Parking will be limited due to the construction. Please encourage folks to carpool. There are a few parking spaces in the parking lot immediately behind the church on the last row in front of the shrubs. There is a small parking lot across the street on Fleetfoot from the Church. The remaining parking will be on Lakeview Avenue in front of the Church and across the street. Fleetfoot Street extends across Lakeview Avenue and I would encourage individuals to park there so they do not have to walk so far. The church will have people directing parking. Everyone must enter the front door of the Church off Lakeview Avenue. Registration will be just inside the front door. When inside, turn to the right, walk up three/four steps and enter the Sanctuary. We will also have hostesses to help anyone inside the church besides signs giving directions.

Preliminary Business o A quorum was declared and on motion/second, the roll was formed by signatures obtained

during registration showing an attendance of thirty (30) teaching elders, two (2) minister members from denominations in correspondence, twenty-two (22) ruling elder commissioners (representing twenty-one (21) churches), and six (4) elder members of presbytery: fifty-eight (58) voting members. Also present and not otherwise registered were four (4) corresponding members, and one (1) staff member of the presbytery total registered attendance of sixty-three (63).

o On motion/second, the docket was adopted as distribution. Corresponding Members

o On motion/second, Teaching Elder Cheryl Edmonds (Cincinnati) was seated as a corresponding member with voice and vote for her tenure at Oxford.

Redressing the Balance of Teaching and Ruling Elders for year 2015-2016 o As of December 31, 2014, there were sixty-six (66) resident teaching elders active in the life of

the presbytery. (According to the By-laws, honorably retired teaching elders are excused from presbytery meetings, therefore HR teaching elders are considered in the calculations only when they are serving a congregation [interim, temporary supply], are members of a presbytery committee and/or attend at least one presbytery meeting per year.) (starting page S – 12)

o At the end of this stated meeting and by presbytery rule, there will be sixty-four (64) ruling elder commissioners from member congregations, three (3) commissioned ruling elders, and four (4) ruling elders from Leadership Council and chairs of presbytery committees for a total

o Kirkmont Center, Inc.: Teaching Elder Diane Ziegler gave a summary of a written status report (Appendix F)

o NEXT Church Gathering: Teaching Elders Marci Bain, Laurie Davis and Kelley Shin (three of the nine attendees from PMV) shared impressions from the conference held in Chicago in March. They are intending to share follow-up information throughout the year.

o Service to Commission Haley Ingram as Young Adult Volunteer to New Orleans.

o Teaching Elder Greg Gibson reported on a men’s mission trip for Katrina relief which was a joint effort of the two congregations.

o On Motion: Approve the part-time (14 hours per week) Commissioned Ruling Elder covenant between the session of Bradford Presbyterian Church and Ruling Elder Michael Buker for one year beginning May 13, 2015. Duties: Preach and worship leadership, administer the Sacraments of Baptism and the Lord’s Supper, perform weddings and funerals for this congregation, provide pastoral care, advise and resource Session and congregational committees, attend meetings of the Presbytery of Miami Valley with voice and vote. Terms: Effective Salary $8,300.00; Professional Expense Reimbursement: $2,700.00; Professional Development Reimbursement: $1,170.00; Vacation: 4 weeks, including 4 Sundays; Study Leave: 2 weeks, including 2 Sundays.

o Service to Commission Ruling Elder Michael Buker as the Commissioned Ruling Elder to Bradford Presbyterian Church.

MINUTES Administrative Commission – Southminster PCUSA

Sunday, February 22, 2015

Attending: TE Lee Dorsey, RE Donna Courtney, TE Bob Wade, RE Barbara Wilson, TE Linda Niece. The meeting opened with prayer at 12:30 pm. Item 1: Listening sessions: the group shared impressions, information and insights from listening groups thus far. Listening groups have included the Youth, the ordained staff, presby groups and mixed groups. Also discussed was the annual congregational meeting which took place earlier today. Item 2: Separation ethics: the issue of separation ethics was discussed. The Committee on Ministry has sent correspondence to TE Megan Davis regarding the issue of continued contact with members of Southminster congregation. The AC to present to encourage session members to set an example in this important aspect and fro session members, as leaders of the church to teach and encourage members of the congregation to do the same. Item 3: Bridge Builders program. In the information flier from this program are listed 14 common problems facing congregations. As they were read through, we checked off individually any that would apply to the current situation at SPC. Each of us thought at least seven, and some thought a lot more, applied to our charge here and now. Question: What are the open-ended issues that Session can address? - Session can direct COM to continue working with Megan on Separation ethics - The COM liaisons, Joe Hookey and Bruce Bueschel to educate the Session on specifics

of separation ethics. Also propose ways to share information with the congregation on that as well.

