    Service members, veterans and DAV all understand what “duty” means, so when a promise was made to the men and women who served, it became our duty to fulfill it. In volunteering for military service, we ask America’s sons and daughters to sign a blank check “up to and possibly including” their lives. And if, in the course of defending our ideals, they are killed, wounded or made ill, we promise that we will afford them or their survivors the opportunity to enjoy the American way of life made possible by their sacrifice.

    This is a duty and responsibility we cherish and take pride in at DAV. We are veterans helping veterans, fighting to ensure our brothers- and sisters-in-arms get all the benefits they have earned.

    There are many obstacles veterans face when transitioning to civilian life. Every day, we work directly with veterans, providing assistance in what can be a difficult and uncertain time. Many need access to health care for service-connected medical conditions, as well as secure and stable employment or the means to continue their education. While many benefits and programs exist for veterans, navigating the system can be challenging. A friend to lend a guiding hand—especially someone who has already gone through the process personally—can go a long way in ensuring a successful transition.

    DAV is honored to have been that friend for nearly a century and proud to carry this mission on into the future.

    The DAV National Service Foundation exists to ensure veterans have access to free professional assistance in obtaining the services and benefits they earned. This is especially critical for the men and women who have come home ill or injured as a result of their military service.

    It is our goal that no veteran walks this path alone. By providing support for DAV’s core mission of service through the National Service Foundation, we are able to walk alongside them each step of the way.

  • The DAV National Service Foundation develops financial resources for the assistance, aid, maintenance, care, support and rehabilitation of ill and injured veterans and their families. In doing so, the foundation offers direct services while also contributing to the established service programs of DAV offices nationwide.

    Within these pages, veterans who have served and sacrificed in our armed forces are featured. While many were injured physically, all have carried with them the emotional scars of trauma experienced in the line of duty. In order to help them heal, the foundation is ensuring we provide them with a lifetime of support.

  • Since being founded in 1920 as an organization of veterans helping veterans, DAV has served the nation’s ill and injured heroes tirelessly and has become the most trusted advocate for this population.

    The DAV National Service Foundation, which was incorporated in 1986, has played a special role in ensuring the long-term financial stability needed to support DAV services at the local, state and national levels. Using resources from the foundation, DAV is able to continue caring for veterans of today and tomorrow.

    One of the foundation’s core missions is to support DAV’s daily work to meet the most significant and immediate needs of veterans. This includes providing free professional assistance with disability claims and benefits; no-cost transportation to and from medical appointments; and other vital services imperative to the quality of life of veterans and their families.

    Increasing public awareness about the foundation’s mission to help veterans is an extremely important component of what we do. When we are able to open the hearts and minds of the American people, they better understand the needs of ill and injured veterans and their families. This enables us all to help do our part to ensure they are properly cared for in the long term. Your support of the foundation allows us to be there whenever our sick and wounded veterans need us.

  • DAV is comprised of veterans dedicated to helping their fellow veterans. The reason for this is straightforward: we all have shared similar experiences and challenges and fought to secure the benefits we earned through service.

    At the end of the day, we don’t want to see any veteran struggle or be on their own in pursuit of their benefits. DAV is here to provide both a friend and benefits expert to guide our veterans to a successful transition.

    As of Sept. 30, 2016, there were 21,368,146 veterans potentially eligible for VA benefits, 9.05 million enrolled in the VA health care system, 4.4 million receiving disability benefits and 1 million who had obtained VA education benefits, according to a 2016 report by the Department of Veterans Affairs.

    Too many veterans never receive the benefits they have earned for a variety of reasons. Some are unaware of what is available to them, while others are unable to

  • apply due to the severity of their injuries. Others may live in rural areas or otherwise lack the transportation to meet with a claims specialist. Among women who’ve served, studies have found many do not even recognize themselves as veterans, which inhibits their pursuit of earned benefits.

