Minutes of Performance Review Meeting of 180 kVAStatic Converter
held at RDSO on 21.12.2018 on 22.12.2018.
Present: As per list enclosed.
1. At the outset PEDSE IRDSO welcomed all the participants from railwaysand industries for the meeting on 180 KVAStatic converter at RDSO.
180 KVASIVs which are available in conventional locomotive will being
services for a decade and more. Therefore, proper attention is required
from Railways and Suppliers for its maintenance. It is also informed that
for new procurement of SlY, Railways have to follow the guidelines issued
by Railway Board vide Railway board's letter no. 2018 IElect (TRS)441 I 5pt 1 dated 28.08.2018 and all the new procurement of SIV by railways
shall be done as per revised specification no. RDSOj2018jELj Specj0140
Rev 0 dated July 2018. Consequently any replacement of old SIVs has to
be with SIVas per revised specification.
The compliance report of previous meeting which was held at CNBhas not
been received. Only ELSI Anguli ECoR have sent the compliance report.Other railways are requested to send the compliance report timely. Firms
are also advised to send the feed-back and compliance of the work done as
mentioned in MOMs of both the meetings. Only Mj s. Hind Rectifier sends
the performance report regularly.
Railways are requested that the consolidated failure data upto Dee 18
(April 18 onwards) should be sent to RDSO by 15.01.2018 in the excel
sheet formats as already circulated.
2. Performance review:-
Discussions were held on progress of modifications and failure analysis
presented by RDSO based on the data taken from the sheds which are as
follows:-
2.1 MIs AAL

The maintenance schedule andreplacement of bearing of Havellsmake of 02 HP motor has not beenprescribed by firm. This IS to besubmitted by firm.2. ELS/BZA reported Havells makecooling fan with 1 HP motor are alsoreliable and reported no failures.3. In the meeting at ELS/TKD It wasadvised by RDSO to complete theconversion of ZIEHL-ABEGGcoolingfan to modified one so that thefailures due to cooling fan can bereduced. Railways are requested toexpedite conversion of ZIEHL-ABEGGcooling fan to modified one and givefeed back to RDSO.
4. Firm reported that apart fromOEM supplied there are locallymodified cooling fan for which it isdifficult to work on AMC. In theminutes dated 21.03.2018 for themeeting held at ELS/TKD dated16.03.2018, it was decided that theunits which are having local modifiedcooling fan may not be taken in thescope of AMCbut firm has to provideproportionate reduction in the cost ofAMCon such SIVs.
b) GDU card:GDU card of inverter andbattery charger
1. Failures of GDU card are still takingplace.
2. Firm has agreed to repair /rehabilitate failed GDU cards ofinverter and battery charger duringAMC. It is decided that the repair /rehabilitation of failed GDU cards ofinverter as well as battery charger willbe done in phased manner in SlVsunder AMC and will be completedwithin SIX months. OEM IS beingadvised to submit the plan to thisoffice so that concerned railways maybe intimated.

c) Churning Fan 1. Firm has not given any feedbackas decided during last meeting. Firm isagain advised to study the case andsubmit the feed back to RDSO by15.01.2019 for needful.
d) K -2 and K-3 model ofSIVs
1. About 100 units are in service. Itis advised that the loco sheds where :older versron SIV exists and hascompleted their codal life, same may beplanned for replacement by 2 X 130KVASIV.

a) Indigenized Batterycharger:Indigenized Battery chargerfailed due to failure .ofrectifier module .
1. Railways reported that the failures inIndigenized Battery charger haveincreased even after this modification.In some cases battery chargingvoltages shows 104V - 105 V and locobattery is not properly charged andbattery became dried up.
2. M/ s. Siemens have investigated thecase and they have concluded that themajor problem is in voltage setting.Firm is being advised to advise theirservice engineers to verify the voltagesetting in every unit during scheduleinspection during AMCattention.
3 It IS decided m the preVIOUSmeetings that K -8 contactor is to beremoved j bypass m all types ofbattery charger of Mj s Siemens asper RDSO issued Modification sheetno RDSOj2016jELjMSj0452 Rev 0dated 29.04.2016. It is decided thatfor remaining work in K -8 contactormodification, firm will assist shedsto implement the modification in theAMC awarded units where in thematerials are duly supplied by thesheds.

b) Input isolatorProper locking of inputisolator jRemoval of inputIsolator (to be done by shedfor SIV's supplied upto2009 where isolator exists)
1. It is recommended by RDSO that

ELSj ET reported that there ISrepeated failure of input voltage low. Asa precautionary measure, U -1 sensorwas replaced and problem resolved.Mj s. Siemens is advised to look intothe matter and submit action plan sothat such failures can be eliminated.

1. Loco sheds reported that even aftermodification of TDC_IF card, the failuresof TDC_IF card still persists. It is advisedthat during AMC attention the TDC_IFcards are to be checked. If any problemnoticed the cards are to be replaced. Firmstated that the failures are due to overaging of capacitors in TDC_IF card. In themeeting held at CNB, RDSO advised firmto check and replace the capacitors ofTDC_IF card during AMC attentionwithout fail.

a) 1. ELSj JHS reported that there aretwo failures of PEe card. One failure isunder warranty. Firm reported that thefailure IS due to erratic operation ofrelay.2. During previous meeting at CNB itwas decided that defective PEe card ofELS/ JHS are to be investigated andsubmit report to RDSO within onemonth. As no report has been receivedso, firm is again advised to investigatethe causes of PEe card failure.

Cooling fan:Mainly there are failuresdue to jamming ofbearings.
1. Firm stated that the cooling fanb)bearings are failing after a service life of04 years and advised that they are to bereplaced after a service period of 04years. The bearing number has alreadybeen circulated vide MOM of CNBmeeting dated 27.09.2018.
3.0 Other points noted during meeting:
3.1 Replacement of bearing should be done as per the recommendation of
OEM.
3.2 The OEMs of Static converter are advised to develop 2 X 130 KVASIV
and register in RDSO online vendor registration portal.
3.3 For review of the clauses of AMC of SlY, Railways are advised to
submit the additional clauses to be included in SMl to RDSO, so that
it can be reviewed and improved further.
3.4 Zonal railways are advised to finalise the AMC at the earliest for
improving the reliability.