- Present to Session for their consideration and discernment the Bridge Builders program. This, we agreed would have to be presented in an innocuous manner as one of several or many options to address to causes of division and disorder and discern constructive resolution of the issues. Suggest that a ‘blue ribbon committee’ comprised of members from differing camps, study and report recommendations to session.

There are a small number of remaining listening sessions, all of them important to our work. These should all be completed by the next scheduled meeting of the Administrative Commission. Upcoming business: SPC Session Meeting March 9. Barb and Lee attending. Next scheduled meeting of the AC is Tuesday, March 24 to be held at the Presbytery Office. APPENDIX G

 Property and Capacity Investments at Kirkmont Center since 2011 

& Priorities Going Forward  

Current as of May 1, 2015  

List of Property and Capacity Investments at Kirkmont Center since 2011  In 2011 Kirkmont Center staff, visitors, and inspectors discovered or shared information about safety risks, regulatory violations, and causes of deterioration that had to be addressed.  It was also clear that we would have to build capacity, as equipment was old and inefficient.  We assessed deferred maintenance of all buildings, equipment and vehicles, and grounds, and then aggressively addressed deficiencies.   

o Replaced the kitchen floor in Goodrich Lodge.  During the process we reconfigured floor plan, upgraded plumbing, rewired and reinstalled kitchen equipment. 

o Removed walk‐in freezer and refrigerator from Goodrich, remediated mold by ripping out affected floor and walls, and replacing ceiling in nurse station below.    

o Added new and more efficient refrigerator/freezer connected to the building. This provided both the requirement and opportunity for substantial rewiring in Goodrich.   (Presbytery of the Miami Valley is being paid back over time for its investment in refrigerator/freezer.) 

o Expanded Goodrich kitchen space by eliminating room that held the old refrigerator and converting room that held old freezer to storage space.  Added prep table provided by donor.    

o Tore out wood in Goodrich basement that was breeding mold. Installed continuous dehumidifiers.   

o Replaced culvert in roadway to Goodrich. o Renovated bathrooms in Dunaway to eliminate continuing water damage. o Bought a new mower that cut mowing time by five hours per week and used less fuel. o The cabents built 10‐15 years ago had not been certified for occupancy. Presbytery of 

Miami Valley hired an engineer to provide drawings, and then the Presbytery Executive accompanied KCI through the process to obtain appropriate variances. Installed a seasonal smoke detector in each cabent.  

o Added new roofs on two cabents.  o Replaced mattresses in all cabents.    o Painted pool and replaced pumps. o Replaced single points of failure—equipment including the submersible well pump and 

pumps that distribute water to campus—any of which could close a camp or program. o Replaced Goodrich leaking water heaters with two tankless water heaters with capacity 

to add one more.    o Removed false ceiling and heavy electrical furnace hanging above main hall in Goodrich.  

Both were no longer used, had absorbed water from roof leaks, and were in danger of falling into the main hall. Replaced top ceiling and insulation after roof was repaired.

Rewired and installed lighting, exposed original beams, repaired heating pipes, and rebuilt and painted walls. 

o Rewired and replaced lighting on Goodrich front porch.   o Closed Gate House office for all but storage and moved the KCI office to Goodrich due to 

safety issues (Presbytery of Miami Valley is being paid back over time for its investment in the building assessment). 

o Hired a professional wastewater operator who has addressed deferred maintenance issues on the system, helped comply with new regulations, and reduced overall operating expenses. 

o Replaced the golf cart. o Made major repairs on oldest tractor.   o Resealed chimney in Habitat House to stop systemic leaking.  Filled inadequate 

insulation in Habitat attic.   o Removed approximately 100 dead trees (primarily ash trees) in public areas that posed 

a danger to people or property. Removed stumps and re‐graded sites.   o Cleared space for a memorial tree grove set back from the labyrinth.  Planted and cared 

for DeLair memorial tree.  Began centralizing planting of memorial trees to ensure trees are marked and cared for.    

