Ref: This office letter no. STSIEIISA-Vol.-III dt. 07.12.2015.
Based on the scrutiny of offers received in EOI dated 08.06.2017 and review of theexisting panel, the panel of Independent Safety Assessors (ISAs) for Signalling Projects andProducts in three categories circulated vide above reference is superseded by the present panelwith effect from 08.01.2018.
The terms and conditions for operation of the panel are given in the last.

# Provisional empanelment of this firm In genenc category IS for specific projects assigned by RDSO. Thefirm shall obtain accreditation as per ISO/IEe 17065 within two years.
* Note: The terms and conditions for the operation ofthe panel is given in the last.
Terms and Conditions for Validity of above Panel:
The above panel shall be valid with the following terms and conditions:
i. ISA to be selected by RailwaylMetro project organization and not by the signallingsystem supplier.

ii. ISA selected for a project should not have been involved in other project activities likegeneral consultancy, tendering, design, testing etc. of the same project.
iii. The panel will be valid for 2 years from the date of issue. If review is delayed, the panelmay be extended for defmed period.
iv. The work awarding organizations (Metro Railway/ Zonal Railway/RDSO) shall ensurethat the currency of accreditation of ISA as per ISOIIEC 17065 is valid on the dateassignment given to them as well as on the date ofISA's final report after completion ofthe assignment.
v. Any adverse report the ISA may be considered suitable reason for deletion of firmsname for the panel.
vi. RDSO reserve the right to continue with the panel and add/delete, name of any/all firmspartly and completely before assigning any reason.
vii. The firms on above panel may authorize their Indian counterpart offices/Representatives for ease in co-ordination, communication and bidding on behalf of theISA firm. Such authorization may be communicated to the work awarding organizationdirectly. However, it is made clear that the assessment, certification etc. for the projectshall be done by the firm on the panel as above and not by the Indian representatives.
viii. In case of the firm on the panel changes their address, contact details, ownership etc.due to any reasons they should immediately inform to RDSO at following address -ED(Co-Ord)/Signal, Room No. 202, Annexe-I, Research Designs & StandardsOrganisation, Ministry of Railways, Manak Nagar, Lucknow-226011 (India), [email protected] .