    DAV national service officers and transition service officers have built a stellar reputation over the past nine decades as the premier experts on veterans benefits. They not only have firsthand experience with the claims process as veterans themselves but also spend a year in specialized, on-the-job training and undergo continued education that keeps them at the leading edge of their field.

    Many women veterans don’t recognize themselves as veterans, which hinders them from seeking earned benefits.

  • Program Services OverviewThe Columbia TrustThe National Service Foundation’s Columbia Trust is a restricted fund that provides direct support to help veterans and their families at the state and local levels. Through the Columbia Trust, funds are channeled to DAV departments and chapters who wish to implement critical service projects for veterans and their families but lack the financial resources to do so. Programs supported by the Trust are evaluated extensively to ensure that service projects exhibit a compelling need and that funds are used in the most efficient way possible.

    Grants awarded from the Trust focus on four areas of service: transportation for veterans to and from VA medical facilities; costs associated with hospital service coordinators; costs associated with department service officers or chapter service officers, including service school expenses; and assistance for initiatives combating veteran homelessness. New and unique veteran service initiatives are also encouraged. During 2016, the Columbia Trust awarded grants totaling more than $1.8 million to chapters and departments throughout the nation.

    TransportationIn 2016, the Columbia Trust was able to help chapters and departments purchase 112 new vehicles, which were donated to the VA as part of the DAV Transportation Network. DAV and DAV Auxiliary members and nonmember volunteers provided 1,595,505 hours toward the operation of this vital program. These individuals drove a total of 22,991,700 miles, providing free rides for 673,269 ill and injured veterans to and from VA medical facilities for appointments.

    Hospital Service CoordinatorsAt 197 VA medical centers around the country, DAV connects volunteer drivers with transportation requests from veterans. In doing so, they contribute to the strong and steady presence of DAV at VA medical facilities. Further, service coordinators are often instrumental in helping veterans and their families fill out claims for VA benefits, which are forwarded to DAV service officers for professional development. The efforts of the HSCs have made the Transportation Network the success it has been since 1987.

    Department and Chapter Service OfficersDepartment and chapter service officers support DAV departments and chapters in fulfilling the goals of each area’s service initiatives. They also work closely with national service officers to process VA disability claims and to help ensure veterans and their families receive the benefits they deserve.

    Helping Homeless VeteransThe foundation helps support programs to end veteran homelessness, an epidemic that has affected far too many of our nation’s heroes. In 2016, it was estimated that roughly 40,000 veterans experienced homelessness on a single night in January. Twice as many are estimated to be at risk of homelessness.

    With the VA committed to ending veteran homelessness, the foundation’s support of Homeless Stand Down programs have become even more critical. The foundation provides funds to get veterans off the street and into VA facilities, where they are provided with a free hot meal, medical and dental care, health screenings, warm clothing and access to benefits information.

    These services help give homeless and at-risk veterans a path to independence and improved health. As a result of collaborative efforts to tackle this problem, the Department of Housing and Urban Development has charted a 50 percent decline in the number of estimated homeless veterans since 2010.

  • The DAV National Service ProgramThroughout 2016, the foundation disbursed $415,000 to assist the national organization in providing essential services to our veterans and their families. Mostly, this support aided DAV’s National Service Program, which provides veterans with no-cost professional claims service throughout the nation.

    Grants from the foundation also helped NSOs with the supplies and equipment—such as copiers, scanners, printers, office furniture and reference manuals—critically important to completing their mission. Funds also enhanced the NSO Structured and Continued Training Program. This platform is continually evolving to ensure that the most up-to-date information and technology are available to service officers.

    The DAV National Legislative Program Furthermore, the National Order of Trench Rats (NOTR), comprised of DAV members, maintains a special legislative fund within the foundation. Each year, interest earned through this fund supports the work of DAV’s National Legislative Department. The fund increases annually thanks to NOTR support.

  • Financial OverviewContributors to the DAV National Service Foundation are truly humbling in their compassion and generosity. During 2016, the foundation’s supporters donated nearly $1.8 million in contributions and bequests.

