Incident Commander report this emergency to the Emergency Response Commander to anticipate the escallation condition even worst.

I. Event Scenario

Off Shore Drilling has been running for 3 months, suddenly there is increasing of formation pressure that can not be controlled therefore leads to blow out of crude oil to the all parts of platform and practically makes oil spill on the sea at vicinity area. Company Man orders for closing the Blow Out Preventer (BOP) Facilities in order to shut off the gush and preventing all activities that emerges sparking.

Incident Commander report this emergency to the Emergency Response Commander to anticipate the escallation condition even worst.

Incident Commander declares the emergency as approval from Emergency Response Commander, and coordinates with On Scene Commander to conduct the oil spill response complies with emergency response procedure (Tier I).The Oil Spill Response conducted by using Oil Boom to contain the oil spill and using scimmer as well for vacumming or pumping the oil spill.

Oil spill response accomplishes successfully and Incident Commander as approval from Emergency Response Commander declares that the shore area is safe.

1. Evacuation is not conducted because there is no fire nor toxic gas (H2S) at the scene, but prohibiting to get close to oil spill, thus HSE Offcer and Security are doing such anti spark action.HSE Offcer Security Team

1. When occuring blow out, Company Man command to drilling crews attempt for stopping blow out by operating Blow Out Preventer (BOP) so that wild gusher can be controlled but on the other side oil spill is still about 50 barrels amounted. Company Man Drilling Crew

3. To prevent from fire and toxic gas (H2S), HSE Officer conducts: monitoring the potential sources that can emerging sparkling. testing and monitoring Hydrocarbon gas and H2S at vicinity of the scene.HSE Officer

4. Measurement result of hydrocarbon gas using explosimeter pointed around 5% LEL to 10% UEL that means it is safe (Non Explosion Range)HSE Officer

5. Testing of H2S toxic gas using Gas Detector pointed 0 (Zero). HSE Officer

6. Incident Commander coordinating with On Scene Commander conduct oil spill emergency response as meet Tier I procedure that the emergency predicted is still able to be handled by field oil spill emergency response organisation. Incident Commander On Scene Commander

7. Oil Spill Response Team takes strategy acton to deploy Oil Boom using Tug Boat on seashore surrounding the platform to containing the oil spill wide spread and to vacum the oil from sea shore.