o Planted trees near County Road 10 entrance and provided protective cages.  o Began an annual inspection of the climbing wall, zip line, and giant swing by certified 

inspector and addressed deferred maintenance on those systems. o Maumee Valley church group refurbished vesper worship area near study pond.  o Repaired Goodrich roof (twice) and improved gutters.   o Replaced washer and dryer in basement of Goodrich.   o Deep cleaned and painted the Miami Bath House. o Cleared trails and installed trail markers at regular intervals.  o Corrected safety and structural stress issues with Croft House deck.  o Corrected buried wiring and conduit issues at Croft House.  o Corrected inadequate roof overhang with Croft and rear ground drainage issues, added 

better gutters and underground drainage from the building. o Replaced several Croft windows and doors, door jams, and walls after removing rotted, 

water damaged and deteriorating sections.   o Installed new carpet and flooring in basement, stairs, and kitchen of Croft house.

Improved compliance and reporting. o Complying with the EPA and the State of Ohio for all licenses and permits. o Good working relationships with local inspectors and Ohio Department of Industrial 

Compliance.   o Addressed all violations with the County Health District, including kitchen operations, 

and have gone from multiple write‐ups for the same violations to no violations. o Made tough decisions on noncomplying structures, which included temporarily halting 

world community building until there were plans in compliance with state regulations

Training: o All staff, including summer staff, were and are trained in ServSafe® food safety, First Aid 

and CPR. o Multiple staff members are trained annually on the High Ropes and associated safety. o Executive Director and Summer Program Director attended PCCCA Annual conference in 

2012. o Sent Maintenance Coordinator to a PCCCA Maintenance Conferences in February 2014 

and 2015. o Participate regularly in webinars for camp and retreat center management.  o Participated in vendor training for QuickBooks, Camp Brain, and DonorSnap.   

American Camp Association accreditation and procedures: o Hired ACA consultant. o Developed and approved emergency procedures for camp operation as well as policies 

for safety, technology and social media, and other areas within the scope of ACA accreditation. 

o Dedicated a summer staff person to all facilities‐related ACA issues and maintenance documentation. 

Operational Efficiency: o Added Quickbooks accounting system online so that board and staff can view financials.   

Kirkmont Center had no enterprise accounting system or process after operations were separated from Presbytery of the Miami Valley.   

o Purchased and implemented Camp Brain for online registration for summer camps.  o Purchased new computers for all staff (July 2014). o Ended unfavorable equipment lease and vendor arrangements.   o Cut (and are cutting) utility costs with more efficient use of energy.   o Reconfigured e‐mail system so that each staff person has an individual e‐mail address. o Assessed and are assessing true costs of doing business, charges for services, and 

revenue needs.  Eliminated business where we were losing money.  Established minimums for lodges.  Increased prices slightly for summer camp (2012 and 2015) yet remain very competitive. 

Marketing and Outreach: o Went from homegrown marketing material with clip art to professionally produced and 

printed brochures for summer camp (2012‐2015). o Unveiled new website in February, 2015. 

Strategy o Completed a Master Planning Process for all aspects of camp and retreat center for next 

14 years; have continued to engage planners for ongoing consultation and implementation assistance. 

o Established relationship with general contractor and architect (who is a former camper!) o Completed stakeholder mortgage, with lower interest costs than a commercial loan and 

converted short‐term debt to long‐term debt for a healthier balance sheet.

REPORT OF THE STATED CLERK:

o A quorum was declared and on motion/second, and the roll was formed by signatures obtained during registration showing an attendance of fifteen (15) teaching elders, eleven (11) ruling elder commissioners [representing six (6) churches], and three (3) ruling elder members of presbytery: a total of twenty-four (24) voting members. In addition, two (2) corresponding members, one (1) staff member, and one (1) visitor were registered for a total present of thirty (30).

o On June 11, 2015, the Moderator received the request for a special meeting of the Presbytery. The request came from at least two teaching elders and two ruling elders of different congregations and the meeting was called in accordance with the Bylaws of the Presbytery of Miami Valley. The purpose of this meeting is to act upon two motions from the Leadership Council to (1) elect RE Dennis Piermont as Interim Stated Clerk and (2) authorize the Leadership Council to initiate and oversee a search process for an installed Stated Clerk. The presbytery was reminded that business is confined to the call of the meeting; no new business can be introduced; and that only teaching elders, ruling elder commissioners, and ruling elder members of presbytery may speak or vote during the process.

