Residence permit for third country nationals

A residence permit is an authorization to reside in the territory of Hungary for a limited duration of at least
three months and not more than two years.

General conditions of residence

�they are in possession of a valid travel document;
�they are in possession of permission for entry and stay for example: a visafor a validity period of longer than three months,a residence permit,animmigration permit…;
�they are in possession of the necessary permits for return or continuedtravel;
�they justify the purpose of entry and stay;
�they have accommodations or a place of residence in Hungary;
�they have sufficient means of subsistence and financial resources to covertheir accommodation costs for the duration of the intended stay and for the returnto their country of origin or transit to a third country;
�they have full healthcare insurance or sufficient financial resources forhealthcare services;
�they are not subject to expulsion or exclusion, they are not considered to be athreat to public policy, public security or public health, or to the national securityof Hungary.

The third-country nationals applying for interim permanent residence permit, anational permanent residence permit or an EC permanent residence permit mustsatisfy the following conditions:� must have a place of abode and subsistence in the territory of Hungary secured;
� must have full healthcare insurance or sufficient financial resources for healthcare services; and
� must be exempt from any reason for rejection set out in Hungarian law.
whose residence in the territory of Hungary constitutes a threat to public securityor national security;who is subject to expulsion or exclusion from the territory of Hungary or forwhom an alert has been issued in the SIS for the purposes of refusing entry;who has disclosed false information or untrue facts in the interest of obtainingthe permit, or misled the competent authority;.

Sub-registers of the Central Immigration Register are: EGT (EEA – Register ofEEA citizens and their family members), KNVR (CNVS), IDTV (Register for third-country nationals), T, R, J, U, and the sub-register of affected persons by someextraordinary event.
The central immigration register shall contain the following natural identificationdata of the persons falling within the scope of immigration sub-registers (hereinafterreferred to as „natural identification data”) (Act II. of 2007, Chapter X., Section 94):
a) surname and forename (names);
b) surname and forename (names) at birth;
c) any previous surname and forename (names);
d) place and date of birth;
e) sex;
f) mother’s surname and forename (names) at birth;
g) nationality (nationalities) or stateless status.

The central immigration authority shall keep the following sub-registers on the personal data of EEA nationals and familymembers (Act I. of 2007, Chapter VI, Section 75):
1. register of EEA nationals holding registration certificates,
2. register of holders of residence cards,
3. register of holders of permanent residence cards,
4.register of EEA nationals and family members subject toexpulsion or entry ban,

The sub-registers relating to the documents certifying the right of residence (1.-3.)contain the following data:
a) birth name and married name, personal identification number and the addressshown on the registration certificate,
b) the time of registration, and the time of submission of the application for theresidence card,
c) the data from the travel document or identity card,
d) the number, type and validity of the document certifying registration or theright of residence, and the duration of any extension,
e) the data and the reason for the withdrawal of the document certifyingregistration or the right of residence, where applicable,

The immigration authority shall process the following data of third-country nationals inconnection with applications for residence permits and the residence permits issued:
a) natural identification data;
b) facial photograph;
c) travel document particulars;
d) the purpose and planned duration of stay;
e) particulars of the documents provided in support of the conditions required for entryand stay;
f) the fact and reasons for the refusal of a new residence permit or for the extension ofan existing one, and for the withdrawal of a residence permit;
g) the number; serial number and validity period of the residence permit issued(extended)
h) the date of first entry and final exit;
i) address of the place of accomodation.

c) travel document particulars;
d) particulars of the documents provided in support of the conditions required for these permits;
e) the fact and reasons for the refusal of these permits or for the extension of existing ones, and forthe withdrawal of these permits;
f) the number, serial number and validity period of the permits issued (extended);
g) the date of first entry and final exit;
h) home address;
i) personal identification number;
j) number of personal identification document

This statistical system runs on PHP-programming language and unites the sub-registers of
the OIN. The System is in use from January 2009. The database uses POSTGRESQL –
both of the database and the PHP-language are open-source software.

individuals)

The statistical system contains the daily updated copy of data of cases which are maintained
in the sub-systems. All the previously mentioned databases are updated every day, except
IDTV which is updated once in a month. The fact that the statistical system contains copy
of the sub-systems ensures the fastest access to statistical data.

Statistics on residence permits „RP-statistics, RP1-RP6 tables”
• Permits issued during the reference period
• Permits issued during the reference period and granted on the occasion of a person changingimmigration status.

• Number of long-term residents at the end of reference period.
