
worked on major domestic projects in all Eastern states across the private, public and charitable sectors. He
has directed work on significant international projects located in Singapore, Malaysia, Indonesia, Japan,
Korea, Hong Kong, United Kingdom, Taiwan, Canada, US and China. He is currently involved in projects in
Malaysia, the United Kingdom and China, as well as some exciting new initiatives in India. David has been
a Principal of Thomson Adsett since 1986 and was appointed as Group Chairman in 2004. He has been
instrumental in developing Thomson Adsett’s reputation as a Specialist Consultancy Practice through the
expansion of Retirement and Aged Care divisions in key growth markets around Australia. The practice
has designed over 1100 architectural projects in these sectors since 1984.
In addition, David has served on a number of Boards, including DACADS (Division of Aged Care and
Domiciliary Services) for Uniting Church Queensland and Presbyterian Aged Care. He is also involved with
the Australian Masters in Aged Care Services and The Salvation Army’s Aged Care Future Committee as
an advocate of social responsibility and corporate participation. His passion for issues impacting on the
elderly and their built environment is reflected in his highly regarded guest lectures both within Australia
and internationally.

Topic: Advances in Researches in Dementia
Prof. Ip’s major research focus is on signal transduction in the nervous system. In particular, she is interested
in understanding the molecular signals that control the precise wiring of neuronal circuit essential for
proper brain function. Her current research projects are aimed at elucidating the molecular mechanisms
that underlie neuronal survival, differentiation, axon guidance, synapse development and plasticity.
Research efforts are also directed at identifying novel molecular targets that are critically involved in the
pathophysiology of neurodegenerative disease, and using traditional Chinese medicine as a source to
identify drug leads for neurological disorders.

Prof. Shi-xun GUI, Shanghai, China
Topic: Population Ageing and Long term Care in China
Prof. Gui Shixun was born in Jan 1940 in Shanghai, Zhejiang Province, China. He
was graduated from Department of Politics and Education, East China Normal
University, Shanghai, China in 1962. He was lecturer in Politics and Economics
after his graduation in East China Normal University. He was Deputy Director of
Population Research Laboratory in 1981, then Deputy Director of Population Research Institute in 1983.
He was directly promoted from Lecturer to Professor in 1986. Prof. Qui was Director of Population Research
Institute in 1997. Prof. Qui was the Science Prize winner of China Population Award in 2005. He was also
granted an outstanding contributions award in Gerontology in 2010.
Prof. Qui now is Tenured Professor and Supervisor for PhD students in East China Normal University.
He is adjunct with many social duties, such as member of Demographic Planning Team (Education
Accreditation Team) of National Philosophy Social Sciences Research, member of the Expert Committee of
Studies in strategies for responding the aging population in China, member of Research Panel Committee
of Population and Development Studies Center, Renmin University of China, Associate director of
Gerontological Society of Shanghai etc…
Prof. Qui has published 20 books and over 180 journal articles, In the projects he conducted by himself or
as principal; over 10 projects won Province (Ministry) Excellent Awards. He was invited as guest speaker
and cooperative researcher for more than 40 times by various overseas countries, such as U.S.A., Canada,
Japan, United Kingdom, Finland, Korea, Thailand, Singapore, Taiwan, Hong Kong and Macau.

Topic: A Dynamic Model of Care for Late Onset Cognitive Impairment
Prof. Linda Lam is Professor and Chairman at the Department of Psychiatry of the Chinese University
of Hong Kong (CUHK). She graduated from the CUHK, and was trained as an old age psychiatrist. Prof.
Lam is the Director of the Dementia Research Unit in her Department. Her main research interests have
been the assessment of cognitive and neuropsychiatric symptoms in Alzheimer’s disease, as well as the
identification of risk factors for cognitive decline in late life. At present, Prof. Lam also serves as the
President of the Chinese Dementia Research Association and the Hong Kong College of Psychiatrists, and
the Chief Editor of the East Asian Archives of Psychiatry. She also serves as grant reviewer for the local
grant bodies, the Alzheimer’s Association and Alzheimer’s society.