LEADERSHIP COUNCIL – Teaching Elder Joe Hookey

For action, the committee recommends that the presbytery: o Elect Ruling Elder Dennis H. Piermont, Stated Clerk Pro-tempore of the Presbytery of the Miami

Valley as Interim Stated Clerk (at no compensation), until such time as a permanent Stated Clerk has been elected and installed. Passes on voice vote.

For action, the committee recommends that the presbytery: o Authorize the Leadership Council to appoint, charge and oversee a search committee in its work to fill

the position of Stated Clerk. The Interim Stated Clerk shall not be eligible for this position. The Leadership Council shall report on the progress of this process at the next called presbytery meeting. Passes on voice vote.

Having completed the docket for this special meeting, the Moderator closed the meeting with prayer at 4:25 p.m.

Final Report to Committee on Ministry from the Fairborn AC

8/17/15 • AC began its work 28 months ago. The situation then: - Pastor Tom Harmon felt he was being unfairly treated by some of the congregation, felt his livelihood threatened just when a new baby was to be born to his family, and was doubting his call to be Pastor at Fairborn, First. He evidenced signs of clergy burnout. - Several “Antagonists” in the church believed that Rev. Harmon was not giving the church a sufficient priority of his time and energy (verses: his D.Min. study, Presbytery Moderatorship, GA Commissioner, etc.), that he was rigid in his leadership style, that his preaching wasn’t effective, that he was paid too much and that he was out of line in sending a mysterious letter to CoM. These parishioners had circulated a petition in the congregation to have the Session call a Congregational Meeting in order to consider dissolving the Pastoral relationship. - The Session was divided in their opinions surrounding the controversy. Some were angry with one another, with Rev. Harmon and particularly with the CoM and the Presbytery Leadership. The controversy was high on the Steinke conflict scale. - In the months before the AC was formed Rev. Harmon had solicited help from the Presbytery Executive and eventually the CoM. The Presbytery Executive and CoM representatives met with the Fairborn Session two or three times. Rather than help, this added fuel to the controversy's fire. The Session felt that the Presbytery could only see Rev. Harmon’s side of the controversy, that the Presbytery’s leadership bullied them, and that they had not been “heard.” The AC concluded that Rev. Harmon had received some bad advice in the month’s preceding the establishment of an AC. And, at the very least the Presbytery had not been an unanxious, unbiased presence to the Session. • Throughout its tenure the AC has sensed from the Session and congregation a pervasive atmosphere of anxious grief that both the church and Fairborn as a community are dying. • In 28 months the AC worked to: - Build trust with the Session and Congregation - Mediate a dissolution of the Pastoral relationship between Tom and the church - Repair enmity between the Church and the Presbytery - Provide/coach transitional Pastoral Leadership: Bob Wade & Karen Cassedy - Coach Session on path to calling a PNC (which instead turned into a call for Rev. Cassedy to become Stated Supply). • AC assessment of current positive attributes of Fairborn, First - Dedicated Session who now seem to listen to one another and disagree agreeably. - Beautiful church facility which is well maintained. - Strong fellowship, mission & worship - Large staff for the size of the church. Staff works well together. - Good stewardship and $400,000 in the bank.