    Even throughout a period of economic uncertainty, prudent investment strategies and fastidious management have continued to guide the foundation. Because of careful management, the foundation’s assets continued to increase in 2016, with investments exceeding $118 million to help ensure the longevity of services to our nation's heroes.

    Veterans can be best honored through wise stewardship of each dollar entrusted to the foundation. The foundation’s unwavering commitment to this model is clearly demonstrated through the nearly $2.3 million (91 percent) that was expended toward direct program services for veterans and their families last year. Management and general and fundraising costs accounted for just 9 percent of total expenditures.

  • The DAV National Service Foundation’s generous supporters are the reason we can execute our mission and continue to benefit veterans and their families. Each gift is sincerely valued and profoundly needed by the veteran population. As a component of our appreciation, the foundation has established a program to recognize those who have donated $100 or more during a given year.

    Perpetual Rehabilitation FundThe foundation’s Perpetual Rehabilitation Fund is designed to ensure funds are available to serve America’s veterans and their families—today, tomorrow and well into the future.

    Many gifts are given to honor DAV national service officers, departments, chapters, Auxiliary units and individual members. Some are made in honor of or in memory of friends and family. Moreover, some gifts are given as part of living trusts, life insurance policies or other estate plans. These gifts are reflected in the foundation's Honor Roll of Benefactors each year.

    All gifts, no matter the amount or how they are contributed, have played an important role in the advocacy and rehabilitation of injured veterans across our nation.

  • If it weren’t for the continued outstanding support of the individuals and organizations who contribute to the foundation, veterans and their families simply would not be able to access the same level of unparalleled and vital services needed for progress. Each of these individuals—every veteran and family member—owes thanks to the supporters of this foundation. The foundation’s Honor Roll of Benefactors is only one small expression of gratitude for their part in helping to keep the nation’s promise to its veterans.

    Caring for our nation’s injured heroes is a progressively challenging task that requires incredible compassion and understanding on a personal level. What follows is a tribute to the individuals and organizations who have answered the call to aid in this meaningful mission. In browsing through the names, consider the gravity of their pledge. If you know someone who has made an important contribution, do not hesitate to thank him or her for the commitment and support. Individuals who are part of a contributing organization—be it a DAV chapter, Auxiliary unit, department or other group—can take pride in knowing that their contributions greatly impacted others, and in a significant way.

    To those individuals listed, DAV offers its most sincere appreciation. The kindness of the foundation’s benefactors will never get overlooked, as it’s their support that has helped change the lives of countless veterans and their family members. The support enables DAV to provide continual services to those who’ve served.

    The foundation recognizes donors—both individuals and organizations—based on the generous contributions received annually and, in total, over time. A contribution of $100 or more in cumulative giving will be recognized in the year in which the donor meets that threshold. This benchmark establishes an individual fund within the Perpetual Rehabilitation Fund and earns donors a spot on our Honor Roll.

    On the next few pages, you will see listings for various awards, along with a description of what Honor Roll members have done to achieve those awards. These individuals have years to achieve a given goal and are an example of what others can accomplish if they begin working toward a goal now.

    In 2013, the Washington, D.C.-based law firm Finnegan, Henderson, Farabow, Garrett & Dunner, LLP (Finnegan) received the DAV National Service Foundation Exceptional Donor Award for its remarkable contributions to both the foundation and the greater veteran community. Since then, the firm has continued its annual donations, which, combined, are nearly $1.8 million. Finnegan was also the first law firm to partner with DAV in offering pro bono representation at the U.S. Court of Appeals for Veterans Claims. Finnegan holds a distinguished place in the history of the foundation for what remains one of the largest single-donor commitments.

    Additionally, Ernestine Schumann-Heink Chapter 2 in Missouri has displayed an overwhelming commitment to the foundation since 1979. The chapter’s unwavering loyalty is reflected in its annual donations, which, combined, total $582,020.