Dr. Oyunkhand RAGCHAA, Director Gerontological Center, Mongolia
Topic: Health and Ageing in Mongolia
Dr. Oyunkhand Ragchaa was born in Ulaanbaatar, the capital of Mongolia. Dr.Ragchaa
completed her study in Mongolian National Medical University during 1984-1992. She
obtained her master degrees in Medical Science in 1998 and Management Science in 2002.
Dr. Ragchaa continued her studies and gained many professional qualifications and
awards, including Certificate of Bronchoscope from General Hospital of Irkutsk, Russia in 1994, Certificate
of Endoscopy from Mongolian National Medical University in 1994, Diplomas of Internal Medicine and
Psychiatry from Mongolian National Medical University in 1998 and 2001 respectively, Certificate of
Geriatrician and Rehabilitation from Postgraduate University of Singapore General Hospital, Title of
Clinical Professor of Mongolian Medical Research Institute in 2006 and Certificate on Health Management
from National Centre of Heath Development , Mongolia in 2007. She was also awarded Certificate of
Honorary Worker of Health Sector in 2003 and Honorary Medal of Labor, Mongolia in 2008.
Dr. Ragchaa at present is the Director of Gerontological Centre under jurisdiction Ministry of Heath
(2006-now). She was the Head of Gerontology-Rehabilitation Centre (April 2003-Jun 2006) and
Physician at Central Clinical Hospital III (July 1992-April 2003). Dr. Ragchaa is adjunct with many social
duties such as President of Mongolian Association of Gerontology and Geriatrics, Member of Aging
Consortium of Asia Pacific (ACAP), Secretary of Council for Rehabilitation at Ministry of Health in 2009
and General Specialist of Council for Elderly Health and Rehabilitation at Ministry of Health in 2011.

Topic: Issues in Long Term Care in Chinese Communities
Dr. Leung is President of Hong Kong Association of Gerontology and also convenor of the Association
of Long Term Care in Chinese Communities. Dr. Leung is currently Consultant Geriatrician and Head of
Division of Geriatric Medicine and Rehabilitation of United Christian Hospital, Hon Associate Professor
of Department of Medicine, Chinese University of Hong Kong, Hon Associate Professor of Department
of Medicine and Department of Social Work and Social Administration of University of Hong Kong,
Chairman of Departmental Advisory Committee of Department of Applied Social Studies, City University
of Hong Kong. He is also President of Hong Kong Continence Society. He is council member of Hong
Kong Geriatrics Society, convenor of Special Interest Group in Continence Care of Hong Kong Geriatrics
Society. He has been Chief Editor of Hong Kong Journal of Gerontology and is currently the Co-chief
editor of Asian Journal of Gerontology and Geriatrics.

Dr. Leung is council member of International Association of Gerontology and the Asia/Oceania Region
of International Association of Gerontology and Geriatrics (IAGG). He also serves as co-convenor of the
Scientific Subcommittee of Clinical Medicine of the Asia/Oceania Region of IAGG. Dr. Leung has been
invited to lecture in symposium held in Korea, Japan, Singapore, Australia, China, Macau and Taiwan.
Dr. Leung’s major research interests are epidemiology in old age, health promotion, osteoporosis,
fall, stroke, incontinence, long term care and public policy in old age. Dr. Leung published widely in
local and international journals and has been contributor to a number of books on health and ageing.
Dr. Daisy Siu-kwan DAI, Chief Manager (Primary and Community Services),
Hong Kong Hospital Authority, Hong Kong SAR, China
Topic: Integrated Care for the Elderly from Hospital to Home
Dr. Daisy Dai, educated in Hong Kong, acquired her medical degree in 1979 from
the Faculty of Medicine, University of Hong Kong. She joined the government
workforce immediately after medical registration and was early in entering into
hospital administration in her career. She was conferred a Master degree in
Health Administration from the University of New South Wales in 1995 and had more than 10 years’
experience in managing acute and extended care hospitals before joining the HA head office team
in 2001. She is presently the Chief Manager of the Strategy & Planning Division, being responsible
for formulating plans and coordinating services related to primary care, elderly, rehabilitation and
community care as well as the development of patient support, building partnership and communication
mechanisms between patient groups and the Authority. In recent years, Dr. Dai had pioneered an
integrated discharge support program for the high risk elderly patients aiming to prevent avoidable
hospitalization and facilitate ageing in place. The program draws the medical and welfare sectors into
one multidisciplinary team in delivering tailor-made home support to the elderly patients and their
carers immediately after hospital discharge. The program has become one of the policy agenda of the
HKSAR and will be launched territory-wide in all districts of Hong Kong in the 4th quarter of 2011.