• AC assessment of current negative attributes of Fairborn, First: - Severe negative trends in membership and worship attendance (In 25 years Membership has gone from 688 to 186, a decrease of 73%. Attendance has decreased 67% in the same time period - from 196 to 65. An accurate current membership number is thought to be between 100 to 125.) - Average age of membership is over 75; very few new members; baptisms, weddings etc; no children’s CE; many funerals. - Facility larger than the congregation’s ability to fill or use it: worship uncomfortably empty, CE wing in moth balls. - Limited and tired leadership - Session not full (7 of 9), no enthusiasm for enduring a PNC process. - Difficulty for Session to make hard decisions such as, cutting budget by cutting back staff. - Lack of theological engagement and enthusiasm for spiritual growth. • Conclusion: Fairborn First will run out of people before they run out of money. Congregation seems viable for 5 to 8 years unless there is an infusion of the Holy Spirit and/or some other major changes! After much discussion and with congregational input the Session has voted to: Continue with current staffing levels in order to provide a quality church experience as long as possible. In July they voted to hire Rev. Cassidy to be a Stated Supply Pastor. There is also serious discussion of leaving a financial legacy to the Fairborn community when/if the church has too few people to be viable. The plan is to seriously study this idea in the future. While the church seems more stable emotionally than when the AC began its work. The AC has expressed a concern among themselves that enthusiasm for Rev. Cassedy might turn to conflict when her Pastorate has reached the 3 to 4 year range, because this is a past pattern at Fairborn, First. REPORT OF THE ADMINISTRATIVE COMMISSION FOR SOUTHMINSTER PRESBYTERIAN CHURCH

AUGUST 2015 The Administrative Committee for Southminster PCUSA (ACSPC or AC) met five times since May: on May 11, June 1 and June 22, July 13 and on August 10. At least two members were in attendance at four SPC Session meetings: on May 11, June 8, July 13 and August 10. AC member Bob Wade is currently serving as moderator of SPC Session. AC members attended three other meetings: May 12, Aug 6 and Aug 17 with members of Presbytery, SPC Session, and a prospective for interim pastor. ACSPC member, Linda Niece, member of COM made reports on AC activity to that body in May, June, July and August. The AC worked with Session through Eric P.’s departure, on saying farewell and next steps in moving forward. The AC tasked the SPC Session to work on CIF for Interim Pastors form and gave feedback on their work. In addition the AC advised the Session through the interim pastor search, serving as a conduit of information and names of potential candidates for the IP position. ARTICLE II MEMBERS

Section 2.01: Teaching Elders

Teaching elders shall be enrolled and maintain their membership in the Presbytery as provided in G-3.0366 of the most recent Book of Order and policies of the Committee on Ministry in the Presbytery of the Miami Valley Policy and Practice. It shall be the duty of each teaching elder who is an active member or a member-at-large to attend all stated meetings of the Presbytery.

a. Ministers of denominations covered under the Formula of Agreement may be enrolled as members of the Presbytery for the duration of their terms of service in a particular congregation. Such members of the Presbytery shall comply with the provisions for Teaching Elders with respect to Presbytery participation.

b. For clarity, in the Presbytery of the Miami Valley Bylaws and Policy and Practice manuals, the term Teaching Elder shall be synonymous with minister members of the Presbytery from other denominations.

Whenever a teaching elder fails to attend four consecutive stated meetings without excuses satisfactory to the Presbytery, the teaching elder shall be notified in writing by the Stated Clerk and shall be requested to render satisfactory reason for this absence. Teaching elders who are Honorably Retired or permanently disabled are granted an excuse from attendance at all meetings of the Presbytery.

Rationale

The 2011 revision to the Book of Order, restoring the former title of Teaching Elder, rather than Minister of Word and Sacrament, endeavored to make clearer the premise of Presbyterian polity that church governance is shared equally by teaching and ruling elders. One of the goals of this was to use the language in the Book of Order to educate all persons in the church, whether member or those in ordered ministries. An unexpected difficulty arose with respect to ordained women and men from denominations other than PCUSA serving as pastors of Presbyterian churches, under the Formula of Agreement. These include installed pastors with whom the PCUSA is in Full Communion (UCC, ELCA and RCA) and those serving in temporary pastoral relationships with whom the PCUSA is in correspondence. None of these ministers can rightly use the title “teaching elder” as their ordination is not in the PCUSA; however, while serving in Presbyterian congregations they are full members of presbytery (for their term of service) with all privileges, including voice and vote. This amendment will not only recognize this difference, but equally importantly it will continue in its attempt to honor the goal of the revised Book of Order as its language will also serve to educate.

The following is provided to Congregations in their Financial and Budget Planning for 2016:

1. For 2016 the Per Capita Apportionment for General Assembly will be $7.12. 2. For 2016 the Per Capita Apportionment for Synod of the Covenant will be

$3.25. 3. For 2016, the estimated total cost of all of the work of the Presbytery of the Miami

Valley will be about $45.00 for every member of every congregation in the presbytery.

