A preliminary investigation was conducted at the property, which involved searching for any visual indicators of the use or manufacture of methamphetamine. No such indicators were found. Screen Testing

We are pleased to report that the results of the inspection and screening test indicate that this property, based on samples taken, is not contaminated above the NZ Standard 8510 recommended level of 1.5µg/100cm2. We also found no evidence of a previous clandestine methamphetamine laboratory inside the premises.

Background Information

Clandestine methamphetamine laboratories, or clan meth labs, are a growing problem in New Zealand. They can be used to manufacture different types of illegal drugs such as heroin, cannabis oil, cocaine and ecstasy, but research indicates that only around 10% of clan meth labs are found and dealt with by the police. This means that a majority of dangerous properties may be left undetected for years, only being tested when occupants notice health issues arise.

Clan meth labs are often portable and consist of various apparatus and chemicals used to make the drug. They can be located anywhere including private homes, motels, vehicles and commercial properties. There are several different methamphetamine synthesis routes which can be used to manufacture the drug, and the harmful by-products that are generated can vary depending on the steps taken.

Methamphetamine Hydrochloride is the most commonly manufactured drug in clan meth labs in New Zealand. The substance is a yellow or white crystalline powder, and a large amount of toxic chemicals seep into the surrounding environment during its manufacture. The level of contamination can vary depending on a number of factors, including the amount processed, batches made, and the ventilation systems used. Due to the different products and by-products which can be present and the cost of performing a variety of tests, Arizto tests for methamphetamine concentrations only.

Methamphetamine contamination may be left on surfaces and in absorbent materials (carpets, furniture, and insulation) sinks, drains and ventilation systems. Contaminants found in clan meth labs pose health hazards to people and animals exposed to them. The New Zealand Police grades meth clan labs from A to D, with ‘A’ representing active labs currently manufacturing the drug, or precursors to the less threatening at ‘D’, which indicates only chemicals and equipment being present.

Research has also indicated that people who smoke methamphetamine inside dwellings can leave a house contaminated to levels of methamphetamine just as high as a clan meth lab.


Health Hazards

The effects of living in a house that has manufactured methamphetamine are well known toHealth Authorities. Total exposure to methamphetamine with a contaminated structure can come from exposure to the surface or by simply breathing in the air. Vulnerable population groups living in a contaminated house are at risk, with babies 6-24 months old being the most vulnerable.

Common symptoms of methamphetamine exposure include nose and throat irritations, breathing difficulties, itching sensations of the skin, unexplained rashes, irritation of the eyes, feelings of depression and anxiety, chronic sense of fatigue, and aching joints and body. However, any of these symptoms may be caused by other factors.

Rental Property Requirements

Any rented property that is contaminated with a level of methamphetamine over 1.5 µg/100cm2 is required to be cleaned and decontaminated under the Residential Tenancies Act 1986. This must be undertaken by a certified cleaning company.

Assessment and Testing

Visual Examinations involve searching for corrosion, staining, and other visual indications relating to drug manufacture on surfaces throughout the property.

Screen Testing involves collecting approximately six samples from surfaces throughout the property. These samples are tested on site which gives an immediate result as to whether a surface is contaminated above the threshold of 1.5 µg/100cm2 in those areas.

Swab and Sample Testing involves collecting samples from surfaces which are sent to a laboratory (usually Gas Chromatography) for analysis. This process detects the level of concentration of methamphetamine on surfaces, and determines which aspects of a property need cleaning or replacing.



The investigation conducted by ARIZTO was performed in accordance with the NZ Standard 8510 methods. All sampling undertaken by Arizto Ltd has been conducted without bias in an impartial and objective manner.

As always, in compliance with Occupational Health and Safety and to minimize any possible cross contamination, appropriate personal protective equipment (PPE) was employed.