Prof. Piu CHAN, Capital Medical University, Beijing China
Topic: Advances in Investigation and Management of Neurodegenerative Diseases in Ageing
Prof. Piu Chan is currently a Professor and Director of the Beijing Institute of Geriatrics, Departments of
Neurobiology, Neurology and Geriatrics of Xuanwu Hospital of Capital Medical University, and Chairman
of Faculty of Geriatrics of Capital Medical University. He is the Vice President of the Chinese Society
of Gerontology and Geriatrics, Director General of the Geriatrics Society of Chinese Medical Doctor
Association, council member of the International Association of Gerontology and Geriatrics (IAGG), and Secretary of the
IAGG Asia-Oceania Region. He has been appointed as the Deputy Director and Principal Investigator of Chinese National
Human Genome Center Beijing since 2001. He was the President of the Society of Chinese Neuroscientists in America
from 1998 to 2000 and the Secretary of Asia-Pacific Society for Neurochemistry from 2000 to 2006. In 2002, he attained
First Award for Scientific Achievement from both Ministry of Education and Chinese Medical Association in the People’s
Republic of China. Prof. Chan is currently the Director of the National GCP center on neurodegenerative disorders and has
been the Principal investigator for six drug trials including phase I through IV.
Prof. Chan graduated from Human Medical College in Changsha and became a neurologist after the fellowship training.
He later acquired his Doctor of Philosophy in neurosciences from Sun Yan-Sen University of Medical Sciences in Guangzhou
followed by postdoctoral training at the Parkinson’s Institute in Sunnyvale, California, where he spent more than 10 years
as senior scientist before returning to Beijing in year 2000. Prof. Chan is well known for his clinical and basic research
on neurodegenerative disorders. He has been working on developing models for Parkinson’s disease including using
primates. He has been studying familial and susceptibility genes and risk factors for Parkinson’s and Alzheimer’s diseases
in a few unique cohorts in China. He has initiated projects investigating the role of polyphenols and Traditional Chinese
Medicine in prevention of neurodegenerative diseases. Prof. Chan has published more than 300 peer reviewed papers

and each route can serve 50 participants base on first come first served system. Participants can join either
organization visit or demonstration workshop. There is a reservation fee of HKD100 when you make the
registration and the fee will be refunded on the day of site visit.
Day Care Centre and Housing for the Elderly
Date : 26th November, 2011 (Saturday)

(1) Christian Family Service Centre Choi Ying Day Care Centre for the Elderly
This visit will demonstrate a centre-based care and support services during daytime to those frail
and demented elders and their caregivers. The participants will meet the frail elders coming to
the day care centre who are suffering from moderate or severe level of impairment. At the same
time, the participants will explore how the multi-disciplinary professionals intervene in the frail
elders’ daily activities to maintain their optimal level of functioning, develop their potential,
improve their quality of life and to live in their own homes wherever feasible and possible. The
interventions include rehabilitation training, nursing care and psycho-social development etc.
(2) Hong Kong Sheng Kung Hui Welfare Council Cheerful Court
“Senior Citizen Residence Scheme” is a brand new housing program for the public, which is
constructed by Hong Kong Housing Society and operated by Hong Kong Sheng Kung Hui Welfare
Council. It is specially designed for the elders with “integrated and one stop” residential service.
Cheerful Court is built under the concept of “home with living support” and “lease for life”,
inaugurated in 2004 and their target group is the middle income elders. The participants can
have a look on this newly designed housing program and apart from residential care units, they
will also see the clubhouse facilities, restaurant, wellness centres including clinical and Chinese
Herbalist medical services, dental and beauty services etc. Most importantly, the participants
will know more on the concept of “seamless care” and “long lease” arrangement after this
site visit.

Day Care Centre for Elderly with Dementia, Geriatric Department in Hospital and Residential Care Home for Elderly

(1) Jockey Club Centre for Positive Ageing
Jockey Club Centre for Positive Ageing is funded by The Hong Kong Jockey Club Charities Trust
for the first 3 years. The Centre was inaugurated in June 2000 and now operates on a self-
sufficient basis. It is the first centre which specialises and dedicates to provide quality services
to the demented elders and provide professional training in order to improve the care to them.
During the visit, the participants will be introduced to JCCPA’s wide range of services such as
day care service, respite service, home-based training, caregiver support, memory clinic and
Xpress memory hotline. At the same time, the participants will walk around the special designs
of the environment which is suitable and comfortable to the demented elders providing both
stimulations and orientation to them.
(2) Shatin Hospital
Formerly known as Shatin Infirmary and Convalescent Hospital and opened in 1991, the Hospital
is an extended-care institution that specialises in convalescent, rehabilitation, psychiatric,
palliative and hospice in-patient services. It also has Community Geriatric Assessment, Psychiatric
and Psycho-geriatric Outreach teams, and it offers Community Nursing and Community
Psychiatric Nursing services.
(3) Caritas Harold H.W. Care and Attention Home
This care and attention home is a 3-floor building with subvented and non-subvented places.
The home has joined the Residential Aged Care Accreditation Scheme organized by Hong Kong
Association of Gerontology since 2005 and the home wishes to continue to provide quality
care services to the elders living in the residential home. The participants will know how to
maintain the quality services and full fill the requirements of being accredited. In addition, the
participants will have a chance to see the operation of the hydro-pool facilities and how can
the elders benefited from this.