4. About 20% of this income for this will come from investments, reserves and a few

small miscellaneous sources; the 80% balance must come from Connectional Support from congregations.

5. There is no mandated giving in the Presbytery of the Miami Valley. Each

congregation is asked to give based on their sense of commitment to being connected covenant with other congregations in the presbytery.

6. Financial support for the presbytery is really financial support for more than 50 congregations in our region, because the presbytery’s work benefits every one of its member churches.

7. While it would be ideal if every congregation was able to support the presbytery in

a manner equal to its size, we also recognize that like member giving in churches, there is often a wide disparity of those who regularly give.

8. Because of this, some congregations are able to support the presbytery in a manner

that might exceed a “per member giving ratio.” Their support greatly blesses us all – particularly those congregations of limited size and resources.

For information, the Leadership Council reports the following actions:

1. The Leadership Council looked at, as a starting point for future conversation, the spreadsheet prepared detailing aggregate presbytery congregation income, expenses and giving trends for the last five years. (appended to the LC Report)

In Memoriam

Rev. Doris Arnett-Whitaker (1959-2015)

Doris was born in Greenville, Ohio, on September 15, 1959. In 1974, she graduated from Arcanum-Butler High School. In 1978 Doris earned her Bachelor of Science degree in Nursing from Indiana Central University. For 15 years, she worked as a pediatric emergency nurse at Children’s Hospital in Cincinnati and at Children’s Medical Center in Dayton. Doris was a member of Sugar Creek Church from 1985 to 1993 and sang in the Chancel Choir, directed the Youth Choir, and served for many years at Kirkmont as a counselor for Jr. Music Camp. She participated in the presbytery’s partnership with the Evangelical Presbyterian Church in Ghana and in 1989 traveled to Ghana with the original task force. In 1992 Doris led a group of youth and young adults to Ghana on a work project. It was during these years that she felt the call to become a minister in the Presbyterian Church. In 1993, she graduated with a Masters of Divinity degree from the United Theological Seminary in Dayton, Ohio. Rev. Whitaker’s first church was Slifers Presbyterian Church in Farmersville, Ohio where she was pastor from 1993 to 2000. She also served as an Interim Pastor at St. Luke Presbyterian Church in Middletown, First Presbyterian Church in West Carrollton, and was currently at Bath Presbyterian Church in Dayton, Ohio. As an ordained minister she faithfully and lovingly served the Presbytery of the Miami Valley for 13 years as the Stated Clerk. In 2014 she was elected as President of the Association of Stated Clerks.

When she wasn’t spending her time in the office or in church, she was a voracious reader, avid viewer of British comedies and mysteries, and had an obsession for making lists. Doris also enjoyed researching her family history. At every opportunity, she and her husband, Jeff, traveled to historical places and sites where her ancestors were known to live. She loved her church, her husband, and more people than normal because of her great spirit. Doris was an advocate for Human Rights and loved unconditionally. She touched countless lives throughout her life. Sadly, Doris passed away June 5, 2015 of natural causes at her home. Surviving are her husband, Jeff, whom she married in 1996, sister Brenda Arnett, step-sons Bryan (Anne Johnson) Whitaker, and Kevin (Sarah McCord) Whitaker, in-laws Jim and Fay Whitaker, aunt Beth (Dave) Flora, uncle Rev. Tom Julien, numerous nieces, nephews, and a host of relatives and friends. Preceding her in death were her parents Richard and Rosalie Arnett of Arcanum, Ohio and her two brothers, Jan and Kent. A celebration of her life was held on June 20, 2015 at Sugar Creek Church in Kettering, Ohio. Glory Be to God for the life of Doris Arnett-Whitaker.

COMMITTEE ON MINISTRY Presbytery of the Miami Valley

2016 PASTORS’ COMPENSATION RECOMMENDATION

The Book of Order (2011-2013) specifically addresses minister compensation and the responsibility for its maintenance in the following two sections:

G-2.0804 Terms of Call The terms of call shall always meet or exceed any minimum requirement of the presbytery in effect when the call is made. The session shall review annually the minister’s terms of call and shall propose for congregational action (G- 1.0501) such changes as the session deems appropriate, provided that they meet the presbytery’s minimum requirements. The call shall include participation in the benefits plan of the Presbyterian Church (U.S.A.), including both pension and medical coverage, or any successor plan approved by the General Assembly.

G-3.0307 Pastor, Counselor, and Advisor to Teaching Elders and Congregations Presbyteries shall be open at all times to communication regarding the life and ministry of their congregations. Each presbytery shall develop and maintain mechanisms and processes to serve as pastor and counselor to teaching elders, ruling elders commissioned to pastoral service, and certified Christian educators of the presbytery; to facilitate the relations between the presbytery and its congregations, teaching elders, ruling elders commissioned to pastoral service, and certified Christian educators; and to settle difficulties on behalf of the presbytery where possible and expedient.

The Committee on Ministry recommends to the Presbytery:

*Reflects a change in calculation established in 2012 by the Board of Pensions of the Presbyterian Church (U.S.A.), requiring a minimum of valuation of the manse at 30 percent “of all other compensation included in Effective Salary,” not of total Effective Salary.

This recommendation reflects a 1.0% increase over 2015. Information which was used to formulate this recommendation included the following:

a. The full-time median salary* of PC(USA) pastors rose 1.4 percent from May 2014 to May 2015 to $56,200. The average salary increased 1.2 percent to $62,103. The average salary in the Presbytery of the Miami Valley is $60,219.50, with the median salary around 59,600.00. The average salary in across the Synod of the Covenant is $58,329.73.

Effective Salary information reported to it for minister members of the Benefits Plan who are serving U.S. congregations. The median salary is generally considered more representative than the average salary, since it is less influenced by the very-high or very-low salaries.

b. Bureau of Labor Statistics data (www.bls.gov) reflects an increase in the Consumer Price Index for All Urban Consumers (CPI-U) 0.1 percent from June 2014 through June 2015. The energy index has fallen 15.0 percent over the last 12 months; the food index has risen 1.8 percent; and the index for all items less food and energy has increased 1.8 percent.

c. Social Security (www.ssa.gov/cola) announced a 1.7 percent cost-of-living adjustment (COLA) for 2015 (computed in October 2014). This follows a 2013 increase of 1.5 percent in 2014. The Social Security Act provides that Social Security and Supplemental Security Income benefits increase automatically each year if there is an increase in the Bureau of Labor Statistics' Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) from the third quarter of the last year to the third quarter of the current year.

2. The following standard minimum requirements apply for Pastors, Certified Christian Educators (CCEs), and Commissioned Ruling Elders (CREs):

a. Continuing Education Reimbursement: $1,127 (indexed to inflation; record as a separate item)

b. Vacation: Four weeks including four Sundays

c. Study Leave: Two weeks including two Sundays

The committee also reports additional information useful in preparing terms of salary packages for pastors and other church professionals:

1. Certified Christian Educators (as approved by the Presbytery in November 2000)

a. Salary equal to the minimum Effective Salary (Plan A) above, pro rated as appropriate for part-time contracts.

b. Reimbursements, vacation, and study leave as above.

c. Additional guidelines:

(1). Base salary plus one percent per year for each year of experience beyond five years.

(2). Provision for medical coverage either by participation in the PC(USA) Major Medical Plan or other vehicle.

2. Commissioned Ruling Elders (as approved by the Presbytery in January 2002)

a. Salary equal to 75 percent of the minimum Effective Salary (Plan A) above, pro rated as appropriate for part-time contracts.

b. Reimbursements, vacation, and study leave as above.

c. Medical coverage is normally obtained by the individual through his/her secular employment.

3. Effective 2015, Board of Pension dues will require a two-tiered” rate schedule. For BOP members no dependent coverage the rate will remain at 35.0 percent (23.0 percent for medical; 12.0 percent for retirement, death, and disability) of Effective Salary for 2015; for BOP members with dependent coverage the rate will be 36.5 percent (24.5 percent for medical; 12.0 percent for retirement, death, and disability) of Effective Salary for 2015. All medical dues are based on Effective Salary, with a minimum participation basis of $42,000. Medical dues for part-time calls are based on the greater of a full-time (35-hour) equivalent or the full-time minimum basis.