(1) Chi Lin Nunnery Aged Care Facilities
Chi Lin Nunnery Aged Care Facilities is a large complex including a variety of elderly services
including Day Care Centre, rehabilitation centre and Care Home for Elderly. It is built based
on the Tang Dynasty temple style to conform with the adjacent Nunnery. The participants will
meet the elders who are living in the residential care home, day care centre and rehabilitation
centre. Chi Lin Nunnery will introduce their daily operations and provision of care programs to
the participants. The participants can have a look on this integrated elderly care services with
traditional Buddhism background during the visit.

Nursing Home Service, Hospice Care and Geriatric Service in Hospital

(1) Haven of Hope Nursing Home
The participants will visit a subvented nursing home and explore their multi-disciplinary
professionals’ services. The professions include social worker, nurses, physiotherapist,
occupational therapist and medical team. The home will show their quality care services to the
participants and they will meet the frail elders who suffer from severe impairment.
(2) Haven of Hope Holistic Care Centre
Haven of Hope Holistic Care Centre is purposely designed to provide holistic care for the frail
elders, chronically ill and patients with late stage cancer with an integrated approach in medical
service and spiritual ministry. Through a quality medical and nursing team, state of the art care
facilities and a tranquil environment, the centre aims ay bringing comfort, dignity and peace to
the residents in face of physical illnesses and even death. Participants will understand the special
characteristics of these services including: 24-hour specialist-led medical and nursing care; high
grade medical care facilities; psychosocial & spiritual care; how to tailor-make a holistic care
plan with the residents and their families and experience the home-like feelings and tranquil
environment personally.
(3) Haven of Hope Hospital
This site visit will introduce the speciality service areas of Haven of Hope Hospital including
Geriatric and rehabilitation service, pulmonary and palliative care service. The participants will
explore their services operation and the effectiveness of services provided to the elders in need.

Demonstration workshops will be organized on 26th November, 2011 from 2pm to 5pm. The aims of the
workshops are to demonstrate some innovative and good practice service programs to the conference
participants which fit for the conference theme “3As in Aged Care-Advocacy, Advancement and
Achievement”.

Discover Hong Kong
Hong Kong is situated on the southeast coast of China at the mouth of the Pearl River facing the South
China Sea. The territory is made up of Hong Kong Island, the Kowloon Peninsula and the New Territories.
At the core is Victoria Harbour, which separates Hong Kong Island from Kowloon Peninsula and beyond

The Hong Kong Association of Gerontology (“HKAG”), a member of the International Association of
Gerontology since 1989, was founded in 1986 by a group of professionals including geriatricians,
psychiatrists, nurses, social workers, physiotherapists, occupational therapists, clinical psychologists and
academics. The Association was established with the aims of promoting the discipline of gerontology
and improving the quality of aged care services in Hong Kong. The mission of HKAG is to promote the
advancement of health care, social care and long-term care of older people in Hong Kong and the
furtherance of studies and education in gerontology. It is celebrating its 25th anniversary in 2011.
Locally, the Association has been holding an Annual Congress of Gerontology since 1992. The Annual
Congress provides opportunities for local key government officials, local practitioners, gerontologists and
internationally renounced gerontologists to share their academics studies, knowledge and experiences.
Hong Kong Association of Gerontology hosted the 5th Asia/Oceania Regional Congress of Gerontology in
1995 in Hong Kong and also organized First World Congress on Long Term Care in Chinese Communities
in 2002. Internationally, the Association has established good networks with many different countries
especially with Mainland China and Macau through in-service training, academic exchanges and scientific
activities. The Association also provides consultancy services to government and non-government
organizations in Hong Kong, Macau and China on aspects of aged care and policy developments
Hong Kong Institute of Gerontology was established on November 2000 with the goals of provide
training, conducting exchange programs and further developing gerontological research in Hong Kong.
It has offered over 400 different training programs to frontline care workers and professionals working in
aged care and over 10,000 students have been benefited from these training programs till now.
Residential Aged Care Accreditation Scheme (RACAS) was established in Hong Kong by the Hong Kong
Association of Gerontology in 2005 after a successful Pilot Project on Accreditation on Residential Care
Homes in Hong Kong funded by the government Lottery Fund in 2002-2004. RACAS is a system of voluntary
accreditation of residential care services for elders in Hong Kong to promote the quality of care through
promulgation of the quality process and outcome monitoring in residential care services for elders. In May
2008, the assessment tools of the RACAS have been accredited by the International Society of Quality in
Health Care (ISQUA) as the International Principles for Healthcare Standards. Since 2002, a total of over
100 residential care homes in Hong Kong has undergone the accreditation.