4. To calculate Effective Salary plus other helpful information, visit the Board of Pensions web site at www.pensions.org. It is important to remember that calculating Effective Salary is not the same as calculating Federal tax implications. 5. Pulpit Supply Honoraria. When a pastor leads worship for a congregation as a visiting guest, the church shall pay mileage at the current IRS authorized rate plus the following:

a. For churches up to 250 members: $75

b. For churches over 250 members: $100

c. Additional compensation of $50 for each additional service. 6. Session Moderator Honoraria. The Moderator for churches without installed pastors shall be reimbursed mileage at the current IRS rate plus $35.

7. Travel Reimbursement. Member churches should reimburse pastors, Certified Christian Educators, and Commissioned Ruling Elders for church-related travel at the current IRS rate.

COMMITTEE ON PREPARATION FOR MINISTRY September 8, 2015

For Action: The Committee on Preparation for Ministry submits candidate Emily Haddox for examination by presbytery to the Ordered Ministry of Teaching Elder. Emily Haddox has successfully completed all the requirements of G-2.06 (Preparation for Ministry) of the Book of Order and has received a call to serve as pastor (part-time, stated supply) from the Session of Bath Presbyterian Church in the Presbytery of the Miami Valley. This call has been overseen and attested to by the Committee on Ministry.

Statement of Faith Emily Haddox

I believe in the Triune God who is the Creator, Redeemer and Sustainer of all life. God loves, nurtures, affirms and challenges humanity to guide toward God’s purpose for all of creation. God is bigger than anything humans can fathom, knowing all time and circumstance. God is good, patient, wise and surpasses the human capability to forgive and love. “We love because God first loved us” (1 John 4:19). When we are willing to lovingly and fully entrust ourselves into God’s good will, letting go of fears and doubts, that God’s purpose for all creation will avail. I believe in Jesus the Christ, the anointed One of God and God’s Son; fully human, fully Divine. Fully human, born of Mary, he experienced the fullness of human life; physically, emotionally and spiritually. Fully Divine, he is intimately integrated with the Father. Being fully human and fully Divine, he exhibited the Father’s loving kindness to all humanity regardless of their station or circumstance. Jesus’ teachings and healings reveal God’s power to reverse the oppressive structures in society and culture while demonstrating God’s desire for justice. Jesus is Wonderful Counselor, present and attentive to us in our darkest doubt and grief as well as celebrating joys and triumphs. Jesus challenges our apathy and affirms our ability, through God’s grace, to be transformed into a new creation. I believe in Christ as Savior, sozo (Gr.), the one who cures and heals. Only through Christ’s life, death and resurrection are we healed of our sin and freed to love and serve. I believe in the Holy Spirit who is a daily presence and reminder of God’s love within us, among us and beyond us. I believe in the Spirit as Advocate and as Ruah (breath of God), making Holy Scripture alive and relevant for us today. The Spirit is lifegiving and liferenewing. The Spirit inspires and empowers us, individually and as the body of Christ, to continue reforming into God’s image. The Spirit binds us with the disciples of the past to continue Christ’s mission on earth into the future. I believe the Spirit is fully present in

the Sacraments of Holy Communion and Baptism as outward signs of an inward reality and faithfilled rituals that demonstrate our covenant with God. I believe sacraments were instituted by Christ for God’s community to fully experience the presence of God with us. In baptism, we are grafted to Christ through the water and the Spirit. We die with Christ and rise to newness of life. I believe in one holy and apostolic Church. I believe Christ is the Head of the Church and we are the body. The Church was created and called together by him for the sole purpose of following him and carrying out his mission for and into the entire world. In the church community we are equipped with the gifts of the Spirit and challenged to carry them beyond the walls of the church where they will be exhibited as we live out our call as disciples of Christ. I believe religion is worship joined with justice. I believe Scripture is a gift from God and God’s Word to us. I believe it was written by people who were inspired by the Holy Spirit, to express their experience of God’s activity and power in their lives and in creation. Scripture is our story as the people of God where we learn about our history, our past and formation. Through the Spirit’s inspiration, Holy Scripture is how we discern our path for today and tomorrow and God’s desire to be in relationship with us. From Genesis through Revelation we are shown the movement of God from the beginning of time creating, redeeming and sustaining God’s good creation.
